Clusters have proved to be an important source of competitiveness for the economic development of regions within the European Union. One of the main goals of cluster development is to stimulate cooperation between companies in one or a few related sectors. The stakeholders of a cluster, as well as the local economy, can derive many benefits from such cooperation. However, there are numerous barriers, which make it difficult for the companies within clusters to cooperate. This article addresses the need to develop a cluster-specific approach to inter-company cooperation. The aim of the article, on which this article is based, was to analyse the current co-operation efforts of Polish cluster initiatives and identify the main challenges that arise from organising such cooperation within clusters. The significance of cooperation between companies, for the strategic development of a cluster, is discussed and a set of tools to enhance this cooperation is proposed. Furthermore, reflecting the outcomes of the study, cluster policy actions are recommended.

The aim of this article is to present a case study of the creation and development of the construction of wood cluster − “SIDE-CLUSTER” located in Lower Silesia. The following considerations present a bottom-up process of cluster formation, its’ evolution and the role of the cluster for the regional and sectoral development. The researcher’s goal is to identify the key factors determining cluster development, to show the stages of its growth, the role of both the external environment in the process of incubation and the growth of the cluster and endogenous factors, i.e. thelevel of trust within the cluster. The considerations are based on an analysis of the literature and analysis of empirical research. The article contains a cluster definition, a description of the stages of development and the characteristics of the cluster of SIDE-CLUSTER from the phase of cluster initiative to its form nowadays – the 6-year-old cluster. The author proves that the cluster of SIDE-CLUSTER is a dynamic organization actively operating in the Lower Silesia.

To increase their competitive edge, companies often work together in clusters which are groups of organizations on a certain area connected by a network of vertical and horizontal relationships. The formation of a cluster is a result of a cluster initiative. The goal of the article is to determine factors conducive to cluster initiatives and the relationship between these factors and the number of enterprises cooperating within a cluster in individual provinces in Poland. A spatial analysis of data concerning production and services companies was carried out. The years 2012-2014 were analyzed.

The main purpose of the paper is to explore how cluster organisations (COs) take advantage of direct (F2F) and indirect (ICT) contacts in fulfilling their main roles. The paper addresses the research question: “How important are Information and Communication Technologies at each level of advancement of cluster cooperation?” The research was conducted in 2016 in four purposefully selected cluster organisations representing metal and ICT industry. The basic method of data collection was an in-depth individual interview. The authors applied the qualitative content analysis as the procedure to analyse the interviews. The research sample comprised of 30 cluster members. The research was based on an original theoretical concept referring to the trajectory of the development of cooperative relationships in cluster organisations. Four levels of development of cluster cooperation as well as three main roles of cluster organisation were distinguished. At each level, COs play one of three identified roles: a direct resource supplier (providing access to resources), a broker (facilitating resource exchanges) and an integrator (integrating into different dimensions), which gives a total of 12 specific roles. The research has shown that both direct and indirect contacts were significant both in fulfilling the roles assigned to the cluster organisations as well as in developing the cluster cooperation. It has been also observed that ICT importance was slightly different at each level of a CO’s development. Only in one identified role (at level II: Process integrator) the importance of ICT tools was at least as great as F2F contacts. The research study contributes to the literature which refers to the question of face-to-face contacts established in geographical proximity versus the ones set up by using Information and Communication Technologies in cluster organisations. It was noticed that even though ICT plays a significant role in the functioning of COs, they cannot replace face-to-face contacts. They can only be their important complement at every level of CO development. There are also some limitations connected with the qualitative approach, which does not allow the author to generalise the findings. The first limitation is the small research sample. The second limitation is the subjectivity characterising qualitative research, mainly due to the applied techniques of data collection and analysis.

