Fertility decline in developed countries over recent five decades and persisting low fertility in the remarkable number of countries are increasingly attributed to changing gender roles, particularly to incompatibilities between institutional adjustments of individual- and family- oriented institutions as well as within the family and changing perceptions on social roles of women and men. These arguments are voiced also when debating on low fertility in Poland. The article focuses on perceptions of gender roles and their diversity across population groups which differ by socio-demographic attributes. Additionally, possible influences of parental home on opinions about gender roles are accounted for. The data coming from the Generations and Gender Survey, carried out in Poland in 2010/2011, made it possible to define two synthetic variables which described attitudes towards gender equality in the social sphere and in the private sphere (a responsibility for a child). Descriptive results confirmed findings of other studies: the gender attitudes are more diversified among women than men, especially as regards gender equality in the social sphere, women show more egalitarian attitudes than men, and within an age increase a social approval for gender equality declines. The generalized linear mixed models of two synthetic gender variables were used to identify predictors of gender attitudes across two birth cohorts of women and men – those born either in the years 1950–1969 or in the years 1970–1989. Among individual characteristics education, religiosity and place of residence were found out – as expected – the main predictors of gender attitudes. Contrary to expectations, labour market status, marital status and a number of children did not always play a significant role for distinguished cohorts of men and women. Economic activity showed its impact on women’s gender attitudes only. There are also some signs that in the 1970–1989 cohorts younger people are less in favour of gender equality than those over 30 years of age. Parental home attributes (place of residence at age 15, mother’ education and mother’s economic acitivity, number of siblings, and religiosity) were displayed as relevant predictors of gender attitudes for both birth cohorts of men and women. However, paid work of a mother seemed to be a weaker predictor than expected.

While reforming of the Ukrainian state, an important part of ensuring the social process is gender issues, providing equal opportunities for self-realization of a person regardless of gender, age, nationality or social origin. In accordance with the Millennium Development Goals adopted by the world community in 2000, one of the priorities of international development and indicators of social and economic development is ensuring gender equality. The implementation of gender equality ideas contributes to the effective use of human potential and, consequently, to the expansion of human development opportunities. Studying the processes of creation and implementation of gender policy in public administration is one of the new areas of research at the current stage of state formation. Its relevance is due to the processes of democratization of the Ukrainian society and search for ways to increase the effectiveness of public policy concerning equal rights and opportunities for women and men. Nowadays it is paid considerable attention to gender equality aspects by many international organizations. Thus, the United Nations (UN) has developed a number of global Sustainable Development Goals (CDGs) for 2015-2030, which were approved in 2015 at the UN Summit on Sustainable Development and which now all countries are committed to. The fifth of the seventeen CDGs is to achieve gender equality and empower all women and girls. In 2017, the Government of Ukraine presented the “Sustainable Development Goals: Ukraine” national report, which addresses gender equality as an essential task. It is emphasized that in Ukraine it is necessary to create conditions for elimination of all women discrimination forms. In this regard the relevant objectives and basic indicators for their achievement have been identified. Despite the fact that the world pays more and more attention to research in the field of gender equality, in Ukraine this issue remains one of the marginal segments in the public administration science. Therefore a systematic study of the formation of a gender-balanced staff at local executive bodies is becoming important. It is the management staff of local executive bodies that is sharply criticized; its mistakes and misjudgments significantly affect the standard of living, the welfare of citizens of a particular administrative-territorial unit, and the image and authority of government and the state as a whole. In the article it is analyzed the principles and mechanisms of state gender policy in Ukraine in the social and labor area, in particular in the civil service, it is studied the latest changes in the legal framework on gender issues, and it is described the existing legal issues that slow the further development of gender integration in all spheres of public administration, it is developed proposals to improve gender policy legal framework at the current stage.

The paper attempts to determine statistical correlations between the Knowledge Economy Index (KEI) and the measure of men and women’s equali-ty/inequality reflected in the Gender Equality Index. According to the authors’ hypothesis such correlations exist. The authors chose the methods of estimation of functional interdependencies between the selected data (KEI, GEI) for the states of the European Union. The analysis confirmed the occurrence of statistically significant positive correlations between the studied indicators, proving that the knowledge-based economy encouraged gender equality. The strongest correlations with the knowledge-based economy were found for such components of the Gender Equality Index as “Time”, “Work” and “Knowledge”, lesser ones for “Money” and “Health” and the smallest for “Power”.

