Opis:
One of the key challenges of present agriculture and rural areas is the pursuit of sustainable development. Encompassing enormous resources of a natural nature, rural areas should develop in accordance with the principles of sustainable development so that both current and future generations can benefit of them. Implementing the concept of sustainable development in rural areas is conditional on many factors and requires corrective activities, which is connected with the intervention of the state. The paper analyzes programs and instruments to support agricultural development and rural development in line with the concept of sustainable development at national and local level. Particular attention has been paid to “the Strategy of Lower Silesia Voivodship” and “Strategy for sustainable development of rural, agricultural and fisheries for 2012-2020”.

The long-term strategic objectives of EU Rural Development Policy in the next (2014-2020) programming period are as follows: competitiveness of agriculture, sustainable management of natural resources and balanced territorial development. In this strategy, agriculture remains to be a key element solution for rural problems. In cooperation with four villages of Nograd County in Hungary, a survey, carried out in the summer of 2012, questioning the local population about their economic and social conditions, the situation of local communities and development ideas, with special focus on the role and potential of agriculture, was conducted. Having analysed the role of agriculture in employment, based on literature and research conducted, it is worth highlighting its significance in solving rural problems and ought to be considered when constructing new rural policy, especially in the following topics: the social functions of traditional agriculture based on local resources, the strengthening of viable farms, the increasing importance of diversification and labor- -intensive products with high added-value.
Długoterminowe cele strategiczne UE dotyczące Polityki Rozwoju Terenów Wiejskich na najbliższy planowany okres (2014-2020) to przede wszystkim: konkurencyjność rolnictwa, zrównoważone zarządzanie bogactwami naturalnym i zrównoważony rozwój terytorialny. Dla tej obranej strategii sektor rolny pozostaje elementem kluczowym, jako rozwiązanie problemów, z którymi borykają się tereny wiejskie. W 2012 r. przeprowadzono ankietę wśród mieszkańców czterech wsi węgierskiego regionu Nógrád. Lokalną ludność zapytano o ocenę swojego statusu ekonomicznego i społecznego, a także o pomysły na dalszy rozwój społeczności, uwzględniając rolę i potencjał rolnictwa. Należy podkreślić kluczową rolę jaką spełnia rolnictwo w rozwiązywaniu problemu zatrudnienia na terenach wiejskich. Podkreślono także funkcje polityki rozwoju tych obszarów, tj. społeczną tradycyjnego rolnictwa opartą na zasobach lokalnych, wspieranie opłacalnych gospodarstw rolnych, rosnące znaczenie dywersyfikacji oraz pracochłonnych produktów o wysokim podatku VAT

Authors define and explain the meaning of two concepts, namely human and social capital and their influence on the socio-economic progress in agriculture and rural areas. The presented studies and analyses point to the link between the growing role of these two factors and the general socio-economic progress. A major part of the paper is devoted to analysing the past and current state of human and social capital in Poland, focusing on their deficiencies and the need to improve their quality. In conclusion the authors note that the significant inflow of financial means after the the Polish accession to the EU as well as structural and administrative changes will not bring in full the possible benefits in the future unless there is an improvement in quality and an increase of creative participation of the human and social capital. The health aspect is also explored in the paper as a crucial element influencing human capital in the Polish rural areas.

In Polish law there is no legal definition of the rural area, but is it a mistake of Polish legislator who did not introduce this term? However, legislature of the European Union also did not define this term but there is a lot of legal acts which use this concept without defining this content. The concept of rural area is determined by economic, social, demographic, and cultural development. It is obvious that the rural area in recent years is still evolving. The concept of mono-functional development of the rural area has been transformed into the concept of multifunctional development. Multi-functional development of rural areas on the one hand, the development of non-agricultural activities and restructuring of agriculture on the other. The concept of the rural area in the old and new agricultural policy is determined by three factors: social structure, spatial structure and production structure. The new agricultural policy is also a question of financing widely understood agriculture from the Rural Development Programmes. Through these programs, the definition of the rural area is modified, depending on the specific actions for which European Union funding is granted. No single definition of the rural area in the Polish legal system should be viewed as negative for the Polish legislator. The search criteria for separating the rural area should be based on flexible and diversified grounds, among others, location of the rural area in the country, development of rural space, depending on the environment and whether related to the quality of the local community.
W polskim ustawodawstwie nie ma legalnej definicji obszaru wiejskiego, ale czy to oznacza, że polski ustawodawca popełnił błąd, nie wprowadzając takiego pojęcia? Otóż unijny ustawodawca również go nie zdefiniował, a jednak istnieje wiele aktów prawnych, które się nim posługują, jednocześnie nie definiując jego treści. Pojęcie obszaru wiejskiego determinowane jest przez rozwój czynników ekonomicznych, społecznych, demograficznych czy kulturalnych. Oczywiste jest, że obszar wiejski wciąż ewoluuje. Koncepcja monofunkcyjnego rozwoju obszaru wiejskiego została przekształcona w koncepcję wielofunkcyjnego rozwoju. Wielofunkcyjny rozwój terenów wiejskich to z jednej strony rozwój pozarolniczej działalności gospodarczej, a z drugiej restrukturyzacja rolnictwa. Pojęcie obszaru wiejskiego w starej i nowej polityce rolnej determinują trzy czynniki: struktura społeczna, struktura przestrzenna oraz struktura produkcyjna. Nowa polityka rolna to także kwestia dofinansowania szeroko rozumianego rolnictwa ze środków Programów Rozwoju Obszarów Wiejskich. W ich ramach definicja obszaru wiejskiego ulega modyfikacjom w zależności od konkretnego działania, na rzecz którego przyznawane jest unijne dofinansowanie. Braku jednej definicji obszaru wiejskiego w polskim systemie prawnym nie należy rozpatrywać w kategoriach negatywnych dla polskiego ustawodawcy. Poszukiwanie kryteriów wyodrębnienia obszaru wiejskiego powinno być oparte na elastycznych i zróżnicowanych przesłankach, m.in. na umiejscowieniu obszaru wiejskiego w kraju, zagospodarowaniu przestrzeni wiejskiej, zależnościach środowiskowych czy zależnościach związanych z jakością lokalnej społeczności.

