The aim of this paper is to analyze the employment-related real income gaps according to the education level reached by the working population during the 19972017 period. Using a panel methodology (pseudo-cohorts) it sums up that throughout recession, employment-related real income gaps by education level are wider, amplifying income inequality. During the economic boom the narrowing of the gap was due to the weak growth in skilled employment that did not manage to recover the pre-crisis values. This phenomenon is typical of a labour market structure with less skilled employment demand than its increasing supply. eTh employment-related diefrence in reduction of the real income gaps is exclusively reflected by a decline in employees from the highest education segment. The whole of tertiary education although with less intensity, replicates its trend. Not only educational credentials increase future employment-related income but also starting then not completing a university degree provides a significant disparity. Gender control shows a sharp drop in its determination.

RESEARCH OBJECTIVE: The aim of the article is the analysis of tutoring as a method of education based on the master-student relationship, at universities as an element of building social capital. THE RESEARCH PROBLEM AND METHODS: One of the current higher education problems is the lack of a coherent system and culture of social capital development. It could be strengthenedby using tutoring, an innovative method of learning, shaping the master-student relationship. The study has a theoretical and analytical character. The descriptive case study was used as theapplied method. THE PROCESS OF ARGUMENTATION: Firstly, the concept of social capital and its importance for education will be approximated. Next, an attempt will be made to describe a case study of particularuniversity in terms of implementing the tutoring principles. In this context, the importance of tutoring for building social capital will be analysed. RESEARCH RESULTS: An analysis of the example of tutoring at the University of Gdańsk will allow to refer to the importance of the role played by tutoring in building social capital. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Tutoring supports developing social competencies and teaching the tutored students how to express their own opinions, to accept the interlocutor’s arguments and refer to them. In order to be able to work on their own and establish a close relationship with the tutor, the students must be self-motivated and focused on self-development.

The article is aimed at presenting the category of science capital as a new category in the field of pedagogical research. Science capital as a construct was proposed in the second decade of the 21st century by the team of Louise Archer from King’s College. This category consists of: (1) scientific forms of cultural capital, (2) behavior and practices related to science, and (3) scientific forms of social capital. The text presents the development of this concept together with a discussion of its elements and their meaning. Scientific capital can be one of the greatest wealth of society, and its use depends on the future development of not only individual units, but also the country and the possibility of high achievements in the fields of science. This is a very current issue, therefore it is important to better understand the shaping of the science capital of young people. The text also reviews the previous empirical studies devoted to the analyzed category. On this basis, it was concluded that scientific capital as an educational variable is still subjected to reconceptualization, requires refinement and further exploration.

The paper offers an empirical analysis of the effectiveness of spending on junior high schools in Poland on the basis of students’ performance during external exams in 2002-2006 and Central Statistical Office (GUS) data on local government budgets. The study makes use of multilevel models, including an “educational value-added model.” Even though the methods used by the author do not make it possible to determine the exact cause-and-effect relationships involved, they are more reliable than methods used in most previous studies of this kind in Poland. The results obtained by Jakubowski suggest that, under the existing institutional arrangements, the total expenditure of Poland’s central and local governments per student has no influence on the average increase in knowledge among junior high school students. Greater spending neither upgrades the quality of education nor helps equalize educational opportunities, Jakubowski concludes. These findings carry a clear message for decision makers and local government officials responsible for educational policy showing that their policies do not necessarily contribute to an increase in the country’s human capital stock. Further investment in the national education system requires a rethinking of the effectiveness of individual measures, Jakubowski says. At the same time, he adds that further research is needed to look for more effective educational programs to improve the quality of education in Poland.

The paper argues about the role of higher education not only in terms of knowledge transfer andacquisition of vocational skills among young people, that is, the creation of qualified human capital  for the needs of the economy, but also in terms of implementation of the educational role of the university, one currently underrated. It is aimed at the education of creative, open-minded, responsible graduates, capable of understanding a dynamically changing reality, able to adapt to changes flexibly, and accept responsibility for their own development. The article presents an example of good practices in the field of comprehensive student support in higher education as developed by the University of Dąbrowa Górnicza. This approach, in addition to improving the professional potential of students, is also focused on forming their values, goals, attitudes and beliefs which will significantly affect their behavior and the way they use the acquired knowledge in the future.

