In this article, the author focuses on two challenges that aim to increase the security of the EU’s financial market operations: namely, more effective supervision of financial conglomerates at the EU level, and improving the transparency of sovereign wealth funds (SWFs). The first part of the article presents the EU actions with regard to financial market integration; i.e., current integration activities and planned changes to European financial market regulations. The second part looks at the challenges facing financial markets in the European Union. The author concludes that the main priority for the EU should be strengthening its economic governance and ensuring stability of its operations.

The crisis begun in 2007 exposed the weakness of the existing regulations, revealing challenges for legislators all over the world. Financial stability started to be understood as an essential value for the proper operation of the financial market. It has become important to address the question as to how to protect financial markets from more crises, or at least alleviate their effects. The idea of supervision of a financial market has undergone thorough transformation. Particular emphasis has been placed on protecting buyers of financial services. Adequate customer protection has been recognized as a sign of trust in the market and its stability and has gained systemic importance and relevance for the European financial system. There is a growing tendency to enlarge the group of subjects eligible for special protection. it is becoming an increasingly common idea that not only consumers but all non-professional customers should be protected. The idea is becoming widespread that the weaker party to a legal transaction can be not only a consumer [natural person] but also a non-professional market entity. Such a solution is certainly appropriate. Narrowing down the ‘consumer’ to a natural person may seem artificial and out of line with market realities, not to mention the serious consequences of bad financial decisions taken by non- professional financial market participants. Another important challenge facing the modern financial market is to establish a system of institutional safeguards to ensure security for all market entities and to enforce fair play rules. However, even the best provisions of substantive law, though necessary, may prove to fall short. Therefore, there is a pressing need for strong and competent both state and international institutions duly equipped with auditing and supervisory powers to deal with the present situation. They should also have the possibility of enforcing substantive laws in a way that allows for flexible responses to any emerging threat to the protected values. The shift towards a regulatory and supervisory method of protection sets a more serious tone for the supervision model adopted for the financial market. In it, the market is responsible not only for ensuring that the supervised entities operate correctly, but also for the quality of services that they provide.

Research background: As part of the creation of an effective mechanism for managing financial stability, the tasks of providing an inter-level and cross-sectoral financial equilibrium remain unresolved. So far, clear and unambiguous criteria for financial stability have not been formulated, with which monetary and prudential policies could be related, as well as measures to minimize systemic and individual risks. The problem of creating a system of indicators comes to the fore, allowing the creation of new effective instruments for regulation of financial flows that contribute to the prevention of financial crises. Purpose of the article: The paper proposes a system of indicators of financial stability, which allows for solving the tasks of inter-level and cross-sectoral equilibrium in the selection of regulatory tools for monetary and prudential policy. Methods: We have used real interest rates as a measure of financial stability at the macro level. The real rates have been calculated from time series with nominal interest rate and inflation in the credit market (divided into loans to financial and non-financial organizations and individuals), and in the bond market (divided into corporate, municipal, and federal bonds). The analysis of the market and institutional financial stability of the USA, Russia, Japan, Switzerland, Australia over the period 1984?2014 was done. Then, comprehensive investigation on the financial stability in the Russian Federation in 2014?2017 was conducted. The results have been compared against financial stability of individual banks, which was measured using profit to risk ratio. The latter has been calculated from bank?s financial reports using our method, which had been developed earlier. Findings & Value added: We have developed criteria for qualitative assessment of financial stability and the risk map, which helps to identify the level of accumulated imbalances in the market and institutional environment, as well as in the levels and sectors of the economy. The criteria for selecting monetary and prudential regulatory instruments have been formulated depending on the amount of accumulated risks. The criteria for forming a portfolio of regulatory instruments with regard to their rigidity are proposed.

This paper analyses the influence of financial development on income inequality. Throughout this work, one may find the overview of theoretical and empirical literature as well as the empirical model using fixed panel data method. This research paper tries to disentangle the opposing views on the relationship between finance and income distribution, by evaluating the impact of the different dimensions of financial development on the level of income inequality. The important added value of this research is the usage of quintiles of income distribution as a dependent variable that may help to recognise the effect of financial development on the poorest and richest. Another novelty of the paper is the consideration of the effects of financial variables on Gini coefficient in the long and short run. The main results of the analysis using dataset from 2003 to 2014 indicate that financial access decreases income inequality.