Subject and purpose of work: The aim of the article is to assess the phenomena of sigma convergence of labour productivity in agriculture and other sectors of rural economy in Polish regions during 2003 – 2014 in the context of the amount of European funds designated for agriculture and rural areas. European supprt was compared to the Gross Added Value of agriculture, forestry, hunting and fishery. Materials and methods: The subject literature and statistical data received from the Agricultural Modernization Agency and the Local Data Bank of the Central Statistical Office were used. The empirical data regarding the level of agriculture in regions as well as the data on the resources utilised from the European Union were examined in order to assess the correlation between them and the phenomenon of regional sigma-convergence. Results: The study confirms the sigma convergence of the Gross Value Added per units of funding obtained from the European Union Budget and different level of sigma convergence of GVA / PE in regions. Conclusions: Sigma convergence assessment of the Gross Value Added per person employed in regions shows that in the analyzed period three phases could be distinguished: convergence (2003 – 2008), divergence (2008 – 2010) and stagnation (2010 – 2014).
Przedmiot i cel pracy: Celem pracy jest ocena zjawiska konwergencji sigma produktywności pracy rolnictwa i innych sektorów gospodarki wiejskiej w regionach wojewódzkich w Polsce w latach 2003-2014 w powiązaniu z wykorzystaniem funduszy europejskich przeznaczonych na rozwój rolnictwa i obszarów wiejskich. Rozmiary wsparcia z funduszy europejskich porównano z rozmiarem wartości dodanej brutto rolnictwa, leśnictwa, łowiectwa i rybactwa. Materiał i metody: W analizie wykorzystano literaturę problemu oraz dane Agencji Restrukturyzacji i Modernizacji Rolnictwa oraz Banku Danych Lokalnych GUS. Dane empiryczne o poziomie rozwoju rolnictwa w regionach i dane o wykorzystanych środkach z funduszy europejskich użyto do oceny korelacji między nimi oraz zjawiska konwergencji sigma w układzie regionalnym. Wyniki: Przeprowadzona analiza potwierdziła wystąpienie zjawiska korelacji między wartością dodaną brutto na osobę zatrudnioną a wielkością funduszy otrzymanych w regionach z budżetu Unii Europejskiej i zróżnicowany poziom konwergencji sigma w regionie. Wnioski: Analiza konwergencji sigma regionów w latach 2003 – 2014 między badanymi wielkościami wykazała trzy fazy: konwergencję (2003 – 2008), dywergencję (2008 – 2010) i stagnację (2010 – 2014).

The primary function of rural areas is their use in agricultural production. Currently, according to the balanced development of rural areas, one needs to tend to make those areas more attractive, create new jobs, create new sources of income for the rural population and to improve rural spatial planning. The agricultural production is extremely important in the areas of outstanding natural beauty. The management on protected areas can contribute to the protection of valuable qualities from excessive investment process. It must be conducted in accordance with legal requirements for environmental protection. The purpose of the research was to analyze the changes in agriculture in the context of rural area development. The communities within the Barycz Valley Landscape Park boundaries were selected for analysis. The study was based on the statistical data, including the data from the agricultural censuses of 1996, 2002, 2010, data concerning planning works and planning documents to lay down the development directions of the analyzed communities.

