In this article, hybrid warfare challenges and their impact on the evolution of warfare in the new dynamic security environment are analysed. The aim of the research was to identify hybrid threats, explore the complexity of the hybrid conflict that involves professional Armed Forces and irregular (paramilitary) forces. The research has been conducted through two case studies of hybrid warfare: the Israeli - Lebanese conflict in 2006 and the Lebanese militia organisation Hezbollah as a prototype of hybrid opponents; and the contemporary hybrid conflict in Ukraine through the Russian paradigm of hybrid warfare. The conducted research showed that the decisive role that influenced the outcome of the conflict belonged either to rapidness or inertia in of the making of political decisions. The research results showed further that revision of the existing strategic and doctrinal documents are required, as well as reorganisation of the national security system (and the Armed Forces as part of it), without which they will not be able to deal successfully with the dynamic nature of future conflict and complexity of threats (“synergy of threats”). The political decision is the most essential parameter for sizing military organisation. The rapidity of response in the event of emergencies (especially outside the national territory) also depends on the promptness of political decisions in order to activate the Armed Forces.

Ensuring security in an increasingly complex and uncertain world requires states to address a number of challenges. eThse include the need to remain cooperative in the international space and the need to pursue their strategic objectives. Oeftn these are followed up by intentional or unintentional threats that can eefctively destabilise not only a single state, but also an entire region. eThir emergence may be the result of a lack of resilience against hostile actions by state or non-state actors who, in order to achieve their objectives, undertake, among other things, hybrid activities. However, the terms 'state resilience' and 'hybrid activities' are insuficiently precisely formulated in the literature and described in a conceptual rather than a definitional manner. Both national and NATO documents lack universally accepted definitions of these terms. eTh aim of this article is to present the concept of building state resilience to hybrid activities.
Zapewnienie bezpieczeństwa w coraz bardziej złożonym i niepewnym świecie wymaga od państw sprostania wielu wyzwaniom. Należą do nich konieczność utrzymania kooperatywnego charakteru w przestrzeni międzynarodowej oraz potrzeba realizacji swoich celów strategicznych. Często następstwem takich działań są intencjonalne lub nieintencjonalne zagrożenia, które mogą skutecznie zdestabilizować nie tylko pojedyncze państwo, lecz także cały region. Ich pojawienie się może być efektem braku odporności na wrogie działania podmiotów państwowych lub niepaństwowych, które dla osiągnięcia swoich celów podejmują m.in. działania hybrydowe. Terminy „odporność państwa” i „działania hybrydowe” w literaturze przedmiotu są jednak niewystarczająco jasne i opisywane w sposób bardziej konceptualny niż definicyjny. W dokumentach zarówno narodowych, jak i NATO brakuje powszechnie uznanych definicji tych pojęć. Celem artykułu jest przedstawienie koncepcji budowania odporności państwa na działania hybrydowe.

Aneksja Krymu oraz początki rosyjskiej agresji w Donbasie zapoczątkowały szerokie wykorzystanie w dyskursie publicystycznym i rozważaniach naukowych pojęcia zagrożenia hybrydowe, które wiąże się z takimi zagrożeniami, jak rozpowszechnianie fałszywych informacji i manipulowanie nimi w sposób podważający zaufanie społeczeństwa do władzy oraz rozpowszechnianie informacji kompromitujących polityków. Podejmując próbę osłabienia umowy społecznej, która łączy państwo i jego wyborców, podmiot prowadzący działania hybrydowe próbuje podważyć zaufanie między instytucjami państwowymi a obywatelami. W rezultacie państwo traci swoją legitymizację – która jest w dużej mierze funkcją zaufania publicznego – a co za tym idzie, traci zdolność do działania, jak stwierdził Thomas Hobbes w 1651 roku w dziele Lewiatan. W konsekwencji grupa zagrożeń hybrydowych odnoszących się do działań informacyjnych niszczy zarówno fundamenty ideowe, jak i zdolność państwa do sprawnego funkcjonowania. W artykule podjęto próbę analizy i oceny istoty zagrożeń hybrydowych mających duży wpływ na obniżenie poziomu bezpieczeństwa informacyjnego państwa.
The annexation of Crimea and the beginnings of Russian aggression in the Donbass area have sparked widespread use in journalistic discourse and scholarly considerations of the concept of hybrid threats. With threats such as spreading false information and manipulating it in a way that undermines the public's trust in government and spreading information that compromises politicians. By attempting to undermine the social contract that binds the state and its constituents, a hybrid actor seeks to undermine trust between state institutions and citizens. As a result, the state loses its legitimacy - which is largely a function of public trust - and thus loses its ability to act as Thomas Hobbes argued in his 1651 work Leviathan. Consequently, a group of hybrid threats pertaining to information activities destroys both the ideological foundations and the state's ability to function smoothly. The article attempts to analyze and assess the essence of hybrid threats that have a major impact on the reduction of the state's information security.

The article describes the problems of Polish military forces in the context of a relatively new type of threat, commonly described as “hybrid warfare”. The first step of the analysis is a description of such threat, based on data gathered by Polish and foreign analytical centers. The next step is a presentation of the current state of Polish military forces – in terms of doctrine, organization, training and materiel (e.g. equipment). This kind of data analysis offers relevant information about defense capabilities that the Polish Armed Forces have and those which they lack. These capabilities are then compared to the challenges posed by hybrid warfare, thus providing insights on potential new capabilities which should be acquired as well as those which are unnecessary in the context of hybrid war.

