The article aims to, first, critically assess the idea and practice of deliberative democracy and, second, find it a proper place in the democratic theory. I start with defining the concept as it emerges from the works of some of its most prominent proponents (such as Fishkin, Cohen or Habermas), reiterating several of the important arguments in support of it. I then present various criticisms of deliberative democracy, regarding philosophical assumptions that inform it (the idea of common good, the conditions of rational deliberation etc.) and its modus operandi (its alleged procedural superiority over aggregative methods). I then off er further criticism of deliberative democracy as a model of democracy, an alternative to the dominant model of representative democracy, arguing from its ineff ectiveness in influencing political decisions. Instead, in the final section, I propose to establish deliberation as one of the two criteria of classifi cation and assessment of democratic systems, thus restoring its importance in the democratic theory.

In the contemporary outlook the convergence between liberal values and democratic order of state power election appears widely acknowledged. Democratic liberalism is the dominating tendency in the reflection about political systems of countries today. This is the result of a long debate among liberals, during which this standpoint was not unanimously accepted. The tension between individual liberty and the power of government is not invalidated simply by means of introduction of democratic procedure. The „people” can also be the tyrant. While some great liberals (Bentham, Guizot) believed that democracy leads to violation of individual liberties and chaos, others (Tocqueville, Mill) pointed out a possible „liberal democracy” if constitutional guarantees of a liberal rule of law are in place and government remains limited. This debate re-emerges in times of political and economic crisis.

Since 1999, Nigeria has witnessed an uninterrupted democratic experiment with many challenges. With the installation of multi-party democracy in Nigeria, the era of military authoritarian regimes were over as Nigerians were looking forward to a free society characterized by social justice, economic growth and free, fair and credible electoral process. But today, democracy sits on the horn of a dilemma in Nigeria due to massive political corruption by the leaders. Free and fair election which is one of the features of true democracy has eluded Nigeria since the advent of the country’s nascent democratic dispensation. The behavior of the political leaders has cast doubt on any consolidation of democracy in Nigeria. This paper gives a comprehensive definition of political corruption and democratic consolidation, and highlights the nature of political corruption in Nigeria. The paper also examines the impact of corruption on the consolidation of democracy under the prevailing socio-economic challenges in Nigeria. Finally, the paper concludes with the advice that for there to be democratic consolidation, there must be massive investment in the provision of the basic needs of the Nigerian people.

In the definition of civic competences which is situated in the Annex to Recommendation of the European Parliament and of the Council of 18 December 2006 on key competences for lifelong learning – Key Competences for Life-long Learning – a European Reference Framework it is written: “Full respect for human rights including equality as a basis for democracy, appreciation and understanding of differences between value systems of different religious or ethnic groups lay the foundations for a positive attitude”. Therefore, the question is: Does school education in general premise developing attitudes based on values essential to democracy? The answers to this question can be searched conducting various studies. The paper presents the results of analysis of the core curricula conducted by a team of researchers from the Department of School Education, Faculty of Educational Sciences, Nicolaus Copernicus University in Torun (Poland). Why core curricula have become the object of our research? Basically, for two reasons. Firstly, the school has obligated to implement them, and all school programs and textbooks have to be consistent with them. Secondly, they are also a kind of articulation and a declaration of competence required from people in the given place and time.

This article explores the Brazilian legal system in light of recent proposals to amend the antiterrorism law, a move amplified by the country’s political instability, which culminated on 8th January 2023, when supporters of the former president invaded government buildings on the pretext of contesting election results. The essay examines whether these amendment proposals align with the principles of our constitutional democracy and their potential to foster genuine democratic reinforcement.