Females in the industry nowadays have been offered many opportunities to develop their careers. However, the chances are not the same in different areas or sectors. This study investigated the perceptions and understanding of gender-related issues in the mining sector among potential young workers and industry experts in Vietnam. The study employs Oxfam's Gender Impact Assessment Guidelines for extractive industries and the Convention on the Elimination of All Forms of Discrimination Against Women - CEDAW's Women's Economic and Social Rights Framework to assess gender-related issues in the mining sector. A survey of 207 students in Hanoi was conducted, besides focus group discussions and in-depth interviews with gender and mining experts. Findings reveal significant differences in knowledge and awareness of gender issues between students, emphasizing the need to integrate gender knowledge into specialized fields such as mining. In addition, professionals working solely in the mining sector demonstrated a lack of sensitivity to gender issues. Consequently, the study recommends capacity building, seminars, and exchanges to help mining professionals incorporate a gender perspective into their activities. Current policies exhibit gender neutrality, indirectly excluding women's participation and compromising men's safety in the mining sector. The study proposes policy recommendations for enhancing the protection of workers in the mining industry and promoting gender equality. These include incorporating gender perspectives into relevant laws, raising awareness of gender issues among policymakers and professionals, and increasing the mining sector's presence in the media to encourage youth to pursue careers in this field.

The article is the analysis of the current issues related to gender policy of the Armed Forces of Ukraine. The article presents the principle of equality that has a number of manifestations, one of which is the principle of gender equality meaning equal approach to all relevant issues regardless of gender. Gender stereotypes, gender behavioural norms and problems of gender identification in the modern Ukrainian society are analysed. The problem of gender differences is associated with the fact that due to the continuous dynamic changes in the world, more and more questions arise as to the impact of certain gender stereotypes on professional activities of a person. One of the currently discussed issues is the impact of gender mainstreaming on the role of women in the military, as well as the impact on the effectiveness of military operations with their participation. The results of the research confirm that the principle of equal rights and possibilities for the service people of both genders is implemented in the army; however there is still the necessity to strengthen educational activities among the personnel, first of all, among the units and subdivisions of Ukraine’s Armed Forces. For the last few years, considering the fulfilment of assigned tasks in both everyday life and combat operations, the role of servicewomen has increased. To determine theoretical foundations of that problem the theoretical methods of generalisation, scientific analysis and synthesis were implemented. Corresponding software was used to process empirical data and to conduct analytical calculations. Analytical processing of information was engaged to solve the problem of scientific analysis of the events as a holistic phenomenon.
Wyniki badań świadczą o tym, że w wojsku realizowana jest zasada równych praw i możliwości dla żołnierzy obu płci, ale nadal istnieje konieczność wzmocnienia działań edukacyjnych wśród kadr, przede wszystkim jednostek i pododdziałów Sił Zbrojnych Ukrainy. Od kilku lat wzrasta udział żołnierek w wypełnianiu wyznaczonych zadań zarówno w życiu codziennym, jak i w działaniach bojowych. Dla określenia teoretycznych podstaw tego problemu zastosowano teoretyczne metody uogólnienia, analizy naukowej i syntezy. Do opracowania danych empirycznych i przeprowadzenia obliczeń analitycznych wykorzystano odpowiednie oprogramowanie. Zastosowanie analitycznego przetwarzania informacji umożliwiło przeprowadzenie naukowej analizy wydarzeń jako zjawiska holistycznego.

