    The article presents Poland’s and Germany’s position on the challenges of the EU-Energy Policy on an example of the EU Energy Union. The article includes an evaluation of Poland’s and Germany’s energy balance as an important determinant of the energy policy in both countries. The core tasks of the Polish and German energy policy were discussed as well as the possible support of future key issues of the EU energy policy.

    Opis:
    The aim of the article is to synthetically present Poland’s stance towards the challenges regarding the EU’s climate and energy policy in the second decade of the 21st century. In the first part of the article the conditions, main goals and directions of Poland’s energy policy as well as climate protection policy have been discussed. The prognoses of energy and fuel demands concerning the year 2030 have been presented as well. In the second part of the article difficulties and restrictions concerning the necessity of Poland’s adaptation to the EU’s energy and climate package demands has been presented that is restriction in greenhouse gases emissions and in development of renewable energy sources in final energy consumption. The current energy and climate package exerts influence on trends in development of energy sector and puts Poland to the test of technical and socio-economic type. In the third part of the article basic elements of Poland’s stance towards European energy and climate policy involving suggestions of transition to a low emission economy (raising the goal of the EU’s greenhouse gases reduction through 2050 to 20%), increase in share of the renewable energy sources in total EU’s energy consumption going beyond established 20% to 2020 as well as reform concerning European system of emissions trade EU–ETS. Proposals and actions that Poland had yet undertaken within the EU were also discussed in the paper. Controversies as to implementation of the energy and climate package, which indirectly influence Poland’s image as a state blocking activities for climate protection, are not insignificant for the current Poland’s stand on the EU’s energy and climate policy in the medium to long term. The paper ends with conclusions together with recommendations. Undoubtedly, the biggest challenge for Poland is still an integrated approach to energy and environmental protection policies manifesting in transition to a low emission economy parallel to improving energy supply security. For working out Polish negotiating position at the EU’s level that could enhance our role, it is essential to prepare energy strategy in medium and long term that would show both the potential of reduction in greenhouse gases emission, increase in renewable energy sources share and constraint which Poland will have to face.

    The article raises the problem of the development of the renewable energy sources in Germany in the context of the energy policy of the European Union and one of its principal targets – the build-up of the renewable energy sources. The study describes potential of the renewable energy sources of the EU as well as the origin and evolution of the significance of the renewable energy sources in the energy policy of the EU. The article contains the balance sheet of the renewable energy sources’ usage in Germany as well as it presents their role in the process of the energy transformation (Energiewende) and mechanisms for support of their development.
    Artykuł podejmuje problematykę rozwoju odnawialnych źródeł energii w Niemczech w kontekście polityki energetycznej Unii Europejskiej i jednego z jej zasadniczych celów - zwiększenia udziału odnawialnych źródeł energii w zużyciu energii. W artykule przedstawiono potencjał odnawialnych źródeł energii w UE, jak również genezę i ewolucję znaczenia odnawialnych źródeł energii w polityce energetycznej UE. Artykuł zawiera bilans wykorzystania odnawialnych źródeł energii w Niemczech oraz prezentuje ich rolę w procesie transformacji energetycznej (Energiewende) i mechanizmy wsparcia ich rozwoju.

    Artykuł przedstawia problem „wspólnej” polityki energetycznej Unii Europejskiej w kontekście tendencji dezintegracyjnych i renacjonalizacji, ze szczególnym uwzględnieniem tzw. Brexit’u i jego implikacji dla uwspólontowienia polityki energetycznej UE, działań, które podważają zasady i reguły „wspólnej” polityki energetycznej UE na przykładzie decyzji Komisji Europejskiej z 28 października 2016 r., w sprawie zwiększenia wykorzystywanej przez Gazprom przepustowości gazociągu OPAL (lądowej odnogi Nord Stream) oraz problemu intensyfi kowania współpracy w energetycznej Niemiec z Rosją, na przykładzie projektu Nord Stream 2. W artykule przedstawiono również zasadnicze etapy procesu uwspólnotowienia polityki energetycznej UE.
    The article presents an issue of „common” energy policy of the European Union in the context of desintegration tendencies and renationalizationn with particular attention to so-called Brexit and its implications for commonalization of the EU energy policy. The article discusses the actions that undermine principles and rules of the EU’s „common” energy policy taking as an example the decision of the European Commission from October 28th, 2016 regarding the increase of transportation capacity of the OPAL gas pipeline (land off shoot of Nord Stream) used by Gazprom as well as the problem of intensifi cation of energy cooperation between Germany and Russia in case of Nord Stream 2 project. The basic phases of the commonalization of the EU’s energy policy were presented in the paper too.
