Opis:
The paper is devoted to the analysis of various models and spaces of the Union with reference to Ukraine. The perspective of the religious, political and cultural union was taken as a starting point. Using selected examples and based on the rich literature of the subject, a review of the activities of the Union from the 10th century to the present has been made. An important element of the study was the demarcation of activities unifying inside and outside of one’s own national community. This allowed for more accurate tracing of the mechanisms of community gathering around a particular idea or its rejection. From the reconnaissance it can be concluded that for the Ukrainian space the unification activities were the most favorable, which was marked by the centripetal, convergent and ukrainocentric vector.

The authors of this article are focusing on the role of the European Union in managing the crisis that occurred at its Eastern borders. The political conflict in Ukraine, which we have witnessed since 2013, entered a military phase. The European Union, in its sense of responsibility for shaping security at its borders, should have reacted adequately to circumstances. The implementation of the EU crisis response process occurred gradually, using, above all, diplomatic sources of crisis solving. All the same, despite the military capabilities for conflict management, the European Union did not decide to use them for shaping security in the Eastern part of Ukraine. The authors have attempted to describe the involvement of the European Union bodies in this process and to evaluate its effectiveness.In assessing such a critical but also sensitive area that is shaping security, it is important to remember about the limitations of the European Union as an organization consisting of sovereign states functioning in the international environment.The European Union, in its actions, needs to rely on the consensus of the variety of national interests of the member states as well as the credibility in implementing universal values, which the organization commonly declares and promotes among the international community.

The myth of the Great Patriotic War which is also known as the Great Fatherland War has always been one of main messages of Russian propaganda on post-Soviet space. Russia combines antifascist rhetoric with manipulating historical facts in order to justify the annexation of Crimea and military intervention in the East of Ukraine. The article describes how the Russian Federation uses the topic of antifascist struggle against Nazi Germany in its aggressive foreign policy against the neighboring countries.

When viewing the geopolitical map of the world, the fact that, in 2017, there exist several areas where conflicting interests of superpowers clash, can be observed. These areas include e.g. Syria and Ukraine. As far as Russia’s and the EU’s confl icting interests are concerned, the area of common neighborhood constitutes the greatest challenge for both sides. The present paper examines the situation of eastern neighborhood countries, which can be labeled as the area contested by the EU and Russia. Another term which may be applied to the region the EU and Russia compete for is the contested neighborhood. The neighborhood encompasses six post-Soviet states located on the one hand between the EU and NATO, and Russia on the other. These states encompass Belarus, Moldova, and Ukraine in Eastern Europe, and Armenia, Azerbaijan, and Georgia in South Caucasus. The discussion of the competition will be limited in time to the 21st century, especially to the period following the outbreak of the armed confl ict in Donbas between Ukraine and Russia (officially Donbas separatists supported by Russia), and the signifi cance of the conflict for the region. Individual sections of the paper will present the specific character of the EU and Russia’s common neighborhood, and soft and hard power applied by both superpowers. Furthermore, results of the competition of the powers in eastern neighborhood in the form of events of 2014, i.e. the Euromaidan and annexation of Crimea by Russia in particular, will be discussed.

