Zapewnienie bezpieczeństwa w sektorze lotnictwa cywilnego jest priorytetowym działaniem wielu organizacji lotniczych. Potwierdzeniem tego są liczne dokumenty regulujące kwestie ochrony lotnictwa cywilnego, wydane nie tylko na szczeblu prawa krajowego i unijnego, ale również w konwencjach o zasięgu międzynarodowym. Ryzyko zaburzenia bezpieczeństwa w lotnictwie cywilnym jest ogromne, ponieważ istnieje wiele zagrożeń, które mogą przyczynić się do jego utracenia. Dąży się do przeciwdziałania im, jednak aby były one skuteczne niezbędna jest świadomość istnienia zagrożeń i ich potencjalnych skutków. Mogą one posiadać podłoże militarne, nie militarne, bądź też pochodzić z otoczenia wewnętrznego lub zewnętrznego danej organizacji lotniczej. Różne możliwe zagrożenia pochodzące właśnie z tych źródeł, zostały przedstawione i opisane w tym opracowaniu.
Ensuring security in the civil aviation sector is a priority activity for many aviation organizations. This is confirmed by numerous documents regulating civil aviation security problems, issued not only at the level of national and EU law, but also in conventions of international scope. The risk of security disruption in civil aviation is enormous because there are many risks that can contribute to the loss of security. There are attempts to counteract them, however, if they are be effective, it is necessary to be aware of the dangers and their potential consequences. They may have a military, non-military background, or come from an internal or external environment of a given aviation organization. Various possible threats originating from these sources have been presented and described in the article.

W niniejszym opracowaniu, z konieczności w ograniczonym zakresie, zostały wskazane najważniejsze regulacje międzynarodowego prawa lotniczego odnoszące się do bezpieczeństwa (aviation safety) lotnictwa cywilnego oraz problemy, z którymi borykają się podmioty odpowiedzialne za bezpieczeństwo żeglugi powietrznej. Są to zagadnienia złożone i skomplikowane, ściśle związane z zarządzaniem przestrzenią powietrzną oraz z ruchem w tej przestrzeni. Niezwykle ważne w tym kontekście wydaje się być stworzenie efektywnego systemu zarządzania ruchem lotniczym opierającego się na możliwości przekazywania sobie przez państwa funkcji związanych z kontrolą ruchu lotniczego oraz możliwość korzystania przez statki powietrzne z technik satelitarnych i informatycznych, ze szczególnym uwzględnieniem nawigacji satelitarnej, jako podstawowej metody ich naprowadzania.
At present it is clear almost for everyone that the sky divided into many different pieces of airspace which remains under the control of national governments has negative repercussions in terms of the efficiency of air travel. It also causes safety concerns by creating additional traffic jams in the air. Air carriers have to fly across numerous air-traffic control systems in order to get to their destination. One may observe the trend of slowly diminishing national borders and the role of individual States in air traffic control. The application of new basis of air traffic management, air traffic control and air traffic flow management shall be without prejudice to the rights and duties of Member States under the Chicago Convention of 1944. The main challenge must also be the application of the satellite navigation in the civil aviation.

The problem of cyberterrorism is global and critical issue in today's information society. Leading world states are increasingly focused on critical infrastructures. In civil aviation criticality level is amplified by communication and interaction between ground systems and aircrafts. Modern information and communication technology implementation in one hand increases civil aviation operation efficiency and in the other hand generates a set of new vulnerabilities and potential threats. Existed solutions aren’t according to civil aviation specific and modern requirements from regulatory aviation security documents generally. Accordingly, basic model for cybersecurity requirements definition based on regulatory international aviation security documents were proposed.
Problem cyberterroryzmu jest globalnym problem w dzisiejszym społeczeństwie informacyjnym. W lotnictwie cywilnym poziom cyberzagrożeń jest wzmacniany poprzez komunikację i współdziałanie systemów naziemnych i powietrznych. Nowoczesne technologie informacyjne i komunikacyjne z jednej strony zwiększają wydajność pracy w lotnictwie cywilnym, ale z drugiej generują szereg nowych luk w zabezpieczeniach. W związku z powyższym, zaproponowano podstawowy model definicji wymagań cyberbezpieczeństwa opartych na międzynarodowych dokumentach prawnych w zakresie ochrony lotnictwa.

