    Although the genesis of women police dates back to 1925, not much information on the activities of this formation has been preserved until today. It is known that it was established on the initiative of the Polish Committee for the Fight Against Trafficking in Women and Children and its main goal was to fight prostitution, to prevent women from being taken out of the country and exploited for work as prostitutes, and later also to take care of children. The formation was supervised by lt. Stanisława Filipina Paleolog. Her duties included controlling female police officers in terms of their task performance, as well as taking care of new candidates. In the article, on the basis of archival documents, the author analyses control reports and protocols drawn up during that period, on the basis of which it is possible to reconstruct, at least partially, the history of Polish female police officers in the late 1930s.

    Okres dwudziestolecia międzywojennego był trudny dla polskich władz państwowych. Równolegle z odbudową państwa polskiego i tożsamości narodowej tworzono fundamenty polskiego prawa. W krótkich odstępach czasu dokonywano wielu istotnych zmian organizacyjnych, które objęły również Policję Państwową. W tym okresie znacznie usprawniono aparat administracyjny w Polsce, dążono także do budowy własnego modelu organizacji wewnętrznej państwa. W latach 1919-1939 kilkakrotnie przeprowadzano reorganizację struktur Policji Państwowej. Problemy społeczne, wyznaniowe, narodowościowe czy różnice kulturowe w nowo powstałej państwowości stały się pośrednimi przyczynami przestępczości. Do walki z nią powołano między innymi policję kryminalną. Celem niniejszego artykułu jest omówienie jej organizacji i działalności w okresie dwudziestolecia międzywojennego i podanie najważniejszych zmian prawnych, których dokonano dla tej formacji. Autor sformułował następującą hipotezę badawczą: reorganizacja struktur Policji Państwowej miała zasadnicze znaczenie w zakresie organizacji i działalności policji kryminalnej. W analizie posłużono się metodą dogmatyczno-prawną, a ze względu na zakres czasowy  również metodą historyczno-prawną. Policja Państwowa, policja kryminalna, przestępczość, II Rzeczpospolita Polska.
    The interwar period was a difficult one for the Polish state authorities. In parallel with the reconstruction of the Polish state and national identity, the foundations of Polish law were being laid. In a short interval, many significant organisational changes were taking place, which also included the State Police. During this period, the administrative apparatus in Poland was considerably streamlined, and efforts were also made to build its own model of internal organisation of the state. Between 1919 and 1939, the structures of the State Police were reorganised several times. Social, religious and nationality problems or cultural differences in the newly established statehood were among the indirect causes of crime. Accordingly, among other things, a criminal police force was established to combat it. The purpose of this article is to discuss its organisation and activities in the interwar period and to give the most important legal changes that took place for this formation. The author formulated the following research hypothesis: the reorganisation of the structures of the State Police was fundamental in terms of the organisation and activities of the criminal police. In the analysis, the dogmatic-legal method was used and, due to the time scope, also the historical-legal method.

    Okres dwudziestolecia międzywojennego był trudny dla polskich władz państwowych. Równolegle z odbudową państwa polskiego i tożsamości narodowej tworzono fundamenty polskiego prawa. W krótkich odstępach czasu dokonywano wielu istotnych zmian organizacyjnych, które objęły również Policję Państwową. W tym okresie znacznie usprawniono aparat administracyjny w Polsce, dążono także do budowy własnego modelu organizacji wewnętrznej państwa. W latach 1919–1939 kilkakrotnie przeprowadzano reorganizację struktur Policji Państwowej. Problemy społeczne, wyznaniowe, narodowościowe czy różnice kulturowe w nowo powstałej państwowości stały się pośrednimi przyczynami przestępczości. Do walki z nią powołano między innymi policję kryminalną. Celem niniejszego artykułu jest omówienie jej organizacji i działalności w okresie dwudziestolecia międzywojennego i podanie najważniejszych zmian prawnych, których dokonano dla tej formacji. Autor sformułował następującą hipotezę badawczą: reorganizacja struktur Policji Państwowej miała zasadnicze znaczenie w zakresie organizacji i działalności policji kryminalnej.     Wypadki krakowskie z listopada 1923 r. do dzisiaj budzą emocje. Mają one już całkiem przyzwoitą literaturę przedmiotu, stworzoną przede wszystkim przed 1989 r., choć także na przestrzeni ostatnich 30 lat ukazało się kilka opracowań o charakterze przyczynkarskim. Poszerza się też katalog źródeł, które mogą poprawić stan naszej wiedzy o wypadkach sprzed 100 lat. W ten nurt wpisuje się prezentowana relacja, zupełnie dotychczas nieznana, bo przechowywana w prywatnych zbiorach rodzinnych. Jej autorem jest Ludwik Kłeczek, komendant Policji Państwowej w Krakowie podczas wypadków listopadowych 1923 r. Dla niego samego krytyczna ocena działalności policji krakowskiej spowodowała przeniesienie na Wołyń, a ostatecznie do województwa śląskiego. Nie była zatem końcem kariery zawodowej.
    The Kraków incidents of November 1923 arouse emotions up to this day. Quite decent literature has been developed on this subject, mainly before 1989, however, several contributory studies have been published over the last 30 years. The catalog of sources is also being expanded, which can be used to improve the current state of knowledge of the events from 100 years ago. The presented account, hitherto completely unknown, kept in private family collections, fits into the trend. Its author is Ludwik Kłeczek, commander of the State Police in Krakow during the events of November 1923. His critical assessment of the activities of the Krakow police forces resulted in his transfer to Volhynia, and ultimately to the Silesian Voivodeship. Therefore, it was not the end of his professional career.