The main aim of the article is drawing attention to new assignments in spatial planning of rural areas in Poland, in connection with commonly observed intensive structural and landscape changes in his area. The described development and transformation problems of rural settlement units in Poland were detailed by examples from six communes of Podkarpacie, Opole and Wielkopolska voivodeship. The author drew attention to urbanization and multi-functional development of rural areas, implying structural and spatial changes of those areas. The changes appearing in the areas of rural settlement units bring a variety of social, economical and spatial problems. The most vital of spatial problems of rural areas in Poland is the scattering buildings which, if not stopped, can in future increase the barriers of civilizational development of villages. The factor which vitally changes spatial, landscape structure and environment of various investments (i.e. national roads, industrial objects, breeding farms and others). The instruments of spatial planning, which were described in brief, are important (despite their many imperfections) in shaping the environment and managing communes and present a balanced way of development of rural settlement units.

The concentration analysis of the agricultural and rural development subsidies in the Southern Great Plain Region were carried out in two periods, in the budget periods of 2004-2006 and 2007-2013, respectively. There is a difference experienced in the concentration between 2004 and 2006; however, the concentration is more balanced with respect to each year. In the regional values the fact may be realized that the share of farmers from the subsidy is balanced. In the period between 2007 and 2013 even the minimal difference in the concentration disappeared relating to the examined years. The value of the concentration index, that is the share of the three performers getting the highest subsidies of the total, proves the run of Lorenz curves, as the indicator has been reflecting an average value around 10% in the region since 2006 in each year. By evaluating the data relating to the subsidies in the Southern Great Plain Region, the fact may be concluded that the concentration became equalized in the examined area.
Celem artykułu jest ocena koncentracji subsydiów Unii Europejskiej dla rolnictwa i obszarów wiejskich na Węgrzech. Badanie przeprowadzono w ujęciu regionalnym w regionie Południowa Wielka Nizina. Wykorzystano dane dla okresów 2004-2006 i 2007-2013. W latach 2004-2006 zaobserwowano różnicę w koncentracji w poszczególnych latach, a w drugim analizowanym okresie koncentracja była bardziej zrównoważona.

Agritourism is a chance in view of attractive for municipal population, healthy and relatively cheap rest. First of all it constitutes an additional earnings source for agricultural farms as well as development of infrastructure of country region. The development of agritourism is one of the ways to improve countryside areas. It helps local communities to get additional income. The most important aim is also to create new work places and diminish unemployment. It is also a chance for small farms to develop and keep production. The aim of this article is to evaluate the development of the agritourism and its influence on the transformation in agriculture and rural areas in the Bytów district.
Celem niniejszego artykułu jest ocena rozwoju agroturystyki powiatu bytowskiego i jej wpływu na przeobrażenia w rolnictwie i na wsi. Powiat bytowski, ze względu na walory przyrodnicze, krajobrazowe i wypoczynkowe, ma doskonałe warunki, sprzyjające świadczeniu usług turystycznych przez rolników. Agroturystyka przynosi istotne korzyści zarowno dla regionu, wsi, rolnikow, jak i turystow. Przy złej kondycji ekonomicznej wielu gospodarstw rolnych i słabym rozwojem społeczno- ekonomicznym wsi, agroturystyka może stać się czynnikiem usprawniającym warunki życia na wsi. Biorąc pod uwagę problemy wsi i rolnictwa, rozwój tej formy turystyki na prezentowanym terenie może przysporzyć dodatkowych źródeł dochodu dla miejscowej ludności, a także przyczynić się do złagodzenia problemu bezrobocia na obszarach wiejskich. Ponadto stanowi szansę rozwoju, zwłaszcza dla gospodarstw mniejszych obszarowo, o niewielkim udziale produkcji towarowej. Agroturystyka stanowi tę formę aktywności gospodarczej, która pozwala zagospodarować istniejące nadwyżki siły roboczej oraz stwarza możliwość zbytu produktów rolnych bezpośrednio w gospodarstwie rolnym. Rozwój agroturystyki jest jednym z priorytetów planistycznych większości gmin powiatu bytowskiego. Prezentowana forma przedsiębiorczości jest szansą rozwojową gmin, zwłaszcza rolniczych, położonych z dala od miast, o niezdegradowanym środowisku naturalnym i wysokich walorach krajobrazowych i rekreacyjnych.

When compared to other states of the EU, Poland is a country in which rural areas play special role. 38.1 % of the population live in the country and rural areas cover 93.4 % of the country's territory. People employed in agriculture make more than 20% of the whole workforce, so a few times more when compared to the EU. Simultaneously, farms are significantly smaller than in the old membership countries. A historical feature of the Common Agricultural Policy (CAP) of the EU has been presented in this work. The scope of the CAP reforms, as well as their influence on formation of the agricultural policy in Poland have been discussed. Both sources and the level of subsidy costs to agriculture have been presented. Aid programmes for farms have been analysed, both the already executed and those which undergo implementation. The considerations were based on analysis of the most recent documents and articles related to the above-mentioned issues.
