Opis:
A case study of the Lower Silesian Voivodeship is presented in this article. From the European Union's perspective, Lower Silesia is an example of a less developed region; however, it is also an example of a region that has improved significantly in regards to development due to a change in its innovation model. The purpose of this article is to identify the factors that have had an impact on the change in the region's development path (stimulants), as well as to indicate the weaknesses and barriers limiting further development. This article is based on a review of the literature, statistical data analysis as well as structured, in-depth interviews that were conducted with representatives of regional and local authorities, scientific units and business-related institutions. Recommendations for the regional policy of Lower Silesia have been formulated on this basis.

Between 1989 and 2014, the Warmian-Masurian Voivodeship (one of the poorest regions in the European Union) was subjected to a number of external stimuli. However, not only has its position in the ranking of provinces failed to improve - it has actually worsened. Despite this, positive adaptive changes have occurred in the region, although they are limited in scope. The attitude of peripheral regions towards external stimuli can be quite reactive, as seen in the case of Warmia and Masuria. It can be assumed that the province's smart specialisations (water economics, high-quality food, and wood and furniture) will contribute to further quality in the economic structure of the region, but it will not necessarily improve its position in relation to other regions in Poland.

This paper seeks to explore the issues of innovation and new path creation in the UK and Germany, illustrated through the case of the modern wind power industry. Taking an evolutionary perspective drawing on path dependence theory, the paper examines the role of niche environments in the creation of new economic pathways. The research finds that new economic pathways are more likely to develop in places where niche conditions provide receptive environments for innovations to flourish. The policy implications of the research include the importance of supporting niche environments that encourage growth in new sectors and the need for financial support to bring innovations to market, to encourage the development of new economic pathways.

Research background: The twin pressures of economic downturn and climate change faced by countries around the world have become more pronounced over the past decade. A renewable energy transition is believed to play a central role in mitigating the economic-climate paradox. While the architectural and computational power of artificial intelligence is particularly well suited to address the challenges of massive data processing and demand forecasting during a renewable energy transition, there is very scant empirical assessment that takes a social science perspective and explores the effects of AI development on the energy transition. Purpose of the article: This paper aims to answer two key questions: One is, how does AI software development promote or inhibit the shift of energy consumption towards renewables? The other is, under what policy interventions does AI software development have a more positive effect on promoting renewable energy consumption? Methods: We employ a dataset of 62 economies covering the period 2011–2020 to analyze the impact of AI software development on the energy transition, where possible confounders, including political and economic characteristics and time-invariant elements, are controlled using fixed-effects estimation along with specified covariates. Findings & value added: AI software development can promote the energy transition towards renewables. There is suggestive evidence that the core mechanism linking such a positive relationship tends to lie in improving innovation performance in environmental monitoring rather than in green computing. Government support for R&D in renewable energy technologies is found to be significantly beneficial for harnessing the positive impact of AI software development on the energy transition. Compared to non-market-based environmental policies, market-based environmental policies have a more significant positive moderating effect on the relationship between AI software development and energy transition.
