    W artykule zaproponowano nowy model rozumienia i zarządzania światowym rozwojem ludzkości w kontekście ogólnej równowagi naszej planety. Oparty jest on na złożonych, wzajemnych powiązaniach pomiędzy społeczeństwem, technologią i środowiskiem, rozpatrywanych z perspektywy globalnej. Autorzy zastosowali model kaskadowy krzywej S dla zbadania rozwoju ludzkości i wyzwań w zakresie zachowania równowagi od początków ludzkości do dnia dzisiejszego. Autorzy zaobserwowali, Se na znaczny postęp historyczny i teleologiczny składa się pięć krytycznych etapów: aktualny poziom rozwoju, etap przełomu związanego z kryzysem, etap edukacji spowodowanej przełomem, etap działań transformacyjnych oraz etap nowego poziomu rozwoju. W artykule aktualny poziom rozwoju ludzkości określa się mianem globalizacji opartej na dogmatycznej ekonomii wolnego rynku, lekceważącej równowagę cywilizacji. Ludzkość znajduje się na skraju wyczerpania zasobów nieodnawialnych i pogorszenia stanu środowiska na tyle, że pod dużym znakiem zapytania stoi możliwość zapewnienia potrzeb dla przyszłego pokolenia. Nowa sytuacja, w której kraje rozwijające się nie są w stanie osiągnąć poziomu konsumpcji na równi z krajami rozwiniętymi, a kraje rozwinięte nie będą mogły zachować obecnego poziomu konsumpcji, stanowi wystarczający impuls dla rozwoju ludzkości w kierunku sprawiedliwego i zrównoważonego globalnego rozwoju. Wspólna wola rodziny narodów, aby przeprowadzić takie przejście z aktualnego poziomu rozwoju opartego na konsumpcjonizmie ekstrakcyjnym do nowego poziomu rozwoju opartego na odnawialnej równowadze wymaga następujących etapów: przełomu wynikającego z kryzysu, edukacji spowodowanej kryzysem i działań transformacyjnych ze strony wszystkich zainteresowanych – każdego człowieka.
    This paper suggests a new paradigm for understanding and managing global human progress in the context of overall sustainability of our planet. It deals with the complex interrelationship between society, technology, and the environment from the global perspective. The authors use the Cascaded -S Curve Model to explore humanity progress and the challenge of sustainability from the first human to the contemporary. They observed that major historical and teleological human progress tends to occur in five critical stages: the existing level of progress, crisis-breakthrough stage, breakthrough education stage, transformative action stage, and a new level of progress stage. The paper characterizes contemporary human level of progress as globalization based on a dogmatic free market economy that neglects the sustainability of the human civilization, which are in the edge of exhausting nonrenewable resources and deterioration of the environment below the carrying capacity that can support the future generation of humankind. The emerging reality that the developing world cannot reach a level of consumption of the present developed world and the developed world will not be able to retain the present level of consumption is a sufficient trigger for the five stage human progress towards equitable global sustainable development. The collective will of the family of nations to manage such transition from today's existing level of progress based on extractive consumerism to the new level of progress based on renewable sustainability requires crisis-breakthrough, education-breakthrough and transformative action by all stakeholders - every human being.

    Opis:
    Empirical research of international trade with the use of gravity model is often estimated with the FE estimator. Indeed, this method is appropriate in the face of heterogeneity, that is typical of pairs of countries, which influence the effect of the determinants of bilateral trade. However, the disadvantage of the FE approach is that it assumes all the slopes of the variables of interest are common across all trading pairs in the sample. The use of mixed effects model in this study allows the coefficients of national incomes’ product and the common internetization rate of trading countries to vary across the pairs. In order to capture unspecified heterogeneity by allowing the intercept and slopes to have a stochastic component in their variation, the 2-level and 3-level hierarchical linear models are estimated based on the data from the period 1999-2011. The results indicate that not only typical gravity model factors, but also globalization factors as internetization rate, researchers rate, share of high-technology products’ export, energy use, foreign languages proficiency and monetary union influence the bilateral trade between EU-members.
    Empiryczne modele grawitacji międzynarodowych przepływów handlowych estymowane są często metodą FE, której wadą jest iż, mimo zastosowania stałych efektów, zróżnicowanych dla wszystkich jednostek w badanej próbie, zakłada jednakowe oceny parametrów zmiennych użytych w modelu. W niniejszej pracy problem heterogeniczności rozwiązany jest za pomocą modeli mieszanych, pozwalających na zróżnicowane efekty pomiędzy parami nie tylko dla stałej, ale dodatkowo dla produktu dochodów narodowych oraz wspólnego poziomu internetyzacji. Estymowane dwu oraz trzy poziomowe modele dla danych z okresu 1999-2011 wykazują istotny wpływ tradycyjnych zmiennych modelu grawitacji oraz czynników związanych z postępem globalizacji.

Предложена современная политическая концепция модели государства всеобщего благоденствия. Определены основные тенденции в развитии социального государства в условиях современных вызовов глобализации. На основе анализа процессов формирования государства всеобщего благосостояния Украины определены параметры дальнейшего образца государства благосостояния.

    The paper’s starting assumption is the increasing globalization of/in science. It means that the management of scientific knowledge is directed towards the networked scientific relations. The scientific networks combine scientists from different academic centers, research institutes, from various countries and continents. Ones of the most significant conceptions, which emerge from the discussion between globalization and internationalization, are: globally engaged university and bridge building. The next step in the considerations is associated with the most desired model of education which can be treated as a prominent stage in the internationalization policy. This issue is related to elaborating the intellectual capacities especially competencies in the area of intercultural education and internationalization of the administrative service at university. The examples of changes are those connected with the teacher’s roles, their educational approaches, holistic attitude to professional development including both the scientific mobility and the emphasis on the life-long learning process. The wider context of mentioned problems of an effective internationalization policy formulates postulations of socialization of good practices, cultural inclusion and strengthening international scientific collaboration.

    Celem artykułu jest wskazanie pożądanego w środowisku szkolnym nowego modelu profesjonalizmu nauczycieli z uwzględnieniem kontekstu uwarunkowań jako kontekstu aplikacyjnego. W tym celu przeprowadzono krytyczną dyskusję na temat wpływu kontekstów politycznych kształtujących w wyniku reform pracę nauczycieli na całym świecie. Artykuł rozpoczyna się od dyskusji na temat tego, co należy rozumieć przez określenie „czasy zglobalizowane”. Wskazano również na wybrane definicje globalizacji, z uwzględnieniem jej oddziaływania w przestrzeni edukacyjnej. Następnie wykazano główne paradygmaty refom edukacyjnych, które zaistniały w historycznym kontekście na arenie międzynarodowej, oddając obraz trzech fal reform. Na uzyskanej podbudowie zaproponowano model nowego profesjonalizmu nauczycieli „trzeciej fali” jako fundamentalny w kształtowaniu jakości pracy nauczycieli i funkcjonowania szkoły.
    The aim of the article is to indicate the new model of teachers professionalism, desired in the school environment, taking into account the context of the determinants as the application context. For this purpose, a critical discussion was held about the impact of the political contexts shaping the work of teachers around the world following the educational reforms. The article begins with a discussion on what is meant by “globalized times” and points to selected definitions of globalization, including its impact in the educational space. Next, it demonstrates the main paradigms of educational reforms the emerged in historical context on the international arena, reflecting the image of the three waves of the reform. Based on the obtained foundation, it has been proposed to create a model of the new professionalism of the “Third Wave” teachers as a fundamental in shaping the quality of teachers work and the functioning of the school.
