Transportation and delivery play a vital role in the economy, an efficient transportation system has a determining role in it. Its importance is far more significant than what the transportation sectors proportionally represent. The ratio of transportation and warehousing, which belongs to the national economy sector H according to Unified Sectoral Clas-sification System of Economic Activities, in the total output of the Hungarian economy in gross added value of the national economy is 5.7%, its share in employment is 5.9%, and about 5% of active enterprises can be found in this sector (2010 data).

Security and infrastructure are two closely related terms, which is why they are so often referred to at the same time. In today’s world, infrastructure is essential to ensure broadly understood security, and a lack of security will not fulfil its basic role. Today, identified threats and challenges to national security, and thus to the security of the state, evoke the need to participate in preparing all components of the defence system of the state. The management of state defence is a very complex process, requiring a properly prepared system to function reliably in times of peace, but also in times of crisis and war. Its role is to integrate individual elements of the defence system into a uniform and efficient whole. Effective defence activities and ensuring the security of its citizens and all its assets are the core activities of the state. The defence area of the state is now comprehensive in nature and is of interest to the entire apparatus of state power. The aim of the article is to present the role of the defence infrastructure in the life of the state, its relation to national security and an attempt to identify the defence infrastructure of the state, taking into account the key state infrastructure.

Infrastructural systems -such as railways- can be characterized as multi-actor socio-technical systems that are able to adapt during their life cycle, both to external disturbances as well as changes in the system itself. The design phase should mark the starting point for a resilient system to prevent ad-hoc and opportunistic design changes. A case study on the design and development of the High-Speed Line railway system in the Netherlands indicates that it is necessary to make both a technical and procedural evaluation of these future user’s possibilities before construction takes place. Once cast in concrete, the adaptive potential has been determined. The actors during design and operation adapt in different ways. During the design, the focus should be on the question which incentives are driving the designing parties towards a consistent and resilient design. The task for a strategic engineer or architect, is to understand how incentives and requirements influence each other and how they safeguard the future operational variance of the system and its safe performance. Such a strategic engineer should be involved in the project at the functional level, where requirements and incentives are formulated.

In this paper was analyzed selected components of technical infrastructure functioning in rural areas of the Malopolska, Świętokrzyskie and Podkarpackie Voivodships. The level of equipping rural areas with specified infrastructure elements was evaluated in the form of density and availability of infrastructure components. The work has been specified the rate of change in the analyzed indicators. In each of the provinces was separated 4, homogeneous groups of municipalities due to the level of infrastructure and standard of living. The lack of consistency in the level of the dynamics of the development of infrastructure with the dynamics of the percentage of residents using the equipment was noted. A positive phenomenon is that the development of the sewage system in all three voivodships has a higher average rate than the average rate of the development of the water supply system. This is particularly important due to the significant underdevelopment of the sewage system in relation to the water supply system.

Opis:
The need for conservation and protection of natural ecosystems from the consequences of non-rational exploitation is a key issue for all industries. Tourism depends strongly on the quality of environment, but it can contribute to degrading or saving vulnerable ecosystems. The development of infrastructure for ecotourism is a way of mitigating the negative consequences of human activity and solving a range of related problems in the local labor market as well as improving living standards. The authors describe a series of actions aimed at developing ecotourism, which have been partially implemented in the Smotrytsky Canyon. In addition to presenting characteristics of the ecological and cultural value of the canyon, the authors analyze how it is affected by the existing anthropogenic factors. A list of necessary actions for environment restoration is presented, with special emphasis on erosion control, including plans for their implementation. Finally, the authors consider economic problems of developing ecotourism infrastructure and ways of minimizing their financial costs.

Infrastruktura transportowa wymaga znacznych nakładów finansowych ze źródeł publicznych W tym kontekście powstaje pytanie: czy finansowanie infrastruktury transportowej stanowi pomoc państwa. Podejście KE do stosowania przepisów o pomocy państwa do projektów inwestycyjnych dotyczących infrastruktury transportowej uległo w ostatnim czasie znacznym zmianom. W opinii KE nowe podejście jest konsekwencją wydania przez Trybunał Sprawiedliwości orzeczeń w sprawie Leipzig Halle. Jak zauważyła KE, po wyroku w sprawie Leipzig Halle państwa członkowskie nie mogą dalej negować, że zasady dotyczące pomocy państwa znajdują zastosowanie do finansowania jakiejkolwiek infrastruktury, która później (po wybudowaniu) będzie wykorzystana do prowadzenia działalności gospodarczej. A contrario jedynie finansowanie infrastruktury, która nie będzie wykorzystana do prowadzenia działalności gospodarczej, takiej jak otwarte dla ogółu społeczeństwa drogi publiczne, autostrady (które nie są obsługiwane przez koncesjonariusza), będzie, co do zasady, wyłączone z zakresu stosowania przepisów o pomocy państwa. Artykuł opisuje najważniejsze zagadnienia związane z aktualnym podejściem do stosowania zasad dotyczących pomocy państwa do publicznego finansowania infrastruktury transportowej.
Transport infrastructure requires significant funding from public sources. The question therefore arises as to whether public financing of transport infrastructure constitutes state aid. The approach of the European Commission to the application of EU state aid rules to transport infrastructure investment projects has significantly changed in recent years. According to the Commission, its new approach is the consequence of the Leipzig Halle judgments. As underlined by the Commission, since the Leipzig Halle judgement, Member States can no longer deny that the financing of any kind of infrastructure is governed by EU state aid rule provided that infrastructure is later subject to commercial exploitation. A contrario, only the financing of infrastructure that is later not commercially exploited (such as public roads, motorways not operated by a concessionaire open to general public) is in principle excluded from the applicability of EU state aid rules. The article describes the most important issues related to the current approach to the application of EU state aid rules to the public financing of transport infrastructure.

