    The growing energy needs have given European Union a strong interest in developing ties with energy-producing states to build necessary pipeline infrastructure. Russia is a key player in European energy market. The energy security policy of Russia is an element of its wider strategy towards European states. Thereby the Russian Federation articulated clear strategy regarding energy relations with its partners: improving cooperation with some EU member states. Russian gas potential is very important in this context. Nord Stream 2 is an element of the gas pipeline competition in Europe and bipolar energy policy in EU.

    In contemporary international relations, the issue of energy security is becoming fundamental. Access to energy resources is an existential need of every country, conditioning its economic and social development. In such a situation, states try to construct long-term energy security policies to ensure smooth supplies of raw materials. The research problem is the analysis of the energy security policy of the People’s Republic of China towards the Caspian states of Central Asia: Kazakhstan and Turkmenistan. In the research process, a hypothesis was verified, assuming that China’s energy security policy in the Caspian region of Central Asia is determined by the increased demand of this superpower for energy resources and geographical proximity to oil and gas deposits located in Turkmenistan and Kazakhstan. The People’s Republic of China (PRC) became interested in the hydrocarbon resources of the Central Asian region right after the collapse of the USSR. At that time, the energy security policy of this superpower was implemented in several stages: from gaining access to the oil and gas reserves of the countries of the region to the construction of export pipelines supplying the absorptive Chinese market. Thus, the analysis presents the conditions of the PRC’s energy security policy, its institutional dimension and actions towards Kazakhstan and Turkmenistan, both in upstream and midstream terms.

    Bezpieczeństwo energetyczne jest zjawiskiem dynamicznym. Jego rozumienie jest zależne od specyfiki podmiotów polityki bezpieczeństwa oraz od relacji na międzynarodowym rynku energetycznym. Dostęp do surowców energetycznych stanowi egzystencjalną potrzebę zarówno każdego państwa, jak i podmiotów niesuwerennych. Bezpieczeństwo energetyczne wynika nie tylko z obiektywnych przesłanek ekonomicznych, związanych z zasadami wolnego rynku, lecz także jest warunkowane kwestiami politycznymi i geostrategicznymi. W niniejszym opracowaniu skoncentrowano się na ujęciu epistemologicznym oraz uwzględniono problematykę bezpieczeństwa energetycznego jako obszaru badań bezpieczeństwa międzynarodowego. Przedmiotem badań jest tym samym istota i specyfika bezpieczeństwa energetycznego oraz jego uwarunkowania. Prezentowane ujęcie problemu badawczego pokazuje następującą ewolucję pojmowania bezpieczeństwa zarówno w wymiarze podmiotowym, jak i przedmiotowym. Znaczenie pojęcia bezpieczeństwa nie wiąże się już tylko z działalnością państw w dziedzinie militarnej. Połączenie bezpieczeństwa i energii tworzy nową jakość dla studiów bezpieczeństwa.
    Energy security is a dynamic phenomenon. Its understanding depends on the specificity of security policy entities and on relations in the international energy market. Access to energy resources is an existential need for every state and non-sovereign entity. Energy security results not only from objective economic reasons related to the principles of the free market but also from political and geostrategic issues. This study focuses on the epistemological approach and takes into account the issue of energy security as an area of international security research. Thus, the subject of this article is the essence and specificity of energy security and its determinants. The presented approach to the research problem shows that the perception of security is evolving both in the subjective and objective dimension. The meaning of the concept of security is no longer limited to the activities of states in the military field. The combination of security and energy creates a new quality for security studies.

    The research objective of the study is to analyse the essence and specificity of energy security in the light of research on international security. Thus, various theoretical approaches, useful in the analysis of energy security issues, were taken into account. The analysis allows us to conclude that energy security issues take into account long-term development trends as well as unpredictable events related to the functioning of energy market and energy technology. Thus, unexpected, sudden phenomena resulting from the dynamics of the international environment gain in importance. The dilemma related to non-linear thinking often ignores a variety of solutions that, taken together, can cause a radical turn in the energy security concept and its evolution.
