Opis:
W artykule przedstawiono problematykę oceny wartości informacji przekazywanych w postaci komunikatów. Do analizy wykorzystano jedną z metod wielokryterialnej analizy porównawczej. Przedstawiona analiza ma wymierne znaczenie w procesie decyzyjnym, przy istotnym ograniczeniu czasowym. Analiza została poparta przykładem, w którym rozważono grupę komunikatów scharakteryzo-wanych poprzez zbiór cech o charakterze ilościowo-jakościowym. Zaprezentowana metoda oceny informacji może znaleźć praktyczne zastosowanie w procesie decyzyjnym w ramach zarządzania kryzysowego w sytuacjach nadzwyczajnych.
The article gives the issue of assessment of the value of the information to be provided in the form of messages. Analysis of information is made by using one of the methods of comparative analysis. Significant reduction in time has an impact on the result of analyses. The analysis was supported by an example of an academic, in which a group of messages describes by a set of characteristic of a quantity-quality. The method used to analyze information can find practical application in the decision-making process in the framework of crisis management in emergency situations.

Od kilku lat tematy związane z bezpieczeństwem są na ustach wielu osób. Bezpieczeństwo nas otacza i wszyscy chcą mieć pewność, by zarówno my sami, ale też krytyczne dla nas informacje były bezpieczne. Zmienia się świat, zmieniają się nasze potrzeby, zmienia się także nasze spojrzenie na bezpieczeństwo. W ten sposób odchodzimy od najprostszego sposobu poprawienia świata, by był bezpieczniejszy, stosując takie rozwiązania, jak ograniczenia i zakazy. Szczególnie jest to widoczne w podejściu do informacji, do której po prostu chcemy mieć dostęp w każdej chwili, ale z drugiej strony, która ma być bardzo dobrze zabezpieczona przed jakimkolwiek wyciekiem. By to zapewnić, korzystamy z coraz większej liczby udogodnień, a nowe technologie niosą wiele ułatwień, ale też przynoszą nowe ryzyka, z których wiele osób kompletnie nie zdaje sobie sprawy. „Bezpieczeństwo jest procesem, a nie produktem” - o tym powinniśmy pamiętać.
For several years, security issues are spoken by many people. Information Security surrounds us and we want to make sure that both we and also our critical information are secure. The world is changing, our needs are changing all the time and we also change the way we look at information security. In this way, we depart from the simplest way to improve the world a safer place by using solutions such as the limits and prohibitions. This is particularly evident in the approach to information which we just want to have access at any time, but on the other hand, which have to be very well protected against any leakage. On the other hand, in order to ensure this, we use more and more features and new technologies bring many facilities as well as new risks, that many people completely unaware. "Security is a process not a product" and that we should keep in mind.

In the operation of enterprises, information has always played a vital role, as it is the basis on which the decisions are made and the view regarding the upcoming events is shaped. The tool that allows for obtaining comprehensive information on the operation of a com-pany is the Business Intelligence (BI) system. Based on the results of his own qualitative research, the Author discusses the essence of BI in managing modern enterprises. He in-dicates the places where the application of this tool is most useful.
W działalności przedsiębiorstw informacja zawsze odgrywała zasadniczą rolę, ponieważ to na jej podstawie podejmowane są decyzje oraz kształtowany jest pogląd odnośnie nadchodzących wydarzeń. Narzędziem, które pozwala na pozyskiwanie kompleksowej informacji odnośnie działalności przedsiębiorstwa, jest system Business Intelligence (BI). Na podstawie wyników własnych badań jakościowych, autor omawia istotę BI w zarządzaniu współczesnych przedsiębiorstw. Wskazuje miejsca, w których stosowanie tego narzędzia jest najbardziej przydatne.

