Opis:
The idea of social integration and integration education is a great challenge not only for the Polish education system, but also for theoretical analyzes and systemic practical solutions aimed at building an integrated society. In relation to people with disabilities is not only an exemplification of the provisions contained in the “Convention on the Rights of Persons with Disabilities” (UN, 2006). It also concerns the change in the social vision of the accessibility of these people to structures existing in contemporary, disability-opening civilized society. However, as demonstrated by the results of research reported in the article, there is still a lot to be done by implementing the postulates created by the ideas of integrating people regardless of their diversity, otherness, physical, mental, and social difference.

After the alarming findings of NIK’s audit at ten schools in the Lubuskie Region (none of the audited schools organised classes in compliance with the principles of mental work hygiene, nor provided full safety to students), NIK decided to conduct a wider audit that covered the whole country. It comprised 7,000 out of 19,000 state schools at the primary and middle level. Such a broad scope makes it one of biggest audits in the history of NIK. Unfortunately, the audit confirmed the results of the audit conducted in the Lubuskie Region. The negligence, whose effects frequently posed a threat to the health or even to the life of students, most often were due to basic errors in the management of state schools.

The system of education allows various legal entities to participate in providing educational services. A look at the public administration in the scope of public education reveals not only a multitude and variety of educational services, but also a diversity of administrating entities. We should assume that functioning and organization of schools in the public domain is affected, as a rule, by economic and political circumstances. And it does not matter what legal entity runs such schools or educational facilities. Economic or political problems related to providing educational services depend specifically on current educational policy of state and local government authorities. By virtue of the educational law that envisages decentralization of the state educational services, it was assumed that the local government authorities’ responsibility does not need to mean performing educational services unassisted, but they may delegate their performance to legal entities other than public ones. This paper aims at pointing out the contribution of non-public entities to providing educational services. Relevant questions are asked about the ways of performing educational services and limits to the privatization of educational services contrasted with the responsibility for meeting educational needs of local communities.

The aim of this article is to identify the main principles for how the public sector functions in a post-industrial society. The research method adopted was a meta-analysis of the results of research by various authors on the issues of managing the development of post-industrial society. The subject of the meta-analysis was primarily literature in the field of knowledge management, development economics and new growth theories. The post-industrial society presented in the article appears as a land of happiness, where everyone works together to multiply the common good, guided by the following principles: knowledge gives access to power because post-industrial society is a meritocracy; social standing depends on diligence and willingness to take advantage of the offers of the educational system; the role of the state is to provide and safeguard open access to the ruling elite for anyone who wishes to learn and improve their conduct by developing objectively formulated, fair and impartial procedures for filling public sector positions. Decision-makers, i.e. those who have power, are not only professionals but also people who put the common good before self-interest. Representatives of the science sector set the directions of state policy and prepare strategies for achieving them. The science sector is independent of government and business, which is manifested in the freedom of to teach and conduct research. Social inequalities are being tackled and citizens can monitor the spending of public funds, since we are dealing with a welfare state. The prevailing political system is participatory democracy. Citizens participate in the life of society on an equal footing, and decisions about the future of society are consulted with them. Political decentralization in the management of public administration is common.

Present times are filled with a great number of incidents of a different nature because the 21st century is a time of significant transformation and progress in various areas of human life. In connection with the growing number of social and public threats, the importance of education for security is increasing, which is of particular significance when developing proper attitudes and values and for gaining knowledge and skills in the field of counteracting different threats. It is one of the fundamental methods of providing security and managing difficult or conflict situations. Education in security is of special importance in the work of law enforcement officers. Its content may considerably help when counteracting threats, and on the other hand, it may make law enforcers realise their potential as well as features of their personality. This education does not only mean transferring knowledge or developing skills, but also stimulating creativity in the work of law enforcers who are responsible for public safety. In the author’s opinion, thanks to education in security it is possible to create numerous personality attributes for officers, especially those of the human psyche (thinking) and mind (the state of self-consciousness, rationalism, empiricism, values, norms, moral and ethical problems). The author thinks that all the education and upbringing processes are possible when predispositions develop, which in turn are originally of an inborn and genetic structures status. A personality model of a law enforcer derived from the bicultural theory of a human being ought to be the basis of education for security which calls for an original paradigm for educating and upbringing. In the new paradigm, the role of public safety officers increases significantly because of high intellectual, moral and ethical expectations.

