Opis:
W Polsce metoda oceny stanu ekologicznego jezior na podstawie makrofitów opracowana została na potrzeby rutynowego monitoringu wód w latach 2005–2006 na zlecenie ówczesnego Ministra Środowiska. Do procesu tego posłużyło 156 jezior. Zbiorniki zostały pogrupowane pod względem różnorodności roślinności oraz parametrów abiotycznych. Wśród nich wyodrębniono cztery grupy jezior makrofitowych: I – jeziora o wodach miękkich (lobeliowe), II – jeziora o wodach bogatych w wapń (ramienicowe głębokie), III – jeziora o wodach bogatych w wapń (ramienicowe płytkie), a także IV – jeziora łęczyńsko-włodawskie. Dla drugiego oraz trzeciego typu, odpowiednio jezior stratyfikowanych i niestratyfikowanych zaproponowano odrębną klasyfikację ocenianą za pomocą Makrofitowego Indeksu Stanu Ekologicznego. Podstawą jego opracowania była metoda makrofitoindykacji roślinności jezior rejonu Laski w Borach Tucholskich zaproponowana przez profesora Mariana Rejewskiego w latach 70. XX w, a udoskonalona w następnych latach przez profesor Hannę Ciecierską. Określała ona bioróżnorodność na poziomie zbiorowisk roślinnych fitolitoralu tworzonych przez makrofity. Metoda ESMI obejmuje zarówno badania roślinności przeprowadzone w terenie z etapem przygotowawczym oraz część polegającą na wyliczaniu samych wskaźników makrofitowych. Indeks przyjmuje wartości od 0, obrazującego zły stan ekologiczny, do 1 odzwierciedlającego stan bardzo dobry. W trakcie wyliczania końcowego indeksu ESMI uwzględnia się parametry takie jak: różnorodność fitocenotyczna, maksymalna różnorodność fitocenotyczna, indeks kolonizacyjny, powierzchnia fitolitoralu obliczona jako suma powierzchni wszystkich zespołów roślinnych oraz powierzchnia samego jeziora. Zarówno poszczególne wskaźniki wchodzące w skład ESMI uwzględniające skład taksonomiczny oraz obfitość makrofitów, jak i sam zespolony indeks, wyraźnie i w sposób kierunkowy reagują na antropopresję. Jako jej główny, ale nie jedyny przejaw przyjęto proces eutrofizacji, dlatego otrzymane wyniki klasyfikacji porównywano różnymi wskaźnikami trofii. Zatem, do oceny stanu ekologicznego jezior podlegających presjom innego typu niż przyśpieszona eutrofizacja, metoda ESMI nie powinna być wykorzystywana, ponieważ nie jest ona podatna na te presje. Podobny problem, jak zauważa profesor Hanna Ciecierska dotyczy jezior o niekorzystnym dla rozwoju makrofitów ukształtowaniu dna zbiornika. W związku z tym powinno potraktować się ocenę ESMI jako szacunkową z założeniem, iż może ona ulec zmianie, np. po zawarciu przeliczenia do wzoru ESMI poprawki na ukształtowanie misy jeziornej. 
Harmonisation of the laws of the Member States regarding the protection of the environment is one of the tasks of the European Union. Poland joined EU in 2004 and took on various commitments for the improvement of water status. In particular, the Water Framework Directive was a major breakthrough in the assessment of aquatic ecosystems. For the classification of stratified and non-stratified lakes Ecological State Macrophyte Index (ESMI) has been used. In Poland, the method for assessing the ecological status of lakes based on macrophytes has been developed for routine water monitoring shortly after joining the European Union. This index is one of the biological elements in the assessment of ecological status. It considers the whole plant communities in the reservoir. The key factor that ESMI reacts to is anthropopressure, which manifests itself as eutrophication. However, it is crucial that the lakes are also subject to different pressures. In this situation, the ESMI rating becomes only an indicative method. The article describes the role, process of evaluation and the most common problems related to ESMI.