Opis:
Improvement and increase of safeguarding civil aviation against acts of unlawful interference can be achieved at airports and on board aircraft, through the implementation of appropriate systems and devices. In addition to improving safeguarding civil aviation against such acts, solutions described as operational may be used; these usually are directly aimed at ensuring the safety and security of civil aviation. This research focuses on operational solutions that are used for safeguarding civil aviation against acts of unlawful interference. As a clue, safeguarding civil aviation is understood to be the whole organisational and legal, as well as operational and technical framework, undertaken to prevent acts of unlawful interference endangering the safety and security of civil aviation. The purpose of this study was to characterise operational solutions affecting the provision of civil aviation safeguarding against acts of unlawful interference. The research question was defined thus: What are the existing and potential operational solutions implemented at airports, and on board aircraft; do they improve and increase safeguarding civil aviation against acts of unlawful interference? As a hypothesis, it was assumed that there are many solutions, devices, activities, etc. used to safeguard civil aviation against acts of unlawful interference. All of them may be implemented within airports, on board aircraft, as well as can be taken in the forms of the operational solutions. Operational solutions are implemented through the provision and use of personal, organisational and procedural forces and resources and through the establishment of appropriate services. The existence and mutual correlations of these elements have an impact on improving the safeguarding of civil aviation against acts of unlawful interference.

Aviation is the youngest of the transport industries, yet despite its short history, it is considered one of the most important spheres of transport, both in terms of passenger and cargo transportation. Civil aviation is used by an increasing number of people, and the number of aircraft used by airlines around the world continues to grow. An inherent element that is a particularly important aspect of this mode of transportation is security. In civil aviation, there are numerous dangers associated with events occurring before the flight, during the flight, as well as those associated with the landing process. The events need to be controlled and their causes actively sought and ultimately prevented. The Polish Civil Aviation Authority, as part of the creation of the National Civil Aviation Safety Program, developed the National Safety Plan 2020-2023. The document covers threats identified in the Systemic, European, and National Areas. They are characterized and classified based on the materiality (significance) of the event. The aim of this article is to characterize and analyze selected factors (e.g. collisions with birds, helicopter events) that affect the number of safety incidents in civil aviation. The background of the study was the analysis and synthesis of the literature on the subject, while the main research method was the statistical analysis of historical data on aviation incidents. The data provided in Poland's National Security Plan 2020-2023 were used to distinguish the factors associated with the threats present and synthetically evaluate their impact. The analyses made it possible to identify areas of particular safety risks and form the basis for further detailed research.

The accession of Poland to EU required acceptance of numerous regulations concerning activities in different spheres of public live and economy, for instance transport. The principles of conducting aviation activity in Poland are not only subject to domestic normative regulations but also to international standards and regulations. The main purpose of the article is to present the most important normative documents regulating the rules of founding and functioning of civil airports and the procedures of their certification.

