Opis:: A case study of the Lower Silesian Voivodeship is presented in this article. From the European Union's perspective, Lower Silesia is an example of a less developed region; however, it is also an example of a region that has improved significantly in regards to development due to a change in its innovation model. The purpose of this article is to identify the factors that have had an impact on the change in the region's development path (stimulants), as well as to indicate the weaknesses and barriers limiting further development. This article is based on a review of the literature, statistical data analysis as well as structured, in-depth interviews that were conducted with representatives of regional and local authorities, scientific units and business-related institutions. Recommendations for the regional policy of Lower Silesia have been formulated on this basis.

Voivodship self-government in Poland plays an important role in the programming and carrying out voivodship development policy. The government prepares various documents, including regional development strategies and regional operational programmes to ensure sustainable development. Simultaneously these documents constitute a basis for making European funds available. Preparation of well-thought-out, complete, and coherent documents, as well as the monitoring their implementation require using figures describing different social and economic phenomena. A significant number of these figures comes from the public statistics system. The necessity of making use of hard data is of special importance right now, as the European Union both requires the presentation of progress in the efficiency of using European funds within the sustainable policy framework and makes future fund transfers dependent on the progress in achieving previously-set development goals. The aim of the article is to present the scope and the way of using statistical data in development documents on the basis of certain strategies and programmes from a Podlaskie voivodship area. Opis:: Between 1989 and 2014, the Warmian-Masurian Voivodeship (one of the poorest regions in the European Union) was subjected to a number of external stimuli. However, not only has its position in the ranking of provinces failed to improve - it has actually worsened. Despite this, positive adaptive changes have occurred in the region, although they are limited in scope. The attitude of peripheral regions towards external stimuli can be quite reactive, as seen in the case of Warmia and Masuria. It can be assumed that the province's smart specialisations (water economics, high-quality food, and wood and furniture) will contribute to further quality in the economic structure of the region, but it will not necessarily improve its position in relation to other regions in Poland.

Opis:: The first grapevine on the southern slopes of Fruška Gora was planted in the 276th year of a new era at the time of the Roman emperor Probus, in the place where today is located the settlement of Erdevik is. Since then, until today, on the territory of the municipality of Šid, viticulture is important. Viticulture in the municipality of Šid can be one of the most important industries. What helps the development of winemaking and viticulture in the municipality of Šid are the southern slopes of Fruška Gora, where various table and wine sorts of grapevine can be planted. The paper is aimed at the development of gastronomic and wine tourism in the municipality of Šid. The paper should emphasize the importance of gastronomic and wine tourism for this part of Srem. Gastronomic and wine tourism is primarily good for winegrowers who can offer their products and services to many tourists and not only to focus on the sale of wine to local people. In addition, wine tourism can become the driving force behind the development of many sectors of the economy that directly or indirectly provide services to tourists. The aim is to analyze the position of gastronomic and wine tourism in the Šid municipality through the analysis of the current state, and to propose on this basis a project for the improvement and development of these forms of tourism. Also, the aim is to point out through the proposals and plans the ways of improvement and better tourist presentation of the potentials offered by this vineyard area.

Opis:: The paper attempts to quantify the impact of inequalities in regional economic development on disparities in spatial distribution of cashless payment infrastructure in Poland at the voivodeship (NUTS 2 region) level. Our findings reveal that general patterns of spatial distribution of GDP per person and the composite index of cashless payment infrastructure development are similar. The richest regions – mazowieckie voivodeship and the regions of Western Poland have the most developed infrastructure, while the poorer eastern voivodeships are clearly lagging behind. The obtained results indicate that the impact of economic development on spatial distribution of cashless payment infrastructure is statistically significant.

Opis:: The polish regional strategies present a problem of transport development in the regions. Although plans for transport systems in most provinces are not treated as a priority, it can positively assess of their visibility. The strategies differ in the complexity of the approach to the transport system (defined as a set of subsystems).They contain incentives to concentrate on improving transport accessibility, although at the risk of neglecting the improvement of the competitiveness of transport and the sustainability of its development. A characteristic is also the focus of attention on the development of road and air infrastructure.