The article explores the role that Polish business clusters play in the transfer of knowledge and innovation from science to business. It also identifies the forms of such cooperation at individual stages of cluster functioning. The discussion shows that the forms of knowledge and innovation transfer from research centers to enterprises are changing with the development of clusters. This conclusion is based on an analysis of available literature as well as on the findings of empirical studies. The article describes individual stages of cluster development and their role in the process of knowledge and technology transfer. The author evaluates the scope of collaboration between research centers and enterprises working as part of clusters. According to respondents, collaboration with the science sector enhances the technological advancement of businesses and boosts their competitive advantage. Despite these obvious gains, however, such collaboration is still limited in Poland, the author says.
Celem artykułu jest określenie roli polskich klastrów w transferze wiedzy i innowacji z nauki do biznesu i zidentyfikowanie form współpracy w poszczególnych fazach ich funkcjonowania. Rozważania służą weryfikacji hipotezy, że wraz z rozwojem klastrów zmieniają się formy transferu wiedzy i innowacji z podmiotów naukowych do przedsiębiorstw. Oparto je na analizie literatury przedmiotu i wynikach badań empirycznych. Artykuł zawiera opis etapów rozwoju klastrów, ich znaczenia w procesie przepływu wiedzy i technologii, a także ocenę zakresu współpracy przedsiębiorstw i podmiotów naukowych należących do struktur klastrowych. Kooperacja, zdaniem badanych, zwiększa poziom zaawansowania technologicznego podmiotów gospodarczych, a co za tym idzie również ich przewagę konkurencyjną. Mimo tego pozytywnego wpływu współpraca między środowiskiem nauki i biznesu klastrów w Polsce jest jeszcze ograniczona.

Entry of the Czech Republic into the European Union (EU) means an expressive expansion of space for European integrated logistics development and application. Basically logistics changes are necessary if the companies and also state in the Czech Republic do not want to be an outsider on the European market. Logistics is one of the important points of enterprise within a cluster. Cooperation of cluster members on the field of logistics for involved companies means a substantial advantage which companies will gain against their competitors not only on the native but also on the foreign markets. Conclusions of the research of mathematical model for logistic control in an industrial cluster are the critical points of this paper. This mathematical model shows the main logistic advantages for cluster members.

Research background: Innovations are introduced by competitive companies. One of the most common methods, increasingly used by companies, is organizing clusters or cluster initiatives operating within a specialized sector, competing with each other, exploiting the potential of cooperation and its impact on creating new business ideas. However, these efforts could be unviable due to the lack of an effective leader of the group. One should underline a crucial role of the leader in such an organized network, since the leader makes improvements and takes initiatives for all the network and its partners. These concepts prompt us to undertake the research on the role of clusters? characteristics on enhancing willingness to innovate in general. This study aims to point out the main characteristics of clusters and to investigate their impact on companies? innovativeness. The main problem to address is the magnitude of specific effects that might boost introducing new solutions in firms? networks. Purpose of the article: The purpose of this study is to investigate the impact of factors describing cluster environment (characteristics like cooperation within clusters and beyond them, incentives of a leader, and localization factors) that might affect the innovativeness of companies. Methods: The authors collected data using questionnaire. This type of primary source enables the authors to construct a model consisting of latent variables such as incentives of coordinator of cluster or cluster initiative, cooperation of firms with local authorities, cooperation between entrepreneurs, or localization. The results are subject to the Structural Equation Modelling (SEM) analysis. Findings & value added: The conducted analysis leads to several findings. Firstly, incentives provided by the cluster coordinator enable companies to increase the willingness to introduce innovations in general. Secondly, however, the influence of other cluster characteristics on the propensity to innovate for firms functioning within specific Polish business clusters is scant. These findings point to the fact that actions leading to assign the official coordinator of a cluster need to be done, as it should result in better flow of knowledge, more symmetric information among companies within cluster, and more productive and innovative way of functioning firms in general. Regarding innovation clusters (and regional innovation systems), these actions need to be supported by forming policy on regional level, because effective clusters would induce more competitive regional economy in long-term scenario.

