Opis:
The political discourse is a complex linguistic phenomenon which has no unequivocal perception in linguistic literature. The inaugural speech of president elect is one of the most important types of this discourse. The tradition of this genre was formed many years ago in the United States of America. It is a new genre in Russia, but it is becoming more and more important. Thanks to the intention of speech (unifi cation of the nation), its emotional saturation, the conformity of its content with citizens’ expectations, the inaugural speech is an effective instrument of political activity. The material for the research was president Putin’s inaugural speech in 2012. The author analyzed the composition of speech, its themes and linguistic features. The research proved that the examined speech complies with all functions of the genre and it also contains almost all elements typical for it.

There are many active processes which could be observed in vocabulary used in modern Russian discourse. The reason of these processes is connected with changes in social and political life in Russia. These changes are noticeable especially to a large extent in vocabulary because extralinguistic factors have the largest effect on vocabulary. The aim of a present article is to analyse semantic neologisms created by means of morphological derivation. The lexical material was divided into three groups on the base of the way of creation of a new meaning.
Leksyka, używana we współczesnym rosyjskim dyskursie politycznym, wciąż podlega aktywnym procesom, których przyczyną są zmiany w różnych sferach życia społecznopolitycznego w Rosji. Przemiany te widoczne są w największym stopniu w leksyce, gdyż właśnie ona najbardziej podlega wpływowi czynników ekstralingwistycznych. Niniejszy artykuł poświęcony jest analizie neologizmów semantycznych, które utworzone zostały przy pomocy derywacji semantycznej. Analizowany materiał leksykalny podzielony został na trzy grupy na podstawie sposobu tworzenia się nowego znaczenia słowa.

The article presents the analysis of two speeches given by Rory O’Neill, also known as Panti Bliss, who is so far the most recognisable Irish drag queen. Apart from being a drag queen, Rory O’Neill is also a political activist whose performances were part of the campaign before the referendum concerning the 34th Amendment to the Constitution of Ireland. In the analysis both these aspects of the speaker’s identity are taken into consideration. Although the analysis is mostly linguistic, it also considers extralinguistic aspects of communication, e.g. the performer’s appearance on stage, as contextual elements are essential in sociolinguistic contexts. Thus, the analysis draws from the theoretical background focused on political discourse and the language used by drag queens to a detailed account of the two speeches in order discuss them in relation to the standards of both a drag performance and a political speech.

This article provides an exhaustive analysis of American and Russian political discourse through the examination of the linguistic techniques employed by President Joe Biden and President Putin in their speeches. The aim of this research is to examine the linguistic approaches employed in referencing social and political traditions in the United States and Russia, investigate disparities in linguistic strategies within both political discourses, and assess variations in semantic outcomes. The analysis has been conducted to answer the following research questions: (1) What are the linguistic methods of referring to social and political traditions in America and Russia? (2) Do the linguistic strategies differ depending on the political discourse? (3) Is the semantic output different depending on the political discourse? The findings reveal marked differences between the two discourses, reflecting the social and political discrepancies between the political systems of the United States and Russia.

The realization of this concept of “power” is served by various lexical units (neutral and related to emotional connotations). Various characteristics of the concept are updated in the awareness of voters. The attention is drawn to the fact that terms causing negative connotations are very rare. The characteristic feature of the verbalization of the analyzed concept in inaugural speeches is the lack of emphasis on the president’s power, and only his duties.

The article is devoted to the analysis of the concept of “nation” characteristic for Russian political discourse, verbalized in electoral programs of the largest political parties. The realization of this concept of “nation” is served by various lexical units (neutral and related to emotional connotations). Various characteristics of the concept are updated in the awareness of voters. They refer to fundamental values, to basic psychological needs of every citizen, to patriotic feelings. The examined attributes are related to the structure of program materials: political parties build the picture of reality in the country based on the contrasts: “bad situation today – improvement in the future when the party wins the election”, what can affect the emotions of the recipients.

