O istocie problematyki świadczy fakt, że kandydaci na urząd Prezydenta Rzeczypospolitej Polskiej w 2020 roku postanowili uwzględnić sozologię w autorskich dokumentach programowych. Celem niniejszej publikacji jest wskazanie różnic i podobieństw między postulatami dotyczącymi bezpieczeństwa ekologicznego Polski, które zaprezentowało sześciu pretendentów do miana głowy państwa. Autor poddał analizie broszury programowe, wystąpienia na konwencjach wyborczych, wpisy w social mediach, artykuły prasowe oraz dostępną literaturę naukową, by zweryfikować merytoryczny wydźwięk kampanijnego dyskursu w tym wymiarze.
    Ecological security is pivotal component of the national security of the Republic of Poland, announced by the President of the Republic of Poland. The growing awareness of citizens and the intense civilization development have made it the center of the debate on the world around us and the fate of future generations. The essence of the issue is evidenced by the fact, that in 2020 candidates for the office of the President of the Republic of Poland decided to include sozology in their original election documents. The aim of this publication is to show the differences and similarities between the postulates concerning the ecological safety of Poland, presented by the 6 contenders for the title of the head of state. The author analyzed program brochures, speeches at election conventions, social media entries, press articles and available scientific literature to verify the substantive tone of the campaign discourse in this dimension.

    W II dekadzie XXI w. zaczęto podkreślać, że poziom lokalnego bezpieczeństwa zaczyna odgrywać znaczącą rolę w kreowaniu bezpieczeństwa energetycznego państwa. Fakt ten widoczny jest nie tylko w decyzjach na poziomie krajowym (decyzje polityczne partii będących u władzy), ale i międzynarodowym (decyzje na szczeblu UE). Celem pracy jest ustalenie, w jakim stopniu rozwój klastrów może wpłynąć na poprawę bezpieczeństwa ekologicznego na poziomie lokalnym. Artykuł podzielono na trzy części. Pierwsza omawia strategię Unii Europejskiej na rzecz bezpieczeństwa ekologicznego na poziomie lokalnym; druga – kształtowanie w Polsce bezpieczeństwa ekologicznego na poziomie lokalnym, wskazując przy tym istotę i miejsce klastrów. Trzecia część przedstawia możliwe sytuacje dla rozwoju klastrów energetycznych w Polsce w najbliższej przyszłości. Na potrzeby analizy sformułowano zatem hipotezę: zakłada się, że klastry podnoszą w znaczącym stopniu bezpieczeństwo ekologiczne państwa na poziomie lokalnym. Reasumując, artykuł ma charakter mieszany – z jednej strony uwzględnia aspekt zarządzania, z drugiej kwestie decyzji politycznych.
    In the second decade of the 21st century, it began to be emphasised that the level of local security began to be play a significant role in creating energy security of the state. This fact manifests itself not only in decisions taken at the national level (political decisions of the parties in power), but also at the international (decisions of the EU). The aim of the study is to determine to what extent the development of clusters can influence the improvement of ecological safety at the local level. The article is divided into three parts. The first one discusses the European Union’s strategy for environmental safety at the local level. The second part discusses the shaping of ecological safety in Poland at the local level, indicating the essence and position of clusters. The third part presents possible situations for the development of energy clusters in Poland in the near future. Therefore, for the purposes of this analysis, a hypothesis was formulated: it is assumed that clusters significantly increase the ecological safety of the state at the local level. To sum up, the article covers the issue of management on the one hand and, on the other, the questions of political decisions.

    Intense emission of heavy metals originating from a dense network of roads, located on the heavily urbanized areas is the cause of their accumulation in soils and consumption plants. Excessively high concentrations of heavy metals in the samples of soil show their high bioavailability especially in the sampling points in the immediate vicinity of the Łazienkowska and Washington Street. It gives a rise to potential hazards that adversely affect the ecological safety. In order to ensure the environmental safety of the study area of allotments, it seems necessary to take steps for the protection of the active soil, involving the prevention of its degradation and rational land use.

    This article aims to present the state of air quality treated as a measure of the state of quality of local environmental safety, based on the research conducted in the town of Barlinek. This information is necessary to identify the areas that require action to improve air quality (to reduce the concentration of pollutants). The main factors that inspired the author to address this issue are, first of all, the continuous high level of air pollution, despite the actions taken to reduce it; secondly, the lack of precise, clear indicators and measures of such deprivation that applies to a major part of the territory of Poland that would take into account the individual national context; thirdly, the need to identify the main factors that determine this phenomenon in the specific context of Poland. Other factors include the need to consider the requirement for Poland as a member state of the EU to participate in reducing air pollution to an appropriate extent; and, finally, the need to develop and implement integrated 10-year National Energy and Climate Plans (NECP) for the years 2021–2030 with a long-term perspective to the year 2050, as well as long-term renovation strategies to improve the accuracy of eliminating air pollution. The research problem focuses on three issues: presenting the current national and European criteria of ecological safety for air pollution, identifying the indicators and measures that enable the determination of air pollution levels, and presenting the local air pollution level based on the selected example. The research problem discussed in the article is empirical. Analytical/synthetic, qualitative and quantitative methods were used to provide a more in-depth analysis of the problem, and conclusions were drawn.