The impact and occurrence of human-induced pollution sources have been investigated in one of the few remaining urban streams located in Attica, Greece. Baseline information is provided on the presence and concentration of physicochemical parameters, nutrients, total coliforms, hydrocarbons and phenols in 12 key points along the Pikrodafni stream. The aim was to evaluate the relative importance of key water quality variables and their sources. Indicator substances (i.e. concentrations of nitrate, ammonium, phosphate and total coliforms in certain stations indicating wastewater exposure; PAHs indicating petroleum sources) successfully related the water quality variables to pollution sources. Furthermore, a pollution pressure map has been developed with the activities identified from in-situ visits and Google Earth surveys, while the statistical analysis (CA and PCA) has contributed to the further exploration of the relative magnitude of pollution sources effects. Our results underline initially the importance of diffuse pollution management accompanied by the necessity for continuous environmental monitoring and the application of legal and environmental restoration actions if water quality is to be improved according to WFD 2000/60/EC.

The Hydrogeological Map of Poland, 1: 50,000 has been completed last year and it demands permanent updating in the future. The only source of the new hydrogeological data to this map can be provided by a groundwater monitoring system. The groundwater monitoring in Poland undergoes reconstruction according to Water Framework Directive (WFD) of the European Union. WFD is the general legal act oriented towards the sustainable utilization, protection and improvement of the state of water resources. Delineated groundwater bodies have to be monitored and the results are aimed for the action plans of the water management. Newly prepared directive “Groundwater vs. pollution” comprises more detailed procedures of monitoring, manners of sampling, elaboration of the results and presentation. It should be reflected also in the hydrogeological cartography.

The Water Framework Directive 2000/60/EC is considered a very modern strategy of water management in the EU. The purpose is to establish a framework for the protection of inland surface waters by preventing further deterioration and protecting the condition of aquatic ecosystems, as well as increasing the protection and improvement of the condition of the aquatic environment by limiting emissions and losses of priority substances. It was considered that changes in the water law in Poland during the process of implementing the guidelines of the Water Framework Directive may have contributed to widening and strengthening the monitoring system of lakes and changes in their quality, especially their ecological state. This article aims to determine the changes in legal regulations in the field of water quality/ecologically state of lakes in Poland as a result of the implementation of the WFD. The EC reports indicate that some requirements are too rigorous and complicated for Member States to implement. Water monitoring was significantly expanded and modernised which lead to improvement of lake water quality in Poland. The five-grade ecological status of lake waters and standardised biological indicators were introduced. It was highlighted that the improvement of the WFD implementation process allowed for more effective water management and the development of effective strategies for the protection of lakes in Poland and other EU countries.

The aim of the article was the analysis of the physicochemical quality of water within the hydropower plant on the Ślęza River in Wrocław (south-west Poland) in the context of the European Union's classification of water quality, as well as an assessment of the potential impact of hydropower plants on this quality. The study uses the results of monthly tests from three measurement points within the hydropower plant on the Ślęza River in the city of Wrocław (points upstream and downstream the hydropower plant and the reference point), from the period June 2018 to May 2020. The analyses covered 10 physicochemical parameters, i.e.: pH, electrical conductivity (EC), water temperature, turbidity, NH4-N, NO3-N, NO2- N, total phosphorus, dissolved oxygen and BOD5. The conducted analysis showed that the hydropower plant has no clear influence on the physicochemical quality of the water in the Ślęza River, other interactions present in the catchment area are more important. From the effects visible in the results, a decrease in the amplitudes of water temperature downstream the hydropower plant compared to the other points was noted, as well as a lower median of its value (statistically significant changes). An additional noticeable effect was the increase in water oxygenation below the damming, but it was not statistically significant. It has been shown that the physicochemical condition of water at the tested points does not meet the assumed standards for 8 out of 9 parameters (except for water temperature). The largest exceedances of the limit values concerned NO2-N (up to 923% of the norm), and the most consistent, almost constantly occurring – EC (23 out of 24 months). The reason for the high NO2-N content was most probably surface runoff from the fields and the re-suspension of sediments rich in nutrients, while in the case of EC, its high values result from the specificity of the catchment area.

