The paper describes the possible evolution of the European Union’s structural policy in a new policy and budget programming period starting after 2013. The paper consists of an introduction that describes the current situation in this area and follows up with an analysis of conditions resulting from the changing model of the European cohesion policy. A key part of the article is a discussion of some vital problems that should be subject to debate, including the comprehensive nature of structural policy, the “Lisbonization” of the EU’s policies, more effective use of EU funds, territorial cohesion, and the relationship between economic policy and employment in the context of the new structural policy. The authors also define the role of regions and states in this policy and look at the benefits of cohesion policy for environmental protection and natural values. In the final part of the paper, the authors comment on the current organization and course of debate on the reform of cohesion policy and list challenges faced by Poland’s policy makers in the context of European policy reform. The analysis takes into account the EU’s strategic guidelines included in its key documents such as the 2007 Cohesion Report. The authors look at the matter from a Polish perspective and outline Poland’s priorities in the ongoing debate on the need to reform the EU’s structural policy.

The cohesion policy is among the most important European policies. Its influence is particularly strong in the new member states, which have become the major recipients of aid under this policy. Cohesion policy is very wide and extends into many areas of development, such as for example education, transport or innovation support so in some member states it strongly influences national policies in various areas. This article aims to analyse the interaction between cohesion policy and national sectoral policies on some examples from Central European countries. It turns out that cohesion policy often leads to a significant reduction in national policies and in some cases may even negate their intentions. The governments need to pay more attention to coordination of these policies and also to proper institutional environment.

Purpose: The paper discusses issues associated with using funds that support the development of entrepreneurship – the purpose of the paper is to answer questions regarding the purposefulness and effectiveness of financial instruments from EU funds aimed at the development of�emerging businesses (startups). Methodology: The paper analyzes previously conducted research studies in the fi eld of the discussed topic, it systematizes and describes the fi nancial instruments from EU funds supporting self- employment and startups in their early stages of activity. It also provides an overview of evaluation reports concerning these instruments. The paper also contains a case study: an analysis of the effectiveness of a selected project supporting the development of entrepreneurship (co-fi nanced from EU funds), in which the method of evaluating the net effect of the support in the short term has been used. Findings: An analysis of previously conducted research studies has shown that properly designed State aid targeted at those starting up their own business is sensible, as it provides them with seed capital and it helps them survive the most diffi cult period of the so-called “startup”. However, there is a lack of comprehensive studies to confirm the positive impact of business support interventions carried out using EU funds. The methodology of evaluating the net effect used by the Author in the conducted study has made it possible to identify the actual size of the – positive – impact of the selected project on the growth of self-employment. Limitations: The study revealed some limitations – the method and time of the study allow to capture the phenomenon on a micro-scale, in the short term. The institutions that are involved in the process of allocating funds should develop a comprehensive methodology that implements the idea of evaluating the net effect, allowing to assess the effectiveness of the support at regional and national level in the long term. Originality: The originality of the paper consists in applying the theories and results of previous studies to the Polish practice of supporting businesses at their early stages of development as well as applying the method of evaluating the net effect, which allows to determine the actual impact of the intervention.

The mandates of the Supreme Audit Office and the European Court of Auditors overlap with regard to auditing of the management and spending of funds from the European Union budget by the Polish administration and beneficiaries. The ECA examines the EU budget execution and finance management by the European Commission, however, since over 80 percent of the EU expenses are realised by the Member States, ECA missions are mainly conducted at the their territories. Poland is the second state, following Italy, where the largest number of ECA missions have taken place. This is due to the fact that the vast part of EU funds is spent in Poland. That is why NIK is such an important partner for cooperation for the ECA.

The article aims to identify factors determining the effectiveness of local governments in securing funds from the European Union. Local government authorities across the European Union are responsible for carrying out various public projects in keeping with the principle of subsidiarity followed in most countries in Europe. As part of a decentralization policy, the central government delegates authority to local areas and provides regional authorities with funds to carry out their responsibilities. According to the author, there is continued debate over whether budget funds available to local governments are sufficient to finance their projects. The European Charter of Local Self-Government, adopted by the Council of Europe in the mid-1980s, commits the ratifying member states to guaranteeing the political, administrative and financial independence of local authorities. Due to considerable limitations in the amount of funds available to local governments, they often use external funds while carrying out major infrastructure projects. Nonrefundable assistance from the EU is an especially desirable source of outside funding. An analysis of EU funds secured by individual districts in Poland’s Podlaskie province points to considerable differences in the scope of support obtained. Wyszkowska sets out to check what factors are responsible for these disproportions and why some districts obtain funds for a dozen or so projects, while others receive no support. Contrary to popular belief, securing funds from the EU depends not only on the financial status of the beneficiary, Wyszkowska concludes, but also on many other-institutional, administrative, personnel, organizational and political-factors.

