This paper examines the development of South Korean cultural policy from the 1970s to the present. It contextualises South Korean state, culture and its cultural policy within the framework of state developmentalism, so as to understand their dynamics and relationships. A detailed analysis of how the national cultural policy is interpreted and implemented through institutional practices, historically and in its contemporary context shall be made.
본 논문은 1970 년부터 현재까지 한국의 문화정책에 관해 분석하였다. 국가발전주의 입장에서 문화정책이 어떻게 실행, 적용되었는지를 각 정권별로 문화정책과 기관을 통해 살펴 보았다. 이런 결과 문화정책은 박정희 정부에서부터 새마을 운동과 같은 근대화 운동을 비롯해 아시아 금융위기 이후 새로운 경제성장의 동력으로 연계되어 있는 것을 나타났다.

This article investigates the problem of Polish and South Korean Millennials’ consumer behaviour on the e-commerce market. There were arguments about whether Generation Y members as Digital Natives are rather a coherent or diversified cohort of consumers. They were raised in the culturally diversified world, but the trend of globalization and the use of the Internet may in fluence their consumer behaviour in a similar way. The aim of this paper is to reveal particular patterns crucial to understanding their way of making an online purchase. An online survey was conducted among Polish and South Korean respondents from Generation Y in order to investigate this issue. Besides being the representatives of culturally distant cultures, the two groups from the research sample revealed mostly convergent preferences and attitudes towards making an online purchase. Also, Polish and South Korean respondents revealed different attitudes online and of fline, when compared to the cohort general analysis. In terms of making an online purchase via their mobile phones, Poles and Koreans remained coherent outside their national group and diversified inside their national group in terms of e-commerce but patterns slightly differed. Since this research was limited by too general e-commerce context, the aspect of making m-purchase should be investigated in the future.

Understanding the importance of Japan’s place in the South Korean nationalism helps to explain the causes of contemporary conflicts between Seoul and Tokyo. The power of the anti-Japanese resentments in South Korea can surprise outside observers who do not take into account the importance of nationalism. While everyday anti-Japanese resentments may go unnoticed, they are reproduced by “banal” nationalism. Due to this, they can be used for national mobilization at any time. This research examines South Korean nationalism based on anti- Japanese resentments, which can now be described as reactivist nationalism. This concept is proposed in our text to describe the change in the function of Korean nationalism based on anti-Japanese resentments while still putting Japan (or rather, a certain rhetorical vision of Japan as a colonizer) in the role of the Significant Other. Anti-Japanese resentments began to function as a means of mobilizing the nation in response not only to Japanese actions, seen as provocations, but also to express the people’s dissatisfaction with their own government (by linking authoritarian rule with the legacy of the colonial period). Understanding the role of anti-Japanese resentment is a key to assessing South Korea’s decisions, both domestically and internationally.

The previous article aimed at analysing the reactions of writers, poets, artists, critics and readers to the volume The End and the Beginning, which was translated into Korean in 2007. In this article the author continues her research on the reception of Szymborska’s poetry in South Korea. This time she presents the reaction of the Korean media and selected critics on another poetic volume of the Polish Nobel Prize Winner translated into Korean: Enough.

This paper examines the social position of fishers in contemporary South Korea and Poland. By looking into the historically embedded social structural transformations in the two countries, this paper identifies the following three facts. Firstly, fishers both in South Korea and Poland currently hold low social position. However, unlike Korean fishers whose low social position has hardly changed, Polish fishers enjoyed relatively higher position from the postwar period of World War II through to 1989 when both market economy and democracy system were adopted. Secondly, the low social position of fishers in Korean society is mainly caused by the historically deep rooted generic ideology of Confucianism that played a paramount role to control society members during the Choson period (1392-1910); and has paved through up to contemporary times as a basic guiding rule for social practices in Korean society. The Confucius belief system dictates that such physical activity as fishing is only to pursue material interest out of self-centered purpose; therefore lacking virtuous quality. Thirdly, diverse factors are at play to structure fishers’ relatively decent social standing in the socialist state of Poland between 1939 and 1989: the socialist ideology to emphasize physical work; fishers’ capacity to travel overseas being allowed to carry foreign currency and goods; and their being resourceful by owning seaside resorts as their estate property. However, when the country transformed into a society with market economy and democracy, the structural factors that favor fishers are no longer limited to them; accordingly weaken fishers’ value as a decent job holder.