    This article is part one of a discussion that attempts to examine the state of research on the history of the police in the Second Republic of Poland as presented in to‑date historiography. My interest includes literature concerning both the State Police and the Police of the Silesian Voivodeship, two organisations independent from each other. The 1989/1990 timeline is obviously not accidental, as it was of great significance for the way research on public security organs in the interwar period was conducted. The recent 100‑year anniversary of the National Police created an excellent opportunity to assess the achievements pertaining to its history and the organisation modelled on it, i.e., the Police of the Silesian Voivodeship (PWŚl). Although their history has been the subject of several studies, it is worth taking a closer look at them trying to assess both the problems addressed and the quality of these studies. The author has made an attempt to carry out a quantitative and qualitative analysis of the existing literature, which is to lead to the identification of significant accomplishments, as well as to highlighting unexplored possibilities. The author has chosen scientific publications as a basis for his analyses. Publications of an occupational nature, that is, manuals, specialist materials, handbooks, course books, etc., remain outside the area of the author’s interest. The resulting analysis leads to the conclusion that it was not until the late 1980s that the one‑sided image of the pre‑war police, constructed through the discourse of repression against the “progressive” communist and workers’ movements, began to be abandoned. However, still dominating was the factual history, unfortunately not preceded by theoretical reflections.

    The present article is part two of the discussion attempting to assess the state of research on the history of the police in the Second Republic of Poland in historiography. This time I focus on the publications since 1990. I am interested in the literature concerning both the State Police and the Police of the Silesian Voivodeship, two independent organisations. The subsequent part deals with works published since 1990, and the last part is focused on the fate of police officers after September 1, 1939. This section also contains more complete summaries and research postulates. Obviously, the 1989/1990 timeline is not accidental, as it had a significant impact on the way historiography dealing with public security organs in the interwar period was conducted. The turn of the 1980s and 1990s was extremely fruitful for Polish historiography, including research on the history of the pre‑war police. On the one hand, access to archival materials became free and easy, thus opening new perspectives for researchers. This unrestricted possibility of using documents from the family archives of police officers and their family members was of great importance for gaining information about the everyday service of police officers. On the other hand, in some publications we notice a prevailing tendency to over‑heroise and sometimes even mythologise the pre‑war police, and this unfortunately is still happening today. All this coincided with the fact that there were an increasing number of authors dealing with the history of the police in the Second Republic, and consequently, the scope of research I was interested in had to expand.

    Mniejszość białoruską, zamieszkującą w latach 1921–1939 województwa północno-wschodnie Polski, władze starały się mieć pod ścisłą kontrolą. Policja, kontrwywiad i inne służby pod pretekstem zwalczania komunizmu i działalności antypaństwowej umieszczały informatorów we wszystkich środowiskach społecznych, lecz przede wszystkim w partiach politycznych. Większość konfidentów informacji dostarczała za wynagrodzenie. Powszechność systemu inwigilacji prowadziła do licznych wynaturzeń i prześladowań przypadkowych ludzi.The state authorities of the Second Polish Republic tried to maintain strict control over the Belarusian minority inhabiting in 1921–1939 the north-eastern voivodeships. Under a pretext of fighting against communism and counterchecking anti-states activities, the police, army, counter-intelligence and other services planted their informers in all social groups and communities, but mainly in political parties. A majority of informers were working for money. A universality of the surveillance system resulted in numerous distortions and persecutions of innocent people.