Pablo Helguera (Mexico City, 1971) is a New York based artist working with installation, sculpture, photography, drawing, socially engaged art and performance. Helguera’s work focuses in a variety of topics ranging from history, pedagogy, sociolinguistics, ethnography, memory and the absurd, in formats that are widely varied including the lecture, museum display strategies, musical performances and written fiction. His work as an educator has usually intersected his interest as an artist. This intersection is best exemplified in his project, The School of Panamerican Unrest (2003–2006), a nomadic think-tank that physically crossed the American continent by car from Anchorage, Alaska to Tierra del Fuego, making 40 stops in between. Covering almost 20,000 miles, it is considered one of the most extensive public art projects on record as well as a pioneering work for the new generation of artworks regarded under the area of socially engaged art. The contribution, in the form of a conversation, will retrace Helguera’s work to focus on questions of publicness, art and participation in a moment in which socially engaged practices are increasingly established in the contemporary art realm. By articulating the artist’s strategies and operating methodologies, the aim is to shed light on ways in which art can contribute to widen the public discourse on the social and political life and create accessible spaces of meeting, confrontation and dialogue, in which a counter- narrative to the dominant neoliberal frame work can take place.

Sustainable development is considered to be one of the most important issues for the future, which is also mirrored in the growing interest in sustainable development in higher education. The change project reported in this article is an example of the efforts made to incorporate sustainability in higher education. The aim of the change project is twofold: the first one is to revise the syllabuses, reference literature, materials, and examinations for courses in Public Administration, so that every course in some way addresses sustainable development. By making sustainable development an integral part of all teaching, the change project highlights how different aspects of sustainability issues are relevant in different contexts. There are three reasons why sustainable development should be explicitly present in all teaching: education for sustainability is important to the university; sustainability is relevant especially for students in Public Administration; and to get all students engaged, education for sustainability requires a pedagogical framework. The second aim of the change project is to lay out the underlying pedagogical framework, which is based on principles found in pedagogical, psychological, and organizational theories. In this successive, integrative approach, the repeated occurrence of sustainability themes in many courses is considered to be a better option than having a single thematic course. In the first phase of the project, during the academic year 2019-2020, three courses were revised to include aspects of sustainability in relation to concepts central to the course.

The subject of the review is a monograph focusing on looking for the causes and determinants of changes taking place in the education system of sociologists in Poland. The paper presents the leading trends and dynamics of educating Polish sociologists in a comparative aspect, relating to public and private universities. The answer to the following question: ‘Is it possible, pursuant to the applicable laws, to finance the costs related to the transport of children to an independent primary school (petrol, driver’s remuneration, the purchase and maintenance of the school bus) from the educational subsidy granted by the commune to a non-governmental organisation running such a school’? In the first part of her statement the author indicates the differences between the educational part of the general subsidy obtained by communes from the state budget and the grants given to schools run by non-governmental organisations from the budgets of the communes. Mistaking these two transfers is one of the reasons for misunderstandings with regard to the manner the grants given to schools are used. In the second part the author, on the basis of the interpretation of the legal provisions in force, expresses the opinion that a school run by a non-governmental organisation may not allocate the grant obtained from the budget of the commune to cover the costs of transporting children to such a school.

Artykuł ma charakter przeglądu kluczowych zagadnień występujących w obrębie dyscypliny wiedzy znanej jako edukacja moralna. Traktowana jest tu jako podsystem w polityce edukacji i szerzej w polityce publicznej. Omówione zostały główne zjawiska, trendy, trwające dyskusje i spory teoretyczne w dwóch krajach anglosaskich i w Polsce. Charakter artykułu wynika z faktu, iż w polskiej literaturze przedmiotu nie ma praktycznie tekstów poświęconych edukacji moralnej w szkołach. Problematyka jest tylko częściowo podejmowana w obrębie pedagogiki, ale jej ramy konceptualne są inne niż polityki publicznej. W tej ostatniej są one widziane z punktu widzenia tego, co działaniami zbiorowymi można osiągnąć w oddziaływaniu na zachowania oraz postawy dzieci i młodzieży.
The article presents a review focusing on key issues discussed within the disciple of moral education. It is regarded as a subsystem of education policy, and in a wider sense, public policy. It shows the main phenomenon, trends, ongoing discussions as well as conceptual disputes in two Anglo-Saxon countries as well as in Poland. The type and content of the article results from the fact that the Polish scientific literature almost lacks the texts dedicated to moral education. This kind of issues is partially analysed with pedagogy but its conceptual frame is different from that of public policy. The latter is focused on the school perspective and its potential to influence students’ attitudes and values.