This article presents the position of the European Financial Congress in relation to the European Commission’s consultation document on the supplementary supervision of credit institutions, insurance undertakings and investment firms in a financial conglomerate. From 9th June till 20th September 2016, the EC ran a public consultation on the evaluation of the financial conglomerate directive (FICOD), whether it delivers on its objective to identify and manage group risks, i.e. multiple gearing, excessive leveraging of capital, contagion, complexity management, concentration and conflict of interest. Financial conglomerates were originally represented by bancassurance. Over time financial institutions have expanded into investment banking, asset management and other financial activities, with separate segment supervisions. Now, they are getting bigger, more complex and international, expanding into the real economy, outsourcing critical processes to non-regulated external offshore companies. Moreover, manufacturing companies are developing competencies in banking area and traditional financial institutions are being challenged by expanding fintech projects. The evaluation of supplementary supervision shall lead to better regulation in terms of relevance, effectiveness, efficiency, coherence and added value. As a result, the legislation shall contribute to enhanced financial stability, safeguard creditors’ and policyholders’ interests, and promote the competitiveness of financial conglomerates within the EU and at international level. From the Polish perspective, FICOD shall protect the financial system from the import of group risks and lead to secure growth of local financial conglomerates, enjoying a level playing field in the EU. The EC consultation paper was addressed by representatives of different groups of stakeholders in the Polish financial market, including in particular: universal banks, auto loan companies, insurance undertakings, regulatory bodies, consulting firms and academia.

Financial stability inside the European Monetary Union (EMU) is a trendy topic in most developed countries around the world. From the moment the EMU was brought to life, there was much speculation about its imperfections, inadequate management, and vulnerability. Some of them have turned out to be true, while others have been proved invalid. Nevertheless, the debt crisis has demonstrated inadequacies in the EMU’s structure and proved that a higher degree of integration is necessary in order to guarantee the robustness of the common currency and fully utilize its potential. This article summarizes the most serious doubts with respect to the functioning of the monetary union and evaluates their credibility over time. New financial stability-securing solutions are also described and analyzed as to whether they are sufficient to prevent Europe from stumbling from one crisis to another. The subject is analyzed over different periods of time - firstly describing the term “financial stability”, along with the major concerns about the process of introducing the euro at the time of its finalization and implementation. Secondly the article describes how these preceding doubts have been verified during the following fourteen years of the EMU’s functioning. The revealed weaknesses of the EMU are also underlined in order to prove the need of further integration. The final section summarizes the solutions implemented in response to the crises that have hit Europe during the time of the Euro’s functioning.

Purpose – The article was written to outline of the evolution of the Polish financial system supervision model evolution in the context of the 30 years of economic transformation and substantial changes of the institutional environment. Research methodology – The conducted historical analysis shows that several global trends influenced local solutions starting from neoliberal self-regulation sectoral approach to the more statecontrol oriented integrated model. The author describes the mechanism that drove the evolution of the Polish financial system and presents how the financial supervisory responded to these changes. The most important part of the article is devoted to the description of the Polish financial sector’s response to the last financial crisis and the role that the financial supervisory model played in finding successful solutions for complex risks transmitted from international financial markets. Finding – The article allows to understand better the financial system’s role in the sound economic development and the new systemic perception of the financial stability and encourages researchers to search for new financial and macroeconomic paradigms to be able to explain free-market failure in ensuring proper functioning of financial intermediation and finding a new solution that make the local and global financial system immune to inevitable future shocks. The main scope of the research is concentrated around the extended institutional supervisory framework with macroprudential policy as a new driving force for post-crisis regulatory order that the Polish banking sector must join. Originality/value – According to the knowledge of the author, it is one of the few articles concerning development of the Polish financial system and financial supervision in the context of institutional changes in the global and local regulatory framework after post-socialist transformation and 2007+ crisis.

The main aim of this article is to provide a critical analysis of selected provisions of the Directive and Regulation in respect of the capital requirements for banking and finance sector in the European Union. It focuses on the analysis of the following aspects: (i) proposed regimes, mechanisms and legal structures creating the European framework on the capital requirements; (ii) implications of the new legislation for the banking sector and for the national regulatory authorities; (iii) certain similarities between the Third Basel Accord prepared by the Basel Committee on the Banking Supervision and the proposed EU capital requirements package; and (iv) implications of the legislation for the Polish banking and finance sector. As the global financial crisis reshaped the approach to the banking institutions throughout the world, the authorities started to be more concerned about the safety and creation of certain mechanisms preventing the sudden issues of the banks and financial institutions, which were in consequence resolved by the taxpayers. The cooperation between EU authorities and the Basel Committee on Banking Supervision resulted in the creation of the new framework on the capital requirements for the European Banking sector. To a certain extent, the EU proposal is a part of global, legal framework setting out harmonized rules ensuring the general stabilization in the banking and finance sector. It also constitutes a continuation of the EU policy on ensuring the safety of the European banking and finance sector.