The changes in the structure of the world economy related to the proliferation of regional trade agreements (RTAs) are reflected in activities undertaken by the EU, which, due to the crisis of multilateral negotiations, seeks alternative forms of gaining access to other markets. Thus, it concludes new-generation trade agreements with its partners as they entail broader and more comprehensive liberalization of trade than that within the WTO. Among them, the agreement which deserves a closer scrutiny is the very first agreement of this kind, signed with an Asian country in 2011, which marked the beginning of a new era in EU-Korean trade relations. An analysis of the volume and dynamics of trade between the two partners indicates good results, particularly for the EU, which has changed its role from a net importer to a net exporter and strengthened its position as one of the key trade partners of South Korea.

South Korea is a country where gender inequality has been observed from the past to the present. Many studies point out that gender inequality in Korean society is a consequence of Confucianism which still exists in the social norms, structure and hierarchy of society and the mentality of contemporary Korean people. It causes that gender inequality remains strong not only in the job market but also in the gender division of homework and care work issues, particularly in the sphere of family life. The main object of this paper is to investigate the possibility of making marital relationships equal while women are economically active. To achieve the paper’s main goal, the statistical analysis was carried out with logistic regression on data from the Korean Longitudinal Survey on Women and Families in 2012 and 2020. The results indicated that despite the significant social and economic changes in Korean society, women’s activity in the job market did not introduce a significant change in the division of household duties among men and women, which shows women’s involvement in economic support of the family it does not make any significant changes to the aspect of equality in the relationship.

Culture affects our perception of self, our communication styles, and how we are educated or choose to educate the members of our society. Cultural differ- ences affect teaching and learning styles. Educational strategies and practices in Asian and Western countries seem to be in contrast with each other, like their cultures. Although both cultures recognize education as an important tool towards life and educational success, each of them has a specific view on how educational goals could be achieved. The purpose of the qualitative study was to look at how culture impacts on education of a chosen East-South Asian country as well as of a European country. The South-East Asian coun- tries, characterized as Confucian heritage cultures, have regularly topped the international league tables, such PISA, TIMMS and PIRLS, for a few years. The main subject of analysis were the culture and education of Poland and South Korea.

This case study explores the situation of foreigners living in South Korea. The aim of the article is to show how many foreigners live in South Korea and why they choose this country for their destination as well as how they are perceived by the Koreans. Today’s homogeneous Korean society is the result of a long period of isolation as well as the Korean mentality, characterised by a sense of superiority grounded in a pride in the people’s origins and traditions. Researchers today show that there is an increasing number of foreign residents in Korea, a country which attracts foreigners with its cultural richness, wide range of development opportunities and disposable income relative to tax. However, due to the Korean attachment to culture, people coming to the Korean Peninsula have difficulties adopting and developing careers and making friends with the natives. One important turning point in Korean history is the end of the Korean War, when the American army was stationed in various parts of the country for many years. It was the first time the Koreans had been forced to live with such a large group of foreigners from outside of Asia. It is estimated nowadays that about 96% of population of the Republic of South Korea are native Koreans. About two million foreigners make up the remaining 4%.

This study focuses on the effect that internationalization of higher education has on the nation branding of South Korea. To better understand the role that international students in higher education play in nation branding, research is needed on the actual experiences of international students in the country. In this study, current and former African university students’ experiences living and studying in South Korea are investigated. This study, therefore, uses the nation branding framework within the context of South Korea and the role of higher education as an image enhancement strategy geared toward global public inclusion; its focus is on the experiences of African students. In order to obtain multiple perspectives on African student experiences, a survey was conducted using a questionnaire. The empirical evidence obtained in this study demonstrates that African students’ experiences in South Korea are relevant in their perceptions of the host country. The results suggest the positive impact that the South Korean government has on improving the country’s image through encouragement of internationalization of higher education, especially among African students who come to the country for their tertiary education.
