The aim of the text is to present the issue of school resistance and its relation to the children’s right to participation. School resistance is a concept investigated by critical pedagogy as one of the forms of expressing one's subjectivity. The complexity of the issue is the reason for many definitions and classifications of school resistance. Referring to the definition of school as an area of a clash between dominant and dominated culture, one can speak of resistance defined as action directed against the dominant subject. H. Giroux created a classification of this phenomenon, combining attitudes and behavior towards school (oppositional or accommodative). Types of resistance highlighted in this way provided a basis for subsequent classifications, including E. Bilińska Suchanek's, B. Babicka – Wirkus', and M. Nowicka's. All authors point to the greatest value of conscious resistance, often called transformative resistance. It is based on a disagreement about the real image of the school, while behaving correctly on its territory. In the first place, emancipation requires education that takes place in the school space. Resistance behaviors are related to the concept of participation. Pursuant to the Convention on the Rights of the Child, children and young people have the right to participate. Numerous pedagogical studies indicate that this right remains unrealized in Poland. A look at resistance behavior as a manifestation of the right to participation allows one to understand the potential of resistance – it can communicate the needs of children and young people. What adults interpret as resistance might be a message that requires dialogue and understanding. Respecting the right to participation can create such a space. Connecting the concepts of resistance and participation may contribute to increasing the democratic participation of children and young people in schools.

Article tackles the idea of environmental and participatory democracy in Poland. Due to Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters known as the Aarhus Convention people should be involved in decisions concerning environment and energy issues in the country. All large investments, and those are certainly investments in energy infrastructure, are associated with a variety of interest groups and organizations. The main goal of this article is to show the decision making processes do not come across the knowledge and public information on nuclear energy in Poland. We present the context and background for the structural model of energy decisions using and reinterpreting survey data from 2014 and 2015 from the opinion polls on various sources of energy in Poland. From this point of departure we distinguish the micro-, meso- and macro- level of energy decisions.

The issues of civic participation in configurations of movements, associations, organizations and associations as a potential catalyst of democratic transformation of democratic processes in modern Ukraine are examined in the article. Civic participation is understood as the methods and means of communication in the form of exchanges outlined by institutional and value ordering system. It is studied that an important incentive for a citizen’s participation in social and political life is trust/distrust, which acts as a catalyst, a specific type of communication links that makes development of socio-political sphere more dynamic. Distrust is the special type of communication links, which creates political control and demand of accountability from institutions of political power. It was investigated that civic participation through displays of communication capacity, has an ability to implement the national practice of the three-phase model of socio-political transformation, liberalization, democratization, democratic consolidation. Unfortunately, in modern terms this process is reduced to the functions of «mass suggestion ritual», which aims to «convince citizens in their involvement» in the political process.

The paper is a report on the quantitative research of civil activity of women in the Province of Silesia (N = 200). Research technique used here is CATI (Computer Assisted Telephone Interview). The starting point of the proposal is conceptualisation of term of active citizenship and subsequently identification specific indicators that will be taken to represent the phenomenon explored (such as political participation, interest in government, law enforcement, altruism and volunteering, trust in people and institutions, and the use of the privileges of direct democracy).The article shows the importance of this project for development of civil society in Poland and the possibility of change that can be achieved in this way.

The paper takes on a comparative case assessment of e-government services at local government levels in Norway and Poland. In the Norwegian government structure, the municipality prevails as the level having the most direct contact with the citizens and businesses and is responsible for providing an array of basic services. In recent years the municipalities throughout Norway have made considerable efforts to establish and refine their on-line presence. Still, the functionality and quality of content vary greatly. In Poland, the path of e-government development has not been so smooth; as findings from previous research confirm the thesis of the initial existence of low e-services development and even the lack thereof in some regions of Poland. Now we can observe the rapid growth of ICT technologies in Poland and its visual impact in shaping the local democratisation process. The discussion captures both sides of this impact — positive and negative. According to cases mentioned above, this paper attempts to present some important digital initiatives being introduced in Poland and Norway at a local democracy level. I present ICT improvements, which are being introduced into communities. Secondly, I discuss the communication between local politicians and the community.

The aim of the article is to outline the relationship between the rule of law and civic engagement in the public sphere and to attempt to answer the question whether the rule of law can be an effective tool in preventing the transformation of democracy in a tyranny of the majority; whether it can also create optimal conditions for democracy to develop. In other words, does the rule of law serve democracy and political engagement or does it rather limit the spontaneity of civic activity because stability cannot be reconciled with the freedom of citizens? The current “juridification” of the public domain (the expansion of law into various areas of social existence) marginalises the validity and scope of civic presence in the decision-making process in the name of law-abidingness and the neutrality of instruments of control and of choices made by the ruling power. Can the effective solution to this situation be the opening of the concept of the rule of law to the idea of political nature and the expansion of the domain of grassroots participation?

In the modern, changing, uncertain world, life is becoming more and more complex and difficult. Only those who are well prepared for it will be able to function in this world. Thus, the article raises the question of whether teaching children democracy, liberation behaviour, participation, but also responsibility, is a fantasy, a fiction, or a whim, which teachers and researchers who seek, and parents who reject authoritarianism are often accused of, or whether it is a necessity of the modern times and an expression of an awareness that it is essential wisely to prepare the younger generation for life in contemporary society. In this paper the author also outlines the role of educational institutions that can and should be aware of this task and search for opportunities for the creation of conditions for the development of children’s democratic competences.