The paper discusses the role of monetary policy in preventing financial crises and offsetting their implications. The paper provides a critical evaluation of views on the relationship between monetary policy and financial crises. The author looks at this issue in the context of practical experiences, especially those coming from the U.S. market, where the analyzed ties seem to be the most prominent. The author concludes that a monetary policy exclusively focused on the prices of goods and services and oriented toward keeping inflation in check in the short term, may create an environment conducive to the outbreak of a financial crisis. The probability of such a situation is especially high if the financial market is heavily liberalized and poorly supervised, Koronowski says. However, the main conclusion is that a financial crisis may be prompted by an excessive, prolonged increase in the liquidity of the banking sector after a decline in financial stability or as a result of failed central bank attempts to stimulate credit expansion and economic growth. Yet another conclusion is that monetary policy must be stable not only in terms of inflation, but also in terms of the price of money, Koronowski says. This is indispensable for a healthy financial sector and robust economic growth, the author adds.

Banks in Poland have survived global financial crisis which began in 2008, much better than banks in many other countries in Western and Central Europe. The author lists and analyzes factors which contributed to maintain liquidity and financial stability of the banking sector. The most important include inter alia: strong macroeconomic bases of economy before the crisis, relatively less reliance on foreign capital and lower dependence on external trade, a lower level of households debt, a relatively high capitalization of banks and appropriate policy intervention. As the author suggests, maintaining stability of this sector will require new regulatory decisions.

The article deals with reforms aimed at strengthening the financial stability of the eurozone and the EU. First, it refers to the “original sin” of the eurozone and the errors committed during its construction in the early 1990s. Then, the lessons from the double crisis of 2007–2009 and 2010–2012 are analysed, and the four main dilemmas that the EU faces in the area of institutional reforms are formulated. The overview of the implemented reforms and their proven impact on the macroeconomic imbalances leads to the conclusion that – although the above-mentioned double crisis combined with the global pandemic crisis have already mobilised the EU to introduce many important changes – the reform agenda is still not finished.

The financial security of economic entities is part of the financial security of the state since the enterprise creates added value, which forms a gross domestic product at the state level. In addition, businesses are the main taxpayers that affect the formation of state and local budget revenues. Therefore, a high level of financial security of an enterprise provides the state opportunities to perform its functions, ensures economic development, and improves social standards. In the context of economic and political instability, in addition to the variability of micro- and macro-environment factors that affect the activity of the enterprise, the assessment of financial security is a particularly pressing issue. The aim of the article is to develop a mechanism for managing the financial security of enterprises in accordance with the actual conditions of business conducted by Ukrainian enterprises. The management mechanism is considered as a certain system, which consists of a certain set of interrelated elements and involves taking actions to achieve financial interests by the timely reduction of financial risks and counteracting external as well as internal threats. In each enterprise, an urgent task is to develop an effective strategy for the development of financial security, which is characterized by the close relationship and interdependence of its individual components. In these conditions, in order to increase the level of financial security of enterprises, the following measures are proposed: reducing the amount of receivables, controlling short-term debt, limiting the need for financial sources, reassessing fixed assets, increasing production volumes and product sales, reducing costs and others.

In article questions of the analysis of the financial risks connected with activity of financial institutions and first of all exchange structure are considered. The problem of increase of financial stability of the exchange is analyzed, potential and real risks are considered. On the basis of the analysis which is carried out in work the most important risks are revealed. Various classifications of risks are presented and sub classifications of each of groups are established. During the analysis the role of inflation and inflationary risks, and also their influences on financial stability of financial institutions and the exchange is studied. Also deflationary risks, currency risks and risks of an investment of the capitals are considered. Manifestation of risks at portfolio and real investments are analyzed. The separate group of risks connected with the organization of activity of the company is allocated reverse, settlement and commercial risks Are considered. The technique of risks of Global Association of Risk Professionals is considered. In work the main coefficients defining financial stability of the company are calculated. In some cases the behavior of various risks as a result of application of a technique of IFRS is analyzed. The financial condition of the Moscow Exchange for the last five years with identification of key parameters of development is in detail analyzed. As conclusions on work the most essential risks in activity of the exchange are specified.
W artykule przedstawiono analizę ryzyka finansowego związanego z działalnością instytucji finansowych Moskiewskiej Giełdy Papierów Wartościowych. Dokonano klasyfikacji ryzyk i ustalono podklasyfikację każdej z przyjętych grup. Podjęty problem badawczy uwzględnia również rola inflacji i ryzyka inflacyjnego, a także ich wpływ na stabilność finansową instytucji finansowych i giełdę. Konkluzja pracy przedstawia najważniejsze ryzyka związane z działalnością giełdy.
