    South Asia, East Asia and South-East Asia have a significant number of recipients of Official Development Assistance (ODA), including the Least Developed Countries. The importance of this part of the world in terms of global trade and geopolitics is self-evident and contributes to the reasons why major members of the OECD Development Assistance Committee (DAC), including Japan and South Korea, have a clear interest in being actively engaged in development cooperation within the region. There are, however, at least five emerging donor states, also active in the region, who operate outside the framework of the DAC. The aim of the text is to provide a brief comparative analysis of the development activities of: India, the Peoples Republic of China, the Republic of China, Singapore and Thailand.

    Since the first decade of the twenty first century Brazil, China, India and South Africa (BASIC countries) have substantially increased their development assistance to developing countries. Now, they are called the main emerging (new) donors. BASIC countries are donors and recipient countries at the same time. They still receive a lot of assistance from developed countries and international organisations. At the same time they provide development assistance to the South. As new donors they both change the rules of providing aid established by traditional donors and reduce the possibility of their impact on the economic policies of developing countries. The aim of the article is the presentation of development aid policies of Brazil, China, India and South Africa. The level of aid is estimated on the reports which are available on the government websites of BASIC countries and data presented by different authors in the literature. However, because of the complexity of the emerging donors’aid system, the figures do not fully show the actual state. Among BASIC countries China is the biggest donor and South Africa offers the lowest amount of aid. India and Brazil provided similar amounts of development assistance to developing countries in the years 2007-2010. The investigation shows that Brazil, China, India nad South Africa instead of providing conditional aid prefer development cooperation. They break with the hierarchical donor-recipient relationship, declare solidarity with Southern countries and respect their national sovereignty and independence. Moreover, they show greater sensitivity to the needs of developing countries and share with them their own experiences in the field of socio-economic development. Their development aid/cooperation is set to obtain mutual benefits and creates conditions for further economic cooperation. For BASIC countries the development aid/cooperation is also an important tool of their foreign policy. They often use aid to achieve political, strategic and economic objectives. However, their aid seems to be more attractive to developing countries and has a greater impact on their economic growth than the development assistance offered by the traditional donors.

    Motywacja: W literaturze przedmiotu brakuje oceny efektywności pomocy rozwojowej otrzymywanej i świadczonej przez Indie. Korzyści wynikające z uzupełnienia istniejącej luki poznawczej były głównym motywem podjęcia tematu. Cel: Celem artykułu jest ocena pomocy rozwojowej, kierowanej do Indii, jako jednego z wschodzących donatorów. Uwzględniono różne aspekty rozwoju, zwłaszcza w perspektywie najmniej zamożnych mieszkańców państwa. Materiały i metody: Wykorzystano analizę literatury przedmiotu, analizę danych wtórnych, obserwację uczestniczącą oraz analizę wizualną. Wyniki: Na podstawie przeglądu literatury oraz wniosków z obserwacji można wyciągnąć wniosek o braku skuteczności oraz efektywności pomocy rozwojowej zarówno otrzymywanej, jak i świadczonej przez Indie. Ponadto stwierdzono, że przypadek Indii wskazuje na niezgodność definicji pomocy rozwojowej jako instrumentu prowadzącego do rozwoju państw-beneficjentów, a raczej jako środka tworzenia relacji politycznych i ekonomicznych służących w głównej mierze państwom donatorom.
    Motivation: There is a lack regarding the assessment of the effectiveness of development assistance received and provided by India in the subject literature. The benefits of completing the existing research gap were the main motive for choosing the topic. Aim: The aim of this article is to assess the development assistance in India as one of the emerging donors. Various aspects of development were taken into account, especially from the perspective of the poorest society in the country. Materials and methods: The analysis of the subject literature, secondary data analysis, participant observation and visual analysis were used. Results: Analysis of literature review and conclusions from the observation leads to the reflection on the lack of the effectiveness and efficiency of the development assistance, both received and provided by India. In addition, the case of India suggests non-conformity between definition of development assistance as an instrument that generating growth in beneficiary countries but rather as a tool to create the political and economic relations which serves mainly donors.