The notion of non-liberal democracy has become an inseparable element of the debate on the crisis of liberal democracy. For some scholars and journalists, non-liberal democracy is a consequence of the crisis of liberal democracy. It should be pointed out that when indicating the causes of this crisis in the economic, political, and cultural spheres, researchers rarely address the issue of the legitimacy of identifying democracy as non-liberal and its characteristics. Moreover, no one has initiated a broad debate on the possibility of a retreat from non-liberal democracy and the conditions that must be met to return to liberal democracy. That is why this paper attempts to describe the phenomenon called nonliberal democracy and analyse the conditions which should be fulfilled, both in political and social terms. It is to enable the return to the idea of liberal democracy.

Demokracja, demokratyczny, demokratyzm, demokratyzacja to pojęcia syndromatyczne. Zarówno same w sobie, gdy wskazujemy kryteria definicyjne, jak i w związkach pojęć – takich jak np. demokracja liberalna czy demokratyczne państwo prawa. Syndromatyczność tych pojęć polega na tym, że ich treść nie jest jednowymiarowa (w redukcji do sposobu wyłaniania i legitymizacji władzy, sposobu rządzenia, relacji między rządzącymi a rządzonymi), lecz określona jest przez splot charakterystyk ideologicznych, etycznych, socjoekonomicznych i prawnych. Demokracja „przymiotnikowa” to inna jakość niż „czysta” demokracja rozumiana dosłownie, lecz i blankietowo. Znajduje to wyraz w zróżnicowanych doktrynalnie modelach demokracji.
Democracy, democratic, democratism, democratization are syndromic terms. Both in themselves, as Simple terms, when we indicate the definition criteria, and in complex terms – such as, for example, liberal democracy or the democratic state of law. The syndromic nature of these concepts lies in the fact that their content is not one-dimensional (reduced to the method of the emergence and legitimation of power, the method of governing, the relationship between the ruling and the ruled), but is determined by a combination of ideological, ethical, socioeconomic and legal characteristics. “Adjectival” democracy is a different quality than “pure” democracy understood literally, but also in blank form. This is reflected in the doctrinally diverse models of democracy.

By undertaking discussion on the aspect of special forms of commemoration, we may obtain a lot of useful information about the remembrance policy of a given country. That is why the analysis of the issue of the sites of memory seems to be of key importance for understanding problems related to the state’s interpretation of the past from the perspective of an authoritarian regime, political transition and democracy. The aim of this paper is to address one of the elements of a broader issue, i.e. the study of the politics of memory. This element focuses on the presentation of the most significant sites of memory in two countries with the experience of authoritarianism – Chile and Georgia – emphasizing changes which took place in the sphere of commemoration from the beginning of democratic transformation to the moment of achieving full democracy. By describing these places we are showing the main directions and framework assumptions of the remembrance policies of Chile and Georgia, reflected in the form of spatial and visual objects of the “living history”.

The scientific article is devoted to the definition of directions of improvement of the jury trial in civil proceedings of Ukraine. It unveils the historical origins of formation of the jury trial as one of the important democratic institutions, which provides the possibility of direct participation of people in the administration of justice and is a civilized means of protecting civil society from judicial arbitrariness and corruption in the judiciary. Two models of jury trial are described: the Anglo-Saxon and the continental. The existing scientific controversy on the expediency of the functioning of the jury in civil proceedings and the effectiveness of some, including complex, civil cases with the participation of the jury are described. It is argued that the reasons for the inefficiency of the jury trial in Ukraine are the non-transparent system of forming the jury lists, the lack of state funding for the jury trial, public misunderstanding of the benefits of the jury trial, and thus the non-acceptance of the jury by the vast majority of citizens and their evasion of the duties of jurors. It is concluded that it is inexpedient to preserve the jury trial in civil proceedings in its current form, as this will only harm the tasks of civil proceedings. The authors propose the ways to improve the model of the jury trial in civil proceedings in Ukraine, in particular, by building a transparent system for forming a list of jurors as a result of outreach work among the population and decent pay for jurors.

