The article considers the problem of an efficient system of agricultural logistics formation that is currently in Ukraine in the process of development. Demand for logistics integration in modern conditions becomes a necessity while further agricultural sector development without implementation of logistic functions becomes ineffective. In the logistics system formation in the agricultural sector purely market institutions for the coordination of relationships are of crucial significance. Government policies can act as a catalyst for the creation of logistic chains. Macrolevel requires state regulation mechanisms for the sustainable use of limited resources and socio-economic development of territories. The negative factors of logistics development in Ukraine are the lack of licensing, available IT-solutions, outdated stocks, poor training of specialists. Thus, in today’s agricultural environment, logistics is a new concept that is undergoing significant changes in short period of time.
Artykuł jest poświęcony problemowi tworzenia efektywnego i konkurencyjnego systemu logistyki w rolnictwie na Ukrainie, która obecnie znajduje się tam w procesie rozwoju. Popyt na logistykę w nowoczesnych warunkach jest koniecznością ze względu na fakt, że dalszy rozwój sektora rolnego robi się nieskuteczny bez realizacji funkcji logistycznych. Polityka rządu może występować jako katalizator dla tworzenia łańcuszków logicznych. Makropoziom wymaga mechanizmów państwowego regulowania zrównoważonego wykorzystania ograniczonych zasobów naturalnych i społeczno-ekonomicznego rozwoju obszarów. Negatywnymi czynnikami rozwoju logistyki na Ukrainie jest brak licencjonowania, przestarzałe wyposażenie, brak dostępnych rozwiązań IT, słabe szkolenie specjalistów w dziedzinie logistyki. W związku z powyższym w nowoczesnym środowisku rolniczym logistyka jest nową koncepcją, która ulega znacznym zmianom w krótkich okresach czasu. Proces zarządzania systemami logicznymi jest złożonym i zależy od zachowania pozycji rynkowej i przewagi konkurencyjnej.

The paper examines the impact of development of agricultural sector on performance of the cooperative banks in Poland in years 1997-2004. The levels of the agricultural development and the economic/financial situation of the banks were assessed by using country-level and regional-level aggregate indicators based on the factor analysis. The research results show that the type of region (i.e. voivodeship and macro-region) has a statistically significant impact both on the aggregate indicator of agricultural development and the aggregate indicator of banks’ performance. As for the relationship between the agricultural development level and the economic/financial situation of banks, statistically significant correlations were found only for four out of sixteen voivodeships.

The article concerns the importance of European funds in financing the farms in Poland. In recent years, as a result of systemic transformation and Poland's accession to the structures of the European Union, the agricultural sector in Poland has changed a lot. In order to remain competitive, the farms must constantly modernize the machinery park. The EU’s assistance funds are currently one of the basic sources of financing a purchase of the new machines. In the European Union the agricultural sector is treated as a priority. Every year, a half of the EU’s budget is dedicated to finance the agriculture sector. The purpose of this article is to assess the useage of European Union’s aid resources in financing the farms in Poland.
Artykuł dotyczy znaczenia funduszy europejskich w finansowaniu gospodarstw rolnych w Polsce. W ciągu ostatnich lat, w wyniku transformacji systemowej oraz akcesji Polski w struktury Unii Europejskiej sektor rolniczy w Polsce bardzo się zmienił. Aby zachować konkurencyjność, gospodarstwa muszą nieustannie dokonywać modernizacji parku maszynowego. Środki pomocowe Unii Europejskiej są obecnie jednym z podstawowych źródeł finansowania zakupu nowych maszyn. Sektor rolniczy w Unii Europejskiej traktowany jest priorytetowo. Każdego roku połowa budżetu Unii Europejskiej przeznaczana jest na finansowanie rolnictwa. Celem artykułu jest ocena wykorzystania środków pomocowych Unii Europejskiej w finansowaniu gospodarstw rolnych w Polsce.

The concentration analysis of the agricultural and rural development subsidies in the Southern Great Plain Region were carried out in two periods, in the budget periods of 2004-2006 and 2007-2013, respectively. There is a difference experienced in the concentration between 2004 and 2006; however, the concentration is more balanced with respect to each year. In the regional values the fact may be realized that the share of farmers from the subsidy is balanced. In the period between 2007 and 2013 even the minimal difference in the concentration disappeared relating to the examined years. The value of the concentration index, that is the share of the three performers getting the highest subsidies of the total, proves the run of Lorenz curves, as the indicator has been reflecting an average value around 10% in the region since 2006 in each year. By evaluating the data relating to the subsidies in the Southern Great Plain Region, the fact may be concluded that the concentration became equalized in the examined area.
Celem artykułu jest ocena koncentracji subsydiów Unii Europejskiej dla rolnictwa i obszarów wiejskich na Węgrzech. Badanie przeprowadzono w ujęciu regionalnym w regionie Południowa Wielka Nizina. Wykorzystano dane dla okresów 2004-2006 i 2007-2013. W latach 2004-2006 zaobserwowano różnicę w koncentracji w poszczególnych latach, a w drugim analizowanym okresie koncentracja była bardziej zrównoważona.

