    After the post-communist transition, decentralisation and subsidiarity have become one of Poland's major principles of political organisation. Moreover, especially the original 1990 reform and establishment of self-governing communes are regarded as a success story, not only in improving the quality of governance and public service provision but also in the civil society and citizen participation, as evidenced by the development of modern urban movements. The article explores legal possibilities for further decentralisation of municipalities, analysing the role of ancillary units in regional capitals. Ancillary units in Poland have developed differently in the countryside and urban communes. Relying on publicly available information and data provided by the respective municipal offices, the article describes the ancillary units' statutory role, competencies, and actual activities. The findings enable the assessment of the application of the sublocal decentralisation solution in Polish cities and the identification of its benefits and shortcomings.

    Co najmniej dwie dekady minęły od zmiany paradygmatu zarządzania w dziedzinie polityki i administracji publicznej w Europie i przejścia od weberowskiego lub neoweberowskiego modelu zarządzania (governing) do modelu współzarządzania (governance) [Rhodes 2000; Kettl 2002]. Istotą tej transformacji jest współpraca sfery publicznej i komercyjnej, udział w zarzą- dzaniu interesariuszy społecznych, współpraca instytucji państwowych, samo- rządowych i pozarządowych, decentralizacja podejmowania decyzji, zastą- pienie hierarchicznej osi zależności powiązaniami horyzontalnymi, w tym sieciowymi [Sullivan, Skelcher 2002; Armitage et al. 2007]. U źródeł tych zmian leży chęć wyeliminowania w procesie zarządzania negatywnych cech szeroko rozumianej biurokracji oraz ograniczenie konfliktów społecznych przez uspołecznienie procesu podejmowania decyzji. Nowy, szerszy model zarządzania międzysektorowego i partnerskiego w szczególności implanto- wany jest w mniejszych strukturach zarządzania, w tym na poziomie lokalnym [Geddes 2006]. Jednym z narzędzi governance jest kontrakt (umowa) wiążący partnerów procesów rozwojowych, dokument określający wzajemne zobowią- zania i współzależności z niepisanymi regułami postępowania w uzgodnionym konsensusie aksjologicznym [Noworól 2016]. Macneil [1974, za Stankiewicz 2012] do norm wspierających procesy kontraktowania, akcentujących wagę kooperacji, która respektuje solidarność i wzajemność, zalicza m.in.: dążenie do integracji, wzajemność świadczeń, wspólne tworzenie norm, planowanie i programowanie rozwoju.
    The article presents the essence, objectives and instruments of informal spatial planning highly developed in Western and relatively new in Poland. It is targeted at areas with ambiguous boundaries (soft spaces) and to planning areas between designated administrative levels. The planning approaches which are generally described as “informal” are characterised by non-formalised and non-binding procedures, and by their focus on achieving a consensus. The first part of the article presents the conceptual issues and further informal planning instruments used in Western European countries at different spatial scales. The next section presents the legitimacy of the creation of informal plans in Poland, using the example of The Development Concept of Spatial Development Directions of Poznań Metropolis [Kaczmarek, Mikuła 2016], reflecting an integrated approach to solving the problems of spatial development of urban functional areas in Poland.

    This paper examines territorial partnerships (TPs) through the prism of neo-institutional theory and governance. As an example, it considers area-based rural partnerships (Local Action Groups-LAGs) situated in the Sub-Carpathian region of Poland. It identifies the mechanisms by which TPs are created and major aspects of their activities. An overview is given of the social-economic factors conditioning the implementation of TPs in the Sub-Carpathian region. The important role of local authorities in establishing and managing the majority of the LAGs under analysis is revealed. The analysis concludes that LAGs are run in a manner typical of representative democracy and that this manner is contrary to the basic tenets of heterarchic governance. However, the partnership model of accomplishing common projects and the positive outcomes of the projects are likely to produce considerable added value in rural communities.

    The paper explores some novel ways to use the concept of the learning region in Poland, following a change of the regional policy paradigm in the country. The concept of the learning region has been part of the European Union’s public policy resources since the early 1990s. Commonly, it is applied across EU Member States, including Poland, in the shape of regional innovation systems (RIS) and cluster-building instruments. It is argued in the paper that there are more ways to take advantage of this concept at the regional level, when focusing on the sphere of regional governance, which is related to the territorial approach recently introduced in the policy of local and regional development.
