Opis:
10 years after the biggest enlargement of the European Union, the community is not free from problems. The decline in the share of industry in GDP of the Union and the plans to stop this decrease by the newly created reindustrialization policy belong to the most serious ones. Another important problem is the declining competitiveness of the European economy and insufficient technical and scientific progress. Also fiscal issues adversely affect the functioning of the EU economy and, in particular, the individual Member States.

The paper describes the possible evolution of the European Union’s structural policy in a new policy and budget programming period starting after 2013. The paper consists of an introduction that describes the current situation in this area and follows up with an analysis of conditions resulting from the changing model of the European cohesion policy. A key part of the article is a discussion of some vital problems that should be subject to debate, including the comprehensive nature of structural policy, the “Lisbonization” of the EU’s policies, more effective use of EU funds, territorial cohesion, and the relationship between economic policy and employment in the context of the new structural policy. The authors also define the role of regions and states in this policy and look at the benefits of cohesion policy for environmental protection and natural values. In the final part of the paper, the authors comment on the current organization and course of debate on the reform of cohesion policy and list challenges faced by Poland’s policy makers in the context of European policy reform. The analysis takes into account the EU’s strategic guidelines included in its key documents such as the 2007 Cohesion Report. The authors look at the matter from a Polish perspective and outline Poland’s priorities in the ongoing debate on the need to reform the EU’s structural policy.

The article takes a critical look at the system for monitoring and evaluating the European Union’s cohesion policy in Poland from 2007 to 2013. This system is a key component of structural policy. It is largely based on a set of monitoring indicators whose target values are determined on an ex ante basis at the programming stage. The achievement of these values largely determines the results of evaluation of the effectiveness of programs carried out, according to the European Commission. The analysis is primarily based on an overview of conclusions included in studies of Poland’s cohesion policy monitoring and evaluation system, and on studies of the future reform of the European cohesion policy. Another source of information used in the analysis are experiences gathered by the author during a number of evaluation studies in which he has taken part. According to Rokicki, the results of the analysis show that the monitoring and evaluation system is inefficient and does not measure up to expectations. Mistakes made at the stage of developing the system may adversely affect the effectiveness of structural policies. But this problem seems to apply not only to Poland, but all EU member countries, Rokicki says. The author does not limit himself to criticizing the existing monitoring and evaluation system, but proposes specific changes as the cohesion policy is expected to undergo reform.

The progressive process of European integration has shaped and developed the policy of the European Community. The structural policy meant the Community intervention in the economic structures of the Member States. This policy, however, did not include the Community interventions in a social structure. The concept of the regional policy appeared in the 30's of the twentieth century and it was used only at the state level. The cohesion policy for 2007–2013 has aimed at the increase of economic growth and employment in all regions and cities of the European Union. It has been implemented mainly by two structural funds, namely: the European Regional Development Fund (ERDF), European Social Fund (ESF) and the Cohesion Fund (CF). In the perspective of 2007–2013 the differences between the legal bases for the operations of the European Regional Development Fund and the European Regional Development Fund and the Cohesion Fund have been blurred. In November 2013, the European Parliament adopted a budget for 2014– –2020. For the first time the multiannual financial framework for the EU will actually lower than the previous ones.

Objective: The aim of the present study is to examine whether the European Union budget comprises significant resources for financing measures relating to social cohesion. The analysis is based on the contents of the Europe 2020 Strategy. Given the constraints of space and for the sake of clarity of the argument, the author focuses on the role of the EU budget rather than all measures aimed at social cohesion undertaken by EU institutions or targeted by policies of individual Member States.Methodology: Documents, studies and reports published by the European Commission constitute the main source of information. In addition, the author has taken into account macroeconomic data demonstrating the deterioration of the social situation since 2009, as well as the instruments that the European Commission has deployed since 2013 in order to respond to post-crisis challenges.Conclusions: It can be roughly estimated that more than 40 percent of total resources within the Multiannual Financial Framework 2014–2020 shall be allocated to the social cohesion policy. Opportunities afforded by the implementation of the Europe 2020 Strategy include primarily the definition of objectives whose priority is indisputable and the introduction of the hitherto neglected analysis of certain socio-economic indicators, classified by country or region and, in certain cases, examined in more detail than required by the European Commission. The monitoring of objectives is conducive to the introduction of new solutions and implementation tools, as exemplified by the new instruments within the Multiannual Financial Framework 2014–2020, as well as the adjustment of available funds in light of the most pressing challenges. The European Semester has facilitated the task of comparing progress in strategy implementation by individual Member States, as well as the provision of recommendations for each of them and an individualized approach.Research implications: This article contributes to the discussion on further integration of the European Union’s social dimension, with particular emphasis on the need to work out a common approach to immigration policy.Originality: The author presents her own opinions regarding current events in terms of the post-crisis social cohesion policies of the European Union, taking into account the European Commission’s financial instruments.