    Od początku XXI wieku wschodzące gospodarki zaczęły aktywnie udzielać pomocy rozwojowej krajom rozwijającym się. W 2004 roku do grona wschodzących donatorów dołączyła Turcja. Obecnie otrzymuje dużą pomoc (głównie od Unii Europejskiej) i jednocześnie jest jednym z ważniejszych nowych donatorów. W 2013 roku na pomoc rozwojową przeznaczyła ponad 3 mld USD. Turcja udziela pomocy przede wszystkim krajom muzułmańskim w regionie. Rośnie także turecka pomoc dla Afryki. Turcja jako donator dąży głównie do osiągnięcia stabilizacji w regionie, pozyskania nowych rynków dla swoich towarów i wsparcia na forum międzynarodowym. Wypracowuje standardy świadczenia pomocy pośrednie między stosowanymi przez tradycyjnych i nowych donatorów. Od donatorów DAC/OECD różni się tym, że nie stawia politycznych warunków swoim beneficjentom i nie przeznacza pomocy w pierwszej kolejności na promowanie demokracji czy dobrego rządzenia w krajach odbiorcach. W przeciwieństwie do innych wschodzących donatorów, nie zrywa z relacją donator-odbiorca i nie przywiązuje dużego znaczenia do współpracy Południe-Południe.
    Since the beginning of the twenty-first century emerging economies have been actively providing development assistance to developing countries. Turkey became an emerging donor in 2004. Now, it is a beneficiary of development aid (mainly from the European Union) and at the same time one of the most important new donors. In 2013, Turkey delivered over 3 billion US dollars in official development assistance. The main Turkish recipients are Muslim countries in the region. Besides, Turkey’s aid to Africa has been steadily growing. The main aim of the Turkish development assistance policy is stabilization in the region, access to new markets, and support from international organisations. The rules according to which Turkish assistance is provided to developing countries are half way between those established by traditional and new donors. In contrast to DAC donors, Turkey provides unconditional assistance and does not primarily use its aid to promote democracy and good governance in recipient countries. Unlike other emerging donors, Turkey does not depart from the donor-recipient relationship and does not attach great importance to the South-South cooperation.

    This text describes the influence of the European Union’s regulations on the member states’ development cooperation. The article identifies and comments on relevant norms from the two key legal agreements on which the EU is based: the Treaty on European Union, and the Treaty on the Functioning of the European Union. It also highlights the content and show’s possible implication of subsidiary EU acts, that are included in the acquis, and need to be accepted by every country willing to join the EU. Currently, the leading and most comprehensive document regulating EU’s development cooperation is the new European consensus on development from 2017, which, formally, is just a non-binding joint statement of the EU institutions and governments. The goal of the text is to show the impact of the EU’s norms, including those non-legally binding, with regard to the creation, and further evolution, of development assistance donors.
    Tekst przybliża regulacje unijne dotyczące współpracy rozwojowej i wskazuje mechanizm wpływu, jaki wywierają one na wypełnianie roli donatora przez wstępujące do Unii Europejskiej (UE) państwa. Analiza nie ogranicza się tylko do norm prawnych, płynących choćby z traktatów, ale rozpatruje również dokumenty tworzące zobowiązania o charakterze politycznym, które notabene dominują w sferze unijnej kooperacji rozwojowej. Najbardziej aktualnym zbiorem zasad drugiego typu jest Nowy Europejski Konsensus w sprawie Rozwoju z 2017 r. W tekście weryfikowana jest hipoteza głosząca, że regulacje unijne są czynnikiem bezpośrednio wymuszającym podjęcie roli donatora pomocy rozwojowej przez kraj wstępujący do UE, a następnie determinującym kształt i wielkość jego współpracy rozwojowej.
