It will continue to strengthen its influences in the Commonwealth of Independent States and undertake all the efforts aiming to development of strategic partnership with the EU on equal rules. It will also develop its contacts with the USA, as well as it will continue political dialogue and economic cooperation with other, great world powers.

Opis:
Sweden has a long tradition of political neutrality. It is conditioned by a large number of factors ranging from historical tradition of military inactivity, through social conditions (strong sense of social solidarity and a tradition of respect for the law and authority), political (the essential role of socio-democratic thoughts on the expression of pacifist tendencies), and ultimately to economic (the economic and financial advantages resulting from having avoided involvement in the two world wars). Simultaneously, the characteristic pragmatism of Swedish politics has led to the evolution of the policy of neutrality alongside the changing international situation. The economic and political benefits flowing from European integration, along with the growing catalogue of real threats to international security have led to the gradual abandonment of the politics of neutrality by Sweden. It is therefore worth contemplating the future of the Swedish politics of neutrality, and the likelihood of fundamental changes in the international arena that would be inherent in a Swedish accession to NATO.

The article concerns the idea as well as the form of international cooperation between states and international organizations, illustrated by the example of the relationship between the European Union and the Pacific region. There is some useful literature on the subject but this needs be to completed. The influences of the world’s leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. This work underlines the difference between official policy, presented by the regional intergovernmental organizations, and the individual policies of member states, who are not tied down by Brussels politics and may maintain their own foreign relations.

The technological, economic and political advances of the 20th and 21st centuries have established new conditions for the development of civilization. The world economy has simultaneously expanded (the number of states/organization participating in world trade or the volume of heterogeneous transactions) and shrunk (close interrelations between transactions, no matter their geographic origins). Economic policy has gained an indispensable role in the creation of order in international relations and foreign policy. The tendency to prioritize foreign policy aims towards economic policy aims has resulted in ‘reverse flow’, i.e. foreign policy has become a central part of national economic policy. The engagement of external action services and public budget in economic promotion and investments triggers (inter alia) the ethics dilemma. The mentioned ethical aspect is often omitted when discussing ‘the economic foreign policy’. For instance, the ethics dilemma can appear when development and humanitarian aid are taken into account or when it comes to assessing the results (and membership) of economic missions. In this context, the author analyses the Polish foreign policy example and attempts to answer two questions. First, are the economic activities performed by external action services effective? Second, are the mentioned activities in accordance with the social ethical code of conduct? The author focuses on three elements – development and humanitarian aid, the participation of Polish diplomats in economic promotion, and economic missions.

Celem artykułu jest identyfikacja obszaru i granic subdyscypliny nauki o stosunkach narodowych – badania polityki zagranicznej. W artykule posługujemy się pojęciem „badanie polityki zagranicznej” zamiast powszechnie stosowanego „analiza polityki zagranicznej”, ponieważ implikuje to stosowanie naukowych procedur badawczych. W związku z tym w artykule rozpatrzono następujące kwestie: historiografię badania polityki zagranicznej, począwszy od zakończenia I wojny światowej do chwili obecnej; założenia ontologiczne, za pomocą których wyznaczono obszar badawczy; epistemologię badań polityki zagranicznej. W podsumowaniu odniesiono się do badania polityki zagranicznej jako dyscypliny nauk społecznych. Biorąc pod uwagę kryteria ontologiczne, stwierdzić wypada, że obszar badawczy polityki zagranicznej jest węższy od dziedziny stosunków międzynarodowych. Dostrzeżemy jednak ich wzajemne powiązanie, jeśli odwołamy się do modelu podmiot–struktura. Obydwa obszary analizujemy za pomocą tych samych teorii, ale w każdym przypadku inaczej formułowane są pytania badawcze.
The aim of the article is to identify the scope and boundaries of the ‘foreign policy research’ sub-discipline. The term used in this article is ‘foreign policy research’ instead of the commonly applied ‘foreign policy analysis’ (analiza polityki zagranicznej) because this implies the application of scientific research procedures. Therefore, the article focuses on the following issues: the historiography of foreign policy research from the end of World War I to the present time; the ontological premises that were used to delimit the scope of research; the epistemology of foreign policy research. The conclusion addresses the concept of ‘foreign policy research’ as a sub-discipline of international relations. Taking into account the ontological criteria, the scope of foreign policy research is narrower than that of international relations. They are, however, interrelated, if we refer to the subject–structure criterion. The two areas are studied using the same theories, but research questions are formulated differently in each case.

