The article deals with an issue of complex systems operation efficiency, especially of the ones which are connected with transport. The operation of such systems aims at developing both passenger and load transportation in terms of safety, reliability, effectiveness and environment friendliness. These properties should be researched in a particular place and time that were earlier planned and selected. Operation effectiveness is an important component ofwidely understood social-economic and technological research, including assessment of the considered transport system. The concepts of operation efficiency, most frequently used in literature, express it as the relation between benefits (treated as profit or income in terms of economy) and costs. However, a ratio of two quantities, the flrst of which is evaluated positively, that is, aims at reaching the highest values and the other one being negative, is considered as the most important definition of efficiency. In some cases these quantities can assume constant values, treated as basic ones. It should be remembered, though, that in many cases the system goals are formulated in different terms than, e.g. economic ones. And the systems should be evaluated taking into consideration the goal achievement degree. The article deals with an analysis of distinguished values of selected assessment indices for an investigated transport system, and on this basis an assessment of the transport system operation efficiency, in a given period of time, has been made.

In recent years sport and physical activities in any form, including dance, are becoming more and more popular. As a result, there are many dance schools on the market. To stay on the market and acquire customers, dance schools use a variety of marketing communication tools. The aim of this article is to analyse the efficiency and effectiveness of marketing communication instruments applied by one of Kraków dance schools - the Elita Dance Center. The methods implemented in this paper included case study, quantitative analysis of the data and interview. The data used in this article include the data on the activities of the dance school Elita Dance Center, as well as the results of research conducted by interview among the customers of this school. The Elita Dance Center is an efficient company. With each season it acquires more and more customers. However, the activities of marketing communication are not very productive. Promotion costs are increasing faster than the number of clients and income from the dance classes.

The article shows that an effective tool of minimization of losses from non-probability measurements AT the stage of production is the use of risk management system. The expediency of evaluation of metrology risk of quality of products on the manufacturing stage in a kind of the generalized relative index - index of metrology risk - was grounded. This index must represent the loss of efficiency and effectiveness of the system of production metrology provision. The expressions for the estimation of the metrological risk index were offered and methodology of ranking production by the level of metrology risk was developed.

Purpose of the text is to study a concept of development capability and possibility to express it quantitatively. Concept of organization’s development is shown as process of eliminating gaps encountered by organization. A mathematical model of “problem cleaning” is used. It is shown that: There is a mathematical model of closing development gap, which involves characteristics of gap, of resources and parameters of development process. There are four quantities that determine performance of development process. They refer to organization’s characteristics that are set by the strategic management. Model illustrates impact of strategic decisions on effectiveness of development and shows that “time to gap” is one of key factors that determine development capability.

The Police are a uniformed formation intended to ensure security and public order. The formation plays an auxiliary role in relation to the society. The Police carries out assigned tasks of preventive, criminal and investigative nature. The purpose of this study is to assess the utilitarian effectiveness of the preventive anti-crime measures of the Polish Police forces. In order to achieve this goal, the authors used the method of examining relevant documents, statistics and literature. The main source of information were statistical data made publically available by the Polish Police and communications from surveys carried out by the Public Opinion Research Centre (CBOS). The period under examination included the years 2014-2017.

Cel tego artykułu jest dwojaki. Pierwszy, to podkreślenie konieczności połączenia perspektywy ekonomicznej i politycznej w ocenie skutków sankcji. Drugi, to diagnoza i analiza wyzwań związanych z połączeniem tych perspektyw w taki sposób, aby stworzyć spójny oraz rzetelny merytorycznie i metodycznie sposób pomiaru tego zjawiska. Połączenie perspektywy ekonomicznej i politologicznej uznajemy nie tyle za pożyteczne, co niezbędne do prawidłowej oceny efektywności i skuteczności sankcji. Wyzwania związane z integrowaniem perspektyw i wypracowaniem narzędzi pomiaru prezentujemy przez pryzmat krytycznej analizy dotychczasowych badań dotyczących oceny skuteczności i efektywności sankcji, ukazując każdorazowo mocne i słabe strony zastosowanego podejścia. Artykuł jest częścią większego projektu dotyczącego przesłanek, ekonomicznego wpływu i skuteczności sankcji nakładanych przez Unię Europejską.
The aim of this paper is twofold: to highlight the need of combining economic and political perspectives in analyzing sanctions outcomes, and to list and elaborate on challenges connected with uniting these two standpoints and creating cohesive and valid measurement methods. We not only credit this fusion as useful, but necessary to evaluate sanctions’ efficiency and effectiveness. We display these challenges in sanctions’ assessment and measurement by systematizing what we already know about the sanction effectiveness in political science and economics literature and by demonstrating strengths and weaknesses of some already published effectiveness evaluations. The paper is the part of the larger research project that we recently embarked upon with aim to analyze the onset, economic impact and effectiveness of sanctions imposed by the European Union1.