The location and building of big hazardous infrastructures is a typical feature of the modernization process, in all countries and epochs. Since they are usually useful for a large region but their impact is very localized, the people living around the places where these facilities are active, or where their building is planned, very often organize and perform protest activities against them. Starting from the presentation of recent data about these issues in Italy, considered as a good example of a liberal democracy country, the article is set to discuss their social and political consequences, focusing in particular on the so-called “NIMBY syndrome”, its development and the strategies elaborated by public and private actors to cope with it.

This paper deals with public consultations, which are a form of direct democracy. The assumptions of such consultations were discussed from the theoretical and legal perspective. In the theoretical approach, an attempt was made to determine the direct democracy features and its relationship with the idea of local government well as understanding public consultations. Provisions of the local government l and by-laws were analysed from the legal perspective. Public consultations also h a wider context, which is determined by public participation and a new philosophy of government. The object, consultation involves not only consulting the public about a specific document, but also a comprehensive approach to cooperation with citizens.

This article presents the activity of young adults in the political sphere and its impact on the state of Polish democracy. Young people have a low interest in politics compared to other age groups. The decreasing involvement of young citizens in traditional forms of politics is reflected in lower voter turnout and lower participation in political organisations and parties. This is a consequence of declining trust in public institutions, as well as a feeling of a lack of influence in the political affairs of the state. Nowadays, young people are increasingly turning to alternative forms of civic and political engagement, which include being active on the Internet, signing petitions, or participating in protests and street demonstrations. At the same time, the low level of interest in politics and the decline in political participation of young adults raises questions about the state of Polish democracy. In the future, this may even pose a fundamental threat to the state’s political system.

In this article I make a critical analysis of educational policy in Poland during the 25 years of the political transformation. I try to refer to the Polish thoughts and practices of teaching experience in the period of 1989–2014. What is more, I present experiences of anti-socialist opposition during the socialist period. They influenced on impression in the works and commitments of many scientists and a new generation of academics. Furthermore, I indicate how my generation after 1989 went into the road of scientific autonomy and / or independence in the field of government and private education. Benchmark for these analyzes build up the hopes which we tied up with the Polish revolution of non- violence. Moreover, there was a strong disappointment, which revealed over the years due to the departure of distinctive political formation of the Third Republic of the ideals and the phenomenon of Polish „Solidarity” movement, and civil society, which included the move away from the base of participatory democracy. Finally, I look at how education as a science and practice of education fit into democratization of the Polish state and society. The key meaning for me has the perception of education as a common good, as environments and entities, institutions or management practices which participate in the democratic society. To sum up, this society is constantly in the period of recovery from years of experience not only fascist, but Bolshevik totalitarianism, too.

The aim of this essay is to confront Hegel’s political philosophy regarding ethical community and civil society with the objective of betzavta, which is an educational method promoting democratic decision-making processes. The concepts of freedom and ethical community were strongly present in Hegel’s Philosophy of Right and later on discussed by Zbigniew Pelczynski (1971, 1984a, 1984b), ShlomoAvineri (1972), Charles Taylor (1979) and Marek Siemek (1995,1998). This article reconstructs these Hegelian conceptsbased on their liberalinterpretations andconfrontsthem with contemporary challenges related to minority rights, conflict of values, decision-making processes and political participationin relation to the experiences gained during thebetzavta workshops.The main problem defined is the question whether it’s possible to reach a consensus in a given society that would conclude with the establishment of ethical community. The general assumption of this article is that because of the impossibility to obtain a consensus on fundamental values (lack of compromise on same-sex marriage or abortion), an ethical community that would secure both particular and public freedom cannot be reached. The clash between subjective and objective freedom can be perceived through the lenses of the classical problem of a tyranny of majority, where minorities are pushed towards a submissive compromise with the rules set by the majority. An experience of theBetzavta Method will also be included in the general reflections on the essence of freedom in political participation and the silent presence of certain members in decision taking-processes. null

This is an edited transcript of the audio recording of the roundtable on Future, Democracy, and Platforms, which was organized at the EUMEPLAT project meeting at Charles University in Prague on 15 January 2024, in collaboration with the MeDeMAP (Mapping Media for Future Democracies) project. The current digital public spaces have been transformed by platformization, and besides the positive consequences such as democratization of communication or access to information, these processes driven by algorithms have brought political, cultural, and economic asymmetries. At the roundtable, we discussed challenges and threats to fostering more democratic platform environments in the future with experts from fields such as digital and economic anthropology or new media philosophy. Among the discussed platform related topics were public and cooperative ownership, the need to strengthen their democracy and imagination or pleasure as the key principles.

The article aims to show the interdisciplinary character of citizens initiative. In the introductory part a defi nition of citizens initiative is given. The subsequent parts of the article prove its multi-aspect character. First, a citizen is defi ned as a subject authorised by law as well as the society to initiate local laws. Next a sociological and legal analysis of the mechanisms of citizens participation at the gmina (county) level is made. Participation is seen as a practical expression of the subjectivity of a citizen. The following are then analysed: social consultations, participatory budget, local referendum and a local budget which is also regarded as a form of participation. The next part describes citizens legislative initiative as a form of participation. It shows its position, reasons for its emergence and its consequences at the local level. After that there is an attempt to present in a model way the extent to which local communities have developed in Poland. It pinpoints the current problems and shows how they can be solved. In the next part mechanisms of local bodies are presented. Problems related to, among other things, local elections turnout, reducing supervision and control function, and the formation of local interest groups exercising continuous and concealed pressure on local bodies, thus infl uencing local laws. The conclusion of the article is that the condition of Polish democracy at a local level is not an easy research topic and the gminas have failed to develop communities of inhabitants that would pursue common interests. Individual citizens alienate themselves and care of own interests only, and this has an impact on local bodies and local law as well.