Równość płci, także w szkolnictwie wyższym i nauce, to jeden z aktualnych elementów polityki unijnej, a także temat podejmowany przez zagranicznych badaczy zajmujących się problematyką gender. W Polsce kwestia ta jest niedoceniana zarówno przez polityków, jak i rodzimych badaczy. Tymczasem z wielu analiz i danych statystycznych wynika, że sytuacja kobiet w szkolnictwie wyższym zmieniła się w ostatnich latach znacząco na korzyść, i to kobiety dominują obecnie na uniwersytetach. Dość powszechna stała się teza o końcu dyskryminacji kobiet w szkołach wyższych (zarówno w Polsce, jak i na świecie), w jej miejsce pojawia się zaś teza o feminizacji szkolnictwa wyższego. Statystyki ilustrują rosnącą z roku na rok przewagę liczbową kobiet wśród studiujących. Nadal jednak istnieją wyraźne różnice między płciami ze względu na wybierany profil kształcenia i dziedzinę awansu naukowego. Nadal też występuje wyraźne zróżnicowanie szans zawodowych kobiet i mężczyzn w przypadku kadry nauczającej i kierowniczej szkół wyższych. Podważa to tezę o feminizacji szkolnictwa wyższego. Do rozstrzygnięcia pozostaje, czy przytaczane fakty dokumentujące brak równości płci w szkolnictwie wyższym świadczą o nierówności płci (a nawet dyskryminacji), czy jedynie odzwierciedlają sytuację obserwowaną od lat w społeczeństwie.
Gender equity, including that in higher education and science, is one of the topical issues of EU policies, as well as one of the questions analysed by foreign researches dealing with gender problems. While in Poland this issue is underestimated both by the politicians and local researchers, analyses and data show that the situation of women in higher education has significantly improved in recent years, and now it is women who dominate in universities. The opinion about the end of discrimination of women in schools of higher education (both in Poland and abroad) has become quite common and widespread. Moreover, there appear opinions about feminization of higher education. Statistics show that the number of studying women grow each year. There are still, however, clear gender divisions in terms of study profiles chosen by male and female students, and differences in fields of promotion. Also, there are clear divisions between career opportunities for men and women in the case of teaching and managerial staff in schools of higher education. This questions the opinion about feminization of higher education. What needs to be determined is whether the facts demonstrating gender differences in higher education demonstrate gender inequality (or even discrimination) or they merely reflect the situation observed in society for years.

This article aims to analyze the state of gender equality in the Ukrainian economy and identify key issues. The article considers the indicators of gender equality, which are planned in the context of the Sustainable Development Goals. And also, the place of Ukraine in various country rankings on gender equality is analyzed. For comparison, data from other countries, including Poland. The main problems that prevent overcoming gender inequality in Ukraine are identified based on the study. Achieving gender equality is an important condition for sustainable development for any country. That is why Ukraine needs to develop and implement effective measures to address the imbalance between women and men, especially in the economic sphere. Using the potential of women will increase economic performance and promote socio-economic and environmental development. Further research will focus on the experiences of other countries that have better achieved gender equality. Based on these studies, recommendations for further action for Ukraine can be developed.

This paper reports on an action research study that took place during a one-week professional development course focused on establishing gender equality in primary schools, held in a Teachers’ College in Southern Tanzania (June/July 2015), in which 28 educators and administrators participated. I draw upon Sarah Ahmed’s (2005) theoretical framework of gender orientations to explore understanding of gender. A feminist, participatory, action research methodology using multimodal methods (Jewitt, 2008; Kress & van Leeuwen, 2001) was used to collect and analyze data. Highlighted are salient aspects activities and discussions in which the participants engaged concerned with constructions and orientations of gender, and gender-based oppression, violence, and discrimination and how these impact girls’ education. I also report on participants’ personal and professional knowledge, understanding, and insights into barriers to, and opportunities for gender equality and their proposed approaches for bringing about change through initiatives they articulated in the gender-responsive school action plans they began to develop. Findings indicate that despite the participants’ interest in learning more about gender constructions and orientations – conceptually as well as practically – and the implied expectation from policies than educators essential in bringing about transformative change leading to gender equality in society, the participants had had little, if any, exposure to policies, initiatives, resources, or professional development to guide and support them. Recommendations including provided professional development opportunities in gender-responsive pedagogy and programming at all schooling levels, and to include educators’ voices, as experts of their own contexts, in future policies, programming, and initiatives.

Gender mainstreaming is an integral part of the process of building a democratic society, including in thepolitical sphere. In order to draw conclusions about gender equality in the political sphere, it is necessaryto constantly investigate the current situation. An indicator of gender equality in the political sphere is therepresentation of women and men in the governmental institutions. Therefore, there is a need to analyse thegender structure of central and local authorities in the European Union.The aim of the paper is to analyse the representation of women and men in elected authorities andgovernments of the European Union and Ukraine. The author explored the participation of men and womenin the European Parliament, national parliaments of European countries, national governmental authorities,regional and local parliaments of the EU and Ukraine.The gender structures of different authorities were compared. The countries with gender equality in thepolitical sphere and the countries with the largest imbalances were identified.The author analysed the factors that contributed to the establishment of equality in countries with indicatorsas close as possible to gender balance (Scandinavian countries). Among such factors the most interesting are:emancipation of women; high level of social development; institutional factors and legislation as incentives.A comparison of the gender structures of the central executive and legislative bodies and local councils ofUkraine and Poland was made.