System ten został opracowany dla realizacji strategii optymalizacji udostępniania zasobów różnorodnych baz danych funkcjonujących w Instytucie. Inną jego funkcjonalnością jest optymalny przydział mocy serwerów dla zadań-obliczeń realizowanych przez poszczególne działy. Nowe oprogramowanie umożliwi najlepsze wykorzystanie posiadanych zasobów, przy równoczesnej optymalizacji środowiska informatycznego. Ułatwi też dostosowanie warunków składowania nowych naukowych baz wiedzy, powstających w zakładach badawczych Instytutu. System pozwoli w sposób optymalny zarządzać infrastrukturą informatyczną Instytutu oraz efektywnie wykorzystywać czas pracowników IT.
The paper presents a range of functionality of a copyright application, the main objective of which was to create an information database and the database management system. The system was developed for the implementation of strategies to optimize sharing of resources stored in diverse databases operating at the Institute. The other functionality is optimal server power allocation for computing tasks performed by individual departments. The new software will allow the best use of available resources, combined with simultaneous environment optimization. It will make possible adaptation of the storage conditions to the new scientific knowledge databases created in research departments of the Foundry Research Institute.The system will enable optimum management of the Institute IT infrastructure and fully efficient use of the IT staff work time.

Demokratyczne państwo to ideał realizowany od lat z różnym skutkiem w wielu krajach i jeżeli jest tylko to możliwe powinien być on nadal kultywowany przez każde społeczeństwo. Lecz sama idea państwa demokratycznego nie wystarczy, ponieważ większość w stosunku do mniejszości może być: okrutna, sroga i bezwzględna. Demokratyczny rząd może w imię szczytnych celów sprowadzić wielu nieszczęść na mniejszości. Dostrzegamy na każdym kroku: zapomnianych, wyizolowanych, wykluczonych i pozbawionych praw ludzi często związanych z opozycją lub tymi, którzy utracili władzę na przykład na skutek zakończenia kadencji. Należy jednak zauważyć, że wielu przypadkach mniejszość, dzięki mechanizmom demokracji, może rosnąć w siłę i wprowadzić swoje rządy i usunąć w cień pryncypia większości. Eksperyment myślowy w rozumieniu autorów tekstu ma za zadanie uwypuklić istotę demokracji w kontekście: informacji, prawdy i symbolu. Z tego powodu można go uznać za metodę badawczą przydatną w sytuacjach, w których możliwe jest zastosowanie własnej interpretacji zdarzeń, z pominięciem indukcji i dedukcji. Ta forma badań ma za zadanie tworzyć przesłanki do postrzegania problemów w kategoriach niebranych do tej pory pod uwagę. Odrzucając schematyczne metody rozwiązywania problemów, ze względu to, że nie przyniosłyby one pokładanych w nich oczekiwań przez osoby spoza świata nauki – autorzy opracowali innowacyjną przystępną formę wieloaspektowej percepcji, przekształcania i wyjaśniania zagadnień pojawiających się w społeczeństwie. Publikując jej zasady, chcą zachęcić do stosowania eksperymentu myślowego: studentów, menadżerów czy polityków, od których zależy przyszłość nas wszystkich a przede wszystkim społeczeństwa obywatelskiego.
A democratic state is an ideal that has been realized for years with varying results in many countries and, if possible, it should still be cultivated by every society. But the very idea of a democratic state is not enough, because the majority in relation to minorities can be cruel, harsh and ruthless. A democratic government can bring much misfortune to minorities in the name of its good causes. We see at every step: the forgotten, isolated, excluded and deprived of rights, people often associated with the opposition or those who lost power, for example due to the end of their term of office. It should be noted, however, that in many cases a minority, thanks to the mechanisms of democracy, can grow in strength and lead to their rule and overshadow the principles of the majority. The thought experiment, as understood by the authors of the text, is to emphasize the essence of democracy in the context of information, truth and symbol. For this reason, it can be considered a research method useful in situations where it is possible to apply one's own interpretation of events, without induction and deduction. This form of research is intended to create premises for perceiving problems in terms that have not been taken into account so far. Rejecting schematic methods of solving problems for the reason that they would not meet the expectations placed in them by people from outside the world of science – the authors developed an innovative, accessible form of multi-faceted perception, transformation and explanation of issues arising in society. By publishing its principles, they want to encourage the use of a thought experiment: students, managers or politicians, on whom the future of all of us, and above all of civil society, depends.