Artykuł poświęcony jest Straży Granicznej, która jest formacją wyspecjalizowaną i pełni kluczową rolę nie tylko w zakresie ochrony granicy państwowej oraz ochrony lotnictwa cywilnego, ale również piastuje stabilną pozycję w systemie bezpieczeństwa państwa.Celem artykułu jest ukazanie podstawowych zadań realizowanych przez funkcjonariuszy Straży Granicznej, pełniących służbę w lotniczych placówkach tej formacji w Grupie Bezpieczeństwa Lotów, a także analiza aktów prawnych, na podstawie których funkcjonariusze Straży Granicznej wykonują zadania dotyczące ochrony lotnictwa cywilnego. Funkcjonariusze Straży Granicznej, którzy pełnią służbę w przejściach lotniczych, zapewniają ochronę zewnętrznej granicy Unii Europejskiej. Ogromnym wyzwaniem jest służba w zespołach, zapewniających nie tylko dobrze strzeżone granice państwa, ale również wykonujących zadania na rzecz bezpieczeństwa w międzynarodowej komunikacji lotniczej. Spoczywa na nich ogromna odpowiedzialność na skalę światową. W artykule zostały przedstawione najważniejsze zadania Straży Granicznej i Służby Ochrony Lotniska w zakresie realizowanych zadań oraz wzajemnego funkcjonowania w systemie zapewniającym bezpieczeństwo w komunikacji lotniczej. Analizę tę przeprowadzono z zastosowaniem metody desk research. Interpretacji poddano akty prawne, dokumenty, artykuły publikowane na stronach internetowych lub udostępnione przez funkcjonariuszy Straży Granicznej.
This article is devoted to a discussion of the Border Guard, a specialized formation, which not only plays a key role in civil aviation, but also holds a stable position in the state security system. The aim of this article is to present the basic tasks performed by Border Guards officers serving in the Aerospace Services of this formation, in the Aviation Safety Group, as well as making an analysis of the legal acts under which Border Guard officers perform their tasks related to the issue of civil aviation security. Border Guard officers who serve in air passages provide protection for the external border of the European Union. It is a challenging task to serve in teams which not only protect the state borders, but also perform security tasks in the field of international aviation. They carry great responsibility on a global scale. This paper describes the most important tasks of the Border Guard and Airport Protection Services aimed at ensuring safety in air transportation. The desk research method has been applied to analyse a selection of legal acts, documents and articles published on various websites or made available by officers of the Border Guard themselves.

This article discusses civil aviation security, which is understood as a combination of human and material activities and resources to safeguard international civil aviation against acts of unlawful interference. This article presents protection measures applied in the security system of civil airports. Parts of the article focuses on both theoretical and practical solutions concerning the airport security system. The systemic approach observes aviation security as a set of elements and relationships that occur between them in accordance with established principles, through the prism of the aim. The aim of aviation security is to prevent acts of unlawful interference (people, objects, hazardous materials threatening the safety of aviation and the aviation infrastructure). The authors of the article have identified the concept of airport security system and characterised the civil airport as a specific object. This article presents the procedural and technical aspects of the functioning of the civil security airport system.

Opis:
Air transport, as a component of critical infrastructure, is an attractive target for terrorist attack, which makes it necessary to maintain an adequate level of aviation security. An important element of protection is the personnel training system, in which changes are made in response to the dynamics of threats, including the evolution in the motivation and modus operandi of terrorists. The aforementioned evolution of security threats is a result of modern migration processes and cultural changes that promote radicalization and political extremism. The purpose of the article is to present and evaluate the changes in the National Training Program on civil aviation security, with a particular focus on the introduction of the topic of countering internal threats, including radicalization, the introduction of a new cybersecurity training, as well as concerning the expansion of the categories of people covered by the training on civil aviation security awareness.
Transport lotniczy jako element infrastruktury krytycznej, stanowi atrakcyjny cel ataku terrorystycznego, co powoduje konieczność utrzymywania odpowiedniego poziomu ochrony lotnictwa. Ważnym elementem ochrony jest system szkolenia personelu, w którym dokonywane są zmiany w odpowiedzi na dynamikę zagrożeń, w tym ewolucję w motywacji i modus operandi terrorystów. Wspomniana ewolucja zagrożeń bezpieczeństwa wynika z współczesnych procesów migracyjnych i przemian kulturowych, które sprzyjają radykalizacji i ekstremizmowi politycznemu. Celem artykułu jest zaprezentowanie i ocena zmian w Krajowym Programie Szkolenia w zakresie ochrony lotnictwa cywilnego, ze szczególnym uwzględnieniem wprowadzenia tematyki przeciwdziałania zagrożeniom wewnętrznym, w tym radykalizacji, wprowadzenia nowego szkolenia z zakresu cyberbezpieczeństwa, a także dotyczących rozszerzenia kategorii osób objętych szkoleniem z zakresu świadomości ochrony lotnictwa cywilnego.