Opis:: Artykuł prezentuje wyniki badania przeprowadzonego w województwie mazowieckim na temat zaufania mieszkańców do instytucji życia publicznego na poziomie lokalnym. Do instytucji tych zaliczono: samorząd lokalny, szkoły, policję, kościół i organizacje społeczne. Rozwojowi województwa mazowieckiego sprzyja wiele atutów, m.in. lokalizacja w centrum kraju i obecność w regionie miasta metropolitalnego, jakim jest Warszawa. Jej funkcje administracyjne i polityczne, nagromadzenie instytucji otoczenia biznesowego, dobrze rozwinięta infrastruktura społeczna i dostępność wysoko wykwalifikowanej kadry to czynniki przyciągające kapitał i inwestorów. Chociaż w obszarze województwa znaleźć można coraz więcej pozytywnych przykładów przekształceń na obszarach typowo wiejskich, w dalszym ciągu rozwój województwa ma charakter spolaryzowany. Wśród wielu czynników mających wpływ na procesy rozwoju jest zaufanie społeczne, które sprzyja tworzeniu kapitału społecznego, zmniejsza koszty transakcyjne i pomaga wykorzystać endogeniczne czynniki rozwoju. Badanie poziomu zaufania społecznego przeprowadzono metodą CATI. Pozwoliło ono na stwierdzenie, jak postrzegane są instytucje życia publicznego na poziomie lokalnym przez mieszkańców województwa mazowieckiego, jak oceniają oni skuteczność ich funkcjonowania oraz jaką rolę pełnią te instytucje w życiu lokalnych społeczności. Wyniki badań wskazały na wyjątkowo niskie zaufanie do samorządu lokalnego i organizacji społecznych. Jest to zjawisko niepokojące, gdyż samorząd postrzegany jest jako podmiot mający działać na rzecz integracji społeczności lokalnych zaś organizacje społeczne są ważnym komponentem społeczeństwa obywatelskiego.
This article presents results of a study on social trust to institutions of public life at the local level. The study was conducted by a team from the Mazovian Office for Regional Planning in cooperation with Warsaw Statistical Office and Department of Geodesy and Cartography of Mazovian Voivodship. Perception of public life institutions by inhabitants from the region is presented and evaluation of effectiveness of their functioning is discussed. Analysis of their role in local communities life is also performed and assessed from the perspective of stimulation of development processes. Results of analysis prove, that there are significant differences between the level of social trust to public life institutions in rural and urban areas. Level of economic performance of municipalities has also impact on answers received from respondents. Generally, the level of social trust is to local governments is low compared to institutions like schools, police, church or NGOs. At the same time local governments are perceived as those who have the most important impact on establishment of civil society. It is striking that trust to NGOs, as well as engagement in their activities, is on a very low level.

Opis:: Celem artykułu jest przedstawienie zadań i działań podjętych w 2010 roku przez Mazowiecki Ośrodek Badań Regionalnych (MOBR), jednostkę utworzoną w strukturach organizacyjnych Urzędu Statystycznego w Warszawie. Poprzez prowadzenie badań, monitoring i opracowywanie analiz społeczno-gospodarczych o województwie oraz w innych układach przestrzennych, jednostka ma stanowić wsparcie dla procesów zarządzania podejmowanych przez władze regionalne i lokalne w województwie mazowieckim. W drugiej części artykułu zaprezentowano wyniki ankiety, skierowanej do jednostek samorządu terytorialnego na Mazowszu, będącej jednym z narządzi diagnozowania ich rzeczywistych potrzeb informacyjnych, wynikających z realizowanych zadań i podejmowanych działań, zmierzających m.in. do poprawy warunków życia społeczności lokalnych.
During last several years a growing demand for information and statistical data concerning development processes at the local level has been articulated by local governments from the mazowieckie voivodship. Warsaw Statistical Office has undertaken numerous efforts to meet this demand. As a result a system focused on specialized information and analytical support has been created in a form of Mazovian Center for Regional Research. This article presents in its first part activities of the Centre, with detailed information on their scope and results. In the second part of the article results of a study conducted by the Center on local governments’ information needs and use by them of data resources are presented. The study conducted was focused on three main issues: knowledge about availability of information and utilization of information resources, willingness of cooperation with the Center and detailed statistical information needs, and identification of reasons for not using the information resources of the Center.

