Opis:
The paper seeks to identify challenges and present opportunities the cities can take from applying circular economy (CE) based solutions in revitalization processes. In particular, the analysis focuses on revitalization areas and activities, which open up natural opportunities for implementing such CE based solutions. Successful examples of revitalization efforts undertaken in European cities illustrate and confirm the appropriateness and purposefulness of restoring degraded urban areas by transforming them into circular districts. For the purpose of the paper we conducted desk research and analysed the following sources: (1) subject matter literature, which we subjected to critical analysis; (2) reports and expert opinions drawn up by European and global institutions and organisations; (3) strategic documents of cities, which apply the CE idea in their revitalization efforts. The paper is the first attempt undertaken on grounds of Polish subject matter literature to combine CE related activities with urban regeneration.

The paper presents the study conducted in the Mokotów district in Warsaw, encompassing circular practices of eight chosen local entities, from private, public, and NGO sectors. The choice was based on the preliminary research showing that the entities were already engaged in some form of the circular transition. The definition of the circular economy applied in the study was based on the one proposed by Kircherr, Reike, and Hekkert [2017] describing a circular economy as an economic system based on business models replacing the ‘end-of-life’ concept with reducing, alternatively reusing, recycling, and recovering materials in production/distribution and consumption processes. The aim is to accomplish sustainable development, by creating environmental quality, economic prosperity, and social equity to the benefit of current and future generations. The goals of the study encompassed: • verification if there is a common understanding of what the circular economy is; • identification and comparison of circular practices introduced by various actors; • identification of existing incentives for circular practices and expected benefits; • pinpointing the obstacles and barriers, both within organisations and outside. The identified practices were also verified to support more specific goals of the circular economy, present in the literature. The findings show that current benefits of the circular transition are limited and the actions are mostly driven by personal involvement. The lack of the support of local administration is evident, as well as the limitation of market solutions. Networking turns are to be one of the most important aspects of efficient circular practices.

Opis:
The article argues that to reach circular economy goals urban regions need to identify and understand the challenges and opportunities originating from the differences in spatial settings, and to develop place-based solutions by adequately involving (local) stakeholders. Based on the case study that was conducted in Hamburg within the Horizon2020 project REPAiR, spatial specificities in five different urban areas shall be analysed and strategies that were developed in a co-creative process shall be explored. The results show that the spatial organisation of CE strategies depends on urban structures and stakeholders’ interest and needs to be embedded in the (local) governance setting and a spatial planning system.

Circular economy (CE), the new ‘buzzword’ in urban and regional studies and policy debates, is about shifting from a linear production process towards a circular one in which the generation of waste is minimised, materials circulate in ‘closed loops’, and waste is not considered a burden but rather a resource that brings new economic opportunities. However, while there is a consensus on the need to facilitate a transition towards a circular economy, the governing of this endeavour remains extremely challenging because making a circular economy work requires cutting across sectoral, scalar, and administrative boundaries. Drawing on the sustainability transitions literature and the case of the Amsterdam Metropolitan Area, arguably one of the frontrunners on the strive towards a circular built environment and economy, the paper seeks to identify and understand barriers for CE transition at a regional scale. The findings underscore the multi-faceted nature of the challenge and offer lessons for the governance of emerging regional circular spatial-economic policies.

The challenges of climate change require decision makers to put the emphasis on a resource-efficient and low-carbon urban economy. This course of action is promoted in the European Union’s “Green Deal” strategy. The policy includes a push for a circular economy, including bioeconomy. Urban areas are classified as centres of change: bioeconomy hubs. The aim of the paper is to present prevailing outcomes in the field of urban bioeconomy and to determine the potential of cities in Poland in this area. The potential to develop the urban bioeconomy in Polish cities is significant. In most Polish cities, there is still a significant share of biologically active areas, agricultural land and forests. The potential of biologically active spaces in most Polish cities is underestimated. To this end, the analysis undertaken in this article is based on an investigation of scientific studies, internet sources and other data, including public statistics.
Miasta oraz samorządy lokalne odgrywają kluczową rolę w procesie transformacji w stronę zrównoważonego rozwoju. Współcześnie w związku ze skutkami zmian klimatu nacisk kładzie się na zasobooszczędną i niskoemisyjną gospodarkę miejską. Kierunek ten jest promowany w polityce „Zielonego Ładu” Unii Europejskiej. W politykę tę wpisana jest gospodarka o obiegu zamkniętym, której część stanowi biogospodarka. Obszary miejskie wskazywane są jako kluczowe centra przemian w tym obszarze – tzw. bioeconomy hubs. W artykule zaprezentowano dotychczasowe doświadczenia związane z rozwojem biogospodarki miejskiej oraz określono potencjał polskich miast w tym zakresie. Dokonano tego na podstawie kwerendy opracowań naukowych, źródeł internetowych i innych zebranych danych oraz analizy statystyki publicznej.

This article presents the results of the analysis of waste collection in selected rural and urban municipalities in the Silesian Voivodship in Poland in the years 2014-2018. A new approach has been presented for the evaluation of the economic efficiency of the waste management system including all costs and revenues both for the local administration and the waste collection company in a circular economy context. The results include the impact of significant factors affecting the total cost of collection, which include transportation costs, personal costs, as well as administrative costs, including fees for using the environment and the fee for waste management at the landfill. The mass from the separate collection increased for three municipalities from 2014, showing a positive impact of the new regulations considering secondary raw materials for recycling. In the five years of the study, the variable purchase prices of recyclable materials adversely affected the economic efficiency of the collection, which increased fees charged by municipalities to residents. The increase in costs was significant for the five years included in the study for a landfill fee increase of 40%, for an environmental fee increase of 15% and an increase of waste collection costs above 20%. The main contribution of revenues is the waste collection fee from residents. As a consequence, the municipalities must increase waste collection fees. Due to a much larger number of waste categories and unstable purchase prices of secondary raw materials, waste-collecting companies should pay attention towards reducing transport costs and using human resources more efficiently.