The article presents an image of one of the most significant American foreign policy strategy of the past – isolationism. With a hisotical perspective on how the United States foreign policy was creating and changing through the decades, the difference between basic definition of political isolation and isolation carried by USA was highlighted. It was shown how specific term American isolationism is. Particular attention is given to connection between specific foreign policy doctrines and reasons for which they were created. Remarks also adress variable attitude of USA, which were balancing through the history between two strategies: isolation and intervention. At the end of the article author takes a look closer to nowadays position of United States on the foreign policy field.

“Defence diplomacy” is a relatively new term, created in response to post-Cold War needs to name new tasks and international functions completed by the armed forces and the leadership of the Ministries of National Defence. However, it should not be understood as a kind of traditional “military plus diplomacy”. The lack of a universally recognised definition of “defence diplomacy” means that states try to adapt its content to the needs of their own security policy. In Poland, the term “defence diplomacy” appears in journalism, but there is no precise reference to it in the documents concerning foreign and security policy. The main goal of defence diplomacy is the co-formation and implementation of the state security policy, and its task - to create stable, long-term international relations in the field of defence. Conceptualisation of the concept is a starting point for understanding its role as one of the most important instruments of foreign policy and the security of contemporary states.

The article showcases and examines the evolution of the neoconservative strand of US politics and its influence on the country’s international politics, with a particular analytical emphasis on the effects of the September 11, 2001 attacks and the ensuing counter-terrorism measures on the part of the USA. The importance of the neocon agenda has grown considerably in the wake of the WTC and Pentagon attacks and, as a result, has shaped the core of US Middle Eastern politics. Simultaneously, the neocon takeover of US politics marginalized the impact of both the conservative and the liberal circles. As a consequence, the US national security evolved into a hard power model based on military authority. Such a political practice yielded short-term profits (and – at best – media benefits and image gains) for the USA, but in the long run it also posed a threat to the West.

The purpose of this article is to analyze the dominant role of transactional drivers in India’s foreign policy towards the European Union (EU). The article hypothesizes that India is trying to use its relationship with the EU in primarily transactional ways to achieve its own foreign and economic policy goals rather than to advance shared norms and values as democratic powers. Those goals include (i) leveraging its global image and reputation as a trusted and credible international partner, (ii) gaining greater regional and global influence, (iii) attracting foreign investment and boosting Indian exports. The article begins by explaining the concept of transactionalism in foreign policies. Secondly, it identifies the main drivers of India-EU relations with a special focus on (i) the concept of non-alignment and strategic autonomy in India’s foreign policy, (ii) common norms and values shared by India and the EU, (iii) economic cooperation between India and the EU. Thirdly, it assesses the transactional dimensions of the drivers of Indian foreign policy toward the EU discussed in the preceding sections. Finally, it evaluates the significance of India’s attempts to use its relations with the EU to achieve its own foreign and economic policy goals, including with respect to the implications for the EU’s efforts to project itself as a normative power in relations with India.

The author of the article discloses the formation of interstate relations between Ukraine and Poland since the early 90's of the 20th century, which positively affected the ties between these states. The article analyzes the close relations between the states due to the geopolitical situation, deep historical, cultural and economic ties. Poland actively supports Ukraine in joining the European Union and NATO, acts as an intermediary in this process, gaining additional authority and significance in the international arena.

The aim of the article is to examine whether Nordic area can be regarded as a homogenous and successfully cooperating region, which is providing one unified political front. Considering many similarities between Nordic states, as for example shared values (equality, women rights, common love of democracy, peace and welfare state), one could say that Nordic states constitute a single and unitary area. What is more, the linguistic, cultural and historical closeness of those states is a fact, but at the same time many differences can be pointed, especially considering their security and foreign policies. Those aspects seem to be the main obstacle in introducing full cooperation in the region. Nevertheless, it is worth noticing that current international developments and appearance of new threats to security are influencing the Nordic states which, as a result, are changing their attitudes towards security policy. Those factors could lead to introducing new dimensions of their cooperation.
