    Since 2004, the UK has enjoyed a decade of experience in managing migration from EU8 countries. This time around, how well founded are the fears that 2014 will see another ‘flood’ of migrants, on par with levels experienced in 2004? This essay argues that EU2 migration, from Romania and Bulgaria, will not be a repeat of 2004. To begin, this paper will examine the reasons why there was a twenty-fold discrepancy between official estimates of expected migrants following the 2004 enlargement. Then, by using Poland as a case study of typical migration flows after the 2004 migration period, this paper will show that— contrary to predictions based on standard migration theory— mass migration outflows in 2004 is not a good predictor of events to come in 2014. Among other factors, given that those who wanted to migrate to the UK from Romania and Bulgaria already have migrated pre-accession and more countries opened their labour markets in 2014 than they did in 2004, the UK is not likely to see a mass influx of Romanian and Bulgarian migrants as it did with those of Polish origin in 2004. However, like Polish migration, Romanian and Bulgarian migration will tend to be more circular and ‘fluid’.

    Europeanism exceeds the political and social mindset, it also provides the way of thinking about Europe, the Europeans, their identity, culture and homogeneity, which is paradoxically constituted on the basis of heterogeneity (“unity in diversity”). One may distinguishes two contrary approaches towards the UE: Euroscepticism and Euroenthusiasm The first orientation is very vivid in the British society and it is reflected not only in the words of politicians but also in the mood of the nation, expressed in the Brexit referendum. The latter orientation is common among Poles who enjoy the privilege of joining to the exclusive club. The European and citizenship education reflect these antagonistic approaches. The aim of the paper is an attempt to reconstruct and analyse the contemporary debate on citizenship education in the perspective of European Union. The analyse of educational trends about Europe and Europeanism is significant if Brexit is taking into the consideration.

    One of the most important factors affecting British politics is its membership to the European Communities (EC) and later the European Union (EU), which has already had massive implications for this country. The relationship between Britain and Europe has always been problematic. In Britain there has been little enthusiasm for European integration per se, and equally little understanding of the enthusiasm felt on the continent. Europe has been seen as a menace rather than an opportunity and very few British politicians have attempted to argue (as is commonplace on the continent) about monetary union, for instance, it is the only way of regaining control over financial policy. The European idea of pursuing economic integration as a means to political union has also been met with blank incomprehension, if not outright hostility. Britain has always been attempting to slow down the process of integration and, consequently, has often fallen behind and had no choice but to catch up. However, the portrayal of Britain as a “difficult partner” or “laggard leader” in European affairs is only partly justified. Based on its specific understanding of national sovereignty, Britain has developed a much more pragmatic and instrumental approach towards Europe than most of its partners on the continent.3Nevertheless, the country was a strong driving force in favor of integration in many crucial policy fields like the single market or trade policy. According to Alan Milward, the process of European integration entails “pooling” the sovereignty in order to protect national interests and extend national governments’ control of their own destinies. In Britain, contrary to the continent, national interests dictated a different line and it was only when exclusion from the Communities appeared to threaten them that the then British government began to accept the need for membership. The very different motivation behind British entry ensured that the British aims inside the Communities would be limited or “defensive”. The most controversial aspect of Britain’s membership of the EC has always related to “erosion” of its sovereignty.

    The aim of the study is to present the correction mechanisms specifics in the own resources of the EU budget, particularly the British rebate, and an attempt to answer the question about their future. First part of the work focuses on the essence, the genesis and evolution of correction mechanisms, with particular emphasis on the British rebate. Further, the amount of funding of the British rebate by the EU Member States in 2014, the amount of payments by the UK to the EU budget and the impact of the UK correction on its amount have been presented. The conclusions include an attempt to assess the validity of the budgetary adjustments and proposals of possible reforms.

    There is no doubt that the border is a place of power – a local authority. In its essence it involves the existence of a distinct interest in forming a borderland community. This interest is reflected in the institutional form of local government, under which the local authority is exercised. Borderland is always a political force and determines the specificity of power in a given area, often determining systemic solutions in the country. It is obvious that a large role is played by the border strength with which they articulated their needs and the general conditions of political organization within which it operates (system, historical traditions, etc.). In the radically different circumstances, the local government operates in ethnically homogenous Poland. It’s not the borderland who has forced decentralization and the need for efficient governance of new political conditions. The needs of the Borderland, at first loudly articulated, have been met mostly by legislation protecting ethnic and national minorities. However, of significance is the example of the Silesian Autonomy Movement as the identity of the Borderland, which is still not satisfied with his own status. Within the framework of the homogeneous state, there are many opportunities for the borderland to participate in the exercise of local authority. Although the administrative division takes into account the principle of diversity of socio- cultural variety of the country, the administration is a standardized, three-tier system that coexists with government in the area. Each level has a decision-making council or Regional Council in the province and a Board as an executive body. The councils, the Regional Councils and the executive authorities in the municipalities are elected by the local community. Similarly, the tasks are divided equally and harmonized powers, and rules governing the relationship between the administrations in all directions. There is no hierarchical subordination here, the activity is under the protection of the courts of general jurisdiction and is subject to the administrative jurisdiction. The control and supervision of the activities are intended only to verify compliance with the law.

