    Food constitutes the basic human need. Without food it is impossible to meet other needs. Changes in the modern world indicate that the problem of food security will steadily grow in importance in the future. The key question is therefore how to provide it, how to govern it. Despite its importance food security constitutes one of the less researched areas within international governance debate. It has never been ensured on the global level despite amazing progress of science and technology. What is more, the changing nature of threats to food security makes this goal even more distant. There are two contrasting views on that issue. In the first, the states are responsible for food security governance. This view is supported by the uniqueness of the agriculture, as a sector responsible for ensuring food. However, the growing limitations of states’ ability to decide on its own agriculture and food policy due to globalization processes make this vision disputable. According to the second view, in the face of globalization processes the best way to ensure it is to enhance the global food security governance. This vision also is confronted with criticisms, however, there are strong arguments which support it. The paper deals with the problem of food security governance. Its main assumption is that national governance becomes ineffective to address all food security dimensions under the globalization processes. That is why new modes are needed. The main argument of the paper is that the global governance model can fill the governance gap in food security area at the national level.

    Food constitutes the basic human need. Changes in the modern world indicate that the problem of food security will steadily grow in importance in the future. The key question is therefore how to provide it, how to governance it in a dynamically changing world under the globalization processes. The article deals with the problem of global governance of food security. Its main assumption is that the globalization processes create the qualitatively new environment of food security global governance. The analysis permits three conclusions. First, as a consequence of the globalization processes, the way food security is perceived has changed while the problem itself becomes complex and multi-dimensional, which increases demand for new forms of its governance. Second, under the influence of the globalization processes, the responsibility for ensuring food security extends over an increasingly large group of actors and requires coordinated actions taking an increasingly broad group of so-called stakeholders into consideration. Third, globalization processes stimulate the formulation and development of paradigms and strategies for food security, offering an ‘infrastructure’ and creating their intellectual foundation as in the case of the free-market model, as well as offering an ‘infrastructure’ and being the point of reference, in opposition to which alternative proposals are developed, such as food self-sufficiency and food sovereignty
    Żywność stanowi podstawową potrzebę człowieka. Zachodzące współcześnie zmiany sugerują że problem bezpieczeństwa żywnościowego będzie systematycznie zyskiwał na znaczeniu. Kluczowe pytanie zatem brzmi: jak je zapewnić i w jaki sposób nim zarządzać w obliczu procesów globalizacji? Celem artykułu jest analiza procesów globalizacji jako nowego jakościowo środowiska globalnego zarządzania bezpieczeństwem żywnościowym. W jej efekcie ustalono że, po pierwsze, w wyniku procesów globalizacji zmianie ulega sposób percepcji bezpieczeństwa żywnościowego a sam problem nabiera założonego, wielowymiarowego charakteru co wzmaga zapotrzebowanie na nowe formy zarządzania nim. Po drugie, że pod wpływem procesów globalizacji odpowiedzialność za zapewnienie bezpieczeństwa żywnościowego rozszerza się na coraz większą grupę podmiotów i wymaga skoordynowanych działań z uwzględnieniem coraz szerszej grupy tzw. interesariuszy. Po trzecie, że procesy globalizacji stymulują formułowanie i rozwój paradygmatów i strategii na rzecz bezpieczeństwa żywnościowego, oferując ‘infrastrukturę’ i tworząc ich podbudowę intelektualną, jak w przypadku modelu wolnorynkowego oraz oferując „infrastrukturę” i stanowiąc punkt odniesienia, w opozycji do którego rozwijane są alternatywne propozycje, jak samowystarczalność czy suwerenność żywnościowa.

    The relationship between the two countries has been a complex and diverse subject of investigation and contemplation. The interconnection between the two countries can be described by the following central notions, such as economic cooperation, rivalry in terms of status acquisition of global hegemonic power, particularly in the Pacific region and beyond controversy mutual suspicion over each other’s intentions. Therefore, it is clearly justified that each state has elaborated and adopted a specific manner of conduct and attitude regarding each other as a potential adversary but has meanwhile maintained an extremely strong economic partnership. It is fair to state, that the relationship between both countries has been described by multiple world leaders and academics as the world’s most significant bilateral relationship of the 21st century. Due to the fact that Chinese economy has started to develop increasingly fast and PRC has strengthened its positions on the world’s arena, the United States started to perceive the Middle Kingdom as a direct threat to the established world order in its drive for regional hegemony in East Asia now as well as future aspirant for global supremacy. Beijing, by contrast rejects these notions, and continues its assertive policies and its quest for allies.

