    Opis:
    Against the backdrop of Russian aggression against Ukraine and its global consequences, the paper analyses the evolution of relations between Ukraine and the European Union throughout 2014-2022 and the prospects for Ukraine's European integration. It highlights the peculiarities of the formation of Ukraine's European policy as a strategic direction of foreign policy and a factor of its decisive civilizational choice. The main stages and problems in the implementation of Ukraine's European choice are analysed. The focus is on investigating key events and phenomena in the relationship between Ukraine and the European Union at a fundamentally new stage, from the signing of the Association Agreement in 2014 to granting Ukraine the status of a candidate for EU membership in 2022. It analyses the attitudes of individual European Union member states towards Ukraine's European integration prospects, the impact of the Russian-Ukrainian war on the positive change in the EU and its member states' attitude towards Ukraine and its European aspirations, and concrete measures and actions by the European Union aimed at providing moral and political support as well as economic, financial, humanitarian and military assistance to Ukraine in its heroic resistance to Russian aggression. It is emphasised that Russia's full-scale invasion of Ukraine on 24 February 2022 not only united Europe and improved the perception of the EU in member states' societies, where the positive image of the European Union reached its highest level in decades, but also maximised Ukrainian support for European integration, which has become the key to Ukraine's resilience in the fight against Russian occupiers

    У статті висвітлюється діяльність Організації Об’єднаних Націй і Ради Безпеки ООН під час російсько-української війни 2014-2023 рр. та активність української дипломатії із захисту незалежності й територіальної цілісності України. Аналізуються, зокрема, процеси ухвалення та голосування на сесіях Генеральної Асамблеї ООН та засіданнях Ради Безпеки щодо питань, пов’язаних з агресією РФ проти України, та вказується на їх неефективність. Наголошується на необхідності реформування всієї діяльності ООН відповідно до сучасних викликів глобального світу в умовах формування нової, багатополюсної системи міжнародних відносин. Особлива увага приділяється гострій проблемі трансформації найвпливовішого органу Організації Об’єднаних Націй – Ради Безпеки, її структури та механізмів ухвалення рішень, в основі яких ще з 1945 р. залишається принцип розподілу на постійних і непостійних членів та наділення перших – США, СРСР (а сьогодні його незаконної спадкоємиці РФ), Китайсь¬кої Народної Республіки, Франції та Великої Британії – правом вето, що вже не відповідає нині¬ш¬нім реаліям, адже ексклюзивне володіння правом вето провід¬ними грав¬цями світової політики є прямим порушенням принципу рівноправності держав-членів ООН. Також розглядається активна діяльність зовнішньополітичного відомства України під час війни Росії проти України. Йдеться не лише про реалізацію ним складних поточних завдань розширення дієвої проукраїнської коаліції у світі, відновлення загальної поваги до Статуту ООН та рівності прав незалежних держав і народів, але й про перспективи повоєнного облаштування устрою в Європі та світі за активної участі України. Підсумовується, що українська дипломатія у складних умовах воєнного стану і кризи ООН та усієї системи міжнародної безпеки досить гідно виконує свою відповідальну місію із захисту національних інтересів України в сучасному глобальному світі.