    The article is devoted to the development of methodical approaches to the management of environmental risks due to pesticide contamination of agrocenoses. An assessment of ecological risks due to the use of pesticides was carried out at the scientific research field of the Skvirskaya research station of organic production of the IAP of the National Academy of Sciences during the growing seasons of 2019–2021. The methods of assessing the ecological risks of potential pesticide contamination of agrocenoses based on the indicators of the agroecotoxicological index (AETI) and the ecotoxic impact of harmful substances (E) were used on the natural environment. It was shown that the level of environmental risk due to the use of pesticides in the research field of the station according to the weighted average indices (AETI) is characterized as low – risk, and the environmental risk due to the pesticides using is minimal. According to indicators of ecotoxicity (E), the pesticides that were used are characterized as having a low potential ecotoxic risk of impact on agrocenoses of cultivated plants. However, the total pesticide ecotoxicological load (ΣЕ = 0.425 compared to the standard EDDT = 1) indicates the possibility of disruption of ecological connectivities in the agroecosystem. One of the elements of environmental risk management can be the assessment of the pesticide load on agroecosystems and considering of the territory ability to self-clean. In order to minimize the environmental risks of pesticide contamination of agrocenoses, measures should be taken to regulate the use of chemical plant protection agents. This can be done by banning or limiting the use of pesticides that have a high level of ecotoxicity and are persistent in the soil. This will contribute to increasing the ecological safety of agro-ecosystems and the natural environment.

    The article presents trends that will determine contemporary challenges and threats to state security. With the development of descriptive works and explanations of non-military security, ecology is becoming a more and more frequently described issue. As regards the limitation of ecological safety, climate change is indicated as one of the key security megatrends in the 21st century. In the article the term determining ecological safety presents the challenges that must be acknowledged and faced in order to effectively create safety.

Wykorzystanie funkcjonalności bezzałogowych statków powietrznych do monitoringu czy zobrazowania danego terenu powinno przyczyniać się do zachowania właściwego poziomu bezpieczeństwa ekologicznego w Polsce. Monitoringiem gospodarki odpadowej w Polsce zajmuje się Państwowa Inspekcja Ochrony Środowiska, która swoje zadania wykonuje poprzez regionalne Wojewódzkie Inspektoraty Ochrony Środowiska.
    Unmanned Aerial Vehicles are becoming more and more popular in environmental protection . Unmanned platforms are gaining huge popularity in various society areas. In Poland, more and more waste is produced each year, which is destructive to environment. As proper waste storage isn’t harmful , but its segregation and further recycling should be proceed at highest level. UAVs monitoring and area surveillance functionality usage should maintain proper ecological safety level in Poland. State Inspectorate for Environmental Protection, which conducts his tasks by regional Provincial Inspectorates for Environmental Protection is responsible for waste manning monitoring in Poland.

    The development of the infrastructure of the oil and gas complex is one of the most significant factors of negative impact on the environment. The most efficient way to drill wells is cluster drilling, which currently accounts for 95% of all operations carried out in fields. In the process of oil and oil products production, toxic drilling waste is generated at the well pad, which is then placed in sludge pits (sludge storage). The aim of the study was to select the methods for drilling waste utilization based on the results of environmental radiation analysis. Within the framework of the study, the following tasks were solved: radiation monitoring of drilling waste was carried out at the “Progress-2000” spectrometric complex; analyzed the physical and chemical composition of drill cuttings; a comparative analysis of the samples under study was carried out in accordance with the normative indicators; methods of utilization of drilling waste are proposed.

    Artykuł porusza problematykę ujęcia zrównoważonego rozwoju w Konstytucji RP. Przedstawiony zostanie w niej problem charakteru prawnego zrównoważonego rozwoju i towarzyszące temu konsekwencje. Obowiązki władz publicznych dotyczące realizacji zrównoważonego rozwoju, określone w art. 5 ustawy zasadniczej, rozważane będą również na tle unormowań zawartych w art. 74 ust. 1, 68 i 86 Konstytucji. W pracy znajdą się również odniesienia do współczesnego rozumienia zrównoważonego rozwoju, które wynika z aktów prawa międzynarodowego jego dotyczących, w tym Deklaracji Rio+20 oraz Agendy 2030. Analiza wymienionych artykułów ustawy zasadniczej w świetle dokumentów prawa międzynarodowego będzie miała na celu wskazanie, jaki obecnie należy nadać kształt i jakie obecnie powinno być rozumienie zrównoważonego rozwoju. Co tym samym ma być wskazówką dla władz publicznych, jakie działania należy podjąć, ażeby odpowiadały obecnemu rozumieniu zrównoważonego rozwoju.
    The article deals with the issue concerning the place of the of sustainbale development in the Polish Constitution. It will present the problem of sustainable development legal nature and its consequences. Obligations of public authorities regarding the implementation of sustainable development included in Article 5 of the Constitution, will also be considered with the background of the provisions contained in art. 74 section 1, 68 and 86 of the Constitution. The article will also contain references to contemporary understanding of sustainable development, which results from the acts of international law, including the Rio+20 Declaration and Agenda 2030. The aim of the above analysis is to indicate what shape it should be given today and how currently sustainable development should be understood. That should be the same an indication for public authorities what actions should be taken in order to respond the current understanding of sustainable development.
