    Opis:
    The article presents an analysis of selected external factors influencing the level of investment in the private forestry companies providing services to the State Forests. The scope of research included: the characteristics of forest companies and competition in the forestry services market, the investments being undertaken by these companies, as well as the external conditions for the activities of forest companies and their impact on the level of investment. The data on the financial performance of the administration of forest districts and the size of their tasks in the field of timber harvest was obtained from the General Directorate of the State Forests in Warsaw, while information in the field of competitiveness on the forestry labour market was gained from the materials provided by the Forest Research Institute in Sękocin Stary. The data necessary to analyse the influence of the selected factors on the level of investment in private forestry companies were obtained from the questionnaire survey conducted at the turn of 2006 and 2007. The survey concerned the financial and investment situation of the companies in the period of 2004−2006 and the strategy for further action. Out of all the companies working for the State Forests, 1,009 companies responded to the questionnaire, of which, in 2008, 269 companies were selected that showed the level of investments in excess of 5%. The questionnaire addressed to forest entrepreneurs concerned the assessment of the services market, competition, investment efficiency, as well as the motives which guided the entrepreneurs in making investment decisions. Nine external factors related to the recipients of the services (forest districts), barriers to the introduction of modern technical means, the situation on the labour market and competition in the forestry services market were subjected to statistical verification. The completed investigations have shown no effect on the level of investment of the factors directly related to the main recipient of their services – forest districts, i.e. the financial result of the forest districts, the length of the period for which forest districts intended to hire forest companies, and the size of the demand (the volume of harvested timber). The investigations have demonstrated a link between the companies' problems with the recruitment of qualified staff and the level of investments neither. There was no confirmation either of the effect of the competition on the forestry services market on the level of investment. The low rates for the services and the high prices of the specialist equipment were the only external factors that had a major influence on the amount of resources allocated for investments in private forest companies.

    Opis:
    The beginnings of private forest services sector date back to the interwar period when harvesting operations and sawmill services were carried out by private companies leading to forest devastation. Adam Loret, the first director−general of the State Forests, started to build the structure of forest administration and hire manual workers. After the World War II, forestry in Poland operated in a centrally planned economic system, which precluded the functioning of the private forest services sector. The development of private forest companies in Poland began in the early 1990s. The employed free−market economy forced the State Forests to introduce many reforms and modifications to forest management, forest operations, as well as to the trading and sales of timber. All forest operations are being outsourced to private forest companies. Forest districts select bidders to perform the required forest operations according to the existing procedures, while ensuring the favourable conditions for the creation of new jobs. Forest companies face many difficulties to meet the growing demands laid down by the forest administration staff in tender specifications. The paper presents the current status of the private forest services sector, and describes the trends in the development of private forest companies providing services to the State Forests.

    Opis:
    The article presents the essence and importance of internal audit as well as the incentives to use it in forest companies. The research utilizes the database of enterprises, which submitted their offers in the process of the best bid selection during the procedures of public procurement in the field of forestry (forest management, forest protection including fire prevention, timber harvest and loggong, soil preparation, nursery works and seed collection) for years 2012−2016 in Regional Directorate of the State Forest in Gdańsk (N Poland). The database consisted of 103 firms that participated in 75 tender procedures in 15 forest districts. Basing on the analysis of tenders for forest services, an activity of forest companies was assessed, with the emphasis on companies fulfilling the requirements of the Reliable Forest Enterprise certification. Furthermore, the tenders criteria were evaluated taking into account their number, type and weight. In the analyzed procedures following criteria were used: price, execution of works only by employed staff (logging and extraction, tree cutters and machinery operators as well as supervisors), fulfilling the requirements of Reliable Forest Enterprise certificate, supervisor with forestry education, experience of the company (value of completed services), and ownership of specialized equipment (multi−task machinery, horses). Certain weights were attributed to all of the above mentioned criteria. The analysis of companies activity showed, that the noticeable decrease in number of offers for tenders in 2016 is a reaction to a new tender criterion – Reliable Forest Enterprise certificate, with the assumed weight of 20%. Another relatively new criterion was the condition, that all persons used to carry out the forest works had to be contractually employed by the company. Both these criteria decreased the weight of price criterion by average 30% comparing to previous years. The presence of these new criteria increased the number of non−price criteria by average of 1 comparing to previous years, and contributed to the unification of non−price criteria used in Regional Directorate of the State Forest in Gdańsk.

    The paper presents the assessment of forestry contractors activities in the opinion of their owners and analyses the influence of selected factors on the results achieved by these contractors, as well as identified significant barriers and drivers associated with the activities of forestry contractors. The study was conducted among forestry contractors who offer their services in the field of forestry in eight forest districts of Beskid Śląski and Żywiecki in the Regional Directorate of State Forests in Katowice (southern Poland) between 2004 and 2010. The study combined quantitative and qualitative research methods used in social studies. The quantitative research method was carried out on a sample of 297 respondents. The questionnaire for the study consisted of a set of prepared statements using a seven−point Likert scale. The respondents were contacted by post. Finally, the analysis included 101 opinions (34% response rate). The qualitative research method proposed open−ended questions that overlapped thematically with the quantitative part of the study. The research had a character of direct and in−depth interviews. The qualitative research was conducted on a sample of seven respondents. Owners of forestry contractors very well assessed the service activities of their businesses, which resulted from the economic conditions of forest districts. Studies showed that the decline in economic activity of customers resulted in a deterioration of the results achieved by these contractors. Among the analysed factors, only the size of the company had a significant impact on the results achieved by these contractors in terms of forest management in the examined forest districts.