The paper is devoted to the concept of Collaborative Knowledge Service, understood as an important element of organisational culture. It is undoubtedly a major factor that facilitates the functioning of an organisation or a company and helps them to achieve measurable success. Currently, organisational safety and success largely depend on how effectively people find what they need. The main thesis lies in the assumption that success comes when people cooperate and moreover when they share what they know. All this should be part of the functional structure of an organisation: no one should act alone anymore, as it is necessary and even compulsory to cooperate with others. We need information and knowledge from other team members, and they need them from us. Collaboration is a way to succeed. Knowledge Service combines information management and strategic learning, and, what is more, cooperation and knowledge sharing processes create added value. Thanks to knowledge service, understood as a method of dealing with obtaining information, knowledge, and learning, we can achieve high efficiency and effectiveness in any form of an organization. The paper includes a selection of case studies that illustrate the use of the Collaborative Knowledge Service, with particular reference to NASA Knowledge Services, and Google Knowledge Services.
Artykuł poświęcony został Collaborative Knowledge Service rozumianej jako istotny element kultury organizacyjnej, stanowiącej czynnik umożliwiający usprawnienie działań organizacji/firmy oraz osiągnięcie sukcesu. Obecnie bezpieczeństwo i sukces organizacyjny zależą od tego, jak skutecznie ludzie szukają tego, czego potrzebują. Główna teza polega na założeniu, iż sukces przychodzi, gdy ludzie współpracują, kiedy dzielą się tym, co wiedzą. To wszystko powinno składać się na strukturę funkcjonalną organizacji: nikt już nie powinien działać sam, konieczna jest współpraca z innymi. Potrzebujemy informacji lub wiedzy, którą możemy zaczerpnąć od pozostałych członków zespołu, a oni potrzebują nas. Współpraca jest drogą umożliwiającą zapewnienie bezpieczeństwa i osiągnięcie sukcesu. Knowledge Service łączy zarządzanie informacją i strategiczne uczenie się. Łącząc je, tworzy wspólną strukturę, której wartość dodana wynika ze współpracy i procesu dzielenia się wiedzą. Dzięki Knowledge Service, rozumianej jako metoda radzenia sobie z pozyskiwaniem informacji, wiedzą i uczeniem się, możemy osiągnąć wysoką wydajność i efektywność w każdej organizacji. W tekście pojawią się case studies obrazujące zastosowanie Collaborative Knowledge Service

The article presents a concept of the methodology of managing information and technical resources related to carrying on the activities and actions described in the first part of the study, and the majority of legally determined actions resulting from the emergence of a crisis situation. As a research area, a special public utility object was chosen, namely a civil airport. The crisis situation that occurred at the airport requires the involvement of many services that aim to implement actions aimed at solving it. The process of the above-mentioned activities, covers formal, organizational and technical aspects. These aspects are briefly shown in the second part of the article. In the third part, special attention was paid to collecting information flows on the crisis situation. On the basis of the research, it was pointed out that the diversity of notification systems, both in the aspect of the available information resources and technical infra-structure, makes the information exchange process disturbed, which may have a significant impact on the time and manner of resolving the crisis situation. The authors in the article point out a possible way to solve this problem by unifying the system of informing all the services involved in activities in a crisis situation. The final part of the article attempts to present a methodology, based on the idea of creating templates of actions, activities and processes, the use of which for crisis management will allow involved bodies to improve the effectiveness of services in crisis conditions, especially in the area of making decisions based on available information.