Changing gender roles are increasingly considered as a driving factor of both fertility decline in European countries and its recovery in some of these countries. The fertility decline is attributed to the first stage of the gender revolution when increasing women’s labour force participation is accompanied by some progress in gender equality in the public sphere while in the family life a gender asymmetry remains. During the second stage of the gender revolution the progress towards new roles of men and women in the private sphere takes place – they both are considered as economic providers and careers and share work and family responsibilities (e.g. McDonald 2000b, Goldscheider, Bernhardt, Lappegård 2015, Esping-Andersen, Billari 2015). The article compares on-going changes in gender roles in Poland and Norway, two countries which are at different stages of this process, and their interplay with fertility (mean number of children and intensions about the second and third child). Attitudes towards gender equality are studied by taking into account views on this issue on one side and sharing care and housework on the other. Data come from the first round of the Generations and Gender Survey. The study has been performed for respondents aged 20–44, living together with a partner and children under 14 years of age. The descriptive analyses showed that Poles are not only less advanced in gender role changes in two gender dimensions studied: their views on gender roles are more traditional than Norwegian ones, women’s share in family duties is higher contrary to men who contribute less to family responsibilities than women and men in Norway. There is also a higher variation of views and practices among Poles. In Poland and Norway, egalitarian men participate more in family duties than those who declare traditional views, while egalitarian women are less burdened by home work and care. However, in Norway there is remarkably more egalitarian women with low and medium share of domestic duties in parallel to more numerous egalitarian men who take a great share of family responsibilities. More egalitarian respondents have fewer children than the traditional ones in both countries. However, the mean number of children among this group of respondents in Norway is higher than in Poland. Moreover, women in both countries are less inclined to declare intensions to have a second or third child when they participate more in care and domestic duties. This relationship has been found for men in Norway as well.

Opis:
The emergence and growth of the internet and social media platforms have engendered significant transformations in everyday life, affecting not only society’s most innermost life but also its structural organization. This digital realm impacts gender equality, giving rise to spaces for feminist community building and activism, but at the same time enabling online gender harassment and violence. Our aim was to construct possible scenarios of the future, focusing on foreseeable consequences of social media on gender (in)equality in Europe. Using the Delphi+ method, we generated diverse future scenarios envisioning the intersection of gender and social media platforms. Through an analysis of these scenarios, we identified three recurring themes situated on a continuum from utopian to dystopian perspectives, including various positions in relation to the question of social media as safe or unsafe spaces. This study then provides us with possible imaginaries in relation to gender and social media platforms.

Opis:
Artykuł przedstawia teoretyczne założenia i praktyczne zastosowania gender mainstreaming i gender budgeting. Są to programy wyrównawcze, inicjowane przez Unię Europejską, których celem są aktywizacja obywatelska oraz promowanie takich wartości jak: równość, konsensus, dialog i porozumienie, sprawiedliwe traktowanie, proporcjonalny podział i dystrybucja dóbr lub kapitałów (nie tylko finansowych, lecz także kulturowych i społecznych). Programy te obejmują szereg zinstytucjonalizowanych instrukcji i zaleceń, stworzonych po to, by poprawić sytuację społeczno-polityczno-ekonomiczną wszystkich obywateli, ze szczególnym uwzględnieniem kobiet. Ukierunkowanie na kobiety wynika z faktu, że w wielu krajach członkowskich UE (pomimo obowiązującego ustawodawstwa antydyskryminacyjnego oraz istnienia licznych instytucji stojących na jego straży) stanowią one grupę defaworyzowaną i marginalizowaną w sferze publicznej.
The article presents the theoretical assumptions and practical applications of gender mainstreaming and gender budgeting. These are compensatory programs initiated by the European Union, which aim is to stimulate and promote civic equality, fairness, proportional distribution of wealth. They include a number of institutional measures aimed at improving the social situation of all citizens, with particular attention to the situation of women, because women – in many countries of the European Union – are disfavored.

Opis:
Provisions of the bill, inter alia, impose on entrepreneurs information and reporting obligations regarding the difference in remuneration between genders. The instruments proposed in the bill may, but do not have to, lead to a reduction in the gender pay gap, which flows, inter alia, from the fact that most employees in Poland work in micro and small enterprises. The introduction of this statute will produce administrative and financial consequences for employers, the minister competent for labour and the Social Dialogue Council, as well as for employees. Eurostat data show that gender pay gap in Poland is not high when compared to many other EU countries. The bill requires further legislative work.
