Opis:: This article describes the features of interaction with public authorities. A realization of citizen appeal processing system and defines its mission. Posted scheme of the system processing of citizens. Detailed description of its components and functions as well as features of the program realization is given. Opis:: The regulation of the legal nature of an appeal proceeding or a judgment crowning the proceeding is ambiguous and unclear. The National Appeals Chamber which issues a judgment decides upon the validity of a contract, the obligations of the contracting authority, ﬁnancial penalties, and, indirectly, the actions taken by contractors. The inﬂuence of such decisions is of theoretical and practical signiﬁcance and justiﬁes an analysis presented in the paper. Thus the constitutive features of judgments handed down by a public administration body have been analysed and compared with typical forms of law enforcement (judicial decisions of the common courts, decisions issued by arbitration courts and individual administrative decisions). The latter have been given particular attention. The deliberations were based on the position of the doctrine of the law on public procurements, provisions of civil law and administrative law, as well as judicial decisions and judgments issued by the National Appeals Chamber. These were then analysed in the light of normative regulations of the Act on Public Procurements. The analysis revealed a multitude of problems resulting from the adoption by the legislature of atypical forms of action by the National Board of Appeal. The analysis provides the basis for further research aimed to create a coherent system regulating public procurements to ensure its proper functioning and to reduce the possibility of further interpretative problems.

Opis:: Статья посвящена проблемам организации информационного пространства с использованием пропагандистских лозунгов, призывов, воззваний, которые были характерны для советской эпохи 70-х–90-х годов прошлого века. Все тоталитарные системы в гипертрофированном варианте эксплуатируют идеологемы, а также разного типа воззвания. Эти информационные посылы являются одним из ключевых инструментов тоталитарного мифотворчества. И как показал исторический опыт, их функционирование весьма результативно. Поскольку ХХІ в. не лишен тоталитарных образований, а также тенденций, в тех странах, которые скинули старые режимы и встали на путь демократического развития, тоталитарно-пропагандистские методы во многом сегодня являются балластом, присутствуют и влияют на информационный ландшафт. Также они вносят деструктивные тенденции в гуманитарную сферу вообще и в процесс объективного освещения прошлого и настоящего. Это направление требует глубинного и системного исследования. В настоящее время работы в этом направлении находятся в начальной стадии. Предложенная статья является одним из сегментов исследования указанной проблемы. В процессе описания комплекса пропагандистских воззваний были использованы методы анализа, синтеза, сквозной выборки и дифференциации по прагматическим признакам. В результате были отобраны более 150 лозунгов и воззваний указанной эпохи, которые относятся к числу универсальных и самых используемых и распределены по основным рубрикам, а также проанализированы их основные суггестивные функции. На данном этапе исследования сформулированы ключевые тезисы, в которых освещается искусственность и несостоятельность программных высказываний эпохи застоя, а также их деструктивная функция по отношению к социоментальной и коммуникативной аксиологической картине мира.
The article is devoted to the problems of organizing the information space using propaganda slogans and appeals that were typical of the Soviet era between the 1970s and 1990s. All totalitarian systems exploit ideologemes in an exaggerated version, as well as various types of appeals. These information messages are one of the key tools of totalitarian myth-making. And, as historical experience has shown, their operation is very effective. Since the twenty-first century is not free from totalitarian regimes, as well as trends, in those countries that have discarded old regimes and have embarked on the path of democratic development, totalitarian propaganda methods are seen as a ballast, yet they are present and affect the information landscape. They also promote destructive tendencies in the humanitarian sphere in general and interfere with the process of objective coverage of the past and present. This area requires in-depth and systematic research, which is currently in infancy.The article explores one of the facets of the problem.In the process of describing the complex of propaganda appeals, the author relies on the methods of analysis, synthesis, end-to-end sampling, and differentiation based on pragmatic features. As a result, more than 150 slogans and appeals of the communist era were selected, which are among the universal and most used and distributed in terms of the headings, and their main suggestive functions were analysed. At this stage of the study, key theses were formulated that highlight the artificiality and inconsistency of the programme statements of the era of stagnation, as well as their destructive function in relation to the socio-mental and communicative axiological picture of the world.