This paper addresses the question of distribution of support from the EU budget and the national budget to agricultural holders in Mazovia region in comparison with Poland as a whole. In the first main section, the characteristics of the agricultural sector in the region, using main sectoral indicators, is presented. The second section illustrates the agricultural and rural support under the Rural Development Program and the Sectoral Operational Program “Restructuring and modernization of agriculture and rural development” provided to Mazovian beneficiaries with reference to this support at whole country level. Empirical analyses are based on Eurostat statistics as well as on data obtained from the Agency for Restructuring and Modernization of Agriculture and the Ministry of Agriculture and Rural Development. Results of the study show that the Mazovian province, which is a region that can be placed in front of agricultural development, was awarded over the period 2004-2007 a relatively high level of support and ranked first or second among all 16 provinces according to selected measures.

The main aim of the article is to characterize development of organic farming in Poland in 2004–2014. The research refers to aspects such as the number and structure of organic producers, the structure of ecological land and organization, and the productivity and profi tability of organic farms in comparison to conventional farms. The research shows that since the accession of Poland into the EU, the domestic organic farming sector has developed dynamically. The number of organic producers increased sevenfold in 2004–2014 and the observed changes were caused by an increase in both the number of ecological farms and organic food processing enterprises. Organic and conventional farms clearly differ in terms of organization, productivity and profi tability. Conventional farms experienced higher rates of productivity, land profi tability, and work profitability. Furthermore, the financial situation of organic farms was vastly determined by state subsidies, which constituted almost 80% of income accrued from agricultural production.
Głównym celem pracy była charakterystyka rozwoju rolnictwa ekologicznego w Polsce w latach 2004–2014. Analizowano liczbę i strukturę producentów ekologicznych, strukturę gruntów użytkowanych metodami ekologicznymi oraz organizację, produktywność i dochodowość gospodarstw ekologicznych na tle konwencjonalnych. Badania wykazały, że w okresie funkcjonowania w ramach UE rolnictwo ekologiczne w Polsce dynamicznie się rozwijało. W latach 2004–2014 liczba producentów ekologicznych wzrosła ogółem prawie 7-krotnie, a zmiany te wynikały zarówno ze wzrostu liczby gospodarstw ekologicznych, jak i przedsiębiorstw przetwórstwa ekologicznego. Gospodarstwa ekologiczne i konwencjonalne znacznie różnią się pod względem organizacji, produktywności oraz dochodowości. Gospodarstwa konwencjonalne uzyskiwały znacząco wyższy poziom produktywności oraz dochodowości ziemi i pracy. Ponadto sytuacja ekonomiczna gospodarstw ekologicznych była istotnie determinowana przez subwencje, które stanowiły blisko 80% wartości dochodu uzyskiwanego z produkcji rolniczej.

Due to the considerable fragmentation of farms in order to improve competitiveness of the Polish agricultural sector it is crucial to enhance cooperation of farmers within producer groups. The paper analyses changes in farm integration processes in view of the implementation of the agricultural policy. It presents growth dynamics for the number of agricultural producer groups and their spatial distribution in Poland. The aim of this study was to determine the impact of the introduced financial support mechanisms on association of farmers in producer groups.
Z powodu dużego rozdrobnienia gospodarstw rolnych dla poprawy konkurencyjności polskiego sektora rolnego bardzo istotna jest umiejętność kooperacji oraz współpracy rolników w ramach grup producenckich. W artykule przeprowadzono ocenę procesów integracyjnych gospodarstw rolnych, które zachodziły w warunkach wdrażania działań polityki rolnej. Przedstawiono dynamikę wzrostu liczby grup producentów rolnych oraz ich przestrzenne rozmieszczenie w Polsce. Celem badań było określenie wpływu wprowadzenia mechanizmów wsparcia fi nansowego na zrzeszanie się rolników w grupy producenckie.

The primary function of rural areas is their use in agricultural production. Currently, according to the balanced development of rural areas, one needs to tend to make those areas more attractive, create new jobs, create new sources of income for the rural population and to improve rural spatial planning. The agricultural production is extremely important in the areas of outstanding natural beauty. The management on protected areas can contribute to the protection of valuable qualities from excessive investment process. It must be conducted in accordance with legal requirements for environmental protection. The purpose of the research was to analyze the changes in agriculture in the context of rural area development. The communities within the Barycz Valley Landscape Park boundaries were selected for analysis. The study was based on the statistical data, including the data from the agricultural censuses of 1996, 2002, 2010, data concerning planning works and planning documents to lay down the development directions of the analyzed communities.