Polish Scientific Networks: Science and Business conference was held on 30 June – 2 July 2016 in EIT+ Wroclaw Research Centre. Its main aim was to facilitate networking between young Polish researchers working in Poland and abroad, both in academia and in industry. The article focuses on one of the many subjects brought up during the conference panel discussions, i.e. on different ways of increasing the social capital in Poland in order to enhance successful collaborations between science and industry. I discuss the role of education and international  and intersectoral mobility in changing people’s mindset: teaching them mutual trust and opening them for challenge.

Subject and purpose of work: This paper presents the development of human capital on the labour market of the Wielkopolskie Voivodeship in 2004-2017. Materials and methods: The study uses methods of literature review and comparative analysis based on data provided by Statistics Poland. Results: The results of the analysis show that constant development of human capital is taking place in the Wielkopolskie Voivodeship, and its level measured by the number of students and graduates of universities, as well as the number of registered patents is comparable to the average in Poland. The high quality of human capital contributed to achieving above-average economic results and household incomes. Conclusions: Development of human capital and raising professional qualifications at post-graduate studies was particularly important in the period of negative impact on the Polish economy of the financial crises of 2007-2009 and 2010-2012. A combination of higher education and innovative abilities, as well as involvement in R&D contributed to the increased competitiveness of the voivodeship's economy.
Przedmiot i cel pracy: Artykuł przedstawia potencjał kapitału ludzkiego na rynku pracy województwa wielkopolskiego i jego zmiany na tle Polski i wybranych krajów UE w latach 2004-2017. Materiały i metody: Analiza porównawcza opiera się na danych Eurostatu i GUS. Wyniki: Wyniki wskazują, że Wielkopolska utrzymuje stały wzrost kapitału ludzkiego. Jego poziom mierzony liczbą studentów i absolwentów szkół wyższych jest porównywalny ze średnią w Polsce i innych krajach UE. Innowacje mierzone liczbą zarejestrowanych patentów, choć zbliżone do średniej krajowej, pozostają w tyle za rozwiniętymi krajami UE. Wnioski: Rozwój kapitału ludzkiego i podnoszenie kwalifikacji zawodowych na studiach podyplomowych było szczególnie ważne w okresie negatywnego wpływu na gospodarkę Polski światowego kryzysu finansowego. Połączenie wysokiego wykształcenia i zaangażowanie w B+D pozwoliło zwiększyć konkurencyjność gospodarki województwa oraz osiągnąć ponadprzeciętne wyniki ekonomiczne i dochody gospodarstw domowych.

Research background: The subject of the study is the disproportionate development of rural and urban areas in terms of human capital in the context of the convergence process. Purpose of the article: The main goal of the study is to assess the rural-urban disparities on the educational attainment of the population (adopted as a human capital proxy), based on the example of Poland. Methods: The Bray-Curtis measure of structures diversity, the Kruskal-Wallis test and regression analysis were applied to investigate the scale and dynamic of the rural-urban educational divide in Poland in the period 1988-2018. Findings & Value added: The paper emphasizes the aspect of rural-urban differences in the Polish economy and their dynamic nature. Studies have revealed that in 1988-2018, in Poland, the disparity in educational attainment between rural and urban populations was gradually reduced. This process, however, was not accompanied by the reduction of internal educational disparities in the rural space. The study results are helpful in verifying the effectiveness of public funds, allocated in recent years in order to accelerate the multi-functional development of rural areas in Poland and other CEE countries.

In the paper, we present theoretical considerations on the impact of education and knowledge on minimizing unemployment effects in a globalized economy, in the phase of demographic change and in the face of enhanced competitiveness of labor resources and social and professional activation. On the basis of these considerations, particular importance was attributed to human and social capital. In this context, the article notes that education not only shapes and develops knowledge and skills, but also builds social capital. This in turn, shapes the potential of human capital through applying the right model of education. Thus, education becomes the imperative of modernity.