    Artykuł koncentruje się na efektywności globalnych struktur zarządzania w obszarze bezpieczeństwa na tle narastającej konfrontacji między potężnymi graczami geopolitycznymi, napięć między krajami bogatymi i biednymi oraz walki o zasoby i rynki. Celem artykułu jest określenie roli i zarysowanie perspektyw globalnego zarządzania bezpieczeństwem, w szczególności na przykładzie odpowiednich instrumentów ONZ. Rada Bezpieczeństwa ONZ jest postrzegana jako instrument utrzymywania pokoju. Nakreślono jej status i uprawnienia. Operacje pokojowe ONZ są uważane za zjawisko systemowe. Zidentyfikowano problemy, które negatywnie wpływają na skuteczność i powodzenie operacji pokojowych oraz tendencje w dalszym rozwoju działań pokojowych sił ONZ. Te ostatnie powinny być gotowe do szybkiego podjęcia zadania neutralizacji zagrożeń i unikania konfliktów zbrojnych. Twierdzi się, że system bezpieczeństwa wymaga reorganizacji i usprawnienia poprzez rozbudowę sił pokojowych ONZ oraz tworzenie nowych wspólnych formacji wojskowych na stałe.
    The article focuses on the effectiveness of global governance structures in the field of security against the background of increasing confrontation between powerful geopolitical players, tensions between rich and poor countries and the struggle for resources and markets. The aim of the article is to define the role and outline the prospects of global security governance, in particular based on the example of relevant UN instruments. The UN Security Council is seen as a peacekeeping instrument. Its status and powers are outlined. UN peacekeeping operations are argued for as a systemic phenomenon. Problems that negatively affect the efficiency, effectiveness and success of its peacekeeping operations and trends in the further development of UN peacekeeping activities have been identified. The latter are called upon to be ready to promptly address the task of neutralizing threats and avoiding military conflicts. It is argued that the security system needs to be reorganized and improved through the expansion of the UN peacekeeping force and the creation of new joint military formations on a permanent basis.

    This article is aimed to provide an in-depth analysis of the G7 policy towards Ukraine in the context of Russian invasion 2014–2022. The hypothesis formed and verified in this paper is that since the beginning of Russian expansion on Ukraine in 2014 the G7 members have called for a negotiated process and a political solution to the conflict, but it was hardly possible to quickly adopt and implement timely and adequately decisions to resolve the crisis in the region through the bonding of global and regional security mechanisms. Thus, a comfortable field for prolonging the conflict, which has developed into a full-scale war, was formed. The research methodology is based on systemic, historical, structural and political approaches to the study of the problem. Research methods are comparative analysis, content analysis, chronological and classification methods. This study allows us to distinguish the stages of the G7 involvement in the “Ukrainian issue” in the period of 2014–2022. During these years, the group’s policy underwent three shifts in course, influenced in large part not only by the activities of Russia, but also by policy course changes of individual G7 members. The example of the nine-year unresolved local Russian-Ukrainian conflict shows that such crisis may pose a threat not only to regional, but also to global stability and there is a strong correlation between them.
    Celem prezentowanego artykułu jest pogłębiona analiza polityki G7 wobec Ukrainy w kontekście rosyjskiej inwazji w latach 2014–2022. Hipoteza sformowana i zweryfikowana w pracy jest taka, że od początku rosyjskiej ekspansji na Ukrainę w 2014 roku członkowie G7 wzywali do procesu negocjacyjnego i politycznego rozwiązania konfliktu, ale praktycznie nie było możliwe szybkie przyjęcie i wdrożenie w odpowiednim czasie decyzji o rozwiązaniu kryzysu w regionie poprzez sprzęgnięcie globalnych i regionalnych mechanizmów bezpieczeństwa. W ten sposób powstało dogodne pole do przedłużania konfliktu, który przerodził się w pełnoskalową wojnę. Metodologia badań opiera się na systemowych, historycznych, strukturalnych i politycznych podejściach do badania problemu. Metody badawcze to analiza porównawcza, analiza treści, metody chronologiczne i klasyfikacyjne. Niniejsze opracowanie pozwala wyróżnić etapy zaangażowania G7 w „kwestię ukraińską” w okresie 2014–2022. W tych latach polityka grupy przeszła trzy zmiany kursu, na które wpływ miały nie tylko działania Rosji, ale i również zmiany w kierunkach politycznych poszczególnych członków G7. Przykład nierozwiązanego od dziewięciu lat lokalnego konfliktu rosyjsko-ukraińskiego pokazuje, że taki kryzys może stanowić zagrożenie nie tylko dla stabilności regionalnej, ale i globalnej oraz że istnieje między nimi istotna korelacja.
