In the conditions of the full-scale invasion of the Russian Federation on the territory of Ukraine, the issues of gender-based violence, discrimination based on gender and domestic violence are more acute than ever before the Ukrainian society. The war became the catalyst that caused not only an increase in cases of such violence, but also complicated the process of identifying and recording them. Despite the military actions, Ukraine continues to take decisive steps to overcome this problem, following the Euro-Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has recognized gender equality as one of the global standards – one of the basic principles of a democratic society, and strives to achieve real, factual equality between women and men. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, and local self-government bodies are being strengthened. Alongside this, statistical research findings suggest that women still have limited access to decision-making in armed conflict, despite their disproportionate contribution to humanitarian aid, and that women remain under-represented in the security and defense sectors , in particular at the level of decision-making, including in military and civilian positions in the Armed Forces of Ukraine, the National Police, in international operations to maintain peace and security. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant.

In the conditions of the full-scale invasion of the Russian Federation on the territory of Ukraine, the issues of equal rights of women and men, prevention and counteraction of any manifestations of discrimination, including on the basis of gender, require a comprehensive approach for their effective solution and consolidation of the efforts of all state and public institutions. Ukraine continues to take decisive steps to overcome this problem, following the Euro- Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has embraced gender equality as a fundamental global standard, a cornerstone of democratic societies. The nation is actively working towards attaining authentic and factual equality between women and men, underscoring its commitment to fostering a society where equal opportunities and rights are afforded to individuals of all genders. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, local self-government bodies are being strengthened. Furthermore, statistical research indicates that women continue to face restricted access to resolutions in armed conflicts, despite their significant contributions to humanitarian efforts. Women remain underrepresented in key sectors like security and defense, particularly at decision-making levels. This includes both military and civilian roles within the Armed Forces of Ukraine, the National Police, and international peacekeeping operations, highlighting an ongoing imbalance in gender representation within these critical areas. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant. The responsibility for implementing a cohesive state gender policy within the units of the National Police of Ukraine lies with the Human Rights Office of the General Inspection and Human Rights Department of the National Police of Ukraine (hereinafter referred to as the Human Rights Office). Despite the considerable volume of the legal framework outlining a diverse range of competences for the Human Rights Office as a subject of administrative and legal relations, it can be confidently stated that there has been no thorough examination of the regulatory and legal aspects governing the activities of the Human Rights Office in the field of implementing the unified state gender policy. This lack of comprehensive study contributes to the presence of numerous gaps in the legislative foundation of the Human Rights Office’s activities. All this actualizes the topic of the corresponding scientific research, testifies to its scientific and practical usefulness, taking into account the recent significant intensification of domestic law-making processes aimed at defining the legal foundations of gender equality and nondiscrimination, the integration of European and international legislation into domestic legislation.

Problematyka praw kobiet jest stale poruszanym zagadnieniem w kwestii publicznej. Początki walki o równość płci sięgają XVIII wieku, jednak kobiety wciąż padają ofiarami dyskryminacyjnych praktyk. Celem niniejszego artykułu jest zwięzłe przedstawienie podstawowych nurtów feminizmu jako ruchu walczącego o równouprawnienie płci oraz jaki wpływ na sytuację prawną kobiet miała zrodzona z niego feministyczna jurysprudencja. W dalszej części zarysowano mechanizmy antydyskryminacyjne w systemie Rady Europy oraz sposób ochrony kobiet w sferze zatrudnienia. Artykuł wieńczy przedstawienie kilku wyroków Europejskiego Trybunału Praw Człowieka.
The issue of women's rights is continuously debated in the public domain. The beginnings of the fight for gender equality began in the eighteenth century, but women are still subjected to discriminatory practices. The aim of this article is to briefly present the main trends of feminism as a movement fighting for gender equality, and what influence feminist jurisprudence has on the legal situation of women. In the following part of the paper, anti-discrimination mechanisms are presented in the system of the Council of Europe and the way women are protected in the sphere of employment. The article finishes with the presentation of several judgments of the European Court of Human Rights.

The article contains an analysis of the nature of the parliamentary debate concerning equal rights of men and women – including protection of children’s rights – that took place at the Polish Legislative Sejm in the period from 1947 to 1952. The discussion offered here applies the method of critical analysis of the content of available source material as well as the biographical method seeking to answer the questions who were the female MPs fighting for women’s rights in the period of Stalinism and whether their activity proved their agency. The source basis is transcripts of Sejm sittings, the press and literary memoirs. Female MPs such as M. Jaszczukowa, E. Pragierowa, I. Sztachelska, S. Garncarczyk and Z. Tomczyk were seeking to amend legislation so as to ensure the practical implementation of the gender equality principle. That was also a flagship slogan of the new communist people’s authorities at the start of the period known in historiography as Poland’s Stalinisation. Standards and regulations were debated that were to constitute a legal environment, and thus to make it possible for women to be active in various fields on an equal footing with men. The discord between postulates justified by ideology and cultural norms did not stop legislative amendments. The female MPs initiating that change could have felt the sense of agency and their actions certainly contributed to other changes towards gender equality in Poland of that time.
Artykuł zawiera analizę charakteru debaty sejmowej dotyczącej równouprawnienia kobiet i mężczyzn, z uwzględnieniem problematyki ochrony praw dzieci, która toczyła się w Sejmie Ustawodawczym RP w latach 1947–1952. W podjętych rozważaniach wykorzystano metodę krytycznej analizy treści dostępnych materiałów źródłowych oraz metodę biograficzną, poszukując odpowiedzi na pytanie, kim były posłanki walczące o prawa kobiet w okresie stalinizmu, a także, czy ich aktywność nosiła znamiona sprawczości? Podstawę źródłową stanowią sprawozdania stenograficzne z posiedzeń sejmu, prasa oraz literatura wspomnieniowa. Intencją posłanek, m.in. M. Jaszczukowej, E. Pragierowej, I. Sztachelskiej, S. Garncarczykowej oraz Z. Tomczyk, była realizacja postulatu zmiany przepisów prawnych w taki sposób, aby zasada równouprawnienia kobiet stała się możliwa w praktyce. Było to również sztandarowe hasło przedstawicieli nowej, komunistycznej władzy ludowej i jednocześnie początek okresu określanego w historiografii mianem stalinizacji kraju. Procedowano normy i przepisy, które miały stworzyć warunki prawne, a tym samym urealnić możliwość podejmowania przez kobiety aktywności na różnych polach na równi z mężczyznami. Istniejący dysonans pomiędzy postulatami uprawomocnianymi ideologią a normami kulturowymi nie przeszkodził w nowelizacji prawa. Posłanki inicjujące te zmiany mogły mieć poczucie sprawstwa, a ich działania z pewnością przyczyniły się do zmian na rzecz równouprawnienia płci w Polsce tego okresu.

This article examines the struggle by women to gain access to higher education opportunities in law and to secure the right to work in the legal profession between the 1880s through the 1940s in Central and East Central Europe. Activists challenged the exclusion of women from universities and the field of law by testing meritocratic and democratic principles or holding to account constitutional commitments to equality. The lawyers’ movement they subsequently created acted as a spearhead for the legal wing of the women’s emancipation movement that sought to reform women’s rights in national legislation and the civil codes. These processes were integral to the negotiation of gender roles in Central European countries from the late-nineteenth to the mid-twentieth centuries. Moreover, the rise of pan-European female lawyers’ associations illustrates the broader significance of these legal struggles. In the history of the women’s rights movements, the right to work in the legal professions and in civil service was also integral to the larger struggle for full citizenship rights.
