This article presents the impact of the Ukrainian crisis on the Polish civil society. At the beginning, the author describes the history and the present of the Polish-Ukrainian relations. Then the author analyses social perception of the crisis, which induces both interest and fear. According to the pools, we support Ukrainian integrity or prefer to stay neutral; there is lack of support for Russia or the separatists. Our feeling of insecurity is much higher than in other countries of Central and Eastern Europe. In the article, social activity is listed, such as demonstrations of solidarity or humanitarian aid. The author also evaluates, to what extent is the Polish civil society a functional background for the Polish government decision-making process.

Opis:
Question of the future of Ukraine is globally important and requires answer before it is closed in order to be ready for final result. Ukrainian crisis has an internal and external dimension. First part of the article analyzes the consequences of Euromaidan. Two years is a period of time, which makes possible some preliminary conclusions about the development of Ukraine. It can be said that political and economic system of the country is deteriorating. At the same time disappointment of the people about the course of the state is growing. Therefore theory of expectations and reality discrepancy can be applied to predict the future of the today’s political regime in Kiev. The conclusion is that next social explosion (revolution) in Ukraine is highly possible in a short term, because unacceptable gap between expectations of Ukrainians and reality they live in has almost reached critical margin. Still situation in the country is strongly dependent on the position of two big external actors – the West (the United States and the European Union) and Russia. On the one hand, they stabilize the conflict – the West helps the government of Petro Poroshenko to survive politically and economically and manages social protest potential in the state; Russia supports separatists of Donbass, but holds them from further military aggression, accentuating implementation of Minsk deal. On the other hand, Ukraine definitely is a hostage of “great geopolitical game“ between Washington, Brussels and Moscow and is not a subject, but object in it. Strategic perspective of the Ukrainian crisis will depend on Russia‘s ability to survive economically and make the West believe it is better to retreat in Ukraine, on the American so called “hawks“ perception of this ability and on the damage they and the EU are ready to suffer from the Russian side. Supposed additional value of the article is that it tries to conceptualize (also theoretically) the current national and foreign situation of Ukraine and propose prognostic framework (the main variables) to predict its future.

In November 2013, largely under the pressure of Russia, the Ukrainian authorities decided not to sign the association agreement with the European Union (EU). Such decision led to massive social protests in Ukraine, and ultimately to a major political crisis. In February the president Victor Yanukovych was overthrown. In counter-reaction the Russian Federation invaded the Ukrainian Crimea and launched a proxy war in the Eastern Ukraine. If the strength of the pro-European protests was an opportunity for the European Union, the recent developments in Ukraine has also pointed out some weaknesses of the EU policy towards its Eastern neighbourhood. First, EU has been unable to present an association offer which would be truly attractive and reliable for the postSoviet Ukraine in the period of deep economic crisis. Second, the Ukrainian crisis has shown that EU is unable to react quickly and decisively to challenges rising in its neighbourhood. Third, the European Union remains unwilling to engage into open confrontation with the Russian Federation over the common neighbourhood, which is due both to the role of Russia as EU political and economic partner and the specificity of the EU power in international relations. Within this context the EU diplomacy was replaced by the most influent member states, which are highly interested in the EU cooperation with Russia and/or Ukraine.

Since the beginning, informational conflict was an intrinsic component of the hybrid war in Eastern Ukraine, serving a number of well-defined goals. Although the main narrative pole was directed against the pro-Western Ukrainians, there are constant references to the EU and NATO member states, including Romania and Poland. Using discourse analysis, cognitive-emotional maps and scenario method, applied to content selected from the Romanian media from August 2014 to September 2015, we aimed to identify the main narrative threads about the two countries. The goal is to identify potential risks and threats addressed to the two U.S. strategic partners that are hosting on their territory elements of the U.S. missile shield.

The Ukrainian crisis provoked controversial behaviors in Eastern Europe. Russia’s annexation of Crimea and its support for the rebel republics revealed specific interests, which focus on regaining control over the area rather than economic profits or political stability whereas Central European actors target at building a buffer zone including Ukraine. The situation is equally intelligible in terms of all major descriptive paradigms and allows to draw several scenarios of foreseeable behaviors.