The significance of the problem of the «discourse» concept definition arises from the fact that for a relatively long time, from which the concept is used in social sciences, many of its interpretations have appeared. This, thereafter, affects the selection of the discourse research methods, and in the case of the author – the research of Polish discourse in Ukraine, which has an influence on Ukrainian-Polish relations. Therefore, the article is devoted to the analysis of the «discourse» concept and is the theoretical basis for establishing the possibility of using the analysis of discourse for the evaluation of international relations, and in the narrow sense - Polish-Ukrainian relations. As a source base, articles, monographs and theses of Polish and Ukrainian scholars have been used, and it should be noted that in Poland, discourse studies have been conducted for a long period of time and have attracted more attention of the political environment than in Ukraine, and this, accordingly, influenced the choice of sources. The problem of defining the discourse idea is that the concept is used in many scientific disciplines, within which different schools have appeared, which have their own understanding of the discourse concept. In addition, there are also interpretations of individual researchers, who are working within these schools. The analysis of various definitions of discourse convinced the author that the source of differences in the interpretation of the concept is the application of two philosophical traditions. One of them represents discourse as a multi-stage, logically ordered process of knowledge, and was presented by such well-known philosophers as R. Descartes and G.W. Leibnitz and gave impetus to the structuralist understanding of the concept. The second relies on the tradition of one-step moment of knowledge of the object and created a phenomenological school in the interpretation of the concept of «discourse.» The author has considered the classical discourse theories, presented by such scholars as: Teun A. van Dijk, Michel Foucault, Jürgen Habermas and Émile Benveniste, and for his study adopted the phenomenological discourse definition by Michel Foucault, where discourse is the relation of knowledge and power and their interconnection. The discourses are organized through the episteme as a system of thinking, characteristic for a particular era or sphere. Discourse practices are the collection of anonymous rules that govern expressions for a particular era and specific environments. The discourse interpretation in the phenomenological tradition of scientist Michel Foucault complements the work of other authors, which do not contradict the other above-mentioned interpretations, such as speech-community (community of speaking, language community), topic (concept) that unites the text, story line that arranges the discourse. Understanding the concept of discourse as rules that outline the statement, supplemented by the concepts of other scholars, allows us to use a wide range of research methods, which were introduced by the author - subdividing extralinguistic, linguistic (textual) and methods of analyzing the dependence of language and extra-language elements. Among the extra-linguistic methods, the analysis of SEP (somebody else’s problem is in first place) – the matter that is silent, the discourse strategy analysis, (the selection of texts, event naming, event description), priming and framing as discourse strategies. Methods of linguistic analysis concentrate on the analysis of the text surface which occupies this topic in the media, the analysis of the semantic keyword field, the conversational analysis which focuses on the description of communicative units, including metaphors and the analysis of text strategies. Finally, the third group of methods of language matching and extra-language factors is critical discourse analysis, which establishes links between ideology, propaganda, public morals and language.

The political discourse used by individual political parties or politicians to communicate with their addressees is important in the context of the language used in communication about retirement economics. In particular, we can observe the development of political discourse in the media, thanks to which messages addressed by politicians reach their recipients. The media today are intermediaries between the senders of political messages and their recipients, i.e., citizens. The frequency of political communications increases particularly during a pre-election period. The article analyses the party political programmes of Platforma Obywatelska [Civic Platform] and Prawo i Sprawiedliwość [Law and Justice] – in terms of the content that appeared during campaigns prior to the parliamentary elections in 2007, 2011, 2015. The focus is placed on issues related to the old-age pension system, proposed changes and the positions taken by the above-mentioned groupings in the specific years. The results of this comparative analysis reveal a picture of the political discourse regarding pension issues in Poland in the 21st century, and its evolution with the changes seen in many areas of social life.
Dyskurs polityczny, jakim komunikują się z odbiorcami poszczególne partie polityczne czy sami politycy, jest dziś istotny w kontekście przekazu językowego dotyczącego ekonomii emerytalnej. Szczególnie zaobserwować możemy rozwój dyskursu politycznego w mediach, dzięki którym komunikaty skierowane przez polityków trafiają do odbiorców. To media dziś są pośrednikiem pomiędzy nadawcami politycznych komunikatów a ich odbiorcami, którymi są obywatele. Częstotliwość komunikatów o charakterze politycznym wzrasta w szczególności w okresie przedwyborczym. W artykule zostały zanalizowane treści pojawiające się w programach partii politycznych – Platformy Obywatelskiej oraz Prawa i Sprawiedliwości – w czasie kampanii przed wyborami parlamentarnymi w latach: 2007, 2011, 2015. Skupiono się na sprawach związanych z systemem emerytalnym, proponowanych zmianach oraz stanowiskach wskazanych ugrupowań w konkretnych latach. Z wyników analizy porównawczej wyłania się obraz dyskursu politycznego na temat spraw emerytalnych, który funkcjonuje w Polsce w XXI w., oraz jego ewolucji związanej ze zmianami zachodzącymi w społeczeństwie w wielu dziedzinach życia.

The author undertakes a comparative analysis of text of the first speech as Prime Minister by Donald Tusk, on 18 November 2011, as well as by Beata Szydło, on 18 November 2015. The Prime Minister’s exposé is a form of political communication. The aim of the research paper is to examine how the communication theory of the British philosopher of language Paul Grice, in particular how the so-called cooperative principle he developed could be used in evaluating the quality of a political statement and the intentions behind it. The author also refers to so-called implicature and the above-mentioned cooperative principle.

