    Opis:
    The article examines the issue of the condition of social services provided by social welfare institutions with the example of Wielkopolska Province. The first part of the study describes the status of services in the welfare system and their role in the provision of social support. Next, the article focuses on empirical data and refers to desk research from public sources. This data is used to present a socio-demographic portrait of the social categories that are currently reporting (and will be reporting in the coming years) the highest demand for services. Then, the article shows the supply of services in the context of available institutional resources and selected forms of assistance provided by social welfare institutions.

    The article is aimed at presenting the authorities’ activity when applying for the EU funds and the influence of gained aid on a local development. The Szamocin Commune is the subject of research. The authorities’ activity is the commune’s strength. Despite their mediocre financial situation, approximately 1/4 of their spending is on investments. The commune’s weaknesses include mainly poor quality of the roads in the commune and few sanitary sewage systems. In order to improve the level of a local development and the quality of the inhabitant’s life, investments in these areas have been realized thanks to gained EU funds for several years now. The commune could carry out more EU projects does not have its own sufficient resources required in case of financial engineering. It is one of the two barriers to absorb the EU funds, except for an inefficient system of funds allocation.
    Celem artykułu jest przedstawienie aktywności władz gminy w ubieganiu się o dofinansowanie unijne oraz wpływ pozyskanego wsparcia z UE na rozwój lokalny na przykładzie gminy Szamocin. W pierwszej części scharakteryzowano gminę w celu zidentyfikowania jej mocnych i słabych stron. Następnie ukazano poziom pozyskanych przez gminę unijnych środków i liczbę realizowanych projektów w różnym czasie; w okresie przedakcesyjnym, 2004-2006 oraz 2007-2013. Wyniki gminy Szamocin zestawiono ze średnią obliczoną dla województwa. W końcowej części opracowania przedstawiono opinie pracowników ds. pozyskiwania środków UE dotyczące barier skutecznej absorpcji. Porównano wyniki badań ankietowych wykonanych w dwóch różnych okresach. Na podstawie badań można stwierdzić, że gmina realizowała unijne projekty zgodnie ze swoimi potrzebami, niwelując słabe strony. Gmina Szamocin mogłaby realizować więcej projektów UE, jednak nie posiada wystarczających środków własnych wymaganych w montażu finansowym. Jest to jedna z dwóch, oprócz nieodpowiedniego systemu rozdziału środków, barier ograniczających absorpcję środków unijnych.

    Województwo wielkopolskie należy do regionów o najwyższym potencjale pielgrzymkowym w Polsce. Obszar ten wyróżnia się bowiem na mapie pielgrzymkowej Polski i Europy liczbą i różnorodnością ośrodków pielgrzymkowych. Obecnie (stan na 31 grudnia 2020 r.) w woj. wielkopolskim funkcjonuje ponad 80 sanktuariów (wszystkie przynależą do Kościoła rzymskokatolickiego): ponad 60 sanktuariów maryjnych, 11 sanktuariów Pańskich oraz 10 sanktuariów świętych i błogosławionych. W świętą przestrzeń (sacred space) woj. wielkopolskiego wpisują się także Pola Lednickie, odcinki Drogi św. Jakuba oraz lokalne szlaki pielgrzymkowe. Celem badań było wskazanie czynników, które decydują o rozwoju sieci sanktuariów i szlaków pielgrzymkowych w woj. wielkopolskim, a także mają wpływ na potencjał pielgrzymkowy regionu. Na podstawie badań terenowych, wywiadów z kustoszami sanktuariów oraz waloryzacji odcinków Camino de Santiago wskazano także na perspektywy rozwoju turystyki religijnej w Wielkopolsce.
    The Wielkopolska Province belongs to areas of the greatest pilgrimage potential in Poland. It is distinguished by the number and diversity of pilgrimage centres in the pilgrimage map of Poland and Europe. Currently, there are (as at 31 December 2020) more than 80 shrines (all Roman Catholic) in the Wielkopolska Province: over 60 Marian shrines, 11 shrines of the Lord, and 10 shrines of saints and blessed figures. In terms of the number of shrines, the Pola Lednickie and sections of the Way of St. James running from the Shrine of St. James to Santiago de Compostela also belong to the pilgrimage-related space of the Wielkopolska Province. The research was aimed at identifying elements which determine the pilgrimage potential of the Wielkopolska Province. Based on field research, interviews with custodians of shrines, and valuation of Camino de Santiago sections, the prospects of the development of religious tourism in Wielkopolska have also been defined.

    In the 1990s, and at the beginning of the 21st century, the farm structure in Wielkopolska Province improved in terms of area. At the same time, however, an increase in land fragmentation was noted. The main reason for the unfavourable trend in land pattern observed within the study area was farmland purchasing. Apart from increasing the farm area, land purchases added irregularity to the land pattern, which became increasingly scattered, as purchased land was often located at a considerable distance from the main farm. The scattering of the land pattern can be reduced through land consolidation. Initiatives of this type are supported by the EU funding instruments. A study of the “historical land consolidation” in Brudzewek village, the first EU-funded project of this kind in Wielkopolska, shows that the undertaking is an example of effective use of EU funds. Post-consolidation activities helped to improve the condition of existing infrastructure (roads, land drainage), and expand it. The process of land consolidation in Brudzewek proved to be difficult to carry out, and affected by a wide array of factors. It showed that the major obstacles in the implementation of similar initiatives were the human factor and the availability of funds. Similarly to other regions of Poland, Wielkopolska requires the launch of large-scale land consolidation projects. Unfortunately, the process entails high costs, and calls for comprehensive solutions for the spatial development of consolidated areas. To be successful, it requires changes to the agricultural policy and its regional diversification. Also needed are an increase in funding from the state and local governments, and rational use of available EU funding opportunities. Without them, the consolidation process is unlikely to take place on a larger scale.
    W Polsce systematycznej poprawie struktury obszarowej gospodarstw, towarzyszy coraz intensywniejsza fragmentacja gruntów. Skutecznym sposobem ograniczania szachownicy gruntów są scalenia. Tego typu prace były wspierane przez PROW 2007–2013 (Działanie 125. Poprawianie i rozwijanie infrastruktury związanej z rozwojem i dostosowaniem rolnictwa i leśnictwa). W artykule dokonano próby oceny wpływu środków unijnych na organizację przestrzenną gruntów we wsi Brudzewek, położonej w gminie Chocz (powiat pleszewski w województwie wielkopolskim). Analizie poddano również proces rozwoju szachownicy gruntów w województwie wielkopolskim.