    W artykule dokonano analizy artykułów prasowych opublikowanych w dzienniku „The Times” prezentujących kampanię polityków brytyjskich w czerwcu 2016 r., na kilka tygodni przed referendum. Przedstawiono dominującą tematykę tych artykułów. Cztery najczęstsze hasła to: „opinia międzynarodowa”, „gospodarka” oraz „przyszłość po Brexicie” i „imigracja”. W zakończeniu poruszono m.in. kwestię wpływu Brexitu na politykę społeczną.
    The paper presents the analysis of the coverage of political campaign both in favour and against leaving the EU by the British journal „The Times”. The author focuse on June 2016, i.e. last weeks of the campaign and a week after the referendum. The Leavists (Leave, Vote Leave), politicians fostering Brexit were mostly focused on immigration. Their opponents, the Remainers (Remain, Britain Stronger in Europe) were either showing the positive contribution of the EU into Britain or presenting the negative possibilities and scenarios after Brexit. The Author also reviews and analyses the collected writings and selected the “topics of the day”, the most popular theme in each daily issue in June 2016. The three most popular topics were: “international judgment”, “economy” and “future after Brexit” (with “immigration” as joint third place). The Author also raises the topic of Brexit inflfl uence on social (and public) policy of the United Kingdom.

    The article presents the analysis of activities and ideological motivations of politicians and political formations connected to those parts of non-Labour British left, that appealed during the 2016 referendum to vote for leaving the European Union by the United Kingdom. It points to key ideological pillars of this heterogenic political milieu with its common and divergent elements. The thesis is put forward in the text that, as in the case of Labour politicians, also among the left-wing outside the Labour Party, we can point to two ideological and political poles that decide to opt for leaving the EU by the UK: socialist universalism and national-identity particularism. Their key determinant was the views on immigration control, also affecting their attitude to cooperation with the anti-EU right-wing political milieu. W artykule poddane analizie zostają działania i motywacje ideowe polityków i formacji politycznych związanych z tą częścią lewicy brytyjskiej, istniejącej poza Partią Pracy, która w referendum 2016 r. wzywała do głosowania za wystąpieniem Zjednoczonego Królestwa Wielkiej Brytanii i Irlandii Północnej z Unii Europejskiej. Wskazane zostają zasadnicze filary odniesień ideowych tych środowisk, ich elementy wspólne i różnicujące. W tekście postawiona zostaje teza, że podobnie, jak w przypadku laburzystów, także wśród lewicy poza Partią Pracy można wskazać na dwa bieguny ideowo-polityczne determinujące opowiedzenie się za opuszczeniem UE przez UK: socjalistycznego uniwersalizmu i narodowotożsamościowego partykularyzmu. Przy czym ich kluczowym wyznacznikiem były poglądy w kwestii kontroli imigracji, mające wpływ także na stosunek do współpracy ze środowiskami antyunijnej prawicy.

    The article considers the main directions and forms of cooperation between Great Britain and West Germany in the security policy in 1979–1985. Selecting the time frame of research is based on the important international events which had a significant influence on the formation of the military-political doctrines and cooperation between West countries, including the UK and West Germany. Such events included the Soviet invasion in Afghanistan (1979) and the beginning of the adjustment policies and the formation of a “new political thinking” in the USSR (1985).
    Artykuł opisuje główne kierunki i formy współpracy pomiędzy Wielką Brytanią a Niemcami Zachodnimi w zakresie polityki bezpieczeństwa w latach 1979–1985. Wybór takiej ramy czasowej podyktowany był ważnymi wydarzeniami na arenie międzynarodowej, które miały znaczący wpływ na ustanowienie doktryn militarno-politycznych i współpracy pomiędzy krajami zachodnimi, wśród których znajdowały się Wielka Brytania i Niemcy Zachodnie. Do wydarzeń tych należały inwazja sowiecka w Afganistanie (1979) oraz początek dostosowywania polityk i powstanie „nowego myślenia politycznego” w ZSRR (1985).