On a world scale, a huge concentration could be observed in viticulture and wine production during the last few decades. According to Kym Anderson [2003] the development of global wine market may be put at the 1990s. In the traditional European wine producing countries collaborations and integrations, as conditions for the safe operation of the sector, had been formed some decades before. Cooperation is necessary, because in many cases, only it can solve or mitigate the issues from global challenges. In our times assertion of interests and minimizing costs are becoming increasingly important, in which different forms of cooperation can provide great help. This study is intended to show what kind of collaborations can be noticed in the wine production of Hungary, and which form of cooperation could be the best one to manage the current professional issues. It examines how to adapt the basic principles of integrations that have achieved success abroad. The topicality of this matter is strengthened by the fact that Zsolt Feldman [2016] ranks the elaboration of inter-trade agreements, which can be the first step of cooperation by all means, amongst the most important tasks of the sector based on the FM-HNT partnership.
Celem artykułu jest ocena różnych form współpracy na przykładzie węgierskiego sektora uprawy winogron i produkcji wina. Analizie poddano współpracę na zasadzie integracji w oparciu o ideę klastra, którą porównano z systemem kontraktacji. Stwierdzono, że klastry przynoszą wiele korzyści, jednak forma ta nie jest jeszcze dostatecznie rozwinięta, głównie z uwagi na ograniczone zaufanie uczestników i brak jasnych celów o charakterze długookresowym. Stąd bardziej dominująca jest kontraktacja.

The article examines the conditions underlying the establishment and development of industrial clusters and analyzes the impact of clusters on the competitiveness of regional economies, especially in the context of business innovation. Industrial clusters are one of the most researched methods for stimulating horizontal cooperation in the economy, according to the author. They play an important role in generating and accelerating innovation processes and can act as “growth poles” for both regional and national economies, Kowalski says. Industrial clusters fit into the latest generation of innovation process and policy models, which underline the role of cooperation among enterprises and the significance of ties between companies and research centers. Cluster structures contribute to the diffusion of knowledge and capital in the modern economy. Businesses operating as part of clusters can pursue innovative projects on the basis of both their own resources and expertise and skills provided by other market players, institutions, industries and scientific disciplines. Cooperation as part of clusters is beneficial for individual companies (micro level), regional economies (meso level), and the country as a whole (macroeconomic level), Kowalski says.He pays special attention to the regional aspects of clustering, such as proximity, cultural community, tacit knowledge, trust, and social capital. The article highlights the guidelines of Polish cluster policy, which Kowalski says is an important component of innovation and regional and industrial policies. Cluster initiatives are usually launched at the regional level, the author notes. In the article, he focuses on measures carried out in various provinces in Poland, mainly by analyzing regional operational programs for 2007-2013. There are different models of supporting clusters in different regions in Poland, Kowalski says, but all these models make it possible to develop cluster structures with strong development potential.

The purpose of this article is to analyze the development of energy cluster in Poland, special in Mazovian district. A lot of clusters on the base of M.E. An active Mazovian Energy Cluster of Poland is compared and the best possible outcome is measured in terms of cluster structure. Energy clusters are not typical co-operative relationships, so it is important to reflect on what clustering theory will be the best. This paper seeks to inform about the positive aspects of instilling an advanced structure compared to the traditional structure of energy cluster creation.

Koncepcje działalności gospodarczej przedsiębiorstw zmieniały się w ostatnich dekadach. Duży wpływ na taką sytuację miała postępująca globalizacja, rozwój nowoczesnych form komunikacji. Zmiany te pomogły w znacznym stopniu zrozumieć istotę konkurencyjności przedsiębiorstw i dostrzec, że koncepcja rozwoju oparta na klastrach jest istotna, ponieważ są one postrzegane jako jedna z form budowania konkurencyjności. W artykule zaprezentowano problematykę zespolenia się konkurencji i współpracy w jeden typ relacji i interakcji, który jest cechą charakterystyczną dla mezosystemów gospodarczych takich jak klastry. Wydaje się, że połączenie konkurencji i współpracy prowadzi do wyłonienia się nowego sposobu regulacji zachowań podmiotów gospodarczych – koopetycji.
Concepts related to business activity of companies have changed in the last decades. The situation was to a large extent caused by expanding globalization and development of modern forms of communication. These changes influenced the understanding of the nature of competition between companies and lead to recognition of the significance of the development concept based on clusters, which are perceived as one of the ways to develop competitiveness. The article presents issues related to integration of competition and cooperation into one type of relation and interaction, which is a characteristic feature of economic mesosystems such as clusters. It seems that integration of competition and cooperation leads to emergence of a new type of behaviour among business entities—coopetition.