Opis:: Chcąc w przyszłości zarządzać środkami własnymi oraz europejskimi, musimy dysponować zarówno wspólnie wypracowaną strategią, jak i planem zagospodarowania przestrzennego województwa. Skuteczne zarządzanie rozwojem Mazowsza jest obecnie możliwe tylko przy aktywnym współudziale wszystkich zainteresowanych osób i podmiotów. Artykuł nakreśli zasady uzgodnień i konsultacji społecznych z interesariuszami rozwoju województwa mazowieckiego.
This article contains information on assumptions and goals of planned up-dating of strategic documents that govern development of the region of mazowieckie voivodship. Development conditions of the region has changed since the time, when development strategy and spatial development plan for the region were adopted. New challenges have appeared and development conditions have changed. Thus the up-date of the strategic documents is necessary. They form the basis for operational management of programs and projects implemented at the regional level. As such, they must be prepared in collaboration with many partners coming both from the public and the private sector. Up-dating is needed in order to properly diagnose the current challenges that must be addressed by development policies. In the first part of the article legal basis for formulation of development policy conducted by the regional government are outlined. In the second part an approach to the update of these documents is outlined. The outline contains the planned work schedule and the method of the documents development. Development strategy and spatial development plan constitute documents for strategic management of the region development. In the procedures anticipated the focus is placed at consultations, which are supposed to consolidate all parties involved in different ways in preparation and implementation of development plans.

Jakie czynniki i uwarunkowania decydują o terytorializacji działalności gospodarczej i tworzeniu specyficzności w rozwoju? Artykuł ma charakter teoretyczny. Zastosowana metoda badawcza to krytyczna analiza literatury przedmiotu.
The phenomenon of territorialization of development processes shows the process of rooting of economic activity in social and spatial relationships. Territorialization leads to the creation of new values and resources, and the emergence of a specific, creative relationship system capable of rapidly adjusting to change. It enables evolution in development – from a simple concentration of economic activity through specialization to specificity in development. The aim of the article is to search, in a theoretical way, for the answers to the following questions: when a simple concentration and agglomeration of economic activity turns into a regional specialization? Which factors and conditions determine the territorialisation of economic activity and the emergence of specificity in development paths? The presented article is of theoretical nature, based on a method of critical analysis of literature.