W artykule przeanalizowane zostały przyczyny i rozwój unijnej Wspólnej Polityki Bezpieczeństwa i Obrony (WPBiO), jej zalety i wady ujawnione w procesie tworzenia i wdrażania. Szczegółowo przedstawiono transformację WPBiO zgodnie z Traktatem Lizbońskim oraz perspektywy jej działania w Europie. Szczególną uwagę zwrócono na kwestie poprawy efektywności funkcjonowania WPBiO w kontekście nowych zagrożeń dla bezpieczeństwa regionalnego i globalnego. Dodatkowo przeanalizowano miejsce i rolę państw bałtyckich w WPBiO. Do podstawowych zagrożeń i wyzwań bezpieczeństwa przed jakimi stoją zaliczane są przede wszystkim ewentualna agresja ze strony Rosji, która opiera się na idei ochrony ludności rosyjskojęzycznej w państwach bałtyckich oraz ustanowieniu „równowagi geopolitycznej poprzez ich powrót do rosyjskiej strefy wpływów”.
The paper explores the reasons behind and the development of the EU Common Security and Defence Policy (CSDP), and its advantages and disadvantages that have emerged in the process of its formation and implementation. The transformation of the CSDP according to the Lisbon Treaty and the prospects of its operation in Europe are highlighted. Special attention is paid to the issues of improving the CSDP in the context of new threats to regional and global security. The place and role of the Baltic states in the CSDP are analysed. The position of the Baltic states in NATO, based on greater confidence in the institutions of NATO and close cooperation with the United States is considered. The basic threats and security challenges for the Baltic states nowadays are defined, including possible aggression from Russia, which is broadcast through the mainstream media as a reaction to the idea of protecting the Russian-speaking population of the Baltic states and the establishment of “geopolitical balance through their return to the Russian sphere of influence.”

Stosunki między Rosją a Niemcami mają długą i zawiłą historię, podczas której następowały okresy współpracy, konfliktów, wojen, co było determinowane postępującymi interakcjami tych krajów. Po zakończeniu zimnej wojny i zjednoczeniu Niemiec te dwa państwa wypracowały partnerstwo strategiczne, w którym dziedzina energetyczna stanowiła jeden z najważniejszych czynników współpracy. W 2014 r. z powodu przyłączenia Krymu do Rosji i konfliktu na wschodniej Ukrainie stosunki rosyjsko-niemieckie znacznie się pogorszyły. Autorka niniejszego artykułu podjęła próbę analizy energetycznej współpracy Rosji z Niemcami podczas konfliktu na Ukrainie. Wykorzystana literatura naukowa jest ważna dla realizacji wyznaczonych celów badawczych, gdyż kompleksowa analiza pozwoliła zidentyfikować kluczowe problemy stojące przed Rosją i Niemcami w ramach dwustronnej współpracy energetycznej, a także główne problemy i sprzeczności hamujące dialog obu państw.
Relations between Russia and Germany have a long and complicated history, during which there were periods of cooperation, conflicts and wars, which was determined by the progressive interactions of these countries. After the end of the Cold War and the reunification of Germany, these countries developed a strategic partnership in which the energy field was one of the most important factors of cooperation. In 2014, due to the annexation of Crimea to Russia and the conflict in eastern Ukraine, relations between Russia and Germany deteriorated significantly. This article attempts to analyze the energy cooperation between Russia and Germany during the conflict in Ukraine. The scientific literature used are important for solving the set research goals, as a comprehensive analysis allowed to identify the key problems facing Russia and Germany in the framework of bilateral energy cooperation, as well as the main problems and contradictions hampering the dialogue between these countries.

This article reflects on the role that Hungary has played with respect to the Ukrainian refugee crisis. It elaborates on two issues. The first is Hungary’s relatively amicable relationship with Russia and how the Hungarian political elite has approached the Ukrainian crisis in view of its domestic political goals. The second is the migration policy that Hungary adopted when faced with the arrival of irregular Middle Eastern refugees and the mitigations in this policy to respond to the Ukrainian arrivals. The paper discusses the evolution in the governance of migration in Hungary and the actors and the politics underpinning the Hungarian reception policy from the perspective of these two issues. In this context, it draws on the literature on leadership and how the latter affects political contexts and social realities, particularly with respect to migration politics.

The subject of analysis is the assumption that the concept of soft power may be used as a theoretical basis for the interpretation of the EU influence on the less stable regions facing the spread of international conflicts. On the basis of current events and the high degree of instability in the region, it should be stated that such instruments are not efficient when it comes to Russia. In order to prove the above mentioned assumption, one needs to define the nature and specificity of the EU as soft power in the post-Westphalian international order. In the context of the use of such instruments, the analysis will also cover the manifestation of their implementation and efficiency in the EU policy towards Ukrainian crisis. Thus, it is essential to answer a few research questions. Firstly, what is the specificity of the EU in post-Westphalian international order? Secondly, what means does the EU have at its disposal and is it able to achieve its objectives and meet expectations which the international environment has towards it? Lastly, how can we assess the efficiency of the soft power instruments used by the Union in specific region of Eastern Europe, particularly during Ukrainian crisis?
Przedmiotem artykułu jest analiza instrumentów miękkiej siły UE wobec konfliktu na Ukrainie. Główne założenie brzmi: koncepcja miękkiej siły może być wykorzystana jako podstawa teoretyczna do interpretacji wpływu Unii Europejskiej na regiony mniej stabilne, szczególnie stojące w obliczu rozprzestrzeniania się konfliktów międzynarodowych. Na podstawie bieżących wydarzeń na Ukrainie i utrzymywania się wysokiego poziomu niestabilności w regionie trzeba jednak stwierdzić, że instrumenty te w stosunku do Rosji są nieefektywne. W celu udowodnienia wyżej wymienionego założenia należy zdefiniować istotę i specyfikę miękkiej siły Unii Europejskiej w postwestfalskim ładzie międzynarodowym. W kontekście stosowania tych instrumentów analiza obejmie też przejawy ich realizacji i efektywność w polityce UE wobec kryzysu na Ukrainie. Zasadnicza jest zatem odpowiedź na kilka pytań badawczych: po pierwsze, jaka jest specyfika Unii Europejskiej w postwestfalskim ładzie międzynarodowym? Po drugie, jakie instrumenty posiada Unia Europejska do swojej dyspozycji i czy jest zdolna za ich pomocą sprostać celom i oczekiwaniom stawianym wobec niej przez środowisko międzynarodowe? Wreszcie, jak możemy ocenić efektywność instrumentów soft power Unii Europejskiej stosowanych przez nią wobec specyficznego regionu Europy Wschodniej, szczególnie podczas kryzysu na Ukrainie?

