    W niniejszym artykule przedstawiono historię rozwoju procedury Ocen Oddziaływania na Środowisko (OOŚ) oraz jej aktualną strukturę po wejściu w życie ustawy z dnia 3 października 2008 r. o udostępnianiu informacji o środowisku i jego ochronie, udziale społeczeństwa w ochronie środowiska oraz ocenach oddziaływania na środowisko (Dz. U. Nr 199, poz. 1227 z dnia 7 listopada 2008 r.).
    In the paper the history of Environmental Impact Assessment (EIA) was presented and its actual form on the base of the law from 3-rd October 2008 about Environmental Information and Cooperation with Community in Environmental Protection and Environmental Impact Assessment (Dz. U. no 199, poz. 1227, 7-th November 2008).

    This article presents the possibilities of using computer scanning to design a location for a sewage treatment plan taking into account its impact on the landscape. The activities undertaken could constitute a part of the proceedings carried out in performing environmental impact assessments. Completion of the goal requires literary studies and the analysis of interdisciplinary studies, including planning, land and academic research. The research has been divided into several parts, of which the first one concerns, among other things, the analysis of the value of the natural environment in a given area and analysis of the planning documents in place. The land research consists of scanning the area for the sewage treatment plant using the 3D method. The collected data will constitute the basis for the possibility of using computer scanning to visualise the development in an area of high landscape value.

    Opis:
    Two approaches have been proposed to analyze the quality of the slag: metallurgical evaluation of and environmental impact assessment. The analysis of the metallurgical quality of the slag using the DTA methods was carried. In the paper a method of determining the reduction capability of slag solutions was used. There are the oxides complexes used in to the slag composition for the purpose to establish two quality indicators in reduction processes: EW - indicator showing the direction and intensity of reaction in to the slag composition and r - indicator of the rate of coal consumption. Proposed to other qualitative criteria. The analysis was conducted on the example of slag from aluminium metallurgical processes, and slag from the smelting processes of copper and its alloys. Divided influence on the environment and the use slag in other processes. Discusses the quality of the slag as a function of their operating qualities. Highlighted the need qualitative assessment of slag in a broad sense. Indicated the necessity to analysis including the quality of the slag more criteria, including: - technology - suitability for further processes, - operational, environmental and economic benefits.

    Zbliżające się wielkimi krokami wyzwania klimatyczne stawiają pod znakiem zapytania skuteczność krajowych i europejskich procedur mających na celu ochronę środowiska naturalnego. Autor niniejszej pracy podjął próbę zarysowania ogólnych ram prawnych polityki środowiskowej UE, przedstawiając przy tym sens i znaczenie zasad prewencji i przezorności. Opisał także unijne i krajowe normy regulujące procedurę oceny oddziaływania przedsięwzięć na środowisko. Celem wywodu było ukazanie swoistej ewaluacji obowiązującej regulacji w zakresie omawianej instytucji, ze szczególnym uwzględnieniem tych przepisów, które dotyczą kwalifikacji realizowanych inwestycji do przeprowadzenia oceny. Autor posłużył się metodą dogmatyczno-prawną oraz przeanalizował wiele pozycji bogatej literatury przedmiotu. Analiza omawianego zagadnienia wykazała, iż na tle bieżącej regulacji kształtującej ramy prawne procedury oceny oddziaływania przedsięwzięcia na środowisko rysuje się swoisty problem kwalifikacji przedsięwzięć. Ich kazuistyczna egzemplifikacja może prowadzić do wystąpienia swoistej luki, umożliwiającej realizację nawet wysoce zagrażających środowisku inwestycji bez konieczności przeprowadzenia oceny ich oddziaływania na środowisko. By omawiana na łamach niniejszej pracy instytucja w sposób skuteczny przeciwdziałała realizacji wszelkich inwestycji mogących zagrozić środowisku, konieczna jest odpowiednia zmiana bieżącej regulacji kształtującej jej ramy prawne.
    The rapidly approaching climate challenges call into question the effectiveness of national and European environmental protection procedures. The author has tried to outline the general legal framework of the EU environmental policy, present the sense and meaning of the Principle of Preventive Actions and the Precautionary Principle, and then describe the EU and national standards regulating the environmental impact assessment procedure. The paper aimed to evaluate the regulation in the scope of the discussed institution, with particular emphasis on those provisions regulating which project shall be made subject to an assessment. For this purpose, the author used the dogmatic-legal method and analyzed the literature. The analysis of the discussed issue showed that, against the background of the current regulations shaping the legal framework for the environmental impact assessment procedure, a specific problem of project qualification emerges. Casuistic exemplification of projects that shall be made subject to an assessment may lead to a specific gap, which enables the implementation of even highly environmentally hazardous investments without the need to conduct an environmental impact assessment. For the institution discussed in this paper to effectively counteract the implementation of any investments that may pose a threat to the environment, it is necessary to change the current regulations shaping its legal framework accordingly.