Tempo zachodzących przemian gospodarczych i społecznych, a także zjawiska występujące w zmieniającym się otoczeniu, implikują potrzebę zrozumienia istoty i znaczenia wiedzy i edukacji. W niniejszym artykule podjęto próbę zintegrowania kategorii wiedza i edukacja. Kategorie te są z sobą logicznie powiązane i tylko kompleksowe podejście, poprawne zdefiniowanie pozwala zrozumieć zachodzące pomiędzy nimi relacje, które mają kluczowe znaczenie dla zarządzania rozwojem społeczno-gospodarczym. Podmiotem integrującym poszczególne kategorie jest czło-wiek, który czynnie uczestniczy na każdym etapie tworzenia zasobu wiedzy, użytkowania, jak i procesu edukacji. Proces integracji wiedzy i edukacji dokonuje się przez człowieka i dla człowieka. Można stwierdzić, że przedmiotem jest wiedza, procesem edukacja, a podmiotem człowiek. Człowiek ma fundamentalne znaczenie w kształtowaniu zarówno wiedzy, jak i edukacji. A jego funkcja jest sprzężona zwrotnie, z jednej strony jest dawcą, z drugiej biorcą zarówno zasobu, jakim jest wiedza, jak i procesu, jakim jest edukacja. Oderwanie zasobu wiedzy od procesu edukacji skutkuje dysfunkcjami zarówno w sferze funkcjonowania człowieka, jak i gospodarki. Znaczenie wiedzy i edukacji w procesach kształto-wania i zarządzania rozwojem jest oczywiste, niemniej jednak bardzo często można spotkać się z poglądem, w którym wiedza jest produktem końcowym. Tymczasem należy pamiętać, że wiedza zdobywana w procesie edukacji jest fundamentem i stanowi podstawę dla wszelkich działań oraz, że kategorie te mają wymiar realny, a umiejętne zarządzanie nimi w procesach rozwoju społeczno- -gospodarczego daje możliwość ich weryfikacji.
The pace of economic and social changes and phenomena occurring in our changing envi-ronment imply the need to understand the essence and importance of knowledge and education. This article attempts to integrate categories of knowledge and education. Congeneric approach to these categories, their proper definition allow to understand relations between them, which are essential for the management of socioeconomic development. The integrator for the different categories is the man, who is actively involved at every stage of creating the body of knowledge and the use of the educational process. Separation of stores of knowledge from the process of education results in dysfunction - both in the sphere of human activity and the economy. The importance of knowledge and education in the process of shaping and managing the development is obvious but we can often see the view that knowledge is the final product. Nevertheless, we must bear in mind that these categories have real dimension and a skillful management processes of socioeconomic development provide opportunities for their verification.

Africa is regarded as the least developed continent in terms of overall development and specifically in terms of human capital development (HCD) efforts. Research on the determinants of HCD in Africa is scanty, as the literature is dominated by country-specific studies as well as group of country studies that primarily focus on the effect of human capital on growth and other economic development parameters. Therefore, this paper investigates the determinants of human capital development in 33 African countries over a 14-year period from 2000 to 2013. The empirical analysis is predicated on Sen’s capability approach that was modified following Binder and Georgiadis (2011) in order to explicitly account for the role of health, infrastructure and institutions as potential drivers of HCD. This is a departure from previous studies that focused primarily on the role of education. In addition to preliminary tests such as line plot, descriptive statistics and correlation analysis carried out, the data is analysed using panel unit root, co-integration and causality techniques. Findings show that all the variables are integrated of order one while HCD and its determinants have a stable long-run equilibrium relationship. Specifically, all the variables significantly influence HCD in the long run, whereas the contemporaneous models suggest that only institutions matter. Utilizing alternative estimators as well as estimation of subsamples, robustness tests reinforce our findings. Therefore, African governments may consider supporting HCD through sustained investment in the education and health sectors. At the same time, short-term gains may be attained through enhanced institutional quality and infrastructure development.
