The authors of the article examined the municipal waste management system in Poland in terms of the impact of European Union directives introducing a circular economy in the European Union countries. When assessing the functioning of the system, the social factor was taken into account, as municipal waste management has a significant impact on social life. For example, increasing costs of waste management, resulting in high increases in fees for garbage collection, cause opposition from residents. Lack of funds for the implementation of waste management tasks by municipalities may result in failure to comply with the obligatory recycling levels, which may result in imposing fines on the municipalities. In addition, recycling rates may not be met due to the coronavirus epidemy. It should be emphasized that, just as the introduction of municipal responsibility for waste management in 2012 was equated to a revolution called commonly the “junk revolution”, the conversion of the entire economy to a closed loop is an extremely difficult challenge for municipalities, as neglect of waste management may result in an ecological disaster.

Opis:
Development of waste management system in the European Union is studied. The waste management practice in a range of the EU countries is analyzed. Main principles of solving the problem of managing waste in the EU are revealed. Comparison of indicators for waste management in the EU and Ukraine is provided. The dominant European trends among other areas of waste – “zero waste” and “circular economy” – are identified. The regulatory framework for waste management developed in Ukraine as a step towards international environmental safety standards is discussed.

This is a scoping review of agglomeration techniques to obtain of solid bodies from particle waste-materials for their utilization. For this purpose, the granulation and briquetting of fine coal and fly ash were presented in detail. Many successful works on solid fuels production, with coal only, and also with the addition of biomass, were presented. During the solid fuel combustion in power boilers, significant amounts of ash are generated. The properties of fly ashes were taken into consideration, and different methods of their utilization were proposed to obtain a wide range of useful products. Con-sequently, the waste resources of coal and ash were fully utilized. In final remarks, it was concluded, that the agglomeration techniques play an important role in waste management, but particularly in the circular economy.

This paper identifies and explores key elements for planning and implementing citizen involvement in the area of waste management and circular economy in cities. The analysis has shown that institutions responsible for waste management regard strategic planning, inclusivity, transparency, continuity, and resources as particularly important for reaching the objectives of citizen involvement. However, not all of the four analysed cities have applied these elements to the same extent, due to e.g. a lack of a strategy for citizen involvement, or limited personal and financial resources.

In modern agricultural biogas plants, the biowastes are being increasingly used for the biogas production. The food waste is also widely used in larvae breeding. This is an important because, based on biowaste, its proper management and green energy production is possible. This study aims to determine the biogas and methane efficiency of the Hermetia illucens larvae that were fed using the food waste. In the research on the biogas and methane efficiency, the Hermetia illucens larvae were used. The total solids (TS) of the substrate equals 30.35%, and the volatile solids (VS) content was 92.31% of TS. The larvae were fed only with the food waste of plant origin. The obtained substrates were homogeneous. The experiment was carried out under mesophilic anaerobic digestion conditions – 39°C in the 21-chamber biofermentor set in the Institute of Biosystems Engineering in Poznań University of Life Sciences. The anaerobic digestion process in the batch reactor ran correctly. Fermentation inhibition was not detected. The biogas efficiency for larvae amounted to 198.75 m3∙Mg-1 fresh mass (FM). On the other hand,the methane efficiency, amounted to 127.73 m3∙Mg-1, at the methane concentration of 64.27%. On the basis of the research, it was found that the larvae feeding on food waste can be used directly as anaerobic digestion in the bioconversion process.

In the article, the authors describe, using the example of a selected class of technical means, their concept of replacing the “classical” linear management (exploitation) model with a circular economy (CE) model. An example of an object for which the authors plan to test the feasibility of the concept presented above is a household washing machine driven by a DC motor. The description of this object included in the article considers its complexity and multiplicity of assemblies, sub-assemblies, and elements. The DC electric motor driving the washing machine was considered the most important from the point of view of the created model, especially in terms of the possibility of maintenance and repair. For such an engine, the article presents the maintenance and disposal model as elements of the concept of building a ‘circular’ business model. The authors assumed that the formal basis for such a model would be the so-called circular model. The methodology and plan of the research carried out at Super Asia washing machine company in Pakistan were introduced, and the research results were shown. With the use of these results, an attempt was made to assess the requirements that the application of the CE business model places on manufacturers of a selected class of devices, both in their manufacture, repair, sharing and dematerialization. The concept of further research is described at the end of the article.