The purpose of the publication is to study the state and peculiarities of teaching European studies for students of technical specialties in higher educational institutions of Ukraine, mainly on the example of Lviv Polytechnic National University (hereinafter LPNU), where the Erasmus+ Jean Monnet Chair project “European Studies for Technical Specialties” (hereinafter EUSTS) has been implemented since September 2022. The hypothesis of the presented research is the statement that with the strengthening of the European integration course of Ukraine the demand for knowledge about the European Union and the European integration of Ukraine among students of technical specialties is increasing, and university education is ready to satisfy such a request, applying the latest methods and approaches in the organization of education. The main focus is on clarifying the peculiarities of the formation of European studies in Ukraine; including not only classical, but also technical universities in this process; search for effective mechanisms for implementing knowledge about the EU into the educational process of students of technical specialties. To achieve the specified goals, a number of research methods were used, such as: historical-comparative, periodization, analysis of empirical data, systemic and structural-functional. It has been found that the development of European studies in Ukraine has gone through several stages of its formation. The first lasted from the moment Ukraine regained its state independence in 1991 and was characterized by the presence of limited opportunities in universities to introduce European studies in the conditions of a centralized higher education system. The second stage was marked by the adoption of the Law of Ukraine “On Higher Education” (2014), which, in fact, provided sufficient tools for the development of European studies in Ukrainian universities. Similarly, at that time, the study of the European Union and European integration was formed at Lviv Polytechnic National University, including for students of technical specialties. On the basis of statistical data, it has been concluded that among the students of the National Academy of Sciences, there is a growing interest in the study of academic disciplines related to the EU and the European integration course of Ukraine. To a large extent, this is explained by the current political status of Ukraine as a candidate for EU membership and the strengthening of Ukrainian society’s support for the process of European integration as a result of Russian aggression. Accordingly, a number of educational disciplines have been introduced for students of technical specialties at the level of LPNU in recent years, which form knowledge about the EU and European integration, but only thanks to the implementation of international projects here, mainly the Erasmus+ Jean Monnet programs. This creates prerequisites for the fact that, in the future, separate educational programs in European studies can be developed at the university, which are most expedient to implement at the second (master’s) and third (PhD) educational levels. It is important that they focus on those policies of the EU and European integration directions of Ukraine that are of particular interest to students of technical specialties, for example, EU digital policy, EU energy policy, EU policy in the field of climate, environmental protection, etc. The acquired competences will not only allow the graduates of LPNU to implement European standards and values in their professional activities, but also to more effectively use the EU toolkit in the post-war reconstruction of Ukraine. Also, taking into account the recommendations of the Ministry of Education and Culture of Ukraine and the political situation of the state, it is worth introducing a mandatory educational discipline for all students of technical specialties of Ukrainian universities on the topic of the European Union, its principles, foundations and values, as well as the features of Ukraine’s European integration progress in various areas.

Głównym celem artykułu jest przedstawienie procesu znoszenia wiz Unii Europejskiej dla obywateli Ukrainy: sposób wykonania przez Ukrainę wymogów unijnych (VLAP), a także długotrwałe ustalenia wewnątrz UE już po spełnieniu tych wymogów przy deklarowanej chęci zniesienia wiz. Celem kolejnym jest ukazanie pierwszych efektów podjęcia decyzji o rezygnacji z systemu wizowego, a także możliwych zagrożeń. W badaniach została wykorzystana przede wszystkim metoda decyzyjna oraz analiza systemowa. Głównym wynikiem analizy jest stwierdzenie, że długi proces znoszenia wiz miał powody leżące po części po stronie ukraińskiej (powolne wykonywanie zaleceń UE przez kilka pierwszych lat), a po części ściśle polityczne przyczyny po stronie unijnej (obawy przed napływem imigrantów i aktualna sytuacja w samej Unii, przekładająca się na spowolnienie procesu decyzyjnego). Artykuł ukazuje implikacje praktyczne i społeczne: poprawa wizerunku Unii Europejskiej na Ukrainie i wzrost wyjazdów do UE.
The main aim of the article is to present the process of lifting the visa requirements for the Ukrainian citizens: the way of implementation by Ukraine the EU requirements (VLAP) as well as the long-term arrangements within the EU upon meeting those requirements with the declared willingness to introduce visa waiver. Another purpose is to indicate the initial effects of making the decision to give up the visa system as well as possible threats. In the studies, there was primarily used the decision-making method and a system analysis. The main result of the analysis is the ascertainment that the long process of lifting visas had the reasons partly being on the Ukrainian side (slow implementation of the EU recommendations over the period of a few initial years) and, partly, strictly politic reasons on the EU side (fears of inflow of immigrants and the present situation in the very Union, translating into slowing down the decision-making process). The article shows the practical and social implications: improvement of the EU image in Ukraine and growth of trips to the European Union countries.

