On the other hand, the character of changes that have gained momentum in the first decade of the 21st century, and the description of their sources, become particularly difficult to describe and name. The present article is an attempt at an indication of the need of an evolution of perception on societal reality and the emerging new social issues. Contemporary paedagogy attempts to write about the necessity of awareness/ education related to the needs of establishment of local communities and the creation of bonds as a response to processes related to social life in times of globalisation. It is a fact that we are presently dealing with a change in the forms and character of local communities.

Opis:: The main objective of this paper is to present the main tasks included in the development of strategies (for local communities) and their further implementation. The study is empirically-oriented, since it is based on surveys carried out in selected communities in the Lower Silesia region. This paper is focused mainly on aspects which are important for the improvement of living conditions of local communities. It examines the level of awareness about the strategy among the inhabitants of examined communities, as well as the inhabitants’ assessment of its implementation. A preliminary analysis of our results has shown that the preparation and implementation of strategies in Lower Silesian communities should be improved. It has been suggested that the residents’ participation designing the strategy is also essential. Noteworthy, in the surveyed communities the activities which are carried out lead to positive changes. However, the directions of those strategies have not been discussed with the residents of the communities. It has also been observed that their realization is not consistent with the studies and developmental plans.

Opis:: Celem artykułu było ukazanie uspołecznienia przygotowania strategii rozwoju gmin wiejskich w świetle literatury przedmiotu i wyników badań empirycznych w 5 województwach w różnej części Polski i 10 gminach (po dwie w województwie), Badania obejmowały dwa rodzaje gmin wiejskich: rozwojowe i oddalone oraz trzy grupy ludności wiejskiej: rolnicy, przedsiębiorcy i radni. Podstawowymi materiałami badawczymi były dokumenty strategiczne z badanych gmin oraz wyniki własnych badań przeprowadzonych w formie wywiadu z kwestionariuszem badań (433 wywiady). Wyniki badań wskazują, że w przygotowaniu strategii rozwoju gmin wiejskich brakuje pełnego uspołecznienia procesu przygotowania strategii gminy, gdyż ponad 60% badanych nie wiedziało, czy gmina ma taką strategię, w tym ponad 30% radnych, którzy z wyboru powinni uczestniczyć w jej przygotowaniu. Wyniki te także świadczą o braku dostatecznego upowszechnienia tej strategii oraz o małej aktywności i zainteresowaniu mieszkańców wsi programami rozwoju obszarów wiejskich.
The aim of this article was to show the socialization prepare rural development strategy in the light of literature and empirical studies in 5 voivodships in various parts of Poland – 10 rural communes (two in voivodship). The study encompassed two types of rural communes, developed and remote, as well as three groups of rural populations – farmers, entrepreneurs, and councilpeople. Strategic documentation from communes and results of personal research in the form of questionnaire (433 interviews) comprised the basic research material. The results indicate that in the preparation of rural development strategies are missing the full socialization of the process of its preparation, since over 60% of the interviewed individuals, including 30% of commune councilpeople who should have been willingly participating in its preparation These results also indicate that the lack of adequate dissemination of the strategy and the low activity and interests of rural residents of rural development programs.

The author indicates how much and to what extent the sense of community is complementing the area of research of contemporary local environments. Opis:: The article discusses the sense of community of contemporary residents of the north-eastern Polish borderland. The process of individualisation and the contemporary direction of interpreting the concept of community constitute the background of the analyses. The adopted pedagogical perspective of narration has set out both the theoretical foundations of the presented research results, as well as their interpretation, stressing the importance of the local environment and its cultural nature as factors determining an individual’s consciousness of belonging to a community and taking responsibility for it. The article presents selected aspects of the statistical analysis of the sense of community and their interpretation.

Opis:: The paper takes on a comparative case assessment of e-government services at local government levels in Norway and Poland. In the Norwegian government structure, the municipality prevails as the level having the most direct contact with the citizens and businesses and is responsible for providing an array of basic services. In recent years the municipalities throughout Norway have made considerable efforts to establish and refine their on-line presence. Still, the functionality and quality of content vary greatly. In Poland, the path of e-government development has not been so smooth; as findings from previous research confirm the thesis of the initial existence of low e-services development and even the lack thereof in some regions of Poland. Now we can observe the rapid growth of ICT technologies in Poland and its visual impact in shaping the local democratisation process. The discussion captures both sides of this impact — positive and negative. According to cases mentioned above, this paper attempts to present some important digital initiatives being introduced in Poland and Norway at a local democracy level. I present ICT improvements, which are being introduced into communities. Secondly, I discuss the communication between local politicians and the community.

The text in an introduction to the issues of local government in Poland. At the beginning it presents historical sketch and current model of local government. The third part defines community, indicates its legitimacy and presents general characteristics. Fourth part of the text focuses on community’s delegated and own task and duties, both obligatory and facultative. The text is supplemented with several examples mostly of communities from Pomorskie Region given in footnotes. All bases on administrative and communal law literature and acts of law valid on September 31st of 2013.

