    Opis:
    Arctic has lately slipped slightly from the radar of the International Community as a consequence of the Ukrainian, economic austerity, Ebola spread and also combating radicals like Islamic State. Even global warming is not major topic of news. In spite of this, the Arctic race is ongoing involving all the nations interested in that region considering future profits connected with resources, shipping routes and fishery. Among them Russia is currently a key player in many domains especially as it is treating Arctic very seriously and has already invested into grounding national position there. Present-day peaceful cooperation is very promising but growing military presence in Arctic, especially Russian build-up, is causing more and more concerns about the future. The paper is discussing major reasons of the Arctic race, depicting briefly legal aspects e.g. UNCLOS, international organizations like the Arctic Council and also role of actors there. International disputes are also mentioned especially those related to the Russian Federation, being major player there. The main focus is on Russian interests, economy related competition and also military developments to support national interests. The Western sanctions are negatively influencing exploration of natural resources making Moscow nervous and the country must be treated very seriously to avoid creating new “Cold War” type icy relations and confrontation.

    It has been widely discussed whether the existing theoretical approaches within the international relations could efficiently explain the newly established phenomena within the international system. As a vast space of emerging importance, the Arctic presents a unique area which is an immanent strategic object of the world’s major powers such as Russia, China, Canada, and the EU. This article uses the democratic peace theory to determine whether the major intervening variables – energy policy and transit potential in the Arctic – could inhibit the theoretically predicted behaviour of such states. Theoretical implication stemming from the literature review points to an inherently more peaceful nature of Russia in this space, unlike the rest of the world. This was an incentive to fill in an epistemological gap of the democratic peace puzzle. Following the logic of the democratic peace theory, this research has demonstrated that the two intervening variables have been omitted and thus they should be incorporated in further empirical research.

    After the collapse of the bipolar system, the Soviet Union, and then its heir, the Russian Federation, lost its position as a global player in favour of US hegemony. The arms race was abandoned, reduction of military spending began, and Russian troops were withdrawn from most bases outside the country. The changing conditions of Russia’s security, NATO enlargement, and loss of influence in many regions of the world have prompted the Russian authorities to change their security policy and restore the former balance. The security policy of the Russian Federation aimed at rebuilding its superpower position in the world is implemented, among others, through their military presence outside its borders. The use of this instrument in foreign policy serves both to regain a dominant role and to pursue particular interests – including internal ones. A critical analysis based on the literature on the subject, strategic documents of the Russian Federation, and reports and articles available on the Internet confirms the assumption that the Russian Federation successfully strengthens its position in the world, thus strengthening not only the security of the state, but also manifesting its power.

    Arktyka przez wiele lat nie znajdowała się w centrum uwagi społeczności międzynarodowej. Sytuacja zaczęła się stopniowo zmieniać, zwłaszcza w ciągu dwóch ostatnich dziesięcioleci, na co wpływ miały zarówno rozwój technologii umożliwiający tańsze, sprawniejsze i efektywniejsze badanie  i eksploatację dna morskiego oraz zmiany klimatyczne na Ziemi. W związku z powyższym, potencjalne zyski z wykorzystania zasobów regionu zaczynają obecnie przewyższać ewentualne nakłady. Prowadzi to do wzrostu zainteresowania tym obszarem wielu państw – m. in. USA, Rosji, Kanady, Norwegii, Wielkiej Brytanii i Danii, a to z kolei powoduje narastający konflikt interesów w regionie. Spośród tych państw Rosja jako pierwsza postanowiła wesprzeć politykę miękkiej siły za pomocą sił zbrojnych – twardej siły, prowadząc rozbudowę arktycznego komponentu swoich sił zbrojnych, co ma umożliwić jej zdobycie decydującej pozycji w regionie.
    The Arctic has not been the focus of the international community's attention for many years. The situation has started to change gradually, especially over the last two decades, as a result of both the development of technologies enabling cheaper, more efficient and effective exploration and exploitation of the seabed and the climate changes on Earth. As a result, the potential benefits from the use of the region's resources are now starting to exceed the potential expenditure. This leads to an increase in interest in this area among many countries, including the USA, Russia, Canada, Norway, Great Britain and Denmark, which in turn leads to a growing conflict of interest in the region. Of these countries, Russia was the first to decide on a large scale to support the policy soft power; by means of armed forces - hard power - by developing the Arctic component of its armed forces in order to enable it to gain a decisive position in the region.