The article actualizes the issue of political correctness and the need to develop tools for its further study. Political correctness is considered in the context of gender studies and power relations. The concept of attitudes towards political correctness is revealed, and an attempt is also made to reveal the mechanism of the formation of linguistic attitudes in the mass consciousness through the prism of the concepts of Stephen Lukes and Patricia Hill Collins. The historical and theoretical foundations of the formation of intersectionality are also considered. Intersectionality is focused on the study of hierarchical differences between individuals and groups, depending on the complex intersections of their position in society, determined by many parameters. Respectively, the intersectional approach to the analysis of power and language allows us to solve a number of methodological difficulties associated with the combination of macro and micro levels, which makes possible the further empirical analysis of political correctness directly as a social phenomenon, while taking it out of the linguistic sphere. Political correctness is studied as a formal embodiment of intersectionality, taking into account all the features of cross-identity in linguistic practices. The use of the intersectional method makes it possible to reveal political correctness not only as speech prescriptions, but as a multi-component phenomenon that must be considered in close connection with various kinds of discrimination. The role of power, as the main element, in the mechanisms of interiorization of attitudes towards political correctness is revealed. We highlight the role of symbolic power in ensuring voluntary consent, which is the basis for political correctness and ensures its relatively stable nature. The possibility of using discourse analysis as one of the main methods of studying political correctness is substantiated.

In the paper, the chosen cases of using the proper names revealing the residual orality in the term of Walter Ong are presented. What is characteristic, proper names are used in the extensive, aggregative formulas, in their full-forms rather than in potential abbreviated forms (e.g. name of Polish political party Prawo i Sprawiedliwość instead its abbreviation PiS). Another feature is formulas with the stable collocations, used for strengthen the persuasive value of the utterances. Another residual orality features are: agonistically toned and homeostatic – proper names in those utterances may assist in the political rhetoric, or ever strengthen the creation of the new political myths.

Mediatization is a process that is interesting to a researcher and political scientist for at least two important reasons. On the one hand, it becomes the area of scientific researches, inspirations and reflections, as it encourages to observe the changing frameworks, within which the political entities function, as well as the instruments and means used by them to complete tasks and achieve goals. However, on the other hand, mediatization is also a process which has impact on scientific environments, including also the community of political scientists, which seems to be a particularly interesting collective entity. This environment not only observes and describes the reality of mediatization, but also actively participates in its creation by means of diverse activities of researchers in the media. The author makes an attempt to indicate what are the implications of this media activity of researchers and what dilemmas it raises.

Social, cultural and political power can be attained through such small gestures, words and simply through one‘s way of being. Great world leaders use words and political discourse as a calculated and deliberate tool in their political plans, as a way of sharing their valuable experience, or only what they intend to reveal to the world, with the hope that every gesture and thought will make a difference. Nevertheless, the ideas that they display and want to put into practice may not be as selfless and benevolent as they let their people believe, their discourses may be just a way of obtaining a strategic position in order to manifest their personal or institutional interests. This paper will try to shed some light on the characteristics of some strategic political discourse, belonging to Nelson Mandela and Donald Trump, in order to reveal some of the most frequently used persuasion strategies through the use of language. It shall be revealed how words can provide people with a raptured vision of the future and the society they live in, or how they can represent an instrument of mass persuasion.

PROCES WYWODU: W pierwszej części opracowania zostaną ukazane przesłanki do podjęcia kwerendy nad dyskursem politycznym wokół problemów edukacji we współczesnej Polsce, by w dalszej części przedstawić planowany przebieg badań wraz z podstawami teoretycznymi i dotychczasowym stanem wiedzy na wybrany temat. WYNIKI ANALIZY NAUKOWEJ: Z dotychczasowej analizy naukowej jasno wynika, że na temat języka współczesnej polityki opublikowano dotychczas niewiele prac. Badany temat, jak dotąd, nie został poddany rzetelnej naukowej refleksji, choć jest bardzo ważny z punktu widzenia rywalizacji na polskiej scenie politycznej. WNIOSKI, INNOWACJE, REKOMENDACJE: Niniejszy artykuł jest przyczynkiem do podjęcia pogłębionych badań nad analizą dyskursu w kontekście problemów edukacji we współczesnej Polsce. Materiału do badań dostarcza nieustający cykl zdarzeń na arenie politycznej, której wnikliwa obserwacja i analiza zachowań uczestników dyskursu stanie się źródłem inspiracji badawczych zarówno w obszarze zainteresowań językoznawczych, jak i politologicznych.
RESEARCH OBJECTIVE: The main objective of the article is to outline the analyses of political discourse devoted to the problems in education in contemporary Poland.  THE RESEARCH PROBLEM AND METHODS: The main research problem is an attempt to answer the question:  What concepts of education are formulated in Polish political discourse and what are their mutual relations? The study is conducted using the research methods of comparative analysis and discourse analysis.  THE PROCESS OF ARGUMENTATION: The first part of the article presents the rationale for researching political discourse devoted to problems in education in contemporary Poland, while the second part describes the plan of the future in-depth study, the theoretical foundations and the current state of knowledge on the analysed issue. RESEARCH RESULTS: The analysis of the existing subject literature reveals that so far the language of contemporary politics has been analysed in very few publications. Although this issue is particularly important from the perspective of the rivalry on the Polish political scene, it has not been subjected to an in-depth scientific reflection yet. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The article is an introduction to a further in-depth study on discourse analysis in the context of problems in education in contemporary Poland. The material for the study is provided by the events continuously taking place on the political arena, whose careful observation together with the analyses of the behaviour of discourse participants are a source of research inspiration in the field of linguistics and political science alike.
