The article briefly presents the direction of changes in Polish non-government organizations in recent years. It will be presented in the context of systematization, the cooperation between government administration (including the structures which coordinate the foreign policy) and NGO, the increase participation NGO in realization public tasks and the connections between NGO and public administration. There will also be described the identity of the main goals and actions of non-government organizations and the Ministry of the Foreign Policy when it comes to international activity. Therefore we can talk about another type of diplomacy – non-governmental and social diplomacy. What is more, the importance of the NGO in this field is high. Their activity influenced the Polish image abroad and others in Poland. There are many international conferences, exchanges and projects which make the integration and exchange of information deeper. As well as the promotion of Poland abroad.

The research conducted for this article aimed to explore the development of diplomacy (the research subject) over the years in the context of its influence on international security. The paper characterizes diplomacy and explores its development, including examples of international security activities undertaken by the international community applying diplomacy. The analysis of Polish and foreign literature sources and domestic and international law acts, with the use of content analysis technique, was employed as a research method.
Celem badań prowadzonych na potrzeby artykułu była eksploracja rozwoju dyplomacji (stanowiącej przedmiot badań) na przestrzeni lat w kontekście jej wpływu na bezpieczeństwo międzynarodowe. W artykule dokonano charakterystyki pojęcia dyplomacji oraz eksploracji jej rozwoju wraz ze wskazaniem przykładów podejmowanych z jej wykorzystaniem przez społeczność międzynarodową działań w obszarze bezpieczeństwa międzynarodowego. Jako metodę badawczą wykorzystano analizę polskich i zagranicznych źródeł literaturowych oraz aktów prawa krajowego i międzynarodowego, z zastosowaniem techniki analizy treści.

The article analyses the phenomenon of parliamentary diplomacy. Although the international activity of parliamentarians was already observed in the 19th century, it did not gain momentum until the 20th and 21st centuries, becoming an important element of international relations. The author indicates which manifestations of the international activity of parliamentarians deserve the name of parliamentary diplomacy and how this phenomenon, analysed in terms of “paradiplomacy”, influences the modification of the functions of modern parliaments, especially in terms of ensuring democratic control over the creation and implementation of the state’s foreign policy.
W artykule analizie poddane zostało zjawisko dyplomacji parlamentarnej. Choć międzynarodowa aktywność parlamentarzystów obserwowana była już w XIX w., to jednak dopiero w XX i XXI w. nabrała dynamiki, stając się istotnym elementem stosunków międzynarodowych. Autor wskazuje, które przejawy międzynarodowej aktywności parlamentarzystów zasługują na miano dyplomacji parlamentarnej oraz jak zjawisko to, analizowane w kategoriach „paradyplomacji”, oddziałuje na modyfikację funkcji współczesnych parlamentów, zwłaszcza w kwestii zapewnienia demokratycznej kontroli tworzenia i realizacji polityki zagranicznej państwa.

The article deals with the geocultural conditions of diplomatic relations between Poland and Israel, with particular emphasis on the events in recent years. The author points out that cultural and historical diplomacy is a fundamental vector of Polish-Israeli diplomatic activities which results from these special conditions. At the same time, this area of diplomacy is extremely unstable, susceptible to various fluctuations, depending on external events and circumstances.
Artykuł dotyczy geokulturowych uwarunkowań dyplomatycznych relacji polsko-izraelskich ze szczególnym uwzględnieniem dynamiki wydarzeń z ostatnich lat. Autor zwraca uwagę, że dyplomacja kulturalna i historyczna stanowi fundamentalny wektor polsko-izraelskich działań dyplomatycznych, co wynika z tych szczególnych uwarunkowań. Zarazem ten obszar dyplomacji jest niezwykle niestabilny, podatny na różne wahania, zależny od wydarzeń i okoliczności zewnętrznych.

Współczesna dyplomacja przyjmuje coraz bardziej sieciową formę, co objawia się zaangażowaniem nowych aktorów, w tym międzynarodowych organizacji sportowych. Artykuł poświęcony jest zagadnieniu dyplomacji sportowej organizacji sportowych kontrolujących międzynarodową rywalizację sportową, na przykładzie Międzynarodowej Federacji Piłki Nożnej (FIFA). Badanie, którego dotyczy artykuł, stanowi studium przypadku poświęcone kwestii wywierania przez międzynarodową organizację sportową nacisku na rządy suwerennych państw, na przykładzie FIFA. Celem badania jest sprawdzenie czy organizacje sportowe są w stanie sprawić, aby rządy zmieniły swoje decyzje polityczne. Hipoteza, która została poddana weryfikacji zakłada, iż międzynarodowe organizacje sportowe są podmiotami dyplomatycznymi zdolnymi wpływać na państwa.
Contemporary diplomacy has evolved into a network involving various new actors, including international sports organizations. The article is dedicated to the issue of the sports diplomacy of international bodies which are in charge of international sporting competitions, particularly the International Federation of Association Football (FIFA), an organization that manages football on a global level. The research presented in this article is a case study dedicated to the issue of the influence of international sports organizations on the governments of sovereign states, specifically FIFA. The objective of the research is to investigate whether international sports organizations are able to make governments change their political decisions. The hypothesis that has been investigated states that international sports governing bodies are diplomatic actors capable of influencing states.