Opis:: Artykuł przedstawia problematykę prawnych i faktycznych warunków realizacji mandatu radnego gminy. Omawiane zagadnienia dotyczą pojęcia mandatu radnego, procedury jego uzyskania, a także uprawnień i obowiązków ciążących na osobie piastującej to stanowisko. Szczegółowej analizie zostały poddane regulacje prawne ochrony stosunku pracy radnego mające zapewnić stabilność zatrudnienia u dotychczasowych pracodawców i wyeliminować próby wpływania na decyzje radnego w potencjalnych głosowaniach. Kolejnym problemem, na jaki autor zwrócił uwagę, to są zakazy i wyłączenia gwarantujące transparentność działalności radnych. Celem tych przepisów jest unikanie nadużyć związanych z zajmowanym stanowiskiem i zapobieganie konfliktom interesów. Ustawodawca wprowadził regulacje wskazujące, jakie stanowiska nie mogą być łączone z mandatem radnego. Nie wszystkie normy o charakterze incompatibilitas są wolne od wad, co zostało wskazane w treści artykułu. Przedstawione fakty dowodzą, jak ważną rolę pełni radny gminy i jak wiele obowiązków na nim spoczywa. Wyborcy oddający głos na swojego kandydata oczekują, aby kierował się dobrem swojej wspólnoty samorządowej i nie sprzeniewierzył się obietnicom, jakie przedstawił w programie wyborczym.
This article presents a legal problem in the implementation of the mandate of the commune councilor. A thesis contains fundamental data about obligations and prerogatives of local authorities. The work explains the principles of employment commune councilor in local government. The article contains information about the impact of the decisions in the voting councilor. Another problem is the ban on and off to ensure the transparency of the activities of councilors. The main purpose of these rules is to avoid misuse of the position held and prevention of conflicts of interest. The legislator has introduced regulations about which position can not be combined with the mandate of councilor. Not all standards of an incompatibility are free from defects as indicated in the article. The facts demonstrate the important role of councilor. The electorate expects councilor will head for the good of their community and not disappoint their voters.

Opis:: In 2002 Poland introduced the principle of direct elections of executive bodies of municipalities. Currently there is a discussion regarding the possible limitation of holding this office to two terms. This article describes the legislative issues related to adoption of such a solution. The main part is devoted to the compliance of such a proposal with international standards, including the European Union law and the European Charter of Local Self-Government. Besides the author discusses national constitutional standards regarding election of local government bodies. The analysis leads to the conclusion that the proposed restriction is compatible with both all the above-mentioned legal orders.

Opis:: The study provides an overview of issues related to the development of the service function development problem at the local level, with particular emphasis on issues related to the development and implementation of a local development strategy based on the example of the Moryń commune (Poland). The benefits of the development of the service function’s development strategy for the local economy are shown, as well as the directions of strategic action based on the inventory of available endogenous resources. In addition, it shows how the analysed commune, through evolution and strategic changes from the implementation of the agricultural function through the agricultural and service function, has moved to the service function in the field of tourism. Research carried out for the purposes of preparing this presentation and the article on its basis is a supplement to similar research conducted in other communes of the Zachodniopomorskie Voivodeship and throughout Poland. The research on the development of the service function for a given commune and the inventory of endogenous resources prepared for its needs are unique and original.
Artykuł zawiera przegląd zagadnień dotyczących problematyki planowania rozwoju funkcji usługowej na poziomie lokalnym, ze szczególnym uwzględnieniem opracowywania i wdrażania lokalnej strategii rozwoju gminy na przykładzie gminy Moryń. Pokazano korzyści, jakie daje lokalnej gospodarce opracowanie strategii rozwoju funkcji usługowej, oraz wskazano kierunki działania strategicznego na podstawie inwentaryzacji dostępnych zasobów endogenicznych. Ponadto pokazano, jak analizowana gmina drogą ewolucji i przemian strategicznych z realizacji funkcji rolniczej poprzez funkcję rolniczo-usługową przeszła do realizacji funkcji usługowej w dziedzinie turystyki. Badania przeprowadzone na potrzeby niniejszego artykułu stanowią uzupełnienie podobnych badań prowadzonych w innych gminach województwa zachodniopomorskiego oraz w całej Polsce. Problematyka badań nad rozwojem funkcji usługowej dla konkretnej gminy oraz przygotowana na jej potrzeby inwentaryzacja zasobów endogenicznych mają charakter unikatowy i oryginalny.

Opis:: Niezależnie od organizacji z jaką mamy do czynienia, najważniejszym elementem w procesie podejmowania decyzji ma informacja. Gmina jako jednostka samorządu terytorialnego, chcąc realizować cel ukierunkowany na interesariuszy musi przetwarzać informacje. Z racji coraz to większych zbiorów danych, które mają znaczący wpływ na podejmowanie decyzji, gminy muszą stosować rozwiązania informatyczne. Business Intelligence (BI) w gminach może przyczynić się do podejmowania decyzji w czasie zgodnym z oczekiwaniami interesariuszy. Celem rozważań jest próba wskazania gminom nowych możliwości przetwarzania danych. Biznes już od wielu lat doświadcza korzyści płynących z systemów BI. Zostanie określona koncepcja BI, która pozwoli na efektywne przetwarzanie danych w celu zaspokojenia potrzeb interesariuszy gminy (między innymi: mieszkańców, przedsiębiorców, organizacji pożytku publicznego).
Regardless of the organization we are dealing with, the most important element in the decisionmaking process is information. The municipality as a unit of local government, in order to achieve a stakeholder objective, must process the information. Due to the ever-increasing collection of information that has a significant impact on decision making, municipalities must use IT solutions. Business Intelligence (BI) in municipalities can help to make decisions in a timely manner in line with stakeholder expectations. The purpose of the discussion is to try to identify new possibilities for data processing for the municipalities. Business has for many years experienced the benefits of BI systems. A BI concept will be developed that will allow efficient data processing to meet the needs of the stakeholders of the community (including inhabitants, businesses, public benefit organizations).

The article presents Francis’ view on the relation- ship between the universal Church and local Churches, showing the dependence of papal views on the theological thinking of Cardinal Walter Kasper. At the same time, two additional issues (Peter’s primacy and the formulation of the particular Church) are indicated, which are important for the papal ecclesiology.