The design of small water reservoirs in Slovakia and neighbouring countries has common origins in the middle of the last century. Most of them were an alternative source of water for irrigation of field crops. Nowadays, we have to face new problems, such as the problems with the design of hydrological data and real current discharges, the problems with original and new design of the flood wave for the solution of the safety overflow. All of Q100 flows recorded nowadays are much higher than those which had been designed and built. The safety overflows no longer answer the purpose of the contemporary flows. The problems with the Framework Directive are also important – small water reservoirs are not resolved in the Directive as the water bodies of stagnant water because they have an area of less than 0.5 km2. The same problem is also with the preservation of continuity of the flow and the fact that they should let the fish pass. Unfortunately, the state, administrators of small dams, operators and nature conservationists have different points of view on the above-mentioned problems. The article elaborates these problems and suggests possible solutions to the problems.

Saturation and dynamics of the change of water and sewage infrastructure in the subregion of Western Malopolska in the years 2003–2013 have been determined. Water supply and sewerage infrastructure, which characterizes a particular territorial unit, is one of the key elements of its economic development. The sustainability index of water and sewage management system of the specific area, for which the total lengths of both water supply system and sewerage system are similar as it can be clearly seen, looking at the urban units of the Krakow Metropolitan Area, is absolutely vital. The apparent disparity between the lengths of both the water supply system and sewage system in the urban-rural and rural communes with a particularly significant shortage of sewerage infrastructure was shown. This proves the unsustainability of water and sewage management system in the area. A significant improvement in the condition of infrastructure in the analysed decade should be noted. This is clearly linked with the main objective of the Water Framework Directive and the subsequent participation of the analyzed area of KMA in the EU funds and other aid programs which aim at achieving a good level of water by 2015.

Ocena antropogenicznych zmian warunków morfologicznych, reżimu hydrologicznego oraz ciągłości ekosystemu, podobnie jak właściwości fizyczno-chemicznych, ma znaczenie wspierające w zgodnej z Ramową Dyrektywą Wodną ocenie stanu ekologicznego wód powierzchniowych. Wśród wielu metod oceny stanu hydromorfologicznego rzek stosowanych w Polsce jedną z bardziej popularnych jest River Habitat Survey (RHS). System ten jest wykorzystywany w naszym kraju od 1997 roku przez wiele ośrodków naukowych. W 2007 roku przygotowana została pierwsza polska wersja podręcznika do badań terenowych RHS. Od tamtego czasu metoda bardzo upowszechniła się zarówno wśród naukowców, jak i praktyków. W artykule przedstawiono przegląd najważniejszych pozycji literatury polskiej i zagranicznej dotyczących stosowania metody RHS na obszarze Polski. Dokonano syntezy informacji na temat ewolucji metody w naszym kraju, podano naukowe, jak też praktyczne przykłady jej zastosowania, wady i zalety systemu, najczęściej popełniane błędy w literaturze tematu oraz przeanalizowano RHS na tle metod badań geomorfologicznych i hydrograficznych stosowanych w Polsce.
Assessment of anthropogenic changes in morphological conditions, hydrological regime and the continuity of the ecosystem, as well as in physicochemical properties, is important for the assessment of ecological conditions of surface waters consistent with the Water Framework Directive. The River Habitat Survey (RHS) is one of the many popular methods used in Poland for the assessment of hydromorphological conditions of rivers. This system has been used in Poland since 1997 by several scientific centres. In 2007, the first Polish version of the textbook on RHS fieldwork was prepared and courses related to the method were organised by the Department of Ecology and Environmental Protection, University of Life Sciences in Poznań. Since then, the method has been commonly used, both by scientists and by practitioners. By the end of 2013, 200 people were trained in the application of the RHS method. The method has been used to assess the hydromorphological status of rivers and as a complementary tool in the assessment of ecological conditions, under the Habitats Directive, with reference to habitat 3260, to assess the continuity of river ecological corridors and suitability of spawning grounds for sea trout and salmon, to assess the process and effects of renaturalization of rivers, and to assess the impact exerted by an investment on the environment (OOŚ). The research was conducted in different types of lowland, upland, and montane watercourses. Both natural watercourses and artificial channels were investigated, as well as morphologically transformed river sections. Some of the studies were conducted in protected areas (in national and landscape parks) characterized by a high degree of hydromorphological naturalness. The method proved to be useful in each of the above-mentioned types of watercourses, allowing reliable assessment, and also in the case of severely transformed rivers with an entirely artificial, concrete, trapezoidal channel and urban sections of watercourses. The paper presents a review of 100 Polish and foreign papers on the use of the RHS method in Poland. A synthesis of information on the evolution of the method in Poland was performed, scientific and practical examples of its application were presented together with advantages and disadvantages of the system, the most common mistakes made in the relevant literature, and RHS was analysed in relation to geomorphological and hydrographic research conducted in Poland. The advantages of the RHS method emphasized by many authors include its affordability, simplicity and comprehensiveness of the description of a watercourse together with a river valley at a distance of 50 m from a river bed. The major advantage consists in the assessment of hydromorphological conditions based on direct measurements performed in the field, which allows collection of current data on the real condition of river habitats.