Problematyka dotycząca infrastruktury jest istotna dla każdego podmiotu funkcjonującego w przestrzeni społeczno-gospodarczej. Zgodność poglądów na temat pojęcia i interpretacji infrastruktury ułatwia komunikację w obszarze decyzyjnym. Dlatego wymiana poglądów na ten temat przyczynia się do ich ujednolicenia, umożliwia również poszukiwanie racjonalnych rozwiązań. W artykule podjęto próbę określenia infrastruktury i możliwości jej klasyfikacji. Przedstawiono autorski pogląd na temat potencjalnych zagrożeń i interpretację infrastruktury, dzieląc ją na infrastrukturę techniczną i zasoby. Wskazano na potrzebę wyróżnienia w infrastrukturze technicznej trzech składowych z ich opisem. Następnie zaproponowano podział infrastruktury ze względu na możliwości zaspokajania potrzeb podmiotów. Na koniec odniesiono się do pojęcia infrastruktury krytycznej i zaproponowano nowe do niej podejście.
Issues relating to infrastructure are essential for every company operating in the socio-economic situation. Consensus of views on the concept and interpretation of infrastructure facilitates communication in the decision-making area. Therefore, the exchange of views on this subject contributes to their unification allowing the visitors to search for rational solutions.This paper attempts to identify the infrastructure and capabilities of its classification. Presents the author's views on the potential risks and interpretation facilities, dividing it into technical infrastructure and resources. The need of awards in the technical infrastructure of the three components of their descriptions. Then the proposed distribution infrastructure, the potential to meet the needs of stakeholders. Finally, reference is made to the concept of critical infrastructure and proposes a new approach to it.

Wymagania prawne dotyczące dostępności infrastruktury kolejowej dla osób o ograniczonej możliwości poruszania się (PRM) zawarte są w specyfikacji TSI PRM [16]. W 2017 roku zostały przyjęte normy dotyczące niektórych parametrów określonych w TSI PRM. W artykule zaprezentowano wybrane wymagania norm dotyczących tras wolnych od przeszkód, kontrastu, informacji dla podróżnych, właściwości przeszkód przezroczystych i rozwiązań do przeciwdziałania poślizgom.
Legal requirements regarding the accessibility of rail infrastructure for persons with reduced mobility (PRM) are contained in the TSI PRM [16]. After the publication of this technical specification, in 2017 standards for some of the parameters specified in the TSI PRM were adopted. The article presents selected requirements on obstacle free routes for infrastructure, contrast, information for travellers, optical and friction characteristics.

Railway infrastructure managers are obliged to check technical condition of infrastructure in order to maintain safe traffic. Usually this is done using conventional methods and tools or directly through the inspections made by the technical staff . Technological development which is currently being experienced indicates the availability of new measurement methods that can be used to monitor the condition of railway infrastructure. However, the introduction of new methods for monitoring the infrastructure is usually a change affecting safety, which requires an assessment of the significance of the change for the maintenance of the required level of railway traffic safety. The authors assessed the significance of the change in the method of infrastructure monitoring and related risk assessment as a result of the use of the contactless method of checking the railway surface as an alternative method to staff inspections. Additional control measures or preventive measures for potential threats have also been indicated.

The purpose of this study was to characterize the scope, direction and pace of the evolution taking place in the rural part of highly and less urbanized regions, including without limitation changes to the territorial distribution and percentage of the rural population in the voivodeships covered by this study; the levels of the technical and social infrastructure; the condition of agricultural productive inputs and the level of the farms’ commercial production; the development level of non-agricultural activities in rural areas. The source of information were books, magazines and publications of the Central Statistical Office (GUS). Once collected, the information was processed and interpreted with the use of a vertical and horizontal comparison method, the statistical method and the relative valuation method. It was found that: a) the rural population grows (and so does its share in the country’ population) though rural areas become smaller in size, b) more and more rural areas are transformed into residential areas, improving the level of technical and social infrastructure, c) the Śląsk region is characterized by a slower evolution of the general and rural infrastructure compared to Świętokrzyskie voivodeship, d) the regions covered by this study demonstrate a high decrease rate of agricultural land resources, accompanied by the growth of other productive inputs and of agricultural commercial production, e) rural areas are increasingly engaged in economic activities covered by the REGON register. The characteristics and consequences of entrepreneurship are diversified across the rural areas under consideration. The most positive effects can be noted in Śląsk region.

A commune is a basic self-government unit in Poland. Handing over a part of qualifications to the local level of self-government engendered the need of the effective and creative resource management for social, economic and ecological development of communes. Tools of infrastructure stimulating constitute the special group of instruments of local development. Equipping the area with social and economic infrastructure is one of factors and of indicators of investment attractiveness. It influences the quality of life of inhabitants. It is also contributing to the development of existing companies and attracting the outside investments. Tools that can be used in this area are: co-financing of investment by the commune and the independent realization by the commune of infrastructure investments. A main goal of this contribution is an attempt of the assessment of the results of projects co-financed from EU funds carried out in the field of the road infrastructure as the effective tool of the local politics. Analysis will concern the City of Białystok which is dynamically using public funds for the improvement in the infrastructure. In particular it will include results of all selected projects.