Ukraine is the largest country that is included in European Neighborhood Policy. That is why the European Union should spotlight relations with this eastern partner, especially by foreign policy instruments like association agreement. The focus here is on the EU’s involvement in the Ukrainian crisis in period from Maidan revolution at the end of 2013, which was occasioned by the rejection of the association agreement with the EU by President Viktor Yanukovych, and to the presidential election in 2014. There is no doubt that the European Union, which is the result of European integration, is an unprecedented entity in the history of international relations. It is a symbol of a new, united Europe, which, after negative experiences, decided to become a safe continent, and therefore eliminate once and for all war from the life of its states and nations. Unfortunately, the idea of ‘eternal peace,’ which many politicians and philosophers dreamed about, has failed to be fully implemented to this day. Moreover, the recent war in the Balkans and the current Russian-Ukrainian war still make this idea impossible in international relations in Europe. The purpose of this paper is to present the European Union today, ten years after its 2004 enlargement by a further ten countries, including eight from the former Eastern bloc. The paper shows the strengths and weaknesses of the EU, which – although significantly strengthened by the Eastern enlargement – still cannot cope with many economic, political, social and international problems. The author of this paper tries to come up with answers to many questions concerning the present EU: why is this happening, what are the reasons for it and what are the prospects for the EU in the 21st century. The main thesis is that the EU needs overhauling, so it can continue to grow and be an engine of European integration. If this does not happen, though, the EU will begin to crumble and eventually disintegrate, or become no more than a free trade zone.

The article discusses the role played by the European Parliament (EP) in the EU–Ukraine Association Agreement. The aim of this process is to establish a close and mutual political and economic cooperation on both sides. By stressing the importance of EP as the only EU body having democratic legitimacy, and thus defines itself as a „guardian of democracy” in the modern world, analyzing its position on the conclu-sion of an EU association agreement with Ukraine. It should be noted that the EP pays particular attention in the context of the association to the development of democracy in Ukraine and its respect of democratic standards. This authority recognizing the geopo-litical importance of Ukraine is in favour of deepening the EU’s cooperation with that country through the conclusion of an association agreement and calls for granting Ukraine a potential European perspective. However, what is worth noting the EP in numerous resolutions makes conditional the progress in the bringing Ukraine to the EU from the incorporation of the values defined as European (democracy, rule of law, protection of minorities etc.) by Kiev. Therefore, events that indicate a crisis of democ-racy in Ukraine pay such important matter for the European Parliament (e.g. the imprisonment of opposition politicians, including former Prime Minister Yulia Tymoshenko) to which the authorities usually adopt a clearly negative position, often contrasting with more „balanced” opinions of other EU institutions.

The work consists of an introduction and ten essays that both reflect the author’s extensive research interests and testify to her extremely rich and multi-coloured personality. It should also be noted that the discussed collection of studies by T. Chynczewska-Hennel in the vast majority was already rated very positively by American, Canadian, Italian, French, and Ukrainian historians, as it consists of articles that previously appeared in foreign publications. The essays presented in this book offer a highly focused overview of the numerous problems which were at the centre of Chynczewska’s scientific interests and which were thoroughly and clearly examined in her books. They also offer shining evidence of the author’s constant ethical engagement, her tireless search for the many points of contact between cultures and narratives which were opposed by cynical political goals, human envy, thirst for power, as well as by the inability of numerous leaders and social groups to look for genuine human values and interests that should have overridden their own egoism and the short-term interests of a specific group or class in the near-sighted “here and now”. To sum up, it should be noted that the reviewed work is not only of high scientific value but also intellectually inspiring. Other values of the book that should be highlighted here are, on the one hand, easier access to the author’s sometimes difficult to obtain texts and, on the other, the ability to accurately trace her extremely accurate insights on various issues.

In the first instance, a theoretical-interpretative key of the logics of violent conflicts that generate a relevant impact on global food supplies and food (in)security is provided, within the broader framework of the dynamics related to the instability of international relations which hinder the supply of energy resources and determine the volatility of general price levels. In the concluding section, there is reflection crossed reference to the ongoing Russia/Ukraine conflict as well as the devastating consequences on global food systems, already put under stress by the COVID-19 pandemic.