The term ‘beneficiary’ used for the purposes of spending the EU aid funds was introduced into the Polish legal system before Poland became member of the European Union. Initially, the national legislator used this term only in the domestic regulations on the basis of which public funds were transferred. Over time, the legislator also introduced the definition of the beneficiary to national regulations adapted to the needs of the cohesion policy. It can be observed that the legislator, while initially providing own definitions of the beneficiary, recently has only referred to particular provisions of the directly applicable EU regulations. Obviously, national authorities must operate in an integrated legal system, in which there are many sources of binding law that define ‘beneficiaries of funds allocated to the implementation of the cohesion policy’. In this context, one can speak of the Europeanisation of national law with regard to the implemented policy.

The article aims to identify factors determining the effectiveness of local governments in securing funds from the European Union. Local government authorities across the European Union are responsible for carrying out various public projects in keeping with the principle of subsidiarity followed in most countries in Europe. As part of a decentralization policy, the central government delegates authority to local areas and provides regional authorities with funds to carry out their responsibilities. According to the author, there is continued debate over whether budget funds available to local governments are sufficient to finance their projects. The European Charter of Local Self-Government, adopted by the Council of Europe in the mid-1980s, commits the ratifying member states to guaranteeing the political, administrative and financial independence of local authorities. Due to considerable limitations in the amount of funds available to local governments, they often use external funds while carrying out major infrastructure projects. Nonrefundable assistance from the EU is an especially desirable source of outside funding. An analysis of EU funds secured by individual districts in Poland’s Podlaskie province points to considerable differences in the scope of support obtained. Wyszkowska sets out to check what factors are responsible for these disproportions and why some districts obtain funds for a dozen or so projects, while others receive no support. Contrary to popular belief, securing funds from the EU depends not only on the financial status of the beneficiary, Wyszkowska concludes, but also on many other-institutional, administrative, personnel, organizational and political-factors.

Cohesion policy is one of the most important policy areas of the European Union in the current programming period. Its main objective is to reduce regional disparities throughout the Union. Since its inception, it has evolved as a result of successive enlargements, changes in the economic and political situation in Europe and political preferences. These changes are visible in the current programming period and are also inevitable in the next phase. The aim of the article is to present the changes that will take place in the European Union Cohesion policy in the future programming period and to identify the most important challenges that this policy will have to face. The article presents a brief description of the current programming period, as well as the countries that are payers and net beneficiaries of this policy. The next part presents proposals for the new policy - the most important objectives, principles, as well as the amount of funds for individual Member States. The third part includes the identification of the most important future challenges for the cohesion policy: the exit of Great Britain from the European Union, climate change, security and migration issues, as well as potential enlargement of the Community to the Western Balkans countries.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

In the article an appraisal of the efficiency of the instruments of the European Cohesion Policy is presented that is effected in the regional dimension in the Lublin Province. The appraisal was based on the studies of 443 entrepreneurs’ opinions. The appraisal of the efficiency of the cohesion policy effected on the regional level concerns four areas: supporting the cooperation between companies and institutions belonging to the environment of business; supporting local and regional partnerships in order to work out and implement the strategies of predicting and managing economic change; supporting the work of companies by specialist consultancy; and facilitating access to external financing sources for companies. In the conclusion recommendations are contained for institutions managing (mediating) European Union’s funds in the above mentioned areas in the Lublin Province.

Kraje europejskie po kilkunastoletnim okresie destabilizacji gospodarczej i rozchwiania struktur społecznych w połowie drugiej dekady XXI wieku wkroczą w co najmniej kilkunastoletni okres przeobrażeń społecznych, ustrojowych i strukturalno‑organizacyjnych stymulowanych coraz głębiej motywowanymi, uświadomionymi i jednoznacznie artykułowanymi oczekiwaniami bezpieczeństwa socjalnego i zdrowotnego szerokich rzesz społecznych. W tej nowej, bliskiej już, epoce transformacji realizacja nadrzędnych celów służyć powinna jedności UE i wspólnemu bezpieczeństwu wewnętrznemu i zewnętrznemu. Polityka spójności, jako narzędzie realizacji tych celów, uwzględniać musi te nowe uwarunkowania i wymaga wsparcia przez szczegółowe komplementarne programy/projekty regionalne. Wynika stąd konieczność reinterpretacji pojęcia regionalizacja, czy też wskazania nowych wymiarów regionalizacji, w odniesieniu do polityki spójności.
European nations may expect years of positive transformation in the next half of the second decade of the 21st century, just after decades of economic and social instability. Such transformation would involve social, political and structural changes stimulated by societies’ deep motivation and well defined expectations with regard to social and health issues. In this new (and soon to come) era of transformation, fulfilment of superior goals should serve the unity of the EU as well as joint internal and external safety. While using the cohesion policy as a tool to achieve those goals, policymakers must take all those new conditions into consideration. Effective support by means of detailed and complementary regional programs/ projects is surely required. Based on the above, we have to once more interpret the definition of regionalization. We must also demonstrate new dimensions of regionalization in relation to the cohesion policy.

To this end, the EU’s position on the anthropogenic concept of climate change, the issue of adaptation to climate change as the objective of the current cohesion policy and the challenges and threats of the EU climate and energy policy for Poland were presented.