W roku 2008 lotnictwo cywilne na świecie obsłużyło ponad 2 271 mln pasażerów. Ta ogromna liczba podróżnych odzwierciedla, jaką wagę przywiązujemy do tego, by na początku XXI przemieszczać się szybko, bezpiecznie i komfortowo. W artykule tym autor postara się przybliżyć punkty zwrotne w historii bezpieczeństwa lotnictwa cywilnego. Ukazane zostaną akty terrorystyczne, które wpłynęły za zmianę przepisów bezpieczeństwa, oraz, w wielkim skrócie, regulacje wprowadzane do dokumentów, będące swoistą odpowiedzią na działania terrorystów. W celu zachowania chronologii, bezpieczeństwo lotnictwa cywilnego rozpatrywane jest w dwóch przedziałach czasowych. Okres pierwszy, rozpoczęty w roku 1968 działaniami terrorystów palestyńskich, trwający do zamachu agentów libijskich na samolot Pan Am nad Lockerbie w 1988. Okres drugi, który symbolicznie otwierają ataki z 11 września 2001 roku, trwa do dnia dzisiejszego. Autor stara się wykazać w tekście kierunki ewolucji przepisów oraz zabezpieczeń w lotnictwie cywilnym w tym okresie. We fragmencie artykułu dotyczącym drugiego z omawianych okresów, szczególna waga została przyłożona do osiągnięć ustawodawstwa Unii Europejskiej, która po 2001 roku przejęła światowe przewodnictwo w dziedzinie przepisów bezpieczeństwa lotnictwa cywilnego. To ustawodawstwo europejskie wyznacza, w ostatnim czasie, nowe standardy organizacji tego systemu. Niewielka objętość tekstu uniemożliwia pełne i kompleksowe omówienie podjętej tematyki, dlatego autor skupił się na aspekcie problemu terroryzmu lotniczego, czy też szerzej terroryzmu wobec lotnictwa cywilnego. Autor podjął także próbę ukazania wpływu rozwoju systemu bezpieczeństwa lotnictwa cywilnego na zwykłego pasażera, który w porcie lotniczym i na pokładzie samolotu musi dostosować swoje postępowanie do wielu drobiazgowych przepisów
In 2008 civil aviation was used by over 2 271 m. passengers. This huge number of travelers reflects the need for fast, safe and comfortable 21st-century transport systems at the beginning of the 21st century. In the paper the author discusses the turning points in the history of civil aviation security. He shows terrorist acts which influenced changes in security regulations and briefly discusses the introduction of bills which were a response to this terrorist activity. The author attempts to show the direction of evolution of those regulations and precautions in civil aviation. He focuses particularly on the European Union legislation, which after the year 2001 has become the leading force in the civil aviation security regulatory environment. It is European legislation that has defined the new standards for the organization of the civil aviation system.

Opis:
This article presents the threats to civil aviation, which may be committed on board aircraft. There are also described solutions, which implemented can increase the security of aircraft. This directly influences the security of the entire civil aviation sector. Many procedures can be introduced by airlines (air carriers) on board aircraft, within the aircraft while its layover, or stand on the airport’s surfaces for protection against threats.

Opis:
The main objective of this study was to analyze anomalies voluntarily reported by pilots in civil aviation sector and identify factors leading to such anomalies. Experimental data were obtained from the NASA aviation safety reporting system (ASRS) database. These data contained a range of text records spanning 30 years of civilian aviation, both commercial (airline operations) and general aviation (private aircraft). Narrative data as well as categorical data were used. The associations between incident contributing factors and selfreported anomalies were investigated using data mining and correspondence analysis. The results revealed that a broadly defined human factors category and weather conditions were the main contributors to selfreported civil aviation anomalies. New associations between identified factors and reported anomaly conditions were also reported.

