    Opis:
    This article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.

    Celem artykułu jest przedstawienie polityki wspierania klastrów gospodarczych prowadzonej w Polsce oraz w Unii Europejskiej. W pierwszej części pracy zaprezentowano pojęcie oraz klasyfikację polityk klastrowych, a także możliwości wdrożenia opisane w najważniejszych dokumentach Komisji Europejskiej dotyczących wspierania klastrów. Dalsza część artykułu zawiera opis efektywnych narzędzi polityki klastrowej oraz kierunków jej rozwoju. Analiza podjętych działań na rzecz rozwoju klastrów wskazuje na ich istotną rolę jako narzędzia rozwoju gospodarczego.
    The article presents the concept of cluster policy in Poland and European Union. At the beginning the author presented models of clusters policy and implementation in the most important document written by European Commission. Cluster policy for the period 2014–2020 show effective tools for government to support for cluster development. The analysis of the actions taken to support clusters shows clusters as a tool of policy and the fundamental conditions for economic success.

    Opis:
    This article focuses on clusters and the role they play in the innovation system in Poland. The first section examines theoretical background of the concept of clusters and cluster policy, which is emerging as an important element of governmental actions. Next, the author explores the role of clusters in innovativeness of the economy. From that perspective, cluster structures, understood as elements of innovation systems based on knowledge flows, create conditions that facilitate the development and transfer of technology, enabled by intense and constant co-operation between the creators and the beneficiaries of innovative solutions. Empirical part of the article examines the level of innovativeness of Polish clusters on the basis of data obtained from the surveys on innovation activity of industrial and service enterprises conducted by the Central Statistical Office.

    Powszechnie uważa się, że do zjawisk zachodzących w klastrach gospodarczych należą współpraca i przepływy wiedzy. Ich generowanie stało się w ostatnim czasie jednym z głównych celów zakładania i promowania sformalizowanych inicjatyw i organizacji klastrowych (które można określić wspólnym mianem porozumień klastrowych). Poprzez politykę klastrową UE (która stanowi jedno z międzynarodowych uwarunkowań kształtowania innowacyjności i rozwoju polskiego przemysłu) tematyka ta stała się aktualna również w Polsce. W publikacjach podejmujących to zagadnienie nie podejmowano dotychczas próby analizy mechanizmów powiązań pomiędzy przedsiębiorstwami tworzącymi porozumienia klastrowe. Celem tego artykułu jest przedstawienie przykładowego sposobu badania relacji współpracy i przepływów wiedzy pomiędzy przedsiębiorstwami w porozumieniach klastrowych. Badaniem empirycznym objęto przedsiębiorstwa Swarzędzkiego Klastra Producentów Mebli oraz Klastra Spożywczego Leszczyńskie Smaki, w których przeprowadzono wywiady z właścicielami lub osobami na kierowniczych stanowiskach. Do przeanalizowania odpowiedzi wykorzystano ostatnio coraz popularniejszą w badaniach metodę analizy sieciowej, zwaną też analizą sieci społecznych (ang. Social Network Analysis, SNA). Wyniki badania prowadzą do kilku wniosków. Po pierwsze, firmy chętniej współpracowały ze sobą niż dzieliły się wiedzą przydatną w działalności gospodarczej. Po drugie, jakkolwiek w badanych porozumieniach istniał związek pomiędzy intensywnością współpracy i dzieleniem się wiedzą w parach przedsiębiorstw, nie zachodził związek pomiędzy tymi wielkościami a bliskością geograficzną między firmami (gdyż wpływ na badane procesy miały również czynniki pozageograficzne). Wreszcie wykazano, że im bardziej centralna była pozycja przedsiębiorstw w sieciach współpracy i dzielenia się wiedzą (tzn. im bardziej aktywne były przedsiębiorstwa w nawiązywaniu relacji wewnątrz porozumień klastrowych), tym większa była ich innowacyjność. Na podstawie udowodnionych zależności sformułowane zostały rekomendacje dla koordynatorów porozumień klastrowych. Wskazano także propozycje dalszych badań empirycznych procesów zachodzących w klastrach, obejmujące również inne funkcjonalności analiz sieciowych
    Cooperation and knowledge flows are widely believed to be phenomena taking place in economic clusters, and their generation has recently become one of the main aims of establishing and promoting formalised cluster initiatives or cluster organisations (called cluster agreements). EU cluster policy has caused that the issue of clusters has recently been brought to attention also in Poland. Among the many publications concerning clusters, only a few discuss mechanisms of relations among firms engaged in cluster agreements. The aim of this article is to present an example of an investigation of relations concerning cooperation and knowledge sharing among firms in such agreements. An empirical study was based on interviews with the owners or managers of firms in two cluster organisations operating in Western Poland: the Swarzędz Cluster of Furniture Producers and the Leszno Flavours Food Cluster. Their answers were then analysed using the Social Network Analysis method, which is becoming more and more popular in scientific research nowadays. The results allow for formulating several conclusions. First, while there is a correlation between the intensity of cooperation and knowledge sharing for every pair of firms inside a cluster agreement, there is no correlation between those two processes and the geographical proximity between pairs of firms (because other factors also influence the inclination to cooperate and share knowledge). Secondly, firms are more ready to cooperate than to exchange knowledge. Finally, the more central the position of an enterprise in cooperation and knowledge-flow networks (i.e., the more active it is in establishing relations within cluster agreements), the higher its innovativeness. On the basis of the observed relations, recommendations for coordinators of cluster agreements were formulated. Further empirical studies of processes in clusters that could employ other functionalities of network analysis are also proposed.