Ten years ago, the audit was conducted entitled “Protection of the River Bug Catchment Area in the Years 2003-2006”. Apart from NIK, the audit was conducted by the Supreme Audit Institutions of Ukraine and Belarus. In 2015, the follow-up coordinated audit was carried out entitled “Protection of the River Bug Catchment Area against Pollution”. The audit was conducted on the initiative of the President of the Chamber of Accounts of Ukraine. The audit examined the implementation of the audit conclusions of 2006 aimed at achieving good quality of the waters of the River Bug catchment area, which means the compliance with the Water Framework Directive.

With the Water Framework Directive (WFD), the European Union has established a legal framework for the protection of all aquatic ecological systems, including groundwater. This directive may have advantages for the water regime in ecologically sensitive areas but may also bring some economic disadvantages for farmers. The economic implications of the WFD for irrigated agriculture with regard to various scenarios and the implementation of alternative water policy measures are analysed. The results show that demand for irrigation water, farmers’ reactions with regard to operational and strategic decisions and income effects strongly depend on the water policy measures implemented.

The implementation of the European Union Water Framework Directive required a number of tasks to be fulfilled: classifying the various water bodies into different types, defining reference conditions for each of the types and assessing their ecological quality status – this last is based on biological, hydromorphological and physicochemical quality elements of the ecosystem. The paper presents an attempt to estimate reference values in selected areas of Polish coastal and transitional waters as well as in an open sea area following WFD principles. The preliminary eutrophication assessment showed all the assessed areas to be eutrophication problem areas.

This article presents the concept of the methodology for assessing the implementation of programmes of measures adopted in the State Water and Environmental Programme, and, in consequence, in the framework of the first water management plans for river basin districts in Poland, as approved by the Council of Ministers on 22nd February, 2011, and published in the official journals. The scope of work in the methodology concept primarily concerns two basic analyses: assessment of the accomplishment of programmes of measures with regard to the degree of their accomplishment, and assessment of the effectiveness of scheduled programmes of measures. The level of accomplishment should be understood as the quantitative status of progress of particular measures, whereas effectiveness means their direct or indirect impact on the achievement of environmental goals of the Water Framework Directive. For this purpose, for some of the measures databases and reports existing in institutions responsible for the performance of measures indicated in the SWEP were used. For the rest of the measures, the survey method was used. For the purpose of the surveying process, the preparation of appropriate matrixes with measures marked for institutions, and also of email address databases, were proposed. Also, identifiers serving to link answers with specific areas on maps that trace measures were proposed. The present and forecast situation concerning reporting in the scope of the WFD and other tasks connected with it in the field of environmental protection leads to the conclusion that the coordination of reporting at the state level and the improvement of the flow of information between interested institutions is necessary.