One can look at the improvement of the effectiveness and efficiency of the justice system from three perspectives: macro, mezo, and micro. After all, the general goal is to enhance the effectiveness and efficiency of the justice system as a whole (the macro perspective), the courts (the mezo scale), and court proceedings (the micro scale). The need to improve the effectiveness and efficiency of the justice system was noticed in the Strategy of modernization of justice in Poland in the years 2014–2020 prepared by the Ministry of Justice incorporates the three abovementioned perspectives. From the perspective of this paper, emphasis has been placed on courts. The Strategy, as a matter of fact, assumes that the improvement of the effectiveness and efficiency of courts may occur by introducing a model of management based on the idea of “managerialism” to run them. Effective and efficient courts, just like the proceedings they operate, are particularly important in the face of globalization, regulatory arbitration, as well as forum shopping. Based on a case study, this paper outlines the results of an innovative pilot project of implementing management methods of running common courts, and sets out to answer the question of the extent to which the state of institutional development of courts allows one to employ good practices in courts already successful in the world of business. During the pilot study, in 60 selected regional, district, and appellate courts, with the support of external experts, „good practices” were implemented to serve as management enhancements (Final report…, 2014). The results of the pilot study prove that the level of institutional development of courts determines the possibility of introducing good management practices that have already been approved in the world of business. This situation is further complicated by the diverse level of institutional development among courts. The type of a given court (its size, regional, district, appellate) may impact the possible upgrade of the maturity of the way a given practice functions. Also, not all business practices are eligible for implementation, given the different level of managers’ competence, as well as the frequently clear process of taking on the management staff.

The analyzed problem in the paper comes down to finding out how defining performance can affect the measurement of it. It is done in terms of heterogeneous perspectives perception of the project. The performance of project tasks is closely correlated with the concept of the project’s success. The market dimension of performance corresponds to the effectiveness, which is a concept praxeological, and efficiency presents a typically economic approach to evaluation indicators. The paper presents recommended measurement systems of project performance, with particular reference to the three perspectives of project evaluation: (1) as a temporary organization, (2) the product structure or work structure, (3) as a complex activities or a phased process. Construction of a model supporting contemporary paradigms of project success in a classic dual approach category of performance is a postulate of research undertaken by the authors.
Artykuł koncentruje się na problemie poszukiwania odpowiedzi na pytanie badawcze: w jaki sposób definiowanie efektywności może wpływać na jej pomiar w aspekcie niejedno-rodnych perspektyw postrzegania projektu? Efektywność działań podejmowanych w trakcie realizacji projektu jest ściśle skorelowana z pojęciem sukcesu projektu. Za rynkowy wy-miar efektywności odpowiada skuteczność, która jest pojęciem prakseologicznym, natomiast sprawność prezentuje zazwyczaj ekonomiczne ujęcie wskaźników oceny. W pracy przedstawiono rekomendowane systemy pomiaru efektywności w projektach ze szczególnym odniesieniem do trzech perspektyw ewaluacji projektu: 1) jako tymczasowej organizacji; 2) jako struktury produktowej lub struktury podziału pracy; 3) jako złożonego działania lub procesu fazowego. Budowa modelu wspierającego współczesne paradygmaty sukcesu projektu w klasycznym dualnym ujęciu kategorii efektywności jest postulatem prowadzonych badań naukowych i koncepcyjnych rozważań autorek.

The execution of medical orders is a special e-service provided in hospitals. The results of studies carried out so far prove that the implementation of IT solutions does not al-ways lead to improved patient service. The purpose of the study was to define the role of the process-based approach and advantages resulting from the use of process analysis in the execution of medical orders. Process analysis and process mapping was carried out with the use of the BPMN standard and iGrafx software. The studies carried out confirmed the problem consisting in the absence of a detailed preimplementation analysis and proved how significant, in terms of shaping the logistics of e-services in hospitals, the role of modelling the process related to the execution of medical orders is. The studies led to the identification of limitations in the ‘AS IS’ process and to the definition of possible changes.
Szczególną e-usługą świadczoną w szpitalu jest realizacja zlecenia lekarskiego. Wyniki dotychczas przeprowadzonych badań pokazują, iż wdrożenie rozwiązań informatycznych nie zawsze skutkuje poprawą poziomu obsługi pacjenta. Celem badań było określenie roli podejścia procesowego i korzyści wynikających z zastosowania analizy procesowej w zakresie realizacji zlecenia lekarskiego. Analiza procesowa i mapowanie procesów zostało wykonane przy użyciu standardu BPMN z wykorzystaniem oprogramowania i Grafx. Przeprowadzone badania potwierdziły problem polegający na braku wnikliwej analizy przedwdrożeniowej oraz wykazały, jak ważną rolę na gruncie kształtowania logistyki e-usług w szpitalu odgrywa modelowanie procesu związanego z realizacją zlecenia lekarskiego. Badania doprowadziły do identyfikacji ograniczeń w obecnie funkcjonującym procesie oraz określenia możliwych do uzyskania zmian.

