    This article focuses on four major issues: the nature and main characteristics of the so-called jihadi quasi-state; a review of past and current jihadist emirates; the history of the Islamic State (the name can be understood in two ways: as a jihadi organization and quasi-state which control territory); and the immediate future of a new jihadi quasi-state.
    W artykule zwrócono uwagę na cztery istotne kwestie: istotę i najważniejsze cechy tzw. dżihadystycznych protopaństw, przegląd wcześniejszych i obecnych dżihadystycznych emiratów, historię Państwa Islamskiego (nazwa ta może być rozumiana dwojako: jako organizacja dżihadystyczna i protopaństwo kontrolujące terytorium), oraz najbliższą przyszłość nowego dżihadystycznego protopaństwa.

    Opis:
    The policy of Saudi Arabia and the United States towards Syria since 2011 is full of paradoxes. On the one hand, both countries are in favor of overthrowing the regime of Bashar al-Assad and reducing the influence of Iran and Russia in Syria, but on the other hand there are discrepancies in the approach of Washington and Riyad to the Syrian question, which was particularly visible during the presidency of Barack Obama. The issue of financing the opposition groups fighting in Syria, but most of all the problem of launching land intervention in a war-stricken country was among the contentious issues. The Kingdom, as an advocate of intervention, has repeatedly called on Washington to take more decisive steps to overthrow al-Assad and combat the so-called Islamic State. However, the other problems facing the White House and Riyadh, which affect the solution of the Syrian question, are nowadays a priority in the policies of the United States and Saudi Arabia, in contrast to the war in Syria.
    Политика Саудовской Аравии и Соединенных Штатов в отношении Сирии с 2011 года полна парадоксов. С одной стороны, обе страны выступают за свержение режима Башара аль-Асада и снижения влияния Ирана и России в Сирии, но, с другой стороны, существуют расхождения в подходе Вашингтона и ариада к сирийскому вопросу, что особенно заметно в период президентства Барака Обамы. Среди спорных вопросов было финансирование оппозиционных групп, сражающихся в Сирии, но прежде всего проблема инициирования вмешательства в землю в раздираемой войной стране. Королевство как сторонник вмешательства неоднократно призывало Вашингтон принять более решительные меры для свержения аль-Асада и искоренения так называемых Исламское государство. Однако другие проблемы, стоящие перед Белым домом и Эр-Риядом, которые влияют на решение сирийского вопроса, в настоящее время являются приоритетом в политике Соединенных Штатов и Саудовской Аравии, в отличие от войны в Сирии.

    The main aim of this article is to present an evolution of the terrorism threat in the Middle East in 2016. For this purpose, firstly, the essence and determinants of the contemporary terrorism threat have been analyzed. Some main Middle East terrorist organizations, actively operating in this area, have also been indicated. Secondly, the chronology and the most important terrorism trends in the region have been presented. And last but not least some predictive scenarios regarding the development of above phenomenon in 2017 and beyond have been pointed out.
    Przedmiotem rozważań w niniejszym artykule jest problematyka ewolucji zagrożenia terrorystycznego na Bliskim Wschodzie w 2016 r. W tym celu analizie poddano, po pierwsze, istotę i determinanty współczesnego zagrożenia terrorystycznego. Wskazano także najważniejsze podmioty terrorystyczne aktywne na Bliskim Wschodzie. Po drugie – przedstawiono chronologię i najważniejsze trendy w ramach aktywności terrorystycznej w tym regionie. I wreszcie, po trzecie, skupiono się na predykcji najważniejszych trendów rozwoju powyższego fenomenu w 2017 r. i kolejnych latach.

    Within two years of intense activity, the Islamic State has grown to become the most dangerous Islamic terrorist organization, able to administer a quasi-state, established by it in Syria and Iraq. The success of the Islamic State became possible due to the well- organized propaganda. The idea of a state governed by the principles of Sharia law also seduced Islamic radicals in: Bosnia and Herzegovina, Kosovo, Albania, Macedonia, Montenegro and Serbia. Islamic radicalism in the Balkans developed during the civil war of 1992-1995 in Bosnia and Herzegovina. It was due to thousands of mujahedeen fighting on the side of the Bosnian army and Arab charity organizations that the Salafist ideology was distributed before spreading among the young generation of Bosnian and Kosovar Muslims, disappointed with socio-political processes after the war. Following the attacks on the World Trade Center, Bosnian Salafists limited their activities to sharing their ideology in selected mosques. The emergence of the Caliphate and the war in Syria and Iraq gave a new impulse to the continuation of the Holy War in the Middle East and reinvigorated fundamentalists in the Balkans. The Balkan Daesh militants, trained in Bosnian and Kosovar villages, are fighting in Syria and Iraq. They move freely between the Middle East and the Balkans. Trained in the techniques of guerrilla warfare and carrying out their activities underground, they pose a real threat to the communities to which they return. They participate in the preparation of terrorist attacks in Europe.

    Opis:
    The present article analyses Use phenomena of the Islamic State, since its coming into being until now. Undoubtedly, it makes, up a significant factor disturbing safety and order both in the regional and global scale. Moreover, the methods of operation of the Islamists and passive reaction of the West, which is limited to bombing and providing military aid, have been analysed. The key players in the conflict under question are the West countries, the special military forces thereof are operating in the territories occupied by the Islamists, whereas in the region of Syria, Turkey, Iraq and Iran, each of the concerned country, due to different, reasons, acts in an entanglement of circumstances being supported by the conflict. The Islamic State will not survive because it is embraced and fight off by all, none is going to recognize it as a state in accordance with the international law; nevertheless, it may by „transferred” to the grounds of the so called failed states. This in turn will cause successive waves of emigration, humanitarian disasters and return to Europe the volunteers originating from those continents. They can engage in terroristic and subversive activity being at the same time difficult to detect.