In order to scientifically support the process of forming rural tourism clusters in Ukraine it is important to develop both universal and end-use applied models relating to clusters of the type “the village rest” as well as rural tourism type. They are classified as follows: by the aim – as conceptual and applied ones, by structural peculiarities – as structural (institutional), structural-functional and factor (determinant). A multilevel universal model of the rural tourism cluster with basic structural levels: base, partner and accompanying ones is offered for research and practice. This model was approbated for two cluster initiatives in the Carpathian (a cluster of rural tourism “Boykivski Gazdy”) and Nadsiannia (a cluster Goat farm of “Fromages of d’Elise”) regions. Possibilities to use different types of research models in order to introduce cluster initiatives of the rural tourism in Ukraine on the regional and local levels are investigated.

The main paper aims to evaluate the impact of organisational competence on knowledge and information flows within cluster organisations and technology parks, with particular emphasis on innovative content knowledge. The paper addresses the research question: “What set of competencies of cooperating companies allows access to information and knowledge in cluster and parks structures?" The authors report their findings from a quantitative study carried out in four cluster organisations and three technology parks functioning in Poland. The research sample covered a total of 269 enterprises: 132 cluster members and 137 park tenants. The primary method of data collection was a survey questionnaire. Data analysis was conducted using the interdependence of variables, ANOVA, and logistic regression. The research showed that the surveyed enterprises from both analysed groups preferred cooperation with partners of a similar level of competence development and the same or complementary scope of competence. This set of competencies of cooperating organisations also guaranteed better access to information and knowledge resources, including confidential information and new knowledge. This study additionally indicated that the knowledge creation activities performed by the cooperating cluster organisations depended on the proximity of the competencies of organisations as well as on the nature of the information, disseminated within the cluster organisations. The theoretical contribution is related to the results obtained by analysing the phenomenon of information and knowledge dissemination in cluster and park structures, revealing the impact made by the competence proximity of cooperating organisations on the access to this such resources. Thus, the findings supplement the state-of-the-art knowledge of the concept of industrial clusters by presenting a broader view on cooperation developed in geographical proximity, based on a set of various partner competencies.

Artykuł koncentruje się na wybranych zagadnieniach dotyczących roli i znaczenia technoparków w procesie rozwoju klastrów w Polsce. Zaprezentowane w nim rozważania prowadzono głównie w oparciu o analizę danych zastanych i klasyczny przegląd literatury przedmiotu. Artykuł składa się z dwóch części, w których scharakteryzowano strategiczny wymiar funkcjonowania technoparków jako instytucji otoczenia biznesu oraz zakres ich aktywności na rzecz rozwoju klastrów. W świetle wyników badań własnych wykazano, że współpraca technoparków z klastrami, na różnych zasadach i w różnej formie, związana jest bezpośrednio z ich misją, w tym celami strategicznymi. Na tym tle podkreślono, że technoparki i klastry współtworzą ekosystem przedsiębiorczości sprzyjający transferowi wiedzy i technologii. Podjęta na gruncie nauk o zarządzaniu problematyka badań odnosi się do istoty przedsiębiorczości strategicznej w gospodarce opartej na wiedzy.
The article focuses on selected issues concerning the role and importance of technoparks in the cluster development process in Poland. The considerations were based mainly on desk research and literature review. The article consists of two parts, in which the strategic dimension of the functioning of technoparkes and the scope of activity of these business environment institutions for clusters were characterized. In the light of the results of qualitative research, it has been shown that cooperation between technoparks and clusters, on different principles and in various forms, is directly related to their mission, including strategic objectives. Against this background, it was emphasized that the technoparks and clusters co-create a favorable entrepreneurial ecosystem which is conductive to the transfer of knowledge and technology. The research problem in the field of management sciences, analyzed by the authors as part of the article is directly related to the essence of strategic entrepreneurship within knowledge-based economy.