The sense of effectiveness plays an important role in the subjective perception of well-being by an individual. It closely relates the level of effectiveness to the expected performance of each activity. Higher expectations should release energy and affect effective results of education or professional work. The aim of this article is to analyze the sense of effectiveness in life of students who started their studies in science and humanities. For this purpose, I have carried research out based on an own project taken among 383 students of the Rzeszów University of Technology and The University of Rzeszow. The research used a diagnostic survey method, and a standardized tool to measure the level of effectiveness in life using the Generalized Self-Efficency Scale (GSES) developed by Ralf Schwarzer and Matthias Jerusalem and prepared in Polish adaptation by Zygrfyd Juczyński. The research showed that the students' sense of effectiveness in life was moderate. The following independent variables were taken into account: university, gender, age, place of residence and the wealth of the respondents. In two studies, there was a difference in the level of statistical significance depending on the type of university and the gender of the respondents. On the other hand, taking into account the average, students from the Rzeszów University of Technology showed a slightly higher level of sense of effectiveness in contrast to students from the University of Rzeszów. The conclusions from the research constitute a challenge for the education system, teachers at all levels of education, so that any changes, systematically introduced to the education programs, could reflect the needs of students to a greater extent.
Poczucie skuteczności odgrywa ważną rolę na subiektywne odczuwanie dobrostanu przez jednostkę. Poziom skuteczności jest ściśle związany z oczekiwaniami w trakcie wykonywania każdej czynności. Większe oczekiwania powinny wyzwalać energię i wpływać na skuteczniejsze efekty kształcenia, bądź wykonywanej pracy zawodowej.   Celem niniejszego artykułu jest analiza poczucia skuteczności z życia studentów, którzy rozpoczęli studia na kierunkach ścisłych i humanistycznych. Badania wykonano na podstawie własnego projektu zrealizowanego wśród 383 studentów Politechniki Rzeszowskiej i Uniwersytetu Rzeszowskiego. Do badań wykorzystano metodę sondażu diagnostycznego i standaryzowanego narzędzia badającego poziom skuteczności z życia z wykorzystaniem Skali Uogólnionej Własnej Skuteczności (Generalized Self-Effficency Scale – GSES) opracowanej przez Ralfa Schwarzera i Matthiasa Jeruzalema i przygotowanej w polskiej adaptacji przez Zygrfyda Juczyńskiego. Badania pokazały, że poczucie skuteczności z życia studentów kształtował się na poziomie umiarkowanym. Wzięto pod uwagę następujące zmienne niezależne: uczelnia, płeć, wiek, miejsce zamieszkania i zamożność respondentów. W dwóch badaniach istniało zróżnicowanie w poziomie istotności statystycznej w zależności od rodzaju uczelni i płci badanych. Natomiast biorąc pod uwagę średnią, studenci z Politechniki Rzeszowski przejawili nieco wyższy poziom poczucia skuteczności w przeciwieństwie do studentów z Uniwersytetu Rzeszowskiego. Wnioski z badań stanowią wyzwanie dla sytemu edukacji, nauczycieli, wychowawców na wszystkich poziomach kształcenia, aby wszelkie zmiany, systematycznie wprowadzane do programów kształcenia mogły odzwierciedlać potrzeby studentów.

Celem artykułu jest wyznaczenie definicji kategorii efektywności polityki zagranicznej państwa. W wyniku badań teoretycznych została przyjęta definicja ujmująca efektywność polityki zagranicznej państwa jako zależność pomiędzy zamierzonymi celami a osiągniętymi efektami przy uwzględnieniu wykorzystanych zasobów i środków. The principles of civil aviation safety and efficiency in conditions of air transportation market globalization are considered. The paper paid special attention to the civil aviation threats and risks in the context of globalization processes. The paper deals with problems of changes of multilateral and bilateral regulations philosophy, the liberalization of airlines designation, national ownership and control provisions, the development of airline alliances, code-sharing agreements and franchising, the development of low-cost carriers operations, the outsourcing of ground handling, aircraft repair and maintenance, the globalization and commercialization of airports and air navigation service providers, the significant growth of air cargo and logistics transportations.