The author, pointing to the assumptions of participatory democracy, emphasises the importance of grassroots social initiatives in the formation of a democratic society. They are a symptom of the democratic culture of society. These conditions are fulfilled by the concept of a cooperative republic, formulated by the Polish philosopher Edward Abramowski, who lived at the turn of the 19th and 20th centuries. As a project of sociopolitical progress, the principles of the cooperative republic are still relevant.

The notion of a neutral, objective education is an oxymoron. Education and pedagogy do not exist outside of ideology, values and politics. Ethics, when it comes to education, demand an openness to the other, a willingnessto engage a “politics of possibility” through a continual critical engagement with texts, images, events and other registers of meaning as they are transformed into pedagogical practices both within and outside of the classroom. Education is never innocent: It is always implicated in relations of power and specific visions of the present and future. This suggests the need for educators to rethink the cultural and ideological baggage they bring to each educational encounter. It also highlights the necessity of making educators ethically and politically accountable for and self-reflective about the stories they produce, the claims they make upon public memory, and the images of the future they deem legitimate.

The subject of this article is political culture and its relationship with democracy. The article is focused mainly on Turkish political culture and democratic practices. It is clear that the political system is directly connected with the political culture of society. But how could we distinguish political culture from other things or do we even have to? The purpose of this article is to present and evaluate the main role of political culture, which affects levels of tolerance, interpersonal trust, etc., as well as the adaption of democratic institutions to the current system. The main problems of Turkish political life are discussed in the article with the perspective of the relationship between political culture and democracy. The aim of this article is to present concepts of cultural orientations, the reflection of economic and political factors, social structures, as well as complex and unclear relations between them, which are simultaneously linked to a stable democracy. Therefore, it can be observed that stable democracy is not a coincidence but a result of all mentioned factors.
Tematem tego artyułu jest relacja jaka zachodzi pomiędzy demokracją a kulturą polityczną. Autorka skoncentrowała się głównie na praktykach demokratycznych w tureckiej kulturze demokratycznej. Jasne jest, że system polityczny łączy się z kulturą polityczną społeczeństw. Powstaje jednak pytanie w jaki sposób odróżnić kulturę polityczną od innych zjawisk? Celem tego artykułu jest wskazanie głównej roli jaką pełni kultura polityczna, która oddziałuje na różne poziomy tolerancji, zaufania interpersonalnego, itd., jak również odpowiada za adaptację instytucji demokratycznych do obecnego systemu politycznego. Główne problemy życia politycznego Turcji są podejmowane w tym artykule z perspektywy relacji jakie zachodzą pomiędzy kulturą polityczną a demokracją. Zaprezentowano koncepcje kultury politycznej, refleksje o wpływie czynników politycznych i gospodarczych, wpływie struktury społecznej, jak również wskazano kompleksowość relacji pomiędzy nimi. Stąd obserwuje się, że stabilna demokracja nie jest dziełem przypadku, ale rezultatem oddziaływania przywołanych czynników.

Dlaczego ludzie sięgają po nowe formy organizacji, działalności politycznej i kontroli? Czy mechanizmy demokracji liberalnej nie mogą stawić czoła wyzwaniom naszych czasów? A może dlatego, że ludzie nie ufają już formalnym sposobom udziału, choćby pośredniego, w rządach? Czy pojawienie się jej oznacza początek końca demokracji liberalnej, jaką dziś znamy? Lub czy są to dwa nierozłączne części tworzące jedną całość?
The study is an analysis of the counter-democracy nature and phenomena, Author tries to show why it’s so present in our reality and what new challenges it makes us face. He claims, the most important question is the one about the democracy falling and counter-democracy rising. Why the counter-democracy seems to replace traditional model? Why people seems to look for urgently a new form of organization, political activity and control? Are the mechanism of liberal democracy no longer valid, unable to face the challenges of our reality? Or maybe people no longer trust the formal ways? Does the counter-democracy sunrise mean the sunset of liberal democracy model known today or they may coexist?
