    Opis:
    The paper describes the possible evolution of the European Union’s structural policy in a new policy and budget programming period starting after 2013. The paper consists of an introduction that describes the current situation in this area and follows up with an analysis of conditions resulting from the changing model of the European cohesion policy. A key part of the article is a discussion of some vital problems that should be subject to debate, including the comprehensive nature of structural policy, the “Lisbonization” of the EU’s policies, more effective use of EU funds, territorial cohesion, and the relationship between economic policy and employment in the context of the new structural policy. The authors also define the role of regions and states in this policy and look at the benefits of cohesion policy for environmental protection and natural values. In the final part of the paper, the authors comment on the current organization and course of debate on the reform of cohesion policy and list challenges faced by Poland’s policy makers in the context of European policy reform. The analysis takes into account the EU’s strategic guidelines included in its key documents such as the 2007 Cohesion Report. The authors look at the matter from a Polish perspective and outline Poland’s priorities in the ongoing debate on the need to reform the EU’s structural policy.

    Opis:
    Przedmiotem artykułu jest identyfikacja i analiza relacji zachodzących pomiędzy Unią Europejską a beneficjentami jej funduszy pomocowych. Autorka na tle historycznych zapisów traktatów pokazuje, w jaki sposób na przestrzeni ostatnich sześćdziesięciu lat kształtowano kompetencje instytucji wspólnotowych i państw członkowskich m.in. w obszarze dzisiejszej polityki rozwoju.Mnogość regulacji prawnych, zarówno na poziomie unijnym, jak i krajowym, stanowi obecnie jeden z głównych czynników ryzyka w realizacji projektów współfinansowanych z funduszy strukturalnych w Polsce. Dystrybucja środków wspólnotowych jest bowiem dziedziną leżącą na pograniczu prawa międzynarodowego, cywilnego i administracyjnego, co powoduje wysoki stopień skomplikowania procedur związanych z współfinansowaniem przedsięwzięć. Usystematyzowanie aktów prawa wspólnotowego i krajowego, jasne nakreślenie kompetencji i odpowiedzialności wszystkich uczestników procesu wydatkowania funduszy strukturalnych (beneficjenta – kraju członkowskiego – instytucji UE) będzie miało kluczowe znaczenie dla ich efektywnego wykorzystania przez Polskę w okresie programowania na lata 2014–2020.
    The subject of the article is identification and analysis of the relationship between the European Union and beneficiaries of the support funds. The author refers to provisions of the treaties on historical background, indicating how during the last sixty years the competences of both the Community institutions and the member states have been shapedin the area of the nowaday development policy. The multitude of law regulations, either on the EU or domestic levels, is one of the main risk factors in the implementation of the projects co-financed from the structural funds in Poland. Distribution of the European financial resources is an area which lies on the border of international, civil and administrative laws. It makes the procedures associated with the co-financing of undertakings more complicated. Systematizing of the European and domestic laws, clear outlining of competence and liabilities for all the participants of the spending structural funds process (beneficiary - member state - EU institution) will be essential for their effective use by Poland in the Programming Period 2014-2020.

    Opis:
    When Poland acceded to the European Union, it became a beneficiary of financing from the structural funds, in particular from the European Social Fund (ESF) and the European Regional Development Fund (ERDF). One of the main objectives of EU structural policy is to improve the competitiveness of regional economies – aid beneficiaries, which is possible, inter alia, thanks to the support of the competitiveness of business entities. The sector of MSME (micro-, small and medium enterprises) is a particular focus of such support. This paper constitutes an attempt at summarising the experience of Polish regions within the scope of support provided to micro-enterprises from the ERDF funds, with a particular focus on the West Pomeranian Province.
    Polska wraz ze wstąpieniem do Unii Europejskiej stała się beneficjentem środków z funduszy strukturalnych, ze szczególnym uwzględnieniem Europejskiego Funduszu Społecznego (EFS) oraz Europejskiego Funduszu Rozwoju Regionalnego (EFRR). Jednym z głównych celów polityki strukturalnej UE jest podnoszenie konkurencyjności gospodarek regionów – beneficjentów pomocy, co możliwe jest między innymi dzięki wspieraniu konkurencyjności podmiotów gospodarczych. Szczególnym podmiotem wsparcia są przedsiębiorstwa z sektora MMŚP (mikro- małych i średnich przedsiębiorstw). Niniejsze opracowanie stanowi próbę podsumowania doświadczeń polskich regionów w zakresie wspierania mikroprzedsiębiorstw ze środków EFRR, ze szczególnym uwzględnieniem województwa zachodniopomorskiego.