Opis:
On the 25th of January 2018, the Civil and Military Aeronautical Rescue Coordination Centre (ARCC) commenced operations in the Polish Air Navigation Services Agency (PANSA). PANSA significantly increased its contribution in the domain of coordination of search and rescue activities in ASAR service in the Polish area of responsibility. Before this date, all tasks of ARCC Centre were conducted mainly by the Armed Forces of the Republic of Poland, which performed the coordination function in ASAR (Aeronautical Search and Rescue) service. The bodies responsible were the Aeronautical Search and Rescue Centre located in the Air Operations Centre – Air Component Headquarter in Warsaw and the sub-centre in Gdynia, part of the Naval Operations Centre of Naval Component Headquarter. According to international commitments resulting mainly from the Convention on International Civil Aviation signed on 7th of December 1944 in Chicago and ratified by Poland together with Annex 12 “Search And Rescue”, Poland committed to establishing aeronautical search and rescue service called ASAR within the Polish region to assure its operation. ASAR service is the only service in Poland for rescue purposes and is designated for the search and rescue of aircraft in distress, provision of help for aircraft crews and passengers and other victims of aeronautical accidents (regardless of the nationality of the aircraft and persons). ASAR service tasks include search of the designated area to locate aircraft and victims of aeronautical accidents, determine their status and commence rescue actions at the location using dedicated forces and measures as well as forces and measures of other systems, mainly from the State Medical Rescue and the National Firefighting and Rescue System and the Maritime Search and Rescue Service. ASAR services consists of: commanding element – Civil- Military Aeronautical Rescue and Coordination Centre, executive elements – Aeronautical Search and Rescue Teams (LZPR), and supporting elements – alerting points (air traffic services units operating in the framework of alerting service).

Artykuł dotyka bardzo ważnego zagadnienia - lotniczego systemu ubezpieczeń w czasie dwóch największych kryzysów w historii lotnictwa cywilnego (Pandemia Covid – 19 oraz Wojny na Ukrainie), które to przyniosły wiele dotychczas nieznanych temu sektorowi zagrożeń, powodując zachwianie rynku ubezpieczeń lotniczych. Celem autora jest odpowiedź na szeroko postawiony problem badawczy, mianowicie w jakim stopniu sektor ubezpieczeń lotniczych wpływa na poczucie bezpieczeństwa w lotnictwie cywilnym w czasach zagrożenia terroryzmem, wojną i pandemią oraz na ile obowiązujące regulacje prawne na to pozwalają. Autor kolejno pochyla się nad problematyką ubezpieczeń w lotnictwie cywilnym na gruncie prawa polskiego (ze szczególnym uwzględnieniem obowiązkowego zawarcia ubezpieczenia), przenosząc następnie przedmiotowe rozważania na kanwę prawa międzynarodowego. Następnie autor przybliża system ubezpieczeń lotniczych w dobie pandemii oraz zagrożenia terroryzmem i wojną związaną z konfliktem na Ukrainie.
The article deals with a very important issue - the aviation insurance system at a time of the two biggest crises in the history of civil aviation (Pandemic Covid - 19 and the Wars in Ukraine), both of which brought many previously unknown risks to the sector, causing the aviation insurance market to be shaken. The author's goal is to answer a broadly posed research problem, namely to what extent the aviation insurance sector influences the sense of security in civil aviation in times of the threat of terrorism, war and pandemics, and to what extent the current legal regulations allow it. One by one, the author leans over the issue of insurance in civil aviation on the basis of Polish law (with particular emphasis on the mandatory conclusion of insurance) transferring then the considerations in question to the canvas of international law. The next step the author has a closer look at the system of aviation insurance in the era of pandemics and the threat of terrorism and war associated with the conflict in Ukraine.