The progressive process of European integration has shaped and developed the policy of the European Community. The structural policy meant the Community intervention in the economic structures of the Member States. This policy, however, did not include the Community interventions in a social structure. The concept of the regional policy appeared in the 30's of the twentieth century and it was used only at the state level. The cohesion policy for 2007–2013 has aimed at the increase of economic growth and employment in all regions and cities of the European Union. It has been implemented mainly by two structural funds, namely: the European Regional Development Fund (ERDF), European Social Fund (ESF) and the Cohesion Fund (CF). In the perspective of 2007–2013 the differences between the legal bases for the operations of the European Regional Development Fund and the European Regional Development Fund and the Cohesion Fund have been blurred. In November 2013, the European Parliament adopted a budget for 2014– –2020. For the first time the multiannual financial framework for the EU will actually lower than the previous ones.

The aim of this paper is to discuss blended projects, i.e. project which combine public‑private partnership with EU funds. The author addresses the main challenges and gives some recommendations for the next EU financial perspective. The first section provides an overview of financial instruments suitable for blended projects. The second section of the article covers various types of such projects. Next, the author discusses projects which were completed in Poland between 2007 and 2013. Special attention is given to the Polish and European Union regulations designed to support the development of blended project model. The final section assesses barriers for the development of blended projects and highlights their importance in the context of 2014–2020 financial perspective.

The aim of this paper is to present an alternative financing mechanism that could be used in the next programming period. The first section briefly examines the main differences between a financing system that is based on grants and one that is based on financial instruments. Next, the author describes the financial engineering instruments used at the national and EU levels. The final section assesses the advantages and disadvantages of financial mechanisms that combine financial instruments with private capital. As the SWOT analysis shows, the financial engineering instruments could be effectively used to increase the absorption of EU funds in the period 2014–2020.

Motywacja: W latach 2007–2013 Polska była beneficjentem polityki spójności i uzyskała z budżetu unijnego ponad 67 mld EUR. Kryteria podziału funduszy były skomplikowane ze względu na mnogość grup docelowych oraz rozdrobnienie poszczególnych działań. Cel: Celem artykułu jest wyszczególnienie czynników, które najsilniej wpływały na absorpcję środków unijnych na poziomie powiatów. Postawiono dwa przypuszczenia: (1) absorpcja środków rośnie wraz z wyższym poziomem rozwoju powiatu (kanał konkurencyjności) oraz wraz z istotnie niższym poziomem rozwoju (kanał spójności); (2) kluczowe znaczenie dla poziomu absorpcji miała skuteczna polityka informacyjna oraz umiejętność wpasowania instrumentów polityki spójności w strategię rozwoju organizacji. Materiały i metody: W artykule użyto ekonometrię przestrzenną. Wykorzystanie modeli przestrzennych umożliwiło lepsze odwzorowanie zależności między powiatami. Wyniki: Wykazano istotny statystycznie wpływ obu kanałów transmisji (konkurencyjności i spójności). Wyniki modelu sugerują, że większe znaczenie dla poziomu wykorzystania środków miały czynniki związane z konkurencyjnością regionów.
Motivation: Poland benefited from cohesion funds in 2007–2013 and gained more than 67 bln EUR from the European budget. The criteria of the distribution of these funds were multifaceted, because of the occurrence of many different target groups and fragmentation of instruments. Aim: The main aim of the article was to determine factors, which had the strongest impact on the absorption of European funds on district level in Poland. Two assumptions were made: (1) absorption level rises along with a higher level of district development (competitiveness channel) and with significantly lower level of development (cohesion channel); (2) the proper information policy as well as the ability to fit European funds support into organisation strategy played a key role for the level of absorption. Materials and methods: Spatial econometrics was used in the article. The usage of spatial relations facilitated the creation of a better fitted model. Results: The statistically significant impact of both channels (competitiveness and cohesion channels) was noted. The results from the model suggest that the competitiveness of the regions had more impact on absorption than a low level of development.

The aim of the conducted empirical analysis was to identify the cluster, which was implemented on the basis of two organizations operating in the ICT industry. The observed low activity of clusters in the socio-economic space, with the exception of projects co-financed from public funds, was the main incentive to conduct the study. The implementation of the assumed objective was reduced to seeking an answer to the question to what extent the national networks meet the cluster identification criteria. The objects analyzed were highly effective in creating a network of connections, new organizational entities as well as personal involvement in the functioning of many entities. The positive quantitative image of both networks, however, did not coincide with the positive functional verification based on the catalogue of features required for the cluster. In addition to formal doubts regarding referring to the established networks of organizational links as clusters, there appear natural doubts about the effectiveness of these entities in the context of theoretical assumptions, and finally the legitimacy of financing such initiatives from public funds.