The article characterizes the specificity of public library activities and their role in education. The possibilities of using e-learning in the education process were also presented, with particular emphasis on public education. Attention was also paid to the growing importance and interest in this type of education. The paper discusses the possibilities of using e-learning in teaching, with particular emphasis on education conducted as part of the activities of public libraries. The article presents the offer of e-learning courses mainly in provincial and pedagogical libraries. The purpose of the analysis was to verify the scope of e-learning use by libraries, check the availability of training offered and the ease of finding them on library websites. The number of courses offered and their topics were also examined. Moreover, it was taken into account to whom the prepared courses were addressed. The paper presents the current state, possibilities for further development and suggestions of the authors, which are based on the growing technological possibilities, with more common access to the Internet. Research shows that the use of e-learning platforms by provincial public and pedagogical libraries is unfortunately not common. This situation may be dictated by the lack of funds to prepare such projects. This limitation should, however, lose its significance due to the decreasing costs of platform implementation as well as the increasing funds supporting library activities. In addition, the pressure of potential users can motivate the development of e-learning platforms in libraries.
W artykule scharakteryzowano specyfikę działalności bibliotek publicznych i ich rolę w zakresie edukacji. Przedstawiono również możliwości zastosowania e-learningu w procesie kształcenia, ze szczególnym uwzględnieniem edukacji powszechnej. Zwrócono też uwagę na rosnące znaczenie i wzrost zainteresowania takim sposobem kształcenia. Praca pokazuje możliwości zastosowania e-learningu w nauczaniu ze szczególnym uwzględnieniem edukacji prowadzonej w ramach działalności bibliotek publicznych. Artykuł prezentuje ofertę kursów e-learningowych głównie w wojewódzkich bibliotekach publicznych i wojewódzkich bibliotekach pedagogicznych. Celem analizy było zweryfikowanie zakresu wykorzystania e-learningu przez biblioteki, sprawdzenie ogólnodostępności oferowanych szkoleń oraz łatwości odnalezienia ich w internetowych serwisach bibliotek. Badano ilość oferowanych kursów oraz ich tematykę. Wzięto też pod uwagę, do kogo skierowane były przygotowane kursy. W pracy przedstawiono dotychczasową praktykę, możliwości dalszego rozwoju i propozycje autorów, które opierają się na rosnących możliwościach technologicznych, przy coraz powszechniejszym dostępie do internetu. Przeprowadzone badania pokazują, że korzystanie z platform e-learningowych przez wojewódzkie biblioteki publiczne i pedagogiczne nie jest niestety powszechne. Taka sytuacja może być podyktowana brakiem środków na przygotowanie takiego projektu. Bariera ta powinna jednak tracić na znaczeniu ze względu na malejące koszty wdrożenia platform z jednej strony, jak i rosnące środki wspierające działania bibliotek z drugiej strony. Ponadto presja potencjalnych użytkowników może wpłynąć motywująco na rozwój platform e-learningowych prowadzonych przez biblioteki.

The work is devoted to the analysis of the process of human life’s economization Processes taking place in the economic sphere nowadays, affect the social changes in the essential way, affect both the condition of an individual and on relationships between people. The main force of the socio-cultural transformation is scientific-technological progress, especially in the communication and transport as well as promoting the principles of governing the liberal market economy by global economic actors. Neo-liberal market economy and the values and attitudes associated with it (freedom, individualism, competition, mobility, flexibility, striving at all costs to success, especially material) affect the political sphere (economization of politics, marketization of democracy) cultural (the dominance of the commercialized consumer culture) and social (destruction of traditional social structures, disintegration, dehumanisation and commercialization of human relationships and cultural patterns). Commercialized consumer culture is accompanied with marketization and economization of all spheres of life and social relations. Every-thing could be buying: education, safety, care, treatment and longer life. Life itself is also commercializing, insurance companies, employers, companies offering on the market different goods and services assign a specific monetary value to life. People are judged by perspective of consumer behaviour, and products suited to the cultural meaning. Traditional values are replaced by market, commercial values.

In the article, the author addresses the issue of the essence and role of the symbol of multiculturalism in public space in the context of counteracting intolerance. The presented text contains not only a presentation of basic terms and theories, but also an analysis of empirical research results related to the issue of the significance of the symbol of multiculturalism in order to counteract intolerance.