The following paper explores circular economy as a model of management within the framework of sustainable development. Its structure comprises 4 parts. The first part illustrates the role of sustainable development as an emerging paradigm in the theory of modern economics and in the recent policy of the European Union. In the second part, the authors demonstrate the applicability of sustainable development based on the relevant management models on the micro, meso and macro levels of economy. The third part discusses the concept of circular economy, in particular the various definitions of the phenomenon, its advantages over the linear economy, the role of innovations in its development and how to overcome barriers to its application. The fourth part outlines the current state of implementation of the circular economy in the EU in regard to its normative implications for the member countries. The conclusions close the exploration. The paper is theoretical, based on the review of the international literature on the subject. The unique contribution of the authors consists of the systematic analysis of the term circular economy as a holistic model of sustainable development and of illustrating the benefits of its promotion in the management practice.
Celem pracy jest zbadanie stanu wiedzy przedstawienie modelu o gospodarce cyrkularnej jako modelu zarządzania w ramach zrównoważonego rozwoju. Strukturę artykułu stanowią cztery jego części. W pierwszej opisano koncepcję zrównoważonego rozwoju jako wiodącego paradygmatu w teorii nauk ekonomicznych i polityce Unii Europejskiej. Stosowanie zasad takiego rozwoju w praktyce autorzy prezentują na różnych modelach na poziomie makro, mezo i mikro (cz.2). W części trzeciej ukazano koncepcje gospodarki cyrkularnej, ze szczególną uwagą na jej definicje, zalety w stosunku do gospodarki linearnej, rolę innowacji w jej rozwoju i sposoby pokonywania występujących ograniczeń w aplikacji tego modelu. W czwartej części krótko omówiono implementacje gospodarki cyrkularnej w Unii Europejskiej w związku z jej wpływem normatywnym na kraje członkowskie. W zakończeniu zawarto wnioski poznawcze. Praca ma charakter teoretyczny. Podstawą jej opracowania była literatura światowa. Nowatorski wkład autorów do istniejącej wiedzy wyraża się w podjętej próbie usystematyzowania pojęcia gospodarka cyrkularna jako holistyczny model zrównoważonego rozwoju i określeniu korzyści z jego upowszechnienia.

Waste as a local resource is a development opportunity for resource owners as waste may act as a foundation for bottom-up development at local levels. This paper presents the most important governance challenges that hamper a paradigmatic change in resource efficiency, a transition towards circular economy in the case of Pécs (Hungary). In recent years waste management infrastructure has evolved to provide resource potentials for recycling and reuse, this is a first step towards a (circularity) transition, however, the centralisation of power is hampering local transitions. The article concludes by arguing that in Pécs (Hungary), the transition towards a local resource-based development is impeded by a myriad of legal, institutional and administrative obstacles created by recent efforts towards institutionalisation.

Opis:
Energy production from renewable sources is one of the main ways to fight against global warming. Anaerobic digestion process can be used to produce biogas containing methane. In the light of the growing demand for substrates, a variety of raw materials are required. These substrates should be suitable for anaerobic digestion, and processing them need to provide the desired amount of energy. This paper aims to discuss the agricultural biogas market in Poland, its current state, and the possibility of development during energy transformation, in particular in terms of using waste as a substrate for energy production. In February 2022, there were 130 agricultural biogas plants registered in Poland. On the other hand, in 2020, 4,409,054.898 Mg of raw materials were used to produce agricultural biogas in Poland. Among all the substrates used, waste played a special role. With the right amount of raw materials and proper management of a biogas plant, it is possible to produce electricity and provide stable and predictable heat supply. Bearing in mind the development of the Polish and European biogas markets, attention should be paid to ensure access to raw materials from which chemical energy in the form of biogas can be generated. Due to limited access to farmland and the increasing demand for food production, one should expect that waste will be increasingly often used for biogas production, especially that with high energy potential, such as waste related to animal production and the meat industry.

Currently, within the European Union, the importance of resource efficiency is being highlighted. The issue has been well established within the Europe 2020 strategy and above all within the concept Towards a circular economy: zero waste for Europe'. Using the example of Poland, the authors show changes that have occurred in the management of packaging waste after Poland joined the EU. The data of the Central Statistical Office concerning both municipal and packaging waste allowed to determine changes in waste management and to address them, and the literature on the subject indicates gaps as well as barriers in this area. Building a circular economy (CE) for both packaging goods and waste from packaging in Poland not only requires increasing the involvement of enterprises but also the need for Polish society to be willing to embrace the objectives of the concept of "Zero Waste for Europe" in the European Union.