Dynamics of changes in the Polish agriculture was undoubtedly affected the most by Poland's accession to the European Union. During the first years of the membership the EU agricultural policy based mainly on supporting economic development of agricultural farms in the new member states. After the introduction of Rural Development Policy (RDP) for the years 2007-2013, greater emphasis was put on the natural environment protection, rural development but also on the measures for farm support. The amount of money allocated to this objective in-creased but simultaneously the regulations concerning the requirements a farmer must fulfil to get the payment were tightened.Yearly changeability of cropping structure and acreage causes numerous troubles for farmers who apply for direct payments but also to farms implementing modernization projects because they have to makes yearly reporting concerning cropping structure for ARMA. At present, in order to obtain regional, national or EU subventions agricultural holding should submit annual reports of its agricultural activity. The paper suggests the use of GIS techniques to conduct spatial registration of agricultural parcels included in the crop rotation of the farm production. The created database will facilitate an analysis of agricultural farm production providing the information necessary for reporting required for direct payments. The farm where the investigations were conducted is situated in the Łódzkie voivodeship. Apart from agrifood industry, agriculture is the main specialization of this region.

The analysis of logistics costs in agricultural enterprises in process aspect was carried out in the paper. The aim of the research was to identify those process activities, in which the optimization of logistics costs can influence the realization of strategic aims of sustainable development. As a result of the research, some indexes of logistics costs for agricultural enterprises were estimated. Also, the differences among the costs, depending on the area shape and used technologies, were shown in the paper.
W pracy dokonano analizy kosztów logistyki w przedsiębiorstwach rolniczych w ujęciu procesualnym. Celem badań było zidentyfikowanie tych działań procesowych, w których optymalizowanie kosztów logistyki może wpłynąć na realizację strategicznych celów zrównoważonego rozwoju. W wyniku przeprowadzonych badań ustalono wiele wskaźników kosztów logistyki dla przedsiębiorstw rolniczych, a także wykazano zróżnicowanie w tychże kosztach w zależności od rozłogu i stosowanych technologii.

Zaprezentowano krótką historię działalności naukowej i wdrożeniowej Instytutu oraz jego osiągnięcia w rozwoju krajowej inżynierii rolniczej.
In 2008 the Institute for Building, Mechanization and Electrification of Agriculture (IBMER) in Warsaw celebrated the jubilee of its 60 years' activity. On the national scientific conference organized for such a round anniversary, two lectures were delivered giving historical outline of the Institute and its contribution to the development of agricultural engineering as well as to industrial and agricultural practice. This paper presents a brief history of scientific achievements and implementation activities of the Institute as well as its contribution to development of agricultural engineering in Poland.

Opis:
The paper reviews the concept of sustainable development, indicating its various dimensions. Natural environment in developed countries became almost entirely anthropogenic. Under such conditions, the way of using natural resources has to change as well. It is forced by the new needs and priorities described above, i.e. a demand for an assurance concerning renewability of natural resources as well as pro-social and pro-environmental criteria of the resources allocation. The fundamental objective of the paper is an attempt at elaboration of the new land rent concept and fi nd the answer to the question: Does a land need capital stimulus to be productive in a sustainable development? Authors formulated the hypothesis: the reason for the land rent to occur are intrinsic land utilities which in the commodity money economy cause the expected productivity of capital factor in agriculture to be higher than in its market environment. Therefore, the value of land rent is determined by a positive difference between the expected productivity of capital in agriculture and in its market environment.
W artykule przedstawiono koncepcję zrównoważonego rozwoju, wskazując jego różne wymiary. Środowisko naturalne w krajach rozwiniętych stało się niemal całkowicie antropogeniczne. W takich warunkach sposób wykorzystania zasobów naturalnych powinien także się zmienić. Związane jest to z nowymi potrzebami i priorytetami opisanymi w artykule, czyli zapotrzebowaniem na zapewnienie dotyczące odnawialności zasobów naturalnych, jak również prospołecznymi i proekologicznymi kryteriami alokacji zasobów. Podstawowym celem artykułu była próba opracowania nowej koncepcji renty gruntowej oraz odpowiedź na pytanie, czy ziemia potrzebuje dodatkowych nakładów kapitału w formie bodźca, aby utrzymać produktywność pieniężną w warunkach zrównoważonego rozwoju. Autorzy sformułowali hipotezy: powodem występowania renty ziemi są samoistne użyteczności czynnika ziemi, które w gospodarce towarowo-pieniężnej powodują, że oczekiwana produktywność kapitału w rolnictwie jest większa niż w jego otoczeniu rynkowym. W związku z tym, wartość renty gruntowej jest zdeterminowana pozytywną różnicą między oczekiwaną produktywnością kapitału w rolnictwie i jego otoczeniu rynkowym.
