Polacy w ramach przemian ustrojowych po 1989 roku opowiedzieli się za zasadami aksjologicznymi demokracji liberalnej mającej stwarzać pozytywne warunki rozwoju społecznego, a także sankcjonować podstawowe prawa podmiotowe każdego obywatela. Stanowiło też urzeczywistnienie idei suwerenności narodu. Najpełniejszy strukturalny wyraz idea ta znalazła w ustanowieniu i rozwoju samorządu terytorialnego zgodnie z zasadą subsydiarności i decentralizacji władzy. Jednocześnie było wyrazem realizacji idei pluralizmu i dobra wspólnego. Rozstrzygnięcia prawne znalazły miejsce w Konstytucji RP z 1997 roku oraz w ustawach. Są one zgodne z założeniami zawartymi w Europejskiej Karcie Samorządu Lokalnego uchwalonej w Strasburgu 15 października 1985 roku ratyfikowanej przez Polskę 26 kwietnia 1993 roku.
During the system transformations after 1989 the Poles voted for the axiological rules of liberal democracy which was to create favourable conditions for social development and to sanction the basic human rights of each citizen. This made the sovereignty a reality. The idea has found its complete structural expression in the establishment and development of the local governments based on the principle of subsidiarity and power decentralisation. Simultaneously it was the demonstration of the enactment of the idea of pluralism and the common good. The legal solutions found their place in The Constitution of the Republic of Poland approved in 1997 and in the acts of law. They are in line with the assumptions included in the European Charter of Local Self-Government adopted on October 15, 1985 in Strasburg and ratified by Poland on April 26, 1993. - Źródło:
