The article seeks to analyse the accessibility of hospital healthcare to inhabitants of Łódź voivodeship in 2015. The analysis comprises all the communes of the Łódź region as well as those of the neighbouring voivodeships from which the theoretical time of reaching hospitals in Łódź voivodeship does not exceed the maximum time assumed in the research. Accessibility was determined in reference to 51 hospitals, assuming that their ‘attractiveness’ was related to the number of permanent beds they offered. The research was conducted using the three-step floating catchment area method (3SFCA).

Easy access from platforms to trains is limited by the free space between the platform edge and coach floor, named the gap. The standard definition of the gap is described together with a description of all the difficulties affecting passengers, arising from different platform heights and different passenger vehicle floor placements over the rail head. The gap is a cause of accidents. The article describes techniques which are used to reduce the gap’s infl uence on passenger safety (metro, railway), which may relate to the infrastructure, technical solutions associated with vehicles or platforms, as well as organizational solutions related with appropriate information.

Bardzo ważnym aspektem współczesnych stron internetowych jest ich dostępność. Dzięki nowoczesnym, ciągle rozwijającym się technologiom możliwe jest tworzenie serwisów przyjaznych dla każdego użytkownika, niezależnie od jego stanu zdrowia. Dostępność stron WWW może być rozważana zarówno w aspektach ich funkcjonalności, jak i czytelności. Jedną z metod badania tego zagadnienia jest zastosowanie walidatorów, tzn. automatycznych testów sprawdzających poprawność składni dokumentów umieszczonych w internecie. Celem niniejszego artykułu jest porównanie wybranych narzędzi ze wskazaniem rekomendacji. W pierwszej kolejności wyjaśniono znaczenie dostępności stron WWW, następnie krótko scharakteryzowano wybrane walidatory i przedstawiono wyniki ich oceny. Artykuł kończą wnioski ze zrealizowanego badania.
A very important aspect of websites nowadays is their accessibility. Thanks to modern, constantly evolving technologies, it is possible to create friendly services for each user, regardless of his state of health. Web sites accessibility may be considered in aspects of their functionality and readability. One of methods for exploring this issue is the use of validators, i.e. automated tests to check the syntax of the documents posted on the Internet. The purpose of this article is to compare the selected tools. The structure of the article is as follows. Firstly, we explain the importance of the accessibility of the web sites. Then we briefly characterize selected validators and present the results of their evaluation. Article is completed with the summary containing the conclusions of the study.

This article presents results of research devoted to spatial diversification of accessibility to passenger rail transport in the Łódź province. The analysis was conducted on the basis of a full inventory of railway connections of carriers providing their services within the boundaries of the region. Calculations were made in reference to 158 train stations and train stops as well as the population of 4,965 settlement units. Two variants of reaching a train stop by passenger were distinguished: on foot and using individual car transport. Both solutions include a number of border variants in the form of maximum equidistances of access on foot and isochrones of travel by car. Research proceedings were based on two-step floating catchment area (modified for the purposes of research into effectiveness of public rail transport), which provides for train frequency and travel time to individual stops from the topological perspective.

Zagadnienie dostępności stron internetowych, jak również innych źródeł informacji, dla osób z niepełnosprawnościami jest niezwykle ważne z uwagi na znaczący procent społeczeństwa, który zagrożone jest wykluczeniem społecznym. Artykuł stara się odpowiedzieć na pytanie, jak postrzegana jest konieczność zastosowania wytycznych dostępności przez podmioty zobowiązane do ich stosowania. Przedstawiono wytyczne WCAG w wersji 2.0 oraz wersji 2.1. Dokonano analizy aktów prawnych, które zobowiązują podmioty do ich stosowania. Zbadano jak wytyczne i przepisy są interpretowane przez losowo wybrane jednostki sektora finansów publicznych, analizując ich strony internetowe przy pomocy walidatora występującego na liście prowadzonej przez organizację, która opracowała wytyczne WCAG. Wykonano również badania ankietowe wśród studentów kierunków informatycznych. Miały one na celu określenie stanu ich wiedzy i przygotowania do publikacji informacji zgodnych ze standardami dostępności. Przeprowadzono wywiady z praktykami tworzącymi, wdrażającymi i utrzymującymi portale internetowe instytucji publicznych. Na podstawie wyników zrealizowanych badań wskazano problemy związane z wdrożeniem wytycznych, jak również zaproponowano szereg działań pozwalających na ich rozwiązanie.
The accessibility of websites and other sources of information for people with disabilities is crucial nowadays due to a significant percentage of society being at risk of social exclusion. The article tries to answer how the entities obliged to apply the accessibility guidelines perceive their duties in this regard. WCAG guidelines in version 2.0 and version 2.1 are presented. The legal acts that oblige entities to use them are analyzed. The author also examines how the guidelines and regulations are interpreted by randomly selected units of the public finance sector by analyzing their websites with the help of a validator chosen from the list maintained by the organization that developed the WCAG guidelines. As part of the study, a questionnaire survey was also carried out among students of IT programs. It was aimed at determining the state of their knowledge and preparedness for publication of web content in accordance with the accessibility standards. Interviews were conducted as well with practitioners creating, implementing, and maintaining internet portals of public institutions. The research allowed for identifying problems related to implementing the guidelines and proposing some actions to solve them.

The aim of the article is to analyse the land transport accessibility of two trans-European corridors within the boundaries of Poland. The adjustment of the course of transport routes to the distribution of the population and the country's land development (including economic potential and logistic infrastructure) was outlined using measurements of cumulative accessibility. The results were presented in both cartographic form (isochrone approach) and tabular form (cumulative approach). Research was conducted adopting different forms of transport used for relocation (including foot traffic, car, rail and multimodal transport) and both the current and target layout of the transport network. This made it possible to determine the changes that will effectively run the process of investment in transport infrastructure on Polish territory. This allowed the identification of the areas of Poland which are particularly conveniently located in relation to domestic connections (in terms of the international network) and those for which the European transport network remains difficult to access.

Podstawą artykułu są dane zgromadzone podczas badań ankietowych oraz wywiadów pogłębionych przeprowadzonych w gminach, przez które przebiegają wybrane do analizy korytarze drogowe. Badania dotyczyły funkcjonowania i użytkowania wybranych odcinków dróg. Na tej podstawie oceniono społeczne postrzeganie dostępności do wybranych usług, dokonano analizy przemian częstotliwości użytkowania dróg oraz zmian w jakości życia i poziomie bezpieczeństwa. Społeczna percepcja dostępności do usług różni się w zależności od ich rodzaju (lokalne, ponadlokalne) i kategorii drogi.
This paper is based on data collected during a study (questionnaire survey and in-depth interviews) conducted in selected Polish gminas and focused on selected road corridors. On this basis, social perception of the accessibility of selected services is assessed as well as changes in frequency of road use, quality of life, and road safety. In the case of three road corridors (highways A1 and A4; express road S8), changes in accessibility have occurred as a result of road investments.

Transformation of the transport system in Slovakia after 1989 has influenced the pattern of public transport. This article focuses on the analysis of public transport accessibility in district centres in Slovakia. The results show a decrease of connectivity in the network of direct bus and train connections and also a decrease in the number of direct connections between district centres in Slovakia in the period from 2003 to 2017. The main factors that have caused these changes include growing motorisation and individual automobile transport, zero-fare trains for selected categories of inhabitants since 2014, the construction of the motorway network, and the liberalisation of the public transport market.

A scholarly assumption that relates to the non-stand-alone character of the category of accessibility, which is a certain normative abstract, was given the form of a research hypothesis. Confirmation or falsification of it will allow us to look at accessibility against the constitutionally determined human rights-related triad of values: human dignity, equality before the law and non-discrimination. This triad, in turn, will be given the status of an axiological ratio of introducing the category of accessibility, both to the multi-centric law system and to the on-going legal discourse on persons with special needs, including those with disabilities. Social determinants of accessibility in genere determine its legal essence. Therefore, striving to equip accessibility with the value of efficiency, would it be justified to place it within a normative framework of the right to accessibility if we were to find de lege lata reasons for it?
Naukowemu przypuszczeniu dotyczącemu niesamoistnego charakteru kategorii dostępności, będącej pewnym normatywnym abstraktem, nadano formę hipotezy badawczej. Jej konfirmacja bądź falsyfikacja umożliwi odniesienie dostępności do konstytucyjnie wyznaczonej prawno-człowieczej triady wartości – godności człowieka, równości wobec prawa i zakazu dyskryminacji. Triadzie tej nadany zaś zostanie status aksjologicznego ratio wprowadzenia kategorii dostępności, zarówno do multicentrycznego systemu prawa, jak i do toczącego się dyskursu prawnego, dotyczącego osób ze szczególnymi potrzebami, w tym z niepełnosprawnościami. Społeczne uwarunkowania dostępności in genere determinują bowiem jej prawną istotę. Czy dążąc zatem do wyposażenia dostępności w walor efektywności zasadnym jest ujmowanie jej w normatywne ramy prawa do dostępności, jeśliby de lege lata znaleźć ku temu podstawy?

The accessibility of tourism space is becoming an increasingly significant issue in geographical research due to, amongst other things, demographic changes (an ageing population, growing numbers of people with disabilities) alongside guaranteeing a universal right of access to tourism. The nature of geographical research (physical, socio-economic) allows this issue to be viewed systemically. Drawing on the fields of geography and accessible tourism, this article presents the assumptions of a model which makes a systemic analysis of the factors conditioning the accessibility of tourism space possible. It also highlights the need for further research into the optimal level of detail in universal design principles which can be applied in tourism.

Spatial accessibility is an increasingly popular indicator of assessing the level of development of transport infrastructure, and its impact on the development of particular territorial units. Among the most often used indexes of accessibility that can be applied to analyses prepared for the purposes of sea ports and coastal areas, are the following: - time accessibility (presenting in a cartographic review how much time it takes to get to particular points), and accumulated accessibility; - potential accessibility (presenting units positions on the background of general transportation network of a given mode). The aim of this study was to assess the potential road accessibility in the years 2015 and 2030, as well as the changes resulting from the investments planned for this period of time. In the study of accessibility to the network of the existing sea ports, there were taken into account: Elbląg, Gdańsk, Gdynia, Ustka, Darłowo, Kołobrzeg, Świnoujście, Police and Szczecin. Analyses of these ports’ time accessibility have been also performed. It has been established that none of the Polish ports can boast of sufficient road connections with important national centres, which are their vital economic hinterland. The situation in Tricity (Gdansk, Sopot, Gdynia) is most favourable, and its further improvement depends on completion of the S5 and S7 express roads, and on the implementation of investments within the agglomeration. Extending the Szczecin Lagoon ports’ hinterland is going to be more problematic though it will also take place after the S3 road is completed. The small ports on the central coast are accessible by the system of roads only to a very limited degree and are not likely to improve their situation in the years to come. Implementation of the S6 express road will alter this state only partially (because of it running latitudinally). An integrated, spatially big market can be found only in the Tricity region. No integration of this kind can be found in the Szczecin-Świnoujście complex, not to mention the central part of the coast. The planned investments are to increase the range of the Tricity metropolis’s employment market (e.g. by Elbląg), and will allow an integration of the market within the area of the Szczecin Lagoon.
Dostępność przestrzenna jest coraz częściej stosowaną miarą pozwalającą na ocenę poziomu rozbudowy infrastruktury transportowej oraz jej wpływu na rozwój określonych jednostek terytorialnych. Do najczęściej stosowanych miar dostępności, które mogą mieć zastosowanie w przypadku analiz na potrzeby portów morskich oraz obszarów nadmorskich, należą: - dostępność czasowa (pokazująca w ujęciu kartograficznym czasy dojazdu do określonych punktów) oraz skumulowana; - dostępność potencjałowa (pokazująca pozycje jednostek w ogólnej sieci transportowej danej gałęzi). Celem opracowania była ocena dostępności potencjałowej drogowej w roku 2015 i 2030 oraz zmian w wyniku inwestycji planowanych w tym okresie. W badaniach dostępności do sieci istniejących portów morskich uwzględniono: Elbląg, Gdańsk, Gdynia, Ustka, Darłowo, Kołobrzeg, Świnoujście, Police i Szczecin. Dla tych portów wykonano także analizy dostępności czasowej. Stwierdzono, że polskie porty maja nadal niewystarczający poziom powiązania drogowego z ważnymi ośrodkami krajowymi, stanowiącymi ich istotne zaplecze gospodarcze. Najlepsza sytuacja występuje w Trójmieście, a jej dalsza poprawa zależy od realizacji dróg ekspresowych S5 i S7 oraz od inwestycji wewnątrzaglomeracyjnych. Powiększenie zaplecza portów rejonu Zalewu Szczecińskiego jest trudniejsze, ale również powinno mieć miejsce w przypadku ukończenia budowy drogi ekspresowej S3. Małe porty wybrzeża środkowego są bardzo słabo dostępne w systemie drogowym i nie poprawią tej sytuacji w najbliższych latach. Budowa drogi ekspresowej S6 tylko częściowo zmieni ten stan rzeczy (z uwagi na równoleżnikowy przebieg). Zintegrowany przestrzennie duży rynek istnieje tylko w rejonie Trójmiasta. Brak jest takiej integracji w zespole Szczecin-Świnoujście oraz tym bardziej, na wybrzeżu środkowym. Planowane inwestycje zwiększą zasięg rynku pracy metropolii Trójmiasta (m.in. o Elbląg) oraz pozwolą na integrację rynku w rejonie Zalewu Szczecińskiego.

Wskaźniki dostępności transportowej mogą odzwierciedlać zmiany w infrastrukturze transportu o charakterze zarówno intraregionalnym, jak i interregionalnym. Modele tzw. nowej geografii ekonomicznej pokazują, że wzrost dostępności transportowej może nie mieć żadnego pozytywnego wpływu na rozwój biednych regionów. Korzystają regiony bogate lub te położone w korytarzach transportowych. W krajach takich jak Polska infrastruktura transportu może być efektywna. Jednak główny wniosek z modelu SASI i projektu IASON jest taki, że trendy społeczno-ekonomiczne, takie jak starzenie się społeczeństw lub wzrost wydajności pracy, mają o wiele większy wpływ na kształtowanie się wskaźników kohezyjnych (PKB lub zatrudnienia) niż regionalna dostępność transportowa.
Accessibility indicators can be defined to reflect both within-region transport infrastructure and infrastructure outside the region which affect the region (interregional infrastructure). The new geography models show that increase of accessibility may have no positive impact on poor regions development. The only regions on which it may have an effect are those which are rich or those situated on transport corridors. In countries like Poland transport infrastructure might be effective. However the main result of SASI model and IASON project is that socio-economic trends such as ageing of the population and increases of labour productivity have much stronger impact on cohesion indicators (GDP or employment) than regional transport accessibility.

Opis:
The article presents the results of research related to possibilities of moral and intercultural education contained in social networks and accessibility in the area of communication. The aim of the study is to identify and describe the impact of influencers on adolescents in regard to accessibility to information and communication. A software solution was used in order to obtain samples for the analysis of multiple posts published by different individuals in various social networks. The results indicate that opportunities for an effective process of education concerning the aforementioned elements can be observed if the content published by influencers is compliant with certain factors. Some of those factors are as follows: the posts should describe personal examples to which people can relate or can perceive in order to comprehend the challenges connected to accessibility in a better way; the content should comprise explanations that clarify  situations and issues, providing information and raising awareness; the followers and the influencers should encourage discussions on these topics, ensuring that decisions should be made and solutions should be found on the matter of accessibility in the area of communication.