The article describes the problem of using the autobiographical documents of polish ambassadors in Russia after 1989 as a source in analysis of Poland-Russia relations. The author affirms that memoires and extended interviews of former diplomats could be useful in process of reconstruction of past political events. Nonetheless all researchers have to remember that as all sources the autobiographical documents should be subjected to strict procedure of research because they are highly subjective. As examples the author used memoires Mr. Stanisław Ciosek and extended interviews Mr. Stefan Meller and Mr. Jerzy Bahr.

This paper analyzes policies of the Yugoslav foreign ministers Momčilo Ninčić and Vojislav Marinković towards the ideas of the Balkan unity. Not only were both of them prominent political figures, but also economists and in several mandates ministers of finance, national economy, trade (and industry) and/or construction. Therefore the aim is to analyze their views on the political unification and economic co-operation between the Balkan states, and factors that provided opportunities or stood as constraints to the implementation of their plans. Chronologically, the paper covers the period from the beginning of the Locarno period in the Balkans to the beginning of the Balkan Conferences. The paper is primarily based on the Yugoslav and Bulgarian archival sources, domestic and foreign published sources, and scientific literature.

The notion of soft power introduced by American political scientist J. S. Nye is becoming increasingly popular not only in science but also in journalism. In short, this term should be understood as the use of ideology, culture and diplomacy to build the international position of a given state. The masters in the application of soft power are generally considered Western states. However, it is forgotten that for many centuries before the West soft power to build its power was successfully used by China. Also today, rebuilding its international power, China is using soft power in its mastery of the world.
Введенный американским политологом Дж. С. Най, понятие мягкой силы становится все более популярным не только в науке, но и в журналистике. Короче говоря, этот термин следует понимать как использование идеологии, культуры и дипломатии для построения международной позиции данного государства. Мастера в применении мягкой силы обычно признаются западными государствами. Однако забыто, что за многие века до Запада Китай использовал свою мягкую силу для укрепления своей власти. Также сегодня, восстанавливая свою международную власть, Китай с респектабельным чемпионатом использует мягкую силу.

Polish politicians had appreciated the importance of relations with Romania since the beginning of the independent Poland, indicating the need for close political and economic cooperation with that country which would serve to resist the Soviet expansion in Central and Eastern Europe. The establishment of official diplomatic relations between Poland and Romania proved to be a rather complex process. It was essentially affected by the lack of agreement between the two centers competing for leadership in Poland, that is the authorities in Warsaw and the Polish National Committee (KNP) in Paris. It was manifested by keeping in Bucharest their own representatives, more or less tolerated by the Romanian, the so-called Legation headed by Marian Linde and the delegate of KNP Stanisław Koźmiński. In the end, Alexander Skrzyński was appointed the envoy of the Republic of Poland and officially recognized by the Romanian authorities. The establishment of official diplomatic relations did not mean, however, immediate rapprochement between the two countries. It was a process lasting almost two years which, thanks to the merits of Alexander Skrzyński, was crowned by signing the Polish-Romanian alliance in March 1921. The next stage consisted of the efforts to strengthen and extend this alliance made by Skrzyński as Minister of Foreign Affairs and Paweł Jurjewicz – his successor to the position of chargé d’affaires, and then an envoy in Bucharest. The process was slowed down by the inept policy of Marian Seyda, the next foreign minister of Poland.

So far in the historical studies, the activity of the Military and Diplomatic Mission of the Belarusian People’s Republic in Riga has appeared in the context of relations between Belarus and Latvia during the period of the formation of new states in Eastern Europe after the fall of the Russian Empire, the organisation of Belarusian military units in Latvia, and the activity of General Stanisław Bułak-Bałachowicz. The aim of the article is to analyse the political activity of the Mission that covered the territory of Latvia, Estonia and, to a lesser extent, Finland, against the background of the dynamic political and military situation on the southern coast of the Baltic Sea in 1918–1921. The study uses a critical analysis of documents and letters relevant for the history of the Mission. Its findings lead to the conclusion that the most important achievements of the Mission were: obtaining de jure recognition of the Belarusian People’s Republic by Finland and initiating the creation of the Belarusian armed forces on the basis of General Stanisław Bułak-Bałachowicz’s Special Unit, which fought against the Red Army. However, attempts to gain support for Belarusian independence from Great Britain failed.

Opis:
The article analyzes changes in the conditions of functioning of modern diplomatic services and their impact on the functions of diplomats and ways of achieving foreign policy goals, in particular in the field of multilateral diplomatic interactions. New telecommunication tools, the multiplicity of information sources and the growing frequency of direct interactions between governments and societies increase the requirements for diplomats. The role of diplomats as agents-intermediaries is losing its importance, while their role as the creators of cooperation in the implementation of international public policies is gaining importance. The author shows how changes in communication technologies lead to a decline in the importance of simple data collection. On the other hand, the strong interdependence of economic and social processes, external and domestic changes increases the degree of uncertainty of diplomats’ activities and opens the field for diplomats who are able to create international policies and international cooperation mechanisms.
Artykuł analizuje zmiany w warunkach funkcjonowania współczesnych służb dyplomatycznych oraz ich wpływ na funkcje dyplomatów i sposoby realizowania celów polityki zagranicznej, w szczególności w polu dyplomatycznych interakcji multilateralnych. Nowe narzędzia telekomunikacji, wielość źródeł informacji oraz rosnąca częstość bezpośrednich interakcji między rządami a społeczeństwami zwiększają wymogi wobec dyplomatów.
