    Opis:
    The article discusses the issue of the competences of the Congregation for the Causes of Saints. The Author begins with the origin of the Congregation. It is emphasized that this dicastery is one of the oldest organ of the Apostolic See. The Pope Sixtus V with the Apostolic Constitution Immensa aeterni Dei of 22 January 1588 created the Sacred Congregation of Rites. Thereafter, Paul VI, divided the Congregation of Rites with the Apostolic Constitution Sacra Rituum Congregatio of 8 May 1969 and created two congregations (sections): one for Divine Worship and another for the Causes of Saints. The Congregation is composed of the cardinal prefect, secretary, under-secretary, promoter of the faith, relators and consultors. The Pope has the principal functions in the dicastery. He creates it, indicates the priorities in the aspect of the current needs of the Church and approves each stage of the proceedings with a proper decrees. The procedure in the Congregation for the Causes of Saints has been indicated in the Apostolic Constitution Divinus perfectionis Magister of 25 January 1983. The beatification process has three stages carrying out in the diocese. Then, the documents of the diocesan process are sent to the Congregation.

    Cel artykułu: Charakterystyka genezy organów Stolicy Apostolskich w latach 1948–2018, właściwych w sprawach mediów, na tle przemian ustroju Kurii Rzymskiej; ukazanie ewolucji instytucjonalnej „resortu mediów” – od komisji papieskiej powołanej ad experimentum, przez radę papieską mającą status dykasterium o charakterze ekspercko-promocyjnym, po dykasterium na prawach analogicznych do statusu kongregacji. Metoda badań: Analiza historyczno-normatywna oparta na legislacji papieskiej i kompetentnej literaturze przedmiotu. Wyniki i wnioski: Analiza doprowadziła do sformułowania wniosku, że cechą przemian było systematyczne podnoszenie rangi instytucji właściwych w sprawach ładu medialnego oraz ich integracja funkcjonalna i organizacyjna. Wartość poznawcza: W artykule podjęto problem tradycji i modernizacji ustroju naczelnych organów Stolicy Apostolskiej, którego elementem jest projekt reformy Kurii zapoczątkowany przez papieża Franciszka i wdrażany od 2014 roku. Wątek ten stanowi relatywnie nowy i mało rozpoznany przedmiot analiz naukowych.
    Scientific objective: To characterize the genesis of the institutions of the Holy See in the years 1948–2018, competent in media matters, against the background of changes in the Roman Curia’s system; showing the institutional evolution of the “media department”—from the Papal Commission established ad experimentum by the Council, having the status of an expert and promotional dicastery, to the dicastery with rights analogous to the congregation. Research method: Historical and normative analysis based on papal legislation and the literature on the subject. Results and conclusions: The analysis led to the conclusion that a feature of the changes was the systematic raising of the rank of institutions competent in matters of media and their functional and organizational integration. Cognitive value: The paper addresses the problem of tradition and modernization of the constitution of the Holy See’s primary organs, of which the Curia’s reform project initiated by Pope Francis and implemented since 2014 is a key element. This thread is a relatively new and little recognized subject of scientific analysis.

    Opis:
    Ustawodawca w Kodeksie Prawa Kanonicznego z 1983 r. stanowi: „Kościół katolicki na podstawie prawa wrodzonego, niezależnie od władzy świeckiej, może dobra doczesne nabywać, posiadać, zarządzać i alienować, dla osiągnięcia właściwych sobie celów” (kan. 1254 § 1). Autor w artykule analizuje instytucje finansowe Stolicy Apostolskiej i Państwa-Miasta Watykan, tj. Instytut Dzieł Religijnych, Administrację Dóbr Stolicy Apostolskiej, Radę ds. Ekonomicznych, Sekretariat ds. Ekonomicznych, Audytora Generalnego, Prefekturę Spraw Ekonomicznych Stolicy Apostolskiej i Kamerę Apostolską.
    The legislator in the Code of Canon Law of 1983 states: “To pursue its proper purposes, the Catholic Church by innate right is able to acquire, retain, administer, and alienate temporal goods independently from civil power” (can. 1254 § 1). 82 The author in the article analyzes the financial institutions of the Holy See and the Vatican City State, i.e. the Institute of Religious Works, the Administration of the Patrimony of the Apostolic See, the Council for the Economy, the Secretariat for the Economy, the Auditor General, the Prefecture for the Economic Affairs of the Holy See, and the Apostolic Camera.