    The article highlights the activities of the United Nations and the UN Security Council during the Russian-Ukrainian war of 2014-2023 and the activity of Ukrainian diplomacy in defending Ukraine's independence and territorial integrity. The author analyses, in particular, the voting processes at the UN General Assembly and Security Council meetings on issues related to the Russian aggression against Ukraine and points out their ineffectiveness. The author emphasises the need to reform all UN activities in accordance with the current challenges of the global world in the context of the formation of a new, multipolar system of international relations. Particular attention is paid to the acute problem of transforming the most influential body of the United Nations - the Security Council, its structure and decision-making mechanisms, which have been based on the principle of division into permanent and non-permanent members since 1945. The principle of division into permanent and non-permanent members and veto power for the former - the United States, the USSR (and today its illegal successor, the Russian Federation), the People's Republic of China, France and the United Kingdom - no longer corresponds to current realities, as the exclusive possession of veto power by the leading players in world politics is a direct violation of the principle of equality of UN member states. The article also examines the active work of the Ministry of Foreign Affairs of Ukraine during the Russian war against Ukraine. It is not only about the realisation of the complex current tasks of expanding an effective pro-Ukrainian coalition in the world, restoring universal respect for the UN Charter and the equal rights of independent states and peoples, but also about the prospects for post-war arrangements in Europe and the world with Ukraine's active participation. It is concluded that Ukrainian diplomacy, in the difficult conditions of martial law and the crisis of the UN and the entire international security system, is quite adequately fulfilling its responsible mission of protecting Ukraine's national interests in the modern global world.

    Opis:
    У статті висвітлюються розвиток і окремі проблемні питання взаємовідносин України та сусідніх країн-членів Європейського Союзу – Республіки Польща, Угорщини, Румунії і Словацької Республіки, які час від часу загострюються та підживлюються й використовуються Російською Федерацією, що становить потенційну загрозу для України та міжнародної безпеки в Карпатському регіоні зокрема, і які потребують якнайшвидшого вирішення. Йдеться, насамперед, про загострення українсько-угорських відносин після приходу до влади в Угорщині консервативного й по суті авторитарного уряду В. Орбана в 2010 р., особливо у зв’язку з ухваленням Закону України «Про освіту» в 2017 р. і навколо угорської національної меншини в Закарпатті, а також про українсько-польське протистояння в питаннях історичної пам’яті та проблеми українських мігрантів у Польщі, українсько-румунські територіальні суперечки й деякі проблеми українсько-словацьких відносин, зокрема навколо «русинського питання» тощо. Наголошується, що Україна географічно й політично належить до Центральної Європи, тому держави цього регіону є найприроднішими її друзями та партнерами, і завданням урядових, регіональних, експертних та громадських структур, міжнародних організацій та прикордонних регіональних об’єднань є спільними активними й послідовними зусиллями подолати існуючі конфліктні ситуації і проблеми у взаємовідносинах. Потужним важелем для цього, а також для поглиблення міждержавного партнерства й добросусідської співпраці та взаєморозуміння між народами Карпатського регіону є євроінтеграційний чинник, економічна співпраця і взаємозалежність сусідніх країн, безпекові виклики агресії Росії та новітні загрози сучасних міжнародних відносин.
    The paper highlights development and some problematic issues of Ukraine's relations with the neighbouring European Union Member States - the Republic of Poland, Hungary, Romania and the Slovak Republic, that have been escalated and exploited from time to time by the Russian Federation. This situation poses a potential threat to Ukraine and international security in the Carpathian region and needs to be resolved as soon as possible. This also emphasizes the aggravation of Ukrainian-Hungarian relations after a conservative and essentially authoritarian government, headed by Prime Minister Viktor Orbán, had come into power in 2010. A perceptible increase in tension between the parties is related to Ukraine's 2017 Education Act and the situation of the Hungarian national minority in Transcarpathia. Additionally, the paper focuses on Ukrainian-Polish contradictions in issues of historical memory and problems of Ukrainian migrants in Poland, Ukrainian-Romanian territorial disputes and some problems of Ukrainian-Slovak relations, in particular regarding the "Rusyns question" and so on. The author stresses that Ukraine belongs geographically and politically to Central Europe, therefore the states of this region are its most obvious friends and partners, and the task of governmental, regional and public institutions, international organisations and regional groupings is to overcome existing conflict situations and problems in mutual relations by joint active and consistent efforts. The factor of European integration, economic cooperation and interdependence of neighbouring countries, security challenges in Europe from Russia's aggression and the latest threats in contemporary international relations are strong levers for this, as well as for deepening interstate partnership and neighbourly, mutually beneficial cooperation between peoples of the Carpathian region