The objective of this paper is to evaluate the impact of a circular economy on entrepre-neurial business models and improving resource productivity in industrial business. A literature review and data analysis covers the issues concerning how circular analysis affects business effectiveness and state economy. Moreover, the article analyzes how to measure the effects of circular economy implementation on business and the economy. This article discovers the benefits of circular economy implementation for business and the economy and how it affects waste management. It is necessary to analyze a circular economy as a new economic model to improve waste recycling, becoming less dependent on primary energy and materials inputs, and ultimately being able to regenerate our natural capital. The article studies possible models of some practical aspects of circular economy implementation in entrepreneurial business models. The originality of this work lies in studying waste recycling and as a resource for manufacturing possibilities.
Celem niniejszej pracy jest ocena wpływu gospodarki kołowej na modele biznesowe przedsiębiorczości i poprawę produktywności zasobów w branży przemysłowej. Przegląd literatury i analiza danych obejmuje zagadnienia dotyczące sposobu analizy obiegowej i wpływu na efektywność biznesu i gospodarki państwa. Ponadto w artykule przeanalizowano sposoby mierzenia efektów wdrożeniowych gospodarki obiegowej w biznesie i gospodarce. W artykule ukazano korzyści wdrożenia gospodarki obiegowej w biznesie i gospodarce oraz jak wpływa na gospodarowanie odpadami. Konieczna jest analiza gospodarki obiegowej jako nowego modelu gospodarczego w celu poprawy recyklingu odpadów, coraz mniej zależnego od nakładów energii i surowców pierwotnych, a ostatecznie umożliwiającego zregenerowanie naszych surowców naturalnych. Artykuł dotyczy analizy dostępnych modeli niektórych praktycznych aspektów wdrażania gospodarki obiegowej w modelach biznesowych przedsiębiorczości. Oryginalność pracy wiąże się z badaniami recyklingu odpadów jako źródła możliwości produkcyjnych.

The circular economy model assumes active participation of producers and consumers in two big loops (cycles): biological and technical. Without involvement from both these groups of economic entities, it is not possible to close the circulation of materials for the purpose of their economic use for as long as possible. The paper discusses theoretical and practical aspects of the application of economic incentives, stimulating departure from the linear model of the economy for the circular one in municipal waste management. As a result, maximizing the efficiency of raw materials use and maintaining materials in the economic cycle should be simpler and cheaper than consumption of primary resources.

The digestate from an agricultural biogas plant is most commonly used as a fertilizer. However, many studies are being performed to develop other ways of managing this substrate. The aim of this study was to determine the biogas and methane efficiency for digestate as well as the solid and liquid fractions from separation of digestate. The material for the research came from a real scale agricultural biogas plant. The separation of the digestate into two fractions was carried out using a mechanical press. The studies on the methane fermentation process were carried out under mesophilic conditions (37–39°C) in the Institute of Biosystems Engineering at the Poznań University of Life Sciences. It was found that the biogas and methane efficiency for the raw digestate and liquid fraction obtained from its separation is very low. For raw digestate it was 2.9 m3 of biogas from 1 Mg fresh matter (FM), including 1.58 m3 methane. For liquid fraction after separation, the biogas efficiency amounted to 1.52 m3 from 1 Mg, including 0.78 m3 of methane. In turn, for the solid fraction, the biogas efficiency was 102.93 m3∙Mg-1, including 54.99 m3∙Mg-1 of methane. The research results indicate that the possibility of using the digestate solid fraction for energy production (e.g. secondary methane fermentation) or the production of solid biofuels.

In 2016, the Flemish Government adopted the transversal policy paper “Vision 2050, a long term strategy for Flanders”. It has set the ambition for Flanders for 2050 and has paved the way for a transition to a Circular Economy. It provided new objectives and confirmed the ambition to further reduce the total amount of (residual) waste by closing the loop and reducing the use of primary resources. More than before, prevention and reuse have been an integral part of materials management. The impact of waste behaviour needs to be measured against environmental and social priorities. In this context, the REPAiR project developed a multi-stakeholder and interdisciplinary methodology. Building on this methodology, this paper explores how governance in Flanders and Ghent has been affected by this transition and draws lessons to address these challenges.