Opis:: W artykule zawarto wyniki badania ankietowego, przeprowadzonego w gminach i powiatach województwa mazowieckiego, które zidentyfikowały najważniejsze i najpilniejsze zadania w jednostkach samorządu terytorialnego różnych poziomów. Takie informacje stanowią punkt wyjścia przy podejmowania decyzji inwestycyjnych. Pozwalają one na wyłonienie dziedzin tematycznych, w których są podejmowane lub powinny być podjęte działania, jak również określają szczegółowe zapotrzebowanie na inwestycje. Z uzyskanych informacji powstała hierarchia priorytetów na różnych szczeblach administracji samorządowej, szerzej scharakteryzowana w tym artykule. Wskazane przez gminy i powiaty problemy ekonomiczne i społeczne kształtują płaszczyznę badawczą do pogłębionych analiz. Wyniki badania dowiodły, że największe braki i oczekiwania samorządów pod adresem województwa, powiatów i gmin dotyczą infrastruktury drogowej w całym regionie. Poza siecią dróg, zadaniem częstokroć wyróżnianym w ankiecie było zapewnienie sieci komunikacji publicznej, zarówno o powiązaniach wewnątrzpowiatowych, wewnątrzregionalnych, jak i międzynarodowych. Dla gmin zadaniem równie istotnym, jak transport jest zapewnienie i poprawa gospodarki wodno-kanalizacyjnej w strefach zabudowanych. Na podstawie opinii samorządów można stwierdzić, że większa konkurencyjność regionu zależy przede wszystkim od stopnia integracji funkcjonalnej gmin z otoczeniem powiatowym, subregionalnym oraz z Warszawą. Samorządy wskazują, że włączenie ich obszarów w regionalne i globalne procesy rozwojowe poprzez rozbudowę infrastruktury technicznej, będzie skutkować poprawą potencjału absorpcyjnego regionu. Takie działania przyczynią się do poprawy atrakcyjności inwestycyjnej i turystycznej w ujęciu lokalnym i regionalnym.
The article presents the results of a survey conducted among the municipalities and counties of the Mazovian region which was aimed at identifying the tasks considered by the local authorities to be the most important and most pressing. Such information serves as a starting point for decisions concerning investments. At the same time certain areas can be identified as requiring action along with specific investment needs. The article presents a hierarchy of priorities on different levels of local government based on the information received through the survey. The economic and social problems indicated by municipalities and counties serve as a basis for more detailed analyses. The survey results show that local authorities expect the most to be done by the regional, county and municipal authorities in the field of road infrastructure in the entire region. Apart from roads, an effective system of public transport is considered high-priority, both in intracounty, intraregional and international connections. For municipalities, a task equally important to transport is providing an effective water and sewage system in built-up areas. On the basis of the opinions expressed by local governments, one can infer that the competitiveness of the region can be improved first of all through improving the functional integration of municipalities, counties, subregions and Warsaw. Local governments indicate that their inclusion in regional and global processes of development through the expansion of technical infrastructure will improve the absorption capabilities of the region. Such activities will also increase the region’s local and regional attractiveness from the point of view of investments and tourism.

Opis:: Informacje o charakterze przestrzennym są kluczowe dla tworzenia planów i strategii rozwoju województwa. W dobie powszechnej informatyzacji, administracja samorządowa i planowanie przestrzenne nie mogą pozostać obojętne na potrzeby i wyzwania. Oprócz postępu technologicznego potrzebna jest również zmiana sposobu myślenia o informacji przestrzennej oraz różne narzędzia, które umożliwią sprawne zarządzanie tą informacją. W celu kreowania nowych postaw, które sprostają nowym technologiom, konieczna jest zmiana paradygmatu rozwoju społeczeństwa informacyjnego w województwie mazowieckim. Dotyczy on nowych sposobów komunikacji z obywatelami w zakresie różnych procedur administracyjnych, udostępniania informacji przestrzennych i statystycznych, dokładniejszego planowania oraz efektywniejszego zarządzania rozwojem.
This article provides description of new initiatives and projects implemented by the Department of Geodesy and Cartography of Mazovian Voivodship. These projects are aimed at supporting development processes in the region, by providing tools for information sharing and exchange. Development processes require coordination between the municipalities and vertically between municipalities, counties and the region. One of the directions of activities of the Department is to streamline development processes through development of information society. It includes efforts to raise standards of service to citizens and investors and to stimulate the habits of use of electronic communications in local communities. Computerization promotes a faster exchange of information. New initiatives and projects implemented by the Department are joint initiatives of municipalities, counties and regional government. This article presents assumptions and preliminary results of these activities.

Opis:: The article discuss the objectives of European cohesion policy for the period 2014- 2020. The article next presents the trends which are required in terms of stimulating the development of polish regions in the future. Regional policy in Poland is dominated by European cohesion policy. Most of the funds which finance investment projects in the regions come from the EU budget, despite the fact that European cohesion policy is supposed to be complementary, and not dominant, in relation to national policies. The challenge of Polish regional policy is to develop the kind of operating model in which participation of the country and regional governments in decision-making and financial matters is dominant.