The course of present armed conflicts indicates the use of different instruments of power, whose major purpose is to gain control over the society and then exploit its resources. The nomenclature mentions hybrid warfare more and more frequently while seeking effective countermeasures against it. This topic is related to the creation of a new structure in the Polish Army – the Territorial Defence Force. The article presents the determinants conditioning the creation of the discussed formation and its assigned tasks. It analyses the expected objectives of the Territorial Defence Force as regards the adopted organisational structure, capability to perform its tasks and the established recruitment and training system. The article focuses in particular on countering tools of attack used in hybrid actions. The author refers to the course of events during modern asymmetric armed conflicts, for example in eastern Ukraine. Methods used by a potential enemy and the possible countermeasures exercised by the Territorial Defence Force are taken into consideration. The conclusions include an assessment of the importance of the new formation for Polish national security and defence.

Unrest, conflicts, and wars in various parts of the world have created huge political and business opportunities for private military companies. They can gather intelligence, provide security for rich and powerful political actors, and provide mercenaries to interest groups worldwide. Private Russian military forces with close ties to President Vladimir Putin are used in war zones and continue expanding their presence in many regions worldwide. The Wagner Group is the most famous Russian mercenary unit. It gained notoriety mainly by supporting Russian forces in the conflict in Ukraine in 2014. At that time, it also provided one of the services that the authorities in the Kremlin particularly appreciate in their actions, and that is the lack of attribution for conducting armed conflicts, thanks to which mercenaries play the role of separatist fighters. Since then, the organisation has been deployed in many countries, including Syria, Libya, Mali, the Central African Republic, Sudan, and Venezuela, always to covertly support representatives of regimes favoured by Putin. Like all other mercenary units in Russia, the Wagner Group does not officially exist, because Russian law does not allow mercenary activities. The article has two main objectives: first, to present an analysis of the activities of the Wagner Group, using the currently available information; second, to prove that the concept of hybrid warfare could best explain the Kremlin’s use of Russian mercenaries.

The article aims to analyze the role of economic sanctions in the People’s Republic of China’s overall approach to achieving its security objectives in the international arena. During the last two decades, Beijing used this instrument on numerous occasions to exert pressure on a varied group of actors. China’s current strategy toward a range of disputes and conflicts it is engaged in (the South China Sea territorial disputes most prominently stand out) is often described using the popular vocabulary of “hybrid warfare” or “grey zone conflicts”. Putting the conceptual complications aside, the author agrees that the PRC’s approach can be viewed as part of a growing trend for great powers to employ what can be called “hybrid strategies” toward its opponents. As part of a broader category of economic statecraft, economic sanctions form an important element of this approach. Considering current scholarship on both “hybrid” (or “grey area”) warfare and economic sanctions, the article answers the question of why the PRC increasingly resorts to hybrid strategies (including economic coercion) and identifies the main characteristics of Chinese economic sanctions. It also provides preliminary conclusions on their effectiveness.

The main objective of the article is to prove the need for the state to have a centralised legal strategy to ensure the protection of state interests on an international level during a hybrid conflict. Centralisation of control and the planning and implementation of legal actions on an international level are core elements of such a strategy, especially for actions under the jurisdiction of international institutions. This article provides an analysis of treaties and of the practice of adjudication in Ukraine during the conflict with the Russian Federation. The findings of the study show that the legal dimension of hybrid conflict has some sub-levels: legal actions of states in hybrid conflicts taken at interstate level; the level of enterprises controlled by the state; and the private level. The practice of Ukraine shows that the exercising of a multilevel legal encounter during a hybrid war faces a number of problems including the intersection of actions (sometimes even direct conflict), even among authorities involved in the legal protection of state interests; and problems with collecting and analysing the information necessary to protect state interests in the legal dimension; state authorities that are not directly involved in a legal encounter may exercise actions which will complicate the legal position of the state. One of the first steps taken by the state in a hybrid conflict is, therefore, to create special authority or entrust an existing one with the coordination of the functions of lawfare. The next step of such an authority is the strategic "programming" of the opponent's legal actions with the aim of achieving an advantage in the legal dimension of a hybrid conflict.

The specific use of the “energy weapon” in the hybrid war is being analyzed. The author highlights the historical retrospective use of the “energy weapon” in general and against Ukraine in particular. Now the energy component of hybrid war is the second in importance and power after the information component. The main political task of the gas conflict between Moscow and Kyiv, which was inspired by the Kremlin, was to demonstrate the inability of Ukraine as a transit partner and to damage the reputation of our country as a reliable transit, geoeconomic and geopolitical partner of the European Union. During the gas conflict Russia tried to position itself as an influential geopolitical player to preserve Ukraine in its sphere of political influence. By blackmail and promises to keep “special conditions” in the price formation Kremlin sought to protect its geopolitical interests in Ukraine. Upon solving the gas conflict, Moscow has tried to block the implementation of the provisions of the Charter on Strategic Partnership between Ukraine and the United States on modernization. The “gas weapon” was used for the first time during the winter of 2005–2006. The first gas war demonstrated the vulnerability of Ukraine and European consumers, and demonstrated how effective and promising may be the further use of energy weapons.Gas weapons are used on several different fronts. First, Russia claims Ukraine is not trustworthy as a transit country for gas as it will act firstly to protect its own interests. In other words, Gazprom offers Europe a choice – or they, European consumers and voters, suffer or Ukraine does. Second, Russian specialists are ready at the first opportunity to accuse Ukraine of unsanctioned gas use, thereby justifying a reduction in supply to Europe. Third, Gazprom intends to prevent establishing reserve gas supplies in Ukraine. Fourth, Russia views Ukrainian gas debts as a source of financial income particularly necessary today.The purpose of the use of gas weapons is the implementation of a direct impact on the economy of the state, in this case – causing economic losses of Ukraine, with long lasting effects.