The statement about the “end of history” of the American researcher F. Fukuyama based on the fragmentation of the bipolar system of the world order in the confrontation of classical capitalist and socialist economies and democratic and authoritarian political systems.Until recently, despite the growing economic power of the Asian Tigers, political and military potential of China and consolidation of Russia, the question of the bipolar confrontation being back on track was seen as rather hypothetical. However, the recent actions of the Russia’s President Putin aimed at the destruction of the Ukrainian statehood and restoration of the authoritarian Russian Empire changed it into practical issues and created new challenges for the EU, Ukraine and the entire world.

Since the start of the Russian Invasion of Ukraine on 24.02.2022, millions of people (mostly women and children) have fled Ukraine. Majority of them fled to Poland and providing adequate medical care for the massive influx of refugees is a considerable challenge for the Polish healthcare system, already burdened by the COVID-19 pandemic and staf shortages. The purpose of this study was to identify: the potential health problems of the incoming population, the legal and ethical aspects of the refugee crisis and its implications on public health. Combining the current data with previous research on refugee crises reveals a set of issues that need to be addressed. Ensuring continuity of chronic disease treatment, mental health, the risk of spreading vaccinable preventable diseases, high rates of tuberculosis, HIV and the ongoing COVID-19 pandemic are among the main concerns. In the near future, answers will have to be found to the emerging ethical questions of equal, safe access to care, implications of the language barrier, immunisation coverage, medical staf shortages, and existing legal and ethical regulations. The article aims to assess the relationship between Ukraine and Russia since the Donbas crisis. The regional rivalry between Ukraine and Russia has largely contributed to the instability of Eastern Europe. The article describes the concerns of the geopolitical game of influence between the West, led by the United States, and Russia. The article explores Ukraine’s eastern border conflict as a live myth-making process. The study used the empirical and theoretical literature to find the objectives of this research. This article outlines the objectives of the Donbas region crisis output, Ukraine and Russia relations, and the EU sanctions against Russia, comparing the expectations of the political, economic and cultural aspects. The new conflict between Ukraine and Russia validates a new kind of geopolitical adventurism and blurs both the territorial and imaginary borders of the Russian state. As a result, the Ukrainian eastern crisis in the Donbas region has highlighted the fragility of the Russian national identity and the incompleteness of the Russian administration.

In the last years Ukraine has allocated considerable, with respect to their load on the budget, financial resources for agricultural support. However the significant increases of budgetary support do not substantially influence the effectiveness indices nor agricultural yields. Such information testifies to an imperfect nature of the internal support mechanism of Ukrainian agriculture. As the result, the domestic support did not become an effective stimulus for a production quality increase nor for a rise in the stock breeding production. In 2008 Ukraine gathered the biggest grain harvest. Increased production did not improve the financial results of agriculture and did not produce a stable and dynamic branch development because of the negative influence of world finance crises. Unbalanced supply and demand for agricultural production, low buying ability of inhabitants, lack of branch effective mechanism of domestic support caused complications of price situation in the domestic food market.

Opis:
The Russian invasion of Ukraine has implemented legitimate fears of a global crisis and further and inevitably aggravating existing food-security challenges. The international community is being called upon to take targeted action to address the rapidly-evolving, resultant scenarios, making it essential to go beyond immediate interim measures and to re-examine the agricultural and energy policies that underpin our global economy. This article, without any claim to exhaustiveness, examines the inevitable link between war and the dynamics related to food security. In the first instance, a theoretical-interpretative key of the logics of violent conflicts that generate a relevant impact on global food supplies and food (in)security is provided, within the broader framework of the dynamics related to the instability of international relations which hinder the supply of energy resources and determine the volatility of general price levels. In the concluding section, there is reflection crossed reference to the ongoing Russia/Ukraine conflict as well as the devastating consequences on global food systems, already put under stress by the COVID-19 pandemic.