The role of controlling is to prepare for managers of the company an adequate environment for decision-making processes, quality of information with added value provided in the real time. Controlling is focused on the implementation of cooperative style of management. This does not mean the use of only routine management activities, but the use of obtained information to point out so-called „weak spot“ due to which the company fails to achieve its objectives. The aim of the controlling is therefore to create a complex system of information regarding costs and performance, methods, economic indicators that should evaluate development of the company as a whole and at the same time observe operational side of the company by means of partial views that are crucial for company management. The interconnection of enterprise information tools, one of the prerequisites for the proper implementation of the controlling enterprise in what also discusses the article.
Rolą controllingu jest przygotowanie dla menedżerów firmy odpowiedniego środowiska dla procesów podejmowania decyzji, dostarczenie informacji wysokiej jakości wraz z wartością dodaną w czasie rzeczywistym. Controlling koncentruje się na implementacji kooperacyjnego stylu zarządzania. Nie oznacza to wykorzystywania jedynie rutynowych czynności zarządczych, ale wykorzystanie uzyskanej informacji do wskazania tzw. słabych punktów, w wyniku których przedsiębiorstwu nie udaje się osiągnąć założonych celów. Celem controllingu jest więc kreacja kompleksowych systemów informacyjnych uwzględniających koszty, działania, metody, wskaźniki ekonomiczne, które powinny służyć ocenie rozwoju przedsiębiorstwa jako całości, a jednocześnie obserwacja operacyjnych aspektów działalności przedsiębiorstwa z wykorzystaniem częściowych przeglądów, które są kluczowe dla zarządzania firmą. W artykule dyskusji poddaje się wzajemne powiązania między narzędziami informacyjnymi przedsiębiorstwa, które stanowią istotne uwarunkowanie dla właściwego wdrożenia controllingu w przedsiębiorstwie.

Almost every professional sector has embarked on the move toward sustainability. European landscapes are facing rapid changes in land use, where understanding and management of this process is essential. Sustainability has become a widely acknowledged dimension of human actions, but still little stress is put on education in sustainability. This paper identifies focus of education, gives suggestions for improvements and presents a new tool for education and training in sustainable land use – “Route Planner”. As results, it provides all users with new interesting facts on sustainability in the European Union and additional materials related to sustainable land use and Sustainability Impact Assessments (SIA). Users got the access to updated information regarding approximately 3000 courses on offer in this topic area throughout the European Union as well as case studies to compare sustainability practices in these countries in comparison to other parts of the world. Furthermore the end result of the information chain also leads the user to a collection of links such as interesting websites and further reading in the topic area.

The systems have revolutionized practically all aspects of business processes in enterprises. They improve the processes by ensuring their integration. Data are entered into an ERP system only once and immediately afterwards they can be accessed through any of its modules, which makes them a valuable source of information on the enterprise. Integrating the financial and non-financial data, an ERP package gives new quality to the management of enterprise value. These features make ERPs particularly useful for management accounting processes and for specialists providing management information. This article seeks to answer whether following the implementation of an ERP package the enterprise’s management accounting system becomes more innovative and whether new, modern management accounting tools and methods are introduced. The ERP impacts on management accounting and its practices will be evaluated using six case studies involving enterprises owned by multinational corporations.

The article discusses the issues related to organizational changes in the Polish police, the role of the management and executive staff in the changes after the transformation after 1989. The author also presents a comparative analysis of the results of research on the quality of management information in the Polish police in 2002 and 2016. The analysis presented indicates that the Polish police still requires many changes, although many years have passed since the political transformation in 1989. The process of improving police work organisation should always be the main object of attention of the police management. Ensuring efficient and effective implementation of public tasks is one of the key problems of administration bodies, both on national and local level. The role of public institutions’ managers is to develop structure, processes, work organisation in order to fully satisfy citizens’ needs and optimise use of resources. According to the author, it is necessary to combine tactical tasks with police strategy. Organizational structures require constant development and more flexible solutions should be adopted. It seems that it is necessary, as in previous years, to establish a team which will prepare an analysis of the functioning of the Police organisation in a holistic way and indicate the directions of its improvement.

Przedstawiono wyniki badań przeprowadzonych w 70-ciu gospodarstwach rolniczych położonych na terenie Małopolski. Badania dotyczyły wpływu informacji na zarządzanie parkiem maszynowym. Analizie poddane zostały sposoby zdobywania informacji związanych z zakupem i naprawą maszyn rolniczych. Wyniki badań posłużyć mogą do doskonalenia systemu informacji w rolnictwie.
The work presents results of a research carried out in 70 farms located in Małopolska Region. Completed studies concerned the impact of information on machine stock management. The analysis covered methods used to acquire information related to the purchase and repair of farm machines. Research results may help to improve information system in agriculture.

Looking closer and analyzing the processes and phenomena related to information and information management (based on an example of local governments), the information resources are being presented as key goods of the twenty-first century. The information and marketing sector are being viewed as one of the most promising areas of the new economy.