The European Union’s Water Framework Directive introduced a new approach to the system of water management in Europe by nominating the river basin district as the basic unit in water management. While its transboundary character aims to better manage natural resources, its design and implementation carries several challenges due to its weak integration of various bordering effects related to administrative boundaries that strongly affect the directives’ implementation. Based on a comparative document based case study of two river basin districts – the International Oder River Basin District (IORBD) and the International Torne River Basin District (ITRBD) – the paper scrutinizes the effects on the implementation processes of the directive and aims to draw attention to identify the differences that derive from various socio-spatial settings during the first cycles of water management plans from 2009 to 2015. By thematically comparing biophysical characteristics, cross-border cooperation, cultural and administrative borderingprocesses the study displays a mismatch between the directives aims for transboundary governance and the actual governance processes which are hampered by a variety of conflicting bordering processes.

Dane o środowisku potrzebne do analiz przestrzennych przeprowadzanych dla rzek Polski są w posiadaniu wielu instytucji. Część danych dostępna jest w postaci warstw numerycznych, inne to wyciągi z różnych baz danych, a czasami to tabele oraz mapy papierowe, część przechowywana jest w postaci utrudniającej ich szybkie użycie. Wdrażanie Ramowej Dyrektywy Wodnej oraz konieczność raportowania na poziomie europejskim narzuca konieczność porządkowania i ujednolicania danych. W artykule szczegółowo opisano problemy związane ze zgromadzeniem informacji z terenu Polski, która była niezbędna do wykonania pracy pt. „Opracowanie analizy presji i wpływów zanieczyszczeń antropogenicznych w szczegółowym ujęciu jednolitych części wód powierzchniowych i podziemnych dla potrzeb opracowania programów działań i planów gospodarowania wodami”, zleconej przez Krajowy Zarząd Gospodarki Wodnej. Praca w zakresie wód rzek wykonywana była w Instytucie Meteorologii i Gospodarki Wodnej. Ocenę rzek Polski przeprowadzono na podstawie analiz przestrzennych przy użyciu narzędzi GIS na mapach numerycznych. Wykorzystana została grupa istniejących warstw w ich oryginalnej postaci, inne istniejące warstwy zostały zaktualizowane lub rozbudowane pod względem geometrii i atrybutów, jeszcze inne zostały wykonane od podstaw w oparciu o mapy tradycyjne, bądź o tabele z lokalizacja obiektów związanych z rzekami. W artykule rozważono również problemy dotyczące raportowania do Unii Europejskiej w zakresie ochrony środowiska.
Environmental data needed for spatial analyses performed for the rivers in Poland is in possession of many institutions. The data is partially available in a form of numerical layers, some comes in excerpts from different databases, sometimes there are tables or paper maps, often kept in such way that they are difficult to use. The implementation of the Water Framework Directive and reporting needs on the European level, makes it necessary to organise and standardise the data. In the article, problems connected with acquisition of data from the territory of Poland needed for “Analysis of pressures and impacts on water bodies” commissioned by National Water Management Board has been described in detail. Works for the authorities in charge of river water have been carried out by the Institute of Meteorology and Water Management. The assessment of the Polish rivers was conducted using spatial analysis based on GIS tools and numerical maps. The group of existing layers has been utilised in their original form, other existing layers were updated or extended in view of geometry and attributes, another layers were prepared up from basic level based on traditional maps or tables presenting the location of facilities related to the rivers. In the article, the issues of reporting to the European Union regarding protection of environment are also discussed.
